Adelaide was 50-50 South Syracuse and Denver. I'm going to be very, very brief before turning this over to Andrew from my team, but I just wanted to say thank you. Thank you for your past support and our project. We were thrilled to get to the end of the stage. and so many done in 2003. And really excited to get started on the residential portion of the project. to earn a car in 2025. You know, we're here tonight to ask, of course, and change us to the people. as you know, and we think these changes are our sensible changes that will really successful commercial to that corner. We really want to see the commercial corner and that was successful, right? and as I think, look here tonight,
presentation, we've had some challenges for that long. So thank you for the help. to my 55 degree and I'm doing this over the edge of the tunnel. (coughing) (clanging) I'm here to help you. Good evening, ladies and gentlemen. I'm Andrew Johnson with that warm name. communities at risk of 50, 50, 60 or 200. Great to be heard with you tonight. No. about how you share a little bit more about what we're proposing. So I do stay still. You kind of set the scene here and we've got some of the back harnesses we'll try not to be repetitive. As we heard, we initially got Zohund and Annex in the town in Subirk 20. at that time, he created zoning for five zoning lots of things. I think area is one through five. Today we're talking about planning area one, which is the commercial parcel. planning planning areas 2 through 5 are under construction currently with multi-family. there's a moment space uses there and that's coming along quite nicely. But of course we're even. be here to get playing area one moving as well. Now I will answer your word, raise an answer. developers, first and foremost, we do have some experience with retail and commercial, but commercial developers and really to achieve the tax vision of I need the inspector of commercial development in this corner. We've done as much more appropriate for you. somebody who's an expert in commercial development to come in and really need to develop in a plenty of area. everyone. So really from the beginning, our plan has been to bring on a commercial over the data expertise and market the site. And to that end, we've been marketing the site since February 2424 with Mitch Trinvy and his team leading that after. What I tell you about that is we had quite a bit of interest on, you know, he's really and I'm going to tell you how to pay men, you know, reach out to many many personal developers and there is a lot of people who are in the same place. quite a bit of interest in being a cigarette. You know, this is an on-cargo road so it's not the you know, you tell area, but there's tons
of homes around this area, this is the only part of that intersection that can be commercial known because there's already, you know, family homes all around it. So it's a very logical place for commercial or retail However, what we've learned is once those developers, you know, kind of got into the KT and really understood the requirements and restrictions of the KD. a few things that were fundamentally challenging. And basically make this site, you know, not. I will and really risk the development of finding area one language for some. time. So, we want to share what some of those challenges were today. So the first challenge that you've heard a little bit about is that daycare you. So right now daycare is... out e-graded at 3500 square feet. Now, really the problem with this is is by and large day care facilities and parker are over 10,000 spurts. 3500 square feet, D.N. carries. Really not realistic and it's not like the market will respond to it doesn't have a cubic count program a daycare you know a daycare operator would like to operate. So the 3,500 square has now been viable. That's really a shame in our view. because you know for anyone who knows this part of Parker there's literally thousands of homes coming in. There's many young families with young children and they care to use this certainly right now there's no daycare of self and pest road. You think this could be an outstanding location? for a daycare, but of course needs to be on the sufficient size to bring out an operator for that. So that's challenge number one. Challenge number two is the dry through restriction. So right now, or PD zoning allows. or it does not allow dry surface facilities with a 250 feet of the hard corner. or 250 people, the residential and climbing area to meet in the morning. I'll tell you how many that were built right now.
So really what that means is what? I'm playing area one about a quarter is eligible for drive three. and the challenge with that is really since COVID, the demand. for drive for uses for many of the neighborhood serving retailing. uses has been, you come very high. not just traditional drivers that may be we think of, but also things like bang. and really restaurants on all types have a much greater experience. interested in it drive through use. So having three quarters of the site close to that type of use, has really been challenging because many uses that are allowed in our and restaurants are looking for that drive through, except for you some rain out. It's been a challenge as well. The third significant challenge that we've heard quite a bit about is the this is all 10-10 buildings which you've already heard a little bit about tonight. And I stated, The current requirement is that it's a three plus ten in building of manuals. It must be billed no later than the third commercial building. planning area, so we can proceed in the commercial planning area. It has to receive certificate of occupancy before issuance of a building. on the fourth building and you can't pull a building permit for your second building. to start cycling that they're building. And I realize everything I just said might kind of sound little confusing there's kind of a lot in there but that is been exactly the bit of sequencing surrounding this building. And ultimately what we've heard is That's sequencing is problematic and it's problematic for a couple of reasons. Right now we'll take time and buildings, have you channeled on short of the last few If you look through, you know, you track it and take a look at both
of the time. I've been told it's what you'll see is that there have been, well, it's a time of buildings that have been planned and approved. that they have not started construction since 2021. And the reason for that is economic condition. So higher interest rates, higher commercial, XV, higher consumer. construction costs and the fact that the matter is rents in those multi-tempo buildings are lower. and they don't just supply that development. And so what all that means is is commercial developers today, can't make sense of that whole Titanic build. And then when they took a little bit of that sequence and they know they can only build their first building before they can stop by the multi-telling building basically touch it because they can't. They don't know whether multi-tenic building. We'll work and they can't progress through other development that does make sense today. So ultimately that's created somewhat of a standstill on the commercial parcel. So those are our challenges and the reason why we're here today, we've been working very closely. staff and the news appear a parker with some opposed zoning and I mean, let's not be saying your comment, sex, and we'll ultimately unlock this name for the same. So number one, with the daycare, so we are proposing today. I'm allowed to stop size of daycareers up to 10,000 square feet. We think this really increases the likelihood of bringing daycare to the community. And I will turn on this one. I'm a pretty positive feedback on planning commission. I understand one of the planning commissioners worked in a day. care for many years. Interestingly, her comment was her only concern with this was that wasn't big enough. But nonetheless, we think 10,000 don't So that's up where the daycare is buyable on the site and we think that could be a really nice use in this community. >> Okay. >> Second of all, drive through this amendment would allow drive through throughout the planning area and would really increase the likelihood of keeping the
urban services like cost. and then finally the multi-tenant building. remove the minimum square footage requirement and the timing constraints. The rest was started showing us. for the typing constraints we're previously in here. You know, there's interest. from the town of Parker from South on Sea Mountwall to the time of building. Come to fruition. I think the original concern was, hey, when is it going to happen? We don't want to see the-- will side develop in the multi-time building gets missed. The way we've dealt with that, of course, this plot to the plotting process, basically nominating a specific car. of appropriate size and space such that it can support that well to the end of the building. But once we've done that, the other parcels can develop uninhibited by whatever economic This is the most intense moment. We're going to be thinking really opens up the chance of that site. Be to help sooner and bring the new events out of the life much sooner. overall we think that these are some good live vacation stations that will really allow the town to realize the goal. that we made the Parker Master Plan of seeing the improvements that are at Stroke and Crowe of the Valley. We think this is going to better match the zoning with what the market demands. here and also with the major role to move on to the seat here. that said we're hoping to we hope you see the this is the same way and ultimately for this amendment. [INAUDIBLE] I just want to, the item here and you correctly, the current restriction. that are on this puzzle, it's just made it. difficult to attract any viable
businesses. I mean, just market conditions, I'm going to change. You have absolutely, I think, market condition, a cloud change, you know, since it's early on. We started a little bit as part of the 2021. There we go. our ton of business stuff. Businesses that would love to be at this corner. Ultimately, we're working I'm selling this parcel to a commercial developer that will develop the whole site. sell a few different parcels to different folks. One of the big challenges we're facing today is Well, we know there are some uses that. You know. But likely be able to kind of deal and come and and build, you know, a retail asset. I've been with some kind today. They can't do that right now because the more time and a sequence of apartments really prevent. a significant runway of development to have. If a commercial development is a commercial development, build this site and design the internal road. and how they would sort of break this up and bring it out to market. one building before they got stopped by the multi-ten building. That's that's it. That's the operator. So that's what we found. It does make sense. So with the increasing the nature or that. specific spot of the 10,000. My only question is, um, and then you can go up there for the bit down the road. So the day here doesn't count. how much need is there for a 10,000 square, but space versus a smaller space? how many retailers are actually going to come in and have an interest in it and buy some for those days. I guess. that it works for an anchor. Sure. It was a long journey. That's a good question, then. What I tell you is from my understanding of the daycare of these words. and you know, build
to suit kind of situation where a specific build. is designed and built for data. Now to what degree, if that business went out of business after 10 or 20 years, years it could be a good purpose. I don't actually want the answer to that. But what I tell you is what we're proposing here is really setting the camera. to break the planning area one into multiple different plots that can be of of development or retail uses. If it were the case that a daycare user was interested in the site. They would buy that parcel and build the data there or protect it. and then they rent it long term. There's certainly a risk that they can't do it. down the road conditions change and maybe that building would work or something else And if not, it would be a redevelopment, kind of situation. - ??, ? ? ????. - ??. - ??. So, what do you envision? I know there's a pretty hard corner. there, it's throwing bots, I guess, is the... I guess, perfect. Sorry, any vision there for that kind of corner pieces at piece could could in your view, could a daycare go on that corner. the thought more other personal sense you break that up. So again, not a commercial developer, but we have conversations with architects that So I guess I'll end that as well as commercial developers who are interesting and sorry. And I think the daycare we move. most likely we actually go in the southeast corner of the site. A data care doesn't mean the same kind of business. of the street to drive customers and frankly when people drop their kids off. the only S11 all that traffic we're worried about so it's kind of logical for that. If you didn't sell these corner, share a
question about the North West corner. for sure but I think one thing that the zoning amendment here would allow is potentially on that one, all the things one have that drive through the main, that's not possible today. who would not be allowed a bank on a hard corner to it. But I think that would be a great use there. actually come. There he goes. No. John. So just about on that same. issue. It says or within 200 the other residents. So I give up thinking of myself, you know, you want to put something on the hard corner like a drive through, what are you talking about fast food or are you talking coffee shop and is that it says 4 within 250 feet or the residue. is that very close? You know, if you put it in a fast food restaurant, to the residential at 250 feet and then how do you account for I'm just talking about the smell and not just few things like that. Sure. fast food, but some fast foods are a little bit smelling or than other. How does that affect, you know, there is a dential maybe right there. Just kind of working. that my head. Absolutely. And our artists say exactly how that will play out. Hopefully those humans are more like delicious coffee. I'm gonna drive you there. Absolutely, you know what I will tell you you know today when I talked about you know only about a quarter of the site being eligible for drive-thru. Does this have been northeast corner? show here. So it's a long, long stroge. the authorities. The residential 250V you're talking about is on the sort of South Southwest of the site is adjacent to our president. So I can't argue. future residents, I should say. So I can guarantee you we wouldn't want to do anything that would. But certainly not our residents,
you know, uncomfortable situation. But another interesting thing about the site for anyone who's been out there. There's a lot of very normal sight. So it's likely that there will be a little bit of a... a high differential, they're certainly a big, it was about, I want to take the 26th. to put a wide street with parallel parking on the other side. It's right there. I'm doing math in public, which I don't think you're supposed to do. just the road and then there's you know, green space kind of on either side. I think it's unlikely that the any closer than 7 feet certainly maybe it's even a little bit different when it was now. But let's try short. I don't think we're very concerned about that between the topography. and then just the physical distance, I don't think it will be the answer. Thank you. Thank you. I'd question for you. And traditionally we look to buffer, it's a family I was eating. with polypone next to the commercial. This would answer that correct or, this commercial's, multi-final inverse is a mighty single-final. Correct. And that's why you've had the neighborhood and center to think that you're going to be a good one. here, which is the number one order to kind of buffer a point about the busy intersection. instead of kind of buttery residential from, yeah, first we are. multi-tenic And so what we found was that commercial developers were going to take it down to the whole parcel. When they saw that they were going to be required to build a multi-tenant building that became ideal. So that's one thing we're still to create a multi-tenant building, but let the market drive that into on your last question. Yeah, once there's some mass and some activity, the There's other, you know, single users in the project. There's going to be demand for only time. And by having that we're still committed to doing that. But we're doing like the market speaks. to what goes in there when it is built. It still has to get built. And even if it's the last thing built, going to be the best thing built for that center at that time. So it's a timing issue. And then as it pertains to the daycare, we did the research so you're wanted to have to enter as well. There's definitely a mischoridage for early learning centers in the public area. So there's a shortage for early known centers, specifically in the southeast. and the part for the Microsoft whisperer, the approach of the delay. There isn't in the name South of Pass, and they typically are between 10 and 11 thousand square feet. we function to date on the level. But nonetheless, 10,000 people will be lost on the day. we believe there's going to be a demand to speak to whether or not They all were too vague and they were too vague to be the reaper to see a bestigler. building. I have yet to see a daycare or really when we send a failed in barred typically. They're open for long all the end just point together to complete build the seats where they'll get built and then leased out for 20 years for somebody who's got a daycare early on in as a tenant. They can be put on your visit at a building where you're not going to be. you can look at your car stack, you might see them in order for a box and all of this stuff. We believe we'll allow for the push component of the project. to be produced in the dump by a single bug at all, or we've looked at going to the dump. the process and subdivide it and be salon off. Interesting. Thank you. work. I personally work on the property for almost 25 years in. when it was right stone and then became PCS crew. When I climbed P5 back, to go to the development of the 2017 almost 90 years ago at this point. It's been exciting to press to see the community really start to take shape. So on the second slide, If you've seen us here before, we really are big believers in collaboration. We truly recognize that it's a team effort to put together a It's a four-success black location. You'll see on here. You do have drainage and... energy, energy, and technical vegetative, cultural ecological consultant. and really, I know we're going to be getting into some of these studies, but those are That's the ultimate team members that have performed the studies for us really on each side of. at this point and will be engaged to go in to those detailed studies on the West side. That's part of the preliminary plan. (coughing) Okay, so again, this evening we're here to present what is we think are really a my I am amendment to the currently approved PD4 in the anthology community. that I wanted to highlight. The primary reason we're here for this team, that this evening for the The argument is really the extension of Brownwell Drive, otherwise this would primarily be the first. in the administrative amendment. With the road revision, we started to take a close to look at the planning areas on the west side of the community. This is when we're doing this amendment. in any ways, we slightly reconfigured those planning areas existing topography. And that resulted in an increase in about three of combined parks and open space on the west of overall community. Additionally, we are proposing to transfer 23 units from the west side of the community to the east side. side and then with the revision to
the road network I have be proposed. ship in the school site, slenty to the north. And so just for reference, This is decart the approved You'll see that. a brand-well drive currently stops at Chambers Road. When I go to the next slide, and you'll see the post-unend you'll see how it's now collecting. which really, again, is an improvement to the community connectivity for the community. east and west and provides far superior access to the whole refurting area. part on the east side of the community. slide shows the PD amendment again highlighting the extension of brain well red dashed line. Additionally, I've highlighted in the blue box. where the number of units have been decreased. closest to the existing homes, up in horse creek, and then in the orange box. the area where their number of units have been increased. So the school side has been moved north to the intersection of the future north south rural bit connects to and the proposed extension of RAN Weld Drive. Again, that locates the school. not only in a better location from an access standpoint, but in more central location to the overall community than the previous location. extension of brand-new drive to significantly reduce the size of the planning area in north of the school and then significantly increased the size of the area to the south. on this exam, you can see we reduce the number of units to the north of the Pro composed school site. and basically shift them to the area of the south where it increases. So really in general, the only area that's actually seeing an increase in the number of holes. the area of the intersection of the chambers and stroll road. That area is to H.E. which permits an maximum density
about 14 dwelling units per acre. and with this shift, the proposal takes that to about 6.3 million as per a year or roughly less than half the maximum. density that's permitted under the PD. And it kind of mirrors what we've got was improved on the other side of the street there. and trying to run to the simleteers, so just to summarize the proposals for some wider. modifications to the existing PD. I'd really to increase again proposing to move 23 units from the east side of chambers to the west side. of chambers. Again, primarily at intersection of chambers in strung. you know, if that json to existing homes, we are proposing everything. in the number of homes. And then I thought it was important just to put this into perspective. represents less than 1% of the total units in the overall community. And then with the reconfigure boundaries, we do pick up an additional 3.5A. of combined park and open space and then finally relocating the school science north so it's more centrally located and has better access. that staff has done detailed analysis to ensure compliance with the master plan. code in approval criteria. And staff has determined that the proposal complies and former choir regulations. Then again, planning commission unanimously recommended approval. We were respectfully request talent talents, so also through this now. I'm aware that you got this email. I tried to be prepared a little bit at I have these same slides here. So I wanted to do this. go back a little bit and kind of set the show you where the P.D. was when we took it over eight and a nine years ago, whatever that was. And as Stacy
and others have mentioned, those drainage is-- on the west side there. You can see they've always been in and you know, always kind of been preserved. And so even with this amendment, fast forwarding 90. years, or was still preserving those ranges. I also feel like it's in... important to point out because we have a similar planers for Australian Ranch and doubles as well. And so we had a wildlife corridor on. West Side More Road. Well Plum Creek is on the East Side of So we had to engage Colorado Park to one of the life. and they came and went spoke for us because the animals actually gravitate. towards the law. So when we look at then I went a little bit further and I went to a Colorado Parks and Wildlife website and This is a from Colorado Parks and Wildlife where known and all migration patterns are. And then I highlighted in the middle-astrox theory. area there and the 10-tare property location. So... Well, there might be, well, there might be, well, there might be, well, there are elk that seem to be coming on in the property. It's certainly not a known migration force. And then I just zoomed in and overlay the PD on the Colorado Park's a while like Matt. And you'll see obviously the reservoir and significant open space. just to the West of Europe. And so what I know is a big deal. And it will tend to gravitate towards the water. That's what we think we'll have to hear as well as those ranges. I think state can also mention it when we get into the detailed plan. for the west side of
Cainers. Now we're at Writers' Mountain, yes, so we can be. looking at it. But we also, I show you the slide where we have, we'll be doing the phase one mental, the cultural, the assessment, the vegetation assessment, the drainage assessment. all of those studies are in one of their not required at the zoning stage they are the perimeter in plant stage. So that's when we will get into those detailed studies. Anyway, we have had multiple calls with Ian and his other residents that. course Greek to try and talk through these issues.
