Good evening and welcome to our modified Parker Town Council. Thank you to Mr. Ron Red, he's in the back, the director of Parker Water and Sand. our host just for everybody's education, Parker Town Hall. is under renovation, specifically our side of the building, which will be the courts and town council administration and legal along with parks and some others. are
getting out fit right now. I'll be back in there early summer, but currently our room that we're doing our meetings in is very small and we know that Shaperl turnout is always very good. great and so we had to have a bigger space. So Ron offered and the of the Parker Water and Sensation to offer their meeting room. And so here we are tonight as visitors. what a great space. Thank you. We made a mess upstairs. We will clean up. We will leave no trace. Ron, I promise. But thank you so much for hosting us. First item in front of of us in front of this council is public comment. No action will be taken on these items. comment is an opportunity for town residents and other interested individuals to speak about items that are not on the agenda. This common period is limited 30 minutes of total time with each individual maximum of three minutes to speak. You must sign up ahead of time in order to comment. and that sign up begins 30 minutes before the start of the meeting. The Council will come in as many speakers as possible. is possible during this time with preference to town residents. But if public common extends 30 minutes. Town Council will continue the comment period at the end of the meeting prior to a signed up. As any matters raised by individuals during public comment are not on the agenda. Another potentially interest to parties would not, therefore, be aware of discussion of these town council will not engage in dialogue regarding any items raised during public comment. About a week ago. several of us went to the Colorado Municipal League legislative workshop. in downtown Denver at the Colorado Histor Museum. this workshop when over all the legislation being post this year in the legislative session and Colorado municipal league. is all of the towns across Colorado. their lobbyist at the Capitol. So it's a very informative meeting. Thank you. [BLANK_AUDIO] Thank you, I can hear my voice out there. Did you hear Laura's voice out there? Okay, sorry. Sorry. Maybe just my ears. Apologies Eric. [BLANK_AUDIO] So all I have to report is just the state of the town event. Several of us attended last week, Wednesday. Thank you Eric. Appreciate that. John, thanks. I was a part of a e470 finance budget audit committee meeting. about debt management, there's some bond refinancing that has to happen. this year and I think a couple hundred million dollars. We also talked about about the market, how the market is, and potentially long term, how do we adjust our-- capital structure to potentially create some room to maybe do some additional to the next end or reduce tolls. They're having a starting discussion to reduce tolls. Thank you, John. Brandy. After recovering from an upper respiratory infection, I was able to attend the Parker Chamber of Commerce Board meeting. I am the liaison for the Council of the... board. So I like to go and just hear what's going on with our local businesses and see if there's
can help on that. We also, we, me, I have also been doing some heavy research on our upcoming DC trip. We go for the National League of on the public safety and crime prevention federal advocacy committee. And so we had our meeting. on the resolution for that and then just meeting with local sheriffs and chiefs and All sorts of stuff specifically focused around our school resource officers. So that's where my... time has been dedicated to these last few weeks. Thank you, Brandy. I also attended the CML legislative workshop with Councilmember Hefton. our mayor and I just wanted to make a comment about that because I felt very proud. We've gone from, you know, know, pretty limited involvement with CML to, you know, we, we, it's I don't think we are too involved before that. Our mayor is on their legislative leadership. I'm chair of the legislative policy committee. Legislative policy. So any is testifying? at the Capitol and he was asked to sit on a panel. as a respected voice that says something about, you know, I just feel like that really says something We're Parker is right now. He's he's the expert. So I learned a lot, took a lot of notes, sorry, staff. But it was just, it was a great reminder that just being at the table matters. I also attended a county commissioner candidate event. It was a very good discussion about experience and regional collaboration. my Douglass County housing partnership meeting was canceled so that was a good deal. That was an easy one. event. Thank you, Todd. For myself, as was stated, as We have CML as 200. city's and towns as members. It essentially is a lobbying arm for the cities towns of Colorado regarding the General Assembly in the state house. It's a very busy time, but we have a legislative workshop where we invite everybody to Denver to talk about what Paul or what bills have been written, what bills are going to be written, where they stand. and everybody from the planes to the slope from the hills to the front-range. the whole state has represented and it was a great meeting and I appreciate and up I had did have the honor of sitting on a panel and Thank you very, very much for that. We have come a long way. We used to take CML for granted. currently I'm on the executive board and as per stated I'm the chair of the policy committee. Speaking of which, the next day. Friday the 20th did share the policy committee. We took positions on 30 bills. CML has a position there are already 440 almost bills already submitted at the General Assembly and we are in March two more plus months to go. and we already have positions on 64. So 64 bills. that we feel will affect cities and towns in Colorado. And we have taken the step to already, but take positions. on those. But we did 30 bills on that Friday. And then following Friday last Friday. I was at the Executive Board where we've take final position on those. and we took CML policy communities recommendation on every bill and then we had ten more. that were introduced in the week between those two meetings. I went to Casapines and listened to one of our town attorney, one of our town attorneys. Kelsi Hall presents to the castle pines. town council regarding annexation that they are considering. Very well attended. and it was not on her stand
there and represent Parker on behalf of the citizenry. Okay. as was stated also to say the town on Wednesday another incredible event. coming out, appreciate the rotary for hosting it and the pace center for the incredible venue. great event. It will be available online. You don't have to watch the whole meeting. You can just watch my part. It'll be unveiled on our YouTube very shortly. really. And so please look forward to look for that coming up. Thursday on top of CML. We are a member of the Mitchell Mayor's caucus. So 30 in the Denver metro area. We also have a legislative committee and I happen to sit on that one. And so we have that meeting on Thursday the 26th and let's see. and then Fred A. CML Housing Committee and the Executive Board and then today I had the honor myself and bear hermen from lowntree. We sat down with the new director of SCFD and met with Andrea Albo. today, talk about the future of SCFT. So more to come on that. Thank you for that. Good evening. Can you hear me all? Okay, so I'm Baron Council, I'm here tonight, present the intent to acquire. coordinates 1.669 for Lincoln Avenue and Pine Drive. such improvements. Second PIN intersection improvements consist of adding the second east bomb to north bomb. left turn lane and a southbound to westbound acceleration lane along with the sidewalk, drainage, and traffic signal improvements. improvements have been coordinated with plan, Douglas, County improvements. to Pine Drive, which is north of the intersection. and repulsive intersection improvement project is located on town right away property except for the side block connection on the Southwest corner of the intersection. [BLANK_AUDIO] Final design of the intersection of provenances underway. with the design contract approved on October 6, 2025. Yeah, just aim it down towards this mouth a little bit better. Okay. Sorry. So, yeah, the design of the intersection of provenance is underway with the design of the contract proved on October 6, 2025. The design is planned to be completed in early 2026. the construction. To construct the sidewalk connection at the southwest corner of the section, a combination of the right away fee conveyance, a permanent the whole piece meant an temporary construction, easement are needed. [typing] The intent to acquire ordinance is for the associated sidewalk improvement at this location and we'll impact one property. on or along this section of Pine Drive and that owner is Lincoln Creek. metropolitan district. The parcel is a drainage tracked along the soil. outside of Lincoln Avenue. The areas have been minimized as much as possible. with that said, the proper needs are as follows. Right away we need to 150 square feet. Permanent slope easement, we need 387. and square feet. Temporary construction easement. square feet. I like to mention we found an error. in the Ornits page A to legal description. It included 211 square feet and the ash holes to the top. This correction has been verified by the surveyor.
and approved by Toma Turner, Jamie Winn. [BLANK_AUDIO] Moving on to slide six. Here is a key map that shows the sidewalk connection. and the area of the acquisition on the west side of the intersection. It shows that proposed connection and these existing sidewalk to the south. And then this is the same key map just zoomed in to the to a better show what we're talking about here. I would guess reddish color on the left. That's 226 square feet. and the middle of the green, that's 387 square feet. permanent easement and then right away easement 215 square. feet on the fire on the right and kind of orange color. [BLANK_AUDIO] So, with our said, town staff, and or our consultant will engage in good faith negotiations for the temperature. need to temporary construction easements. If we're unable to come to an agreement. It's a very important statement. Tons staff will coordinate with Tom Council prior to any and ordinance is acquired to approve the intent to acquire, which will allow town staff to begin formal negotiations with the proper new owners. So with this being, I mean, a county project and it seems there's a little bit of county still. fall around. Why is why would the county just sort of take care of this and make the action for us as a part of their project. I'll say that question. Really, it's got down to a couple of years. years ago the county said they didn't have the funding to improve this intersection even
which is north. Yeah. So we start the design process ourselves. We hope to bring an idea to you this year as a collaborative. build of the same or section with partial darkness kind of funding but they they originally saying they couldn't do it because the funding we took. and serve the design process. Things are starting to line back up again, do you on? But I would love for them to do it. Find out more as we negotiate with the world. It makes sense, I mean, to me the development of the south way. I know that's unincorporated and again I know the project but you know it gets a little quirky when he sort of are at the end of our limits and beginning of somebody else's. We're very much on the border land between the two, between the town and the county. >> All right, thank you.

There's a drainage ditch that goes out. So north is up in this picture. So this is a long pine drive. There's an existing sidewalk that was-- built by the residents of the development there on the southwest corner. West. Well, we want to do is tie the intersection into that existing sidewalk. and back. So I wish it was a better So maybe so that the sidewalk you can see it in the bottom of that picture. as it runs along a fence line there. the east west along the fence line there. There's a cap up to the end. section and that's where we're going to basically build the sidewalk and go ahead. into the north. And it's going to be a permanent slope easement. also. Yeah, we have to do that to support the wall. It's a very tight area as you know. You just talked about it. There's a major ditch, a bark That's over there to the road there. There's a large transmission line for, core, core, left for helping through there. It took some doing to injury. your ADA compliant

Well we'd like to do. is we like our sidewalks in right of way so we typically do here in the town of Parker's who were acquiring where the sidewalk's going is right of way. And then there's a spade. more than needs to be to support the sidewalk that we're building and that's a slow And in temporary construction, he's meant for things like erosion control, cell fans. So a little bit room to work to build the improvements as well. How long has that temporary construction easement do you think? year. Okay. That's how we do we rent the property. That's what we do. And our typical temporary construction easements for a one-year period. [BLANK_AUDIO] Thank you. And just do real quick who is the owner of this project? property is the H.O.A. to the Southwest. It's a metropolitan district. It's basically the property on the south. This wasn't his-- it's the-- It's okay.
That's fine. >> Yeah, but it's a meant for all the district. So even though the sidewalk, the future sidewalk will be be in the right of way. They still own that property and the town will still make them All right. Link and Creek. That's right. >> That's right.
Thank you. And even though the scary words are in this. ordinance. And then a domain is in any ordinance that we do to acquire property. But the majority of the majority of time and agreement has reached property. is sold, but we have to put that in our title. So people here that were it's eminent domain, talk to me a little bit. about that. So we go through a good faith negotiation as we will make can offer based on market value. These are very small. This is 20 by 40. Yeah, it's a very small acquisition. So what we'll do is we do what's called a fair market value because it's less than $5,000. We'll do a fair market value based on comparable higher and expert. the Fair Market value and we'll make an offer to the Metropolitan District. and we'll go through a good faith negotiation. They will have questions. We will answer those back and forth. the overwhelming majority of acquisitions I've done in 25. I've been very friendly. Have you ever heard of the time when you were in the hospital? the worst imminent domain or last resort, absolute last resort, we've come to an as the broker done eminodermane? Yes. but it's a very small percentage of acquisitions we do. I'm confident here that we can come to an agreement with this Asia way. This is going to be a bit if it to their residents because it will get up. and use a sidewalk that we're going to build along the north side of the wind can have no to get to other things. and the neighborhood. >> And there's also, is, would there be eventually that were cited the trail that runs along the Gulch there. - Oh, is it outside of Lincoln? - Oh, it's not inside of Lincoln. - There's a possibility that's from development. is going to happen along the north side there. I requested that the current council of the council. point two individuals, sorry, two fill vacancies on their board of directors. on August 21st, 2023, the Town Council by ordinance organized. the chambers of business improvement district, and at that time appointed five members to their board of directors. Their board of directors technically still stands at five members, but as of the last election to seats were vacant and no individuals were elected to fill those two vacant positions. So currently the board has three active members and these two vacancies. speaking any vacancies after a board of directors for a business improvement district based on the way that the town sets up these we do have to currently in the town is to be done. by election. However, if there is an vacancy that occurs post that election, then it goes back to the original process where the council initially appoints members to fill those So the Chamber's Business Improvement District has asked for two individuals. and Dalton Huran to be appointed to fill those vacancies. these positions will be they will serve in these positions until the next election. What you're doing? will be May of 2027 and at that point hopefully everything will continue as an necessary and the elections will take place as they should and there will be no more vacancies. I said council does not do appointments after the initial appointment to the board, but we are those two vacant positions. I'm available for any questions. First item of business is six A. resolution number 26-022 a resolution authorizing the submission. and grant application to the Colorado State White Portal Authority, SIPA, and the program for implementation of the new real AI technology at a Brian Park. floor is your assurances. Thank you, Mayor and Council. Thank you for having me. So this This evening we are here to talk about next steps going on to continuing on with our for a 17th discussion, study session a few weeks ago. New Real Representative presented detailed information to Council regarding the technology its functionality and privacy safeguards. Following the presentation, Council supported staff. bringing forward a resolution, which we are here tonight, approving the grant application to you. to Colorado State, Internet Portal Authority, SIPA, installation software in a ideally three-year service agreement. There is no financial impact with this that is immediate as the materials installation and three years the monitoring service with the project are being within the scope of the work within the grant. And while staff will take a reasonable measure, to ensure the success of this project. There is potential for cost at the town. If the town sees a value in scaling this project or additional systems for other applications. and the future. Therefore, we're enclosing. staff request town council approved for of resolution number two six. to authorize submission of the grant application. to the state of Colorado through the statewide internet portal
authority of the WISNONASIPA. in the amount of $259,831.

I have a couple questions. one of them I think I'll save for Councilmember Hepta because she asked it in the study make sure there's clarification on that. But, um, can staff outline what data is actually collected. And, you know, will any sort of sort of, or you might have said this, but does a third party have any sort of access to it? We can house the data on the cloud through a third party platform if we choose. We can also use the enterprise network of the town if IT is interested in that. we're working through that with new real as we speak and I can certainly follow up with new real as well as IT to ensure that the additional question is answered. which is ensuring that the data is who can access it and how. So just to clarify, there's There's no fiscal impact on the town for this because it's a grant and if we don't get the grand then we'll have. to reevaluate the situation correct? - Correct. - Okay, thank you. [BLANK_AUDIO] Don't question. No, I'm interested in Councilmember Haths' clarification. I don't want to stand the way that. Mr. Fransit, question, could I defer it in combat? You can yield. I'm going to yield to councilman, perhaps. That's what we have to do. OK, so with this technology, From our understanding now, I have two questions actually. Could you just give me an example of an individual in the park? and this was a real case. And I think a couple of
years ago an individual and so my little waist can not go down this slide. I remember that quite vividly. Tell me now how this could have happened. help with law enforcement. That's my first question. Okay. Not being an expert in that field is specific to the technology I'll do my best. of the technology specifically toward your question is yes. if somebody is changing the unit. So the slide for example. If somebody takes a sledge hammer, which I believe is what happened in that particular instance so somebody brings a sledgehammer to the park and they bring that out and they use it and it changes the look of that slide. G knows very specifically what that slide looks like, as well as a specific action. that damages that slide. So the technology utilizes the existing camera that's there as well as additional cameras that would be installed. to determine that there's something that has changed. Vandalism. specifically vandalism to the slide. In doing so, that notification can be done. and captured within milliseconds to the PD's dispatch. opportunity to respond immediately to that. Be a dispatch if that's the way that. that we have it set up. It is based on the towns desire to how that all works and functions. and in doing so instead of waiting and seeing that vandalism in real life, real time or after the fact which is the next morning we might have it captured on a camera. the response is not going to be immediate. Ideally, this technology would allow for for the town to respond to that specifically the PD. to respond to that damage as it's being done, as the act is being carried out. Thank you. And then the follow-on question
to that is will new real. to provide us statistics, to build a database to see the effect of the data. effects of this new real technology from that example that you just provided. over time. So the response time and how effective the technology will be to something like an specifically we are told that new real does have the capability to provide us very specific analytics and the statistics based on what it sees and what it finds. Thank you. Thank you. I'll go back to Mr. Francine. Yeah, so the question I had, hopefully you can answer, these are cameras taking. I guess real time snapshots can you talk about how long that data is stored? if the data is stored.
Yeah. So the data is being calculated. it is not footage. It is actual day. data and the new real technology what it's doing is translating that data into an action that has been sending a notification. There is capability. There is no doubt that there's capability for cameras to record. different than what we're doing today, but we are not setting up the ideas that this technology would not not be used to capture images, it would be broad data. That raw data is then effectively stored in the cloud for as long as the town does. desires. It can be no time. It can be 24 hours or where it can be nine months. We control all of that. Douglas County received American Rescue Plan Act funds from the recovery. of the COVID-19 pandemic. So these $200,000. is from a crude interest from those funds. They want to designate that to the CRT program. just to recap CRT's or community response team. which were already in partnership with Douglas County, Casseroch City of country with our pairing up officers with the clinician. to respond to our mental health needs. Um... So with that Douglas County, they're going to manage the funds, their coordinate ineligible payments. and staff is recommending that we move forward. with the idea. Thank you very much. So with these funds, can you just give a little bit of more detail of exactly where that would be applied to our CRT program would be with more personnel or more training or all. of the above. So it's going to be geared more towards training conferences that they make. go to CIT training, which is crisis intervention training. Collins set it for as yours. Good evening, Aaron Council here tonight to present resolution 26025 for the sales barrier region apart competitive of the council. The council is a council. The council is a council a question park and four ball fields. There's 91.38. that we're currently developing a phase one project. This proposal is for the phase two project that we're contemplating doing here. So this is located kind of right in the middle of Parker. It's planned to be one of the largest parks. in the Denver metro area. For the first phase, due to the size and complex. the town staff recommended that the contractor be selected through a request for qualifications and a competitive proposal. So in 2025, Town Council approved 25.09 for a competitive proposal and the salesbury regional phase one construction included for lighted natural grass baseball softball. fields to synthetic turf lighted multi-use fields existing ball field. improvements, parking, restroom, landscape utilities and some other amenities throughout. that project is currently under construction now. the pre-qualified general contractors that we selected for that project were. the HL
constructor who is actually building the project right now. ECI site construction management, ethanol, construction, constructors, concrete express, FCI constructors. staff is here to recommend using the same six pre-qualified general contractors to on the Southbury Regional Park Phase 2 construction project as the selection process was recently completed and the six contractors are qualified to construct the phase two project. We didn't think it was necessary to go through another prequalification as we have six viable contractors now. and anticipated amenities and this all depend on whether or not we get the outcome of the bids. We're in the process of designing the project now so we don't have that construction cost, but we anticipate that we can get 17 pickle ball the two tennis courts with four pickleball overlay courts. to the Indian law and overlook the Indian outdoor fitness area. Two basketball courts. players with splash pad and shade structures, a bike track, out in bike skills course. Three restrooms, storage buildings, parking landscape, irrigation and utilities. So with that we need a resolution, it's required to prove this type of contracting a method. staff recommends town council approve resolution number 26-0. to five taking any questions, thanks. If you could just go over briefly, why you feel the need to go into this type of fruit qualification contracting method. So the town requires that all the people in the city are in the city. capital projects be bid and there is a provision in our code to allow for a prequalification of contractors to be projects if they're over a hundred thousand dollars you're required to do that. First phase of the project, we pre-qualified the contractors previously mentioned. for the project. So we think that utilizing those contractors a more efficient way than going through a whole other pre-qualification project. or opening the bid back up to all general contractors. with our town code as well. So any general kind of thing. contractor could have applied during the pre-quality. the application process, like maybe just seeing dollar signs. just saying, "Oh my gosh, this looks like a great project I'd love to land a project." like that, but we still have to go about it fairly, have never done anything close to a project of this scale and just wouldn't have been qualified to do something like this. >> Yes. >> Yes. >> We had certain parameters in the required. for qualifications that they had to meet. So they were reviewed based against those qualifications and that's how we selected the six. And so yes it was opened up to all general contractors that could potentially do it, but some of the that some of the contractors didn't qualify based on our parameters.
