I chairs I passes unanimously. Uh item number seven is a public hearing uh on the Riata North F1 tracker water and sanitation district wellwater filtration building site plan amendment [clears throat] and we will open that public hearing at 7:02 and Cynthia we are yours.

Okay. Well, good evening, Chair Pool and members of the planning commission. I will be presenting the Riata North filing one track Parker Water and Sanitation District wellwater filtration building site plan amendment application request location. This property is located on Parker Water and Sanitation District easement located west of the Talman Meadows Community Park on Riata North track T. This tract is owned by the town of Parker. The property is bound on the north by Riata North Idle Wild Single Family and Open Space to the east by Riata North Idle Wild Single Family and Legend High School. to the west by a lavender farm unincorporated Douglas County and to the south by low density unincorporated Douglas County. Subject property. The subject property is located on the west end of Palman Meadows Community Park. The property is owned by the town of Parker. This is a 30 acre parcel that was developed jointly with Village Homes in 2005. Easements were granted to Parker Water and Sanitation District. Currently, Parker Water and Sanitation District has the Riata North Wellhouse on the property. Site plan amendments are typically administrative approvals. This proposal requires planning commission recommendation and town council approval because improvements are proposed on town owned property. Um on this slide on the left is the existing wellhouse and then on the right

is a south elevation of the proposed structure and the middle is the project site. The site plan, Parker Water and Sanitation District is proposing to construct a 2,633 square foot filtration annex building adjacent to their wellhouse to improve drinking water quality for the community. The site has been reviewed and is in compliance with required setbacks and height requirements. So it it is the building to the right. So the one on the left is the existing structure design and materials. Um four different masonry types are proposed to break out vertical massing. Due to the nature of the filtration process, there are no windows but darker brick blocks on the size of windows have been added on the public facing facades to contribute to the elevated design of the structure. [snorts] Also, the site plan includes additional landscaping and architectural features that complement the existing building. Recommendation. The staff has reviewed the proposal and has determined [clears throat] that the project is consistent with the master plan and meets the land development ordinance and development design standards. All referral agency comments have been addressed. The public notice requirements have been satisfied. Therefore, the staff is recommending that the planning commission recommend town council approve Rihanna North filing one track T water filtration site plant amendment with conditions on the following slides. So, these are really tiny, but you have a handout that is more readable.

okay. Very good. [laughter] So, good evening, commissioners. My name is Dena Davidson. Uh, I work with Tetratech located at 1560 Broadway, Sweet 1400 in downtown Denver. Um we are super excited to present on behalf of Parker Water and Sanitation District project on the Rihanna North Wellhouse. Um Cynthia did a nice job outlining the site. So it's to the west of Tomman Park. You can see the aesthetic of the building on the left there. Go ahead. So 70% of the drinking water provided to the town of Parker is by groundwater. Groundwater is treated in consolidated groundwater treatment houses around the town. Uh this is a really great water source water quality wise. The Denver Basin aquifer is a really nice source. It does have elevated iron and manganesees, nothing above drinking water standards, but it can cause colored water issues when under certain hydraulic conditions. Um so while not required to treat the district has elected to find a better method to manage the iron and manganesees to mitigate colored water concerns for the community. So uh back in 2018 the district began a filtration program looking at what might be a better way to manage the iron and manganesees. Previously sequestration with a chemical additive was used. Um we are transitioning away from that with mechanical physical removal by filtration. Um so that involves oxidizing the iron and manganesees. Those particles get trapped on the filter and physically removed from the water. So previous to now uh iron and manganesees can be trapped in the distribution system. So um until all of those particulates are removed that colored water can still persist in the community. While Riata North is not the largest

contributor from a volume of water standpoint, it does compete on the annual loading. You can see there Riata North contributes 125 pounds per year of iron and three of manganesees to the distribution system. So not insignificant compared to the other major uh wellhouses in the district zone. So important to take care of this one. Uh the district when outlining which wellhouses to use first took a look at impact to distribution uh wellhouse characteristics. Where is it located? How much is it going to cost to do this to try to find the most efficient and cost-effective way forward for rate peers to better manage iron and manganese in the system. And so we are now on wellhouse number five which is right out of North Wellhouse u as part of this filtration program. You could say it's the last of the first step to managing iron and maganesees. Uh these are just scores, but you can see Rayata North uh scored second. Um it just happens to be fifth in the lineup because of its uh volume of water that it puts out each year. This is a drawing of what the inside of the wellhouse looks like. There's not much to it. There are two open top filters. You can see they're in the middle filter cell A and cell B. Um there's a blower in the corner, but as far as that, there's no additional equipment. Um nothing exciting really in the building. On the right hand side of the picture, you see some chemical storage tanks for sodium hypocchlorite. That's for disinfection purposes. That is exists in the current wallhouse. Now, this is just an improved and more efficient way to store and dose the sodium hypocchlorite. And this is just a 3D view of what that looks like in the building. So, open top metal filter and a separate chemical storage. [snorts] questions.

Are there any noise concerns with this process? No, it's all uh contained within the building and the filter is a very quiescentive process. So water is pumped from the groundwater into the building and it just flows by gravity fil with gravity head pressure through the filter and out. When the blower kicks on, which is also in the building, there's some interior noise but no exterior noise. As far as servicing, how often will people need to go into there to work on things? What kind of traffic?

So, I think like so chemical storage wise that'll be reduced cuz the volume stored has gone up a little bit. So, less trips for chemical storage and unloading. As far as the filters, those run unmanned. Um, so they would only be there if there's an operational upset or something that they need to address. Um, besides that, it's kind of normal O andM, you know, oil or grease, something like that, mechanical on the pump or the blower that might need to be addressed. So, you could say once a week, like just routine maintenance maybe, but it [snorts] should actually decrease number of trips for chemicals.

So, I'm certainly in favor of it. Um I live right by the one that was not put there that long ago. So, um, we've had zero interruptions or anything. Look forward to this week. I think the technical advances that you talked about this evening all lead to safer drinking water. And who doesn't want safer drinking water? So, I appreciate that.

It's great that Parker Water is going above and beyond what the minimum standards are. So, I think it'll be a great addition. Definitely in favor. Thank you. I would agree with um I love that Parker Water is so proactive. Um I know you're representing them and not not Parker Water if you want to pass that on to them. Um I noticed that um uh uh the red drinking water can get a little scary if you're not used to it in Parker and so the annual flushing and all of that stuff gets a little like oh yeah don't wash right now that kind of thing. So, um I live in this neighborhood and this is a great place because it's not really in the middle of a whole bunch of um the subdivision. I just want to um uh make sure that the uh planning commission and the um applicant are aware of the additional uh conditions that staff has suggested about screening and you know how long there is approval to to construct it. So that those are my only comments.

I agree with my fellow commissioners. I found it fascinating how many pounds of iron contain out water and thought that. So certainly appreciative that park is going above and beyond this.
