because this is a public hearing. Sure. Yeah. Okay. We'll call this meeting of the town of Parker. Um for public hearing and a regular meeting. Uh please silence your electronic devices. Council member Grenalt here. All right. Our first item of business is a um public hearing for uh planning and zoning docket 20261 uh 1300 1308 Desert Avenue. It is for a uh zoning request relief from the town of Parker for the purpose of a multi-tenant multi-structure development consisting of modular homes on stem wall foundations with common areas and garages. Nora,
so a little background on this. Um the applicant is um to um is asking to develop a multistructured multi-tenant um modular home park on the property at 1300 and 1308 Desert Avenue. This development is planned to include a common area with garages. A conditional use would be needed to allow modular homes as the zoning ordinances does not explicitly list them among the approved types of multi-resident building in an R2 home overlay surrounding the property zoning. surrounding the properties um zoned include R1, R2 and um mobile home. The reference parcels are located within the limits of the town of Parker and are generally situated within subdivision Parker town site block 189 lots one through four section six township nine north range 19 west. The general plan land use and the 2020 20 excuse me 2005 zoning ordinance designates the reference parcel as a R2 with an overlay mobile home high density medium to high density. The purpose of this multi-resident zoning district is to provide for small lot developments such as single or two family dwellings on the individual lots as well as serving infield needs. The R2 may serve as a transitional district between single residents and higher density residents developments or commercial districts. The intent of the district is to provide and encourage the development
of a various attached and detached housing units while maintaining a smallcale neighborhood feel. The purpose of a manufactured overlay district is to provide for an overlay zone that would permit the placement and regulate the permanent installation of manufactured homes for occupancy single resident dwelling on individual lots or within an approved land lease development. The intent these provisions is to provide affordable housing o opportunities, diverse opportunities within the town of Parker while establishing and maintaining standards. And then um we've quoted the ordinances that that comes out of. Um there were notices published in the news the local newspaper per state statute and legal notices were posted on the parcels. Letters were sent to 11 property owners representing 11 parcels within the stipulated 300 foot of the parcel requesting the conditional use. Um review committee response sheets were sent out to all of the local agencies and um utilities. None of them have any had any issues with this development. Um, at the April 9th, 2026 PNZ meeting, the commission voted to recommend that the town council deny the conditional use permit docket Z PZ2026-01.

So, um at this point since staff has already presented then you would get take public comment and then you can close afterwards. You can you can have discussion like if you need questions answered but you shouldn't be sort of back and forth weighing your decision until you actually get to the agenda item later.
Okay. All right. With that, um I'm sure there's a lot of people here that would like to make a comment. I would just ask you to keep it brief because there's a lot of people here. We want to get through this. So, if you want to say something about this item, please step up to the podium and state your name. Mayor. Yes.
Um, so the developer is here tonight. If you guys have any questions for him. Um, also we're doing we're we're not doing a zone change here. It is the property is actually zoned to do what he would like to do. Um what we're here tonight is to do a conditional use permit. Um which with that um it states in our R2 um that there has to be 36 square feet of dwelling per dwelling on the property. um if he joins both of those pieces of um parcels together, he's going to have 30,000 um square feet, which is 8.3. So, he would like to go over a little bit more on the um density, and that's what we're here tonight for.
Is 8.3 the amount of homes he's wanting? What What does 8.3 mean? 8.3 is how many are actually allowed on there that we can go up more or we can go I mean he could do the 8.3 which would be eight. So right now with us not approving the conditional he can still go 8.3. Is that what we're saying? Yes. Okay. And sorry I still need clarification. 8.3 what? Dwellings. Dwellings. So 8.3 for those two lots. Is that correct? So
he would have to join them. So that would be one of the conditions that you would put on your conditional use that those lots needed to be joined. If he does not join those lots, then he gets three on each and that's that's it. Um if he combines the three the two lots or actually parcels I should say, um then he would be eligible to have eight units on there. But on here there was was there 10 or 12 units that I seen? There's 10 on there. I thought there was 12. What about the sewer hookup situation?
So um he did already signed the um the waiver. So he knows that he cannot um hook up to sewer until that is um ready. So he knows that there's a wait for that. Um but trying to get ahead of the game. he doesn't want to pay for a lot of plans and get all of the back work done um and then get to where he's ready to start building and he can't do it. So So nor there's three modular homes that could currently go on this zoning as it is today. Correct. Per lot. Per lot. Per lot. Combined it can go up to eight modular homes. Correct.
Okay. and mayor. Uh could he just marry the lots? Uh so like through a title and just do that independently and go up to eight.
Yes. So we could um Yes, he could. Um and that's what we will request him to do um is marry those lots because you can't you can't run utilities across property lines. Even if you own both pieces of property, you still can't. I mean someday you might not own that and your kids might own it and want to sell it and then there's a big beef on whose whose utilities those are. So he would have to combine those unless he kept them if he kept them se separate then he would have to go three and three and he would have to do complete separate utilities and
so it's in his best interest to marry those and it's a very simple process. We do it right here. Um, so what is the request exactly? So, uh, allow the eight to go up to what's the want? Um, I believe he has 10 on here. 12. 12 and 12 and five garages. Is that correct? Okay. Like I said, he's here tonight if you guys have questions that you would um
and are typical R2 zoning uh MH allows for us to exceed and to go that without a separate reszoning or what is the other res what is the other I guess uh I guess trailer park uh areas inside the town what are they zoned as? So they're zoned as mobile home parks. Um what is their density allowed? Because they were set way back when um they can have as many as they had you know in the previous
their grandfather did. What is the want for not reszoning uh with not going to uh one of those mobile home zoned as mobile uh trailer the statement that you said uh zoned as a trailer trailer park? Uh why go through the conditional use direction versus reszoning? Um it's it's easier to re to do a conditional use and then you can fit do more of a It's more of a community thing. Explain that to me please more.
Um, it's kind of just a want or a need. I mean, there's no real difference. I guess he doesn't want to. And with a conditional use, if he reszoneed it to a mobile home park, it would always be a mobile home park, right? If he does this conditional use and he decides down the road that he wants to lessen this or he decides that this is not working for him and he wants to build a home on that actual stick buildings on that then he would have to go back and reszone again um with a conditional use. We can the town can actually kind of give him stipulations on what we want it to look like. So the town actually has a little more say in what that looks like. Um and he can get rid of he can keep the zoning that he has so he could go back to um a stick built home on there if he wanted to without having to reszone again. Has there been precedent uh for this request here in town locally
for mobile home for having uh R2 R2s to uh allow to go into this uh uh number of residents or number of uh dwellings. So um not in my time. I'm trying to think if we've had any that have gone over. Typically, we just do a conditional use. So, I I can't not since I've been here. I'll put it that way.
Can you said you typically do conditional use? Uh what other examples are you talking about that typically? So that's that would per our code we do conditional use and what that helps with is if at some point they can end if you say you only want this to be um I I'll give you a really good example um over where um the heart doctor is. That's a residential um actual piece of property. So, it's an R2 um to be able to do um have his office there. Um Jeff Baird, the doctor before him, came in and got a conditional use permit to be able to open his um business there. Should it not be a doctor's office, at some point, it has to revert back to a residential. It can't just be sold in some other commercial
business. Can't go back into just any kind of business. It would have to resort back to um home. So, if I'm hearing you, if if say this was approved for his application, but say six months from now a change of plans happens, somebody else buys that property, they would they would revert back to its initial zoning and this conditional use wouldn't move forward with the new property owner.
Um, if we you can set it up that way or you can set it up to follow the property. as long as they keep it to what it what that conditional use is going to be, it would follow the property. If um he sold it and they wanted to do something different on there um then that conditional use would go away and they would have to come back before you to get permission to do something different other than what R2 actually zones. So legally right now the owner can put three three and three and three
they want to get a conditional use to double that basically. Okay be double or just total lot total would be the eight would be from six to 12. He can with the eight without our permission but he wants our permission to do the 12. Well the 12 and the five garages correct. Are these uh single family home or single rooms or double or two rooms, three bedrooms? They're one and two bedroom homes. One and two bedrooms. It looks like the Arizona Avenue are two bedrooms. And then on the other side to the right, it's the one bedrooms. If I can They're kind of mixed in there. That's a little hard to read. Yeah.
Okay. Anything else? I do have a question. Um, for the five garages, are those would those just be allotted to the 10 units? Like, how does that work? Because the garages are pretty big. Or are those going for storage? Mr. Are those more garages? Are they for like storage garages or are they to the tenants? because the garages are pretty big, but there's only five and 12 units. Well, my anticipation, please say your name, sir. Sorry. These Samian.
Uh they're optional, and my feeling on that was was to give the tenants the first option to be able to have enclosed garages. Uh but each one of the uh houses would have their own carports and individual areas. So, everyone would have covered carport areas, but there would also be the availability uh to have a garage if they so choose. And then if not, you would rent those out? Yes.
I I have a question. Do you plan on using town right away for any of your parking? The although there is parking uh with each unit, we typically would use the city property surrounding the the perimeter as additional parking. Okay. Okay.
Okay. This is a public hearing, so you're welcome to stay up there and make a comment if you want, but again, I would urge everybody to keep it brief because there's a lot of people here. U my only uh thing I'd like to share is that you know I'm doing this uh to try to help with the housing needs of the city and it's my second goound on trying to do a housing project in town. The first one was not financially viable and the uh way that I'm approaching this one is I believe it is financially viable or I see no other path to uh doing any type of residential development. Uh it's challenging here and the quality that we could build and the neighborhood that we could put together I think is is suitable and and maybe uh equal to what we'd all want. Uh yes, they are mobile homes, but we're we would invest in stem wall foundations. There's significant underground utilities that would go into it that would at 12 would work better than at 8. And uh um but we don't think it's a crowded uh uh development whatsoever. I think our lots are of good size and uh uh we have common area inside the development for for uh uh the tenants to be able to uh um uh visit and socialize and be outdoors. But more so we think it really addresses the doctors and the therapists and the teachers and the people that are traveling to this town to come and work here where we might be able to give them something affordable to where they could uh have residence here and and and have it be a little bit more efficient for them. So that's the purpose of it. As far as the joint venture, I was here on the earlier uh meeting some time ago. I understand the challenges of that. Uh the reason I'm trying to move forward now is because the the upfront time it would take to for the architecture, the the uh the the the bidding, the financing, putting the whole package together would take a significant amount of time. And
I'm not looking to put a shovel to the ground until a joint venture is is uh is back on board and we're ready to go. I'm not looking for a building permit anytime before we've solved our our city problem and we're ready to go. But I'd like to be able to hit the ground running at that time versus starting and possibly having it taking a year or two to uh to get to to that point again. And you know that could be years and years down the road and and that's that's a bit challenging as well. But if there's any other questions otherwise that's uh that's all I've got to share. Hello, my name is Shayla Dea Garza and I am a longtime resident of Parker, Arizona. I live over on 1401 South Eagle Avenue and I'm here today to express my sincere concern about the opposition to this addition to our neighborhood. If you guys haven't ever been to our side of town, I invite you all to come. It is illit. There are no sidewalks. I think on my street there is two street lights. I happen to be on the corner of Eagle and 15th 14th. Thank you.
And I am fortunate enough to have one of the street lights and I believe the other one is two blocks down. I don't believe there are any on desert. So, um, hold on. I I I wrote this all down.
Um, I'm afraid that with these lowlighted areas and relatively infrequent police surveillance that a mobile home park would invite unwelcomed and unwanted activities and individuals. Parker doesn't need more mobile home parks. It needs more single family homes. We need to provide long-standing generational housing and stop catering to the non-permanent population. Frankly, I'm concerned if there are plans to make these spaces available for the local residents or if it is just an opportunity to create a loophole to add more storage and garage space and um and storage for trailers and boats for out of town residents. I truly hope that you're able to take into consideration the opinions of the longtime neighborhood and neighbors of this community when determining what to do with this. Thank you.

Hi. Um, I'm Anna Bride. I live on Eagle. My alley um shares where the new development will be. Um, I've been here like seven years. I love where I live. I understand 22 horses were on that property for a very long time. So, I'm not too sure what the zoning is, but it's not for a trailer park. We are a small community with animals and I don't uh we're having trouble with the joint venture. So, why start anything so big if we don't even have that under control yet? So I think the property value would also go down which we have worked on to help build all this time. So I'm highly against that in my neighborhood and I hope you can take that into consideration. My name is Faith Swisser. I've owned a house on at 1421 Eagle for over 20 years. I can see the property from my balconies and um I think you need to take into consideration planning and zoning already turned it down. We don't even have paved roads on our side of town. And you want to bring in a hundred more people in our neighborhood. You've got 12 rentals plus five boat storage on that lot. I don't think that's a good thing. I just it's it's not a good thing. Planning and zoning turned it down. I think you need to consider turning it down, too. I would love to see single family homes there, not mobiles. You're going to have transates. You're going to have short-time rentals. You're going to bring more people that we don't want in our neighborhood. We like our quiet lifestyle over there. We don't have dogs running loose. We don't have people in the dark most of the time. I've got an abandoned church right next to my house. I know what property like that does. I have to deal with it all the time. Cops are up at that church. I don't want to have a mobile home park in my neighborhood where the cops are always going to be.

Okay. So our next item is a proclamation for uh Elks youth week. Go to read. Mayor and Council, thank you for always supporting our Parker Elks Lodge and our youth week. And I think you have 16 plus kids that you guys are taking on um this Thursday. So, thank you for always supporting us. Um, exalted ruler, uh, Joanne, I'm sorry, Joan Hall and the Parker Elks lodge number 1929 cordially invites you to participate in the annual Youth Day observance on Thursday, May 7th, 2026 in honor of Elks National Youth Week celebrated during the first week of May. For over 50 years, Elks Youth Day has been a proud tradition in our community. organized by the Parker Elks Lodge in collaboration with Parker High School, the town of Parker, the Colorado River Indian Tribes, La Paz County, and local businesses across the region. This year's participants will be seniors from Parker High School's graduating class of 2026. These students will take on various leadership roles throughout the greater Parker area, gaining hands-on experience in civ civic and business environments. Originally created by the National Elks organization as a positive American alternative to the May 1st Mayday celebrations in communist nations. Youth Day continues to be held as close to May 1st as possible, typically the first Thursday in May. During the event, students will shadow officials in tribal town and county offices. Those interested in private sector will spend the day working alongside professionals in local businesses, gaining insight into real world careers. Approximately 101 student officials will meet their adult counterparts on youth day and spend the
day learning about their respective roles. At noon, the students and mentors will be honored at a special lunchon hosted by the Parker Elks Lodge, where winners of various Elks awards will also be recognized. Students may return to their youth day assignments in the afternoon if coordinated with their counterparts or may be released once activities conclude. We deeply appreciate the continued support and cooperation of all participating officials, employees, and community members. We invite you to join the Elks school representatives and our outstanding seniors in celebrating this meaningful day on May 7th. and our proclamation. Whereas the youth of the town of Parker represent the future strength, leadership, and success of our community. And we recognize May 7th, 2026 as Youth Day in the town of Parker and encourage all residents, businesses, and community leaders to support and participate in activities that promote the growth, development, and success of our youth. Thank you. Okay, our next item of business is awards presentation. Chief Bailey, so many people here to be here for this. It's awesome. All right. I want to recognize a couple employees from the town for their actions that occurred on uh April 14th at the animal shelter. I'll give a little speech here that was given to me on April 14th. Um Sergeant Ferris of the Parker Police Department responded to the Lup County Animal Shelter regarding a female volunteer who had been attacked by a dog. When he arrived, the female victim was in a chair. The uh female employee is applying pressure to a wound with a towel. Come to find out that a dog at the shelter had attacked her, bit her on her uh her wrist, and caused some severe damage to her wrist. Also, um cuttinged a major artery. It was learned that Town Parker employee or public works um Keith Rather was also there. He immediately was at the water department uh yard, heard the commotion, heard her yelling. He ran through the yard, the connecting gate, was able to grab the dog, pick the dog up, release the dog's grasp from her um and was able to move her into the um waiting area. Sergeant Ferris arrived. And then during this time waiting for
medical to arrive, they applied a turn a tourniquet to to uh to the victim. It's all right. We all want to do the same thing. Oh,
both actions of uh Keith rather and Sergeant Ferris uh I believe was pretty detrimental or pretty evident life-saving techniques for her. Um she was later flown to a hospital outside the area where she underwent surgery and um several surgeries there. So with that I would like to present a couple awards to Keith Rather and Johnny Ferris and Steve if you would help me with this as well to the town. We'll go up there so everybody can see you and get pictures with everybody. Great job, guys. Okay, our next item is called to the public. Um, and just so everybody knows, we can't respond or take any action to anything
and call to the public. We're just here to listen. Please keep it to three minutes or less. Our first one is Bruce Nairock. Bruce,
good evening. So, I own the mobile home park on ninth ninth street in Chimuvi behind the USA gas station. I have an investor that wants to build two triplexes there, which is the same amount of uh connections as what he wishes to uh build. Stick built three and twobedroom homes, garages, little yards. very nice uh setup, but yet we're having resistance. We're having to sign some waiver that says if we put out $2 million or so that uh we have to sign a waiver that the project could be stopped at any time. So, I'm confused as to why we can't move forward. It's been a couple months now we've been trying to get this through and a permit so we can get the ball rolling. Now, it's going to be hot. It's going to slow us down on the project. So, I'm just uh reaching out trying to get something accomplished.

Hello everyone. Good evening, council. Uh my name is Courtney Comm. I'm the executive director of PACE. And I just wanted to um come today to say first and foremost, thank you. Um and to let you know that we had a very successful home run derby this last Saturday um at Aaron Hill Field. Um we had 18 teams participate, which is literally half of which actually signed up day of um which is always fun when you put on an event here in Parker. Um, I specifically wanted to thank Mayor Hartless for your contribution as a sponsor for the Pinnacle Flags. Um, as well as Councilwoman Sha for not just supporting the event, but being there the entire time. Um, and when I say entire time, it's because we ran a lot later than we thought we would. Um, but we're really excited. I also wanted to give a shout out to Megan Poe, who was available via phone um, with frantic phone calls Saturday when things weren't quite where they needed to be at the time. Um, so a heartfelt thank you to Megan for always stepping up and being available for us. Um, I also wanted to take an opportunity to thank all council members um, who helped support our I raffle fundraising. Um, we were able to uh, raise a good fund for some of the programmings that we have coming up. I also want to let everybody know that Peace is diligently working towards putting out the summer calendar. So, if anybody knows of any youth programming that is coming up that they'd like to see on the calendar that goes to every student all across the Plaz County, please reach out and let us know. We'd love to make sure um that those activities are on there so our youth are prepared and um know what's going on over the summer that is provided for them. So, um I just wanted to say thank you all for that. Um, I know that there's a lot on your agenda today, so I don't want to take up too much time, but I just also want to note um that I'm very excited to see um all of the movement that's happening at Pop Harvey Park, the addition of the new park. I have never seen I've worked at Pace for over 10 years. I've been in that park every single day and I have never seen that many families who are playing in
the play area as I have since the new um park and everything went up. So, um, huge kudos to our public works department, um, our parks and wreck, uh, group, and all of you for pushing through those, um, items that support our youth. I'm also very excited to see some more development that is on your agenda tonight, and I'm in high support of anything that we can do to contribute to the activity of youth in our community. Thank you. Um, okay. Our next item is the chamber director's report with Erica Daniels taking off her council hat, putting on her chamber hat. Boy, everybody got up and left right when I called your name. Can you imagine? Good evening, mayor and council. My name is Erikica Daniels with the Parker Regional Chamber of Commerce and Tourism, and we have a lot happening. Today is the 6th annual Colorado River Indian Tribes MMIW and MMIP event. They are down there right now actually raising awareness for that. So, if any of us finish fast, we can get down there. Um, it is two float season and we have surpassed our typical registration numbers. We are over,00 registered as of today. Very excited about that. We've also surpassed our sponsorship that we have in the last four years. So thank you to all of our sponsors within Le Paz County. Next Monday, May 11th, we are hosting a women's night in partnership with the Bluewater Cinemas. So if you have not watched or you want to watch again the Devil Wears Prada 2, this is an event that will begin at 600 p.m. and the movie will start at 7. On Wednesday, May 13th, we're holding a membership 101 at AWC. We encourage both current and prospective members to attend to learn more about the benefits of the chamber and what we have ahead. We have a lot of things coming and we're really excited about that. And then finally, our very own town of Parker is hosting our chamber mixer for this month and it's be held at the Parker Community Center. We are going to move the date. So, it's usually on the third Thursday, but with Parker Unified School District's graduation calendar, we have moved it to May 28th at the Parker Community Center. Thank you.

next item item number one is discussion and action to approve deny the Parker Police Department enter entry into an IGA with Phoenix PD to participate in the statewide internet crimes against children task force. Mike Bailey. Good evening again, mayor and council. Um I'm here before you tonight to ask approval to enter into a IGA with the Phoenix PD for the Internet Crimes Against Children, otherwise known as IACK task force. It's administered through the Phoenix Police Department. Provides investigative support, training, and resources to law enforcement agencies investigating internet related crimes involving exploitation of children. The involving the exploitation of children. The Parker Police Department is requesting approval to enter into the intergovernmental agreement to participate in the statewide IAK task force. Participation will enhance the department's ability to investigate internet facilitated crimes against children through access uh to specialized training, intelligence sharing, and collaborative investigative resources. The fiscal impact. There is no anticipated f direct fiscal impact associated with inter agreement. Participation in the IAK task force may provide access to grant funded training opportunities um investigative resources and equipment support. Steps following the inter agency agreement has been uh reviewed and approved as to uh um by our legal council and Phoenix PD's legal council as well too. If approved, sign the agreement and submit it to Phoenix Police Department for signatures. A little background about this, we actually have been a part of IAC now to 10ish 12 years now. Just this would be a more formal they were part of the uh the task. We've been doing this on our own without any we we've reached out to them for help. In fact, I had a pretty prolific case here in town a couple years ago that we did have Phoenix PD come down and help us with as well as like city. Um, but this will allow us if we need computers or something separate that that we can't use for our own department, we'll be able to get funding through Phoenix um and the state and the government federal government this way as well.

Good evening, Mayor and Council. Uh the flooring at the library is worn out and in the program room, adult room, entryway around the circulation desk, office area, and storage area. Over the course of two months, the following flooring contractors were contacted for proposals. Oasis Floors and Design Center, Tile and Carpets Unlimited, American Floor Solutions, Lake Havsu Flooring, Rogers Ty and Flooring, and Beos Flooring. Three contractors were willing to come here and do a job walk with me. Talon Carpets Unlimited, Lake Havasu Flooring and American Floor Solutions. I made arrangements with Lake Havsu flooring two times and they failed to show both times. I met with the American Floor Solutions uh for Jobwalk. A week later, uh they informed me that they would not be able to provide a proposal due to a an emergency, a family emergency. Tile Carpets Unlimited was the only contractor that provided a propo a proposal for $36,23343. Uh the contractor was asked to perform the work on weekends. So the cost to do this is included in their proposal. Uh the funding for this project is coming from the approved FY2526 capital budget project uh list for 38,000 uh which 38,000 was budgeted for the new flooring. In addition, staff uh library staff received an IDA grant for 9,000 for the flooring as well. Uh steps following if approved to execute the the PSA amendment, issue a purchase order and pay the deposit to place uh the order for the and then schedule the installation. Um recommended motion is to approve public works department to purchase flooring through Tile and Carpets Unlimited and have them install the flooring at the library for $36,23343.
So the the total cost of the town is is more like 27,000 with you take off that 9,000 that was donated. Yes. And you budgeted 38. So that's a significant savings rate. Absolutely. Mayor, uh I was over at the library on Monday. There is like five different floorings all throughout the library. So like it is very patchwork all throughout. So this from my understanding it's going to be more like the wood plank vinyl more in the front and then in the different areas it is going to have the carpet. So combination of like the wood plank look and carpet. Correct.
Correct. The uh the front entryway will be um as soon as you walk in the front doors will have the planks around the circulation desk will be carpet and then the um the snap room. Yeah. Snap room program room will be plank and the main the main book area will be carpet but there are the carpet squares the carpet. So if you have an incident you can match our existing standard carpet that we've been installing throughout all the town buildings. The other rooms will remain um aren't getting done, which is the the kids room and the uh teen room. And then the back area where all the storageages is uh planks as well.
Just curious for my own knowledge if they're only doing weekends, did they say like about how long that will take? Well, it really just depends on manpower, I guess. I I I don't want to Yeah. get ahead of my skis and and say that uh it's going to be a certain amount of time, but it is in the in their proposal um to do this work Friday, Saturday, and Sundays. If it goes into additional weekend, which it probably will. It's a lot of work. Um it'll be the same thing. It'll be a Friday, Saturday, Sunday. So, it could be over the course of two weekends.
Yeah. And if you've seen the floor, it's in really bad shape. And now that the new desk is in there, um, and I would encourage everybody to go look at it because I know we had a lot of debate about that. Now there's two different floors in the front right there because the the floor that was behind the old desk. Um, so this is going to look fantastic. I can't wait to see it. Steve, would would the cost have been a little bit different if we would have done this say during their normal work times in terms of instead of Friday, Saturday, and Sundays, say?
Um, it's it's hard to say. Uh, Tile and Carpets Unlimited um has been doing our flooring for the town in my entire time I've been here. It's it's um I've had a lot of different foreign contractors provide pricing and I think no matter what um we're still getting a very a very good and honest price and the quality uh the results um show it all the locations they've done work for the town of Parker. Um so to say it would be any cheaper than it already is I I don't know perhaps. Um, but I think they're uh it's a family-owned business and they they've done uh right by the town of Parker and I can't recommend them um you know I recommend them highly for for for even uh residential folks to to to give a call. There's really no comparison in in in Lake Havisu.
And I would just say uh I've got a lot of places over in the hospital that's redone. It does seem to be comparable pricing uh per the square footage of what's being done. So it does seem to be comparable even though it did was not multiple quotes I compared to the different jobs we've done over the hospital and does seem uh priced to be fair and thanks to IDA we're under budget. I I I. Okay. Item three, discussion, action to approve the night to hire extreme performance contracting to demo and pour a basketball court pad at Pop Harvey Park for $49,937. Steve,
thank you. Mayor and Council, uh, basketball court at Pop Harvey Park was removed in 2025 to protect the jail house, a nationally registered historical building built in 1914. A basketball court will be constructed at the corner of 9th Street and Navajo Avenue. The new court will be full court with the same type of backboards as Western Park and will include lighting and a chain link fence to prevent that basketball from going out to the street. Uh staff reached out to Stanton Contracting LLC and Extreme Performance Contracting LLC, the only local licensed uh concrete contractors. Uh the scope of work will include the removal of the existing free uh tree stumps, excuse me, removal of 8 in of soil, uh placement of 4 in of ABC that will be compacted and then install a 4-in concrete slab with fiber mesh for strength. Uh Stanton Contracted uh provided a proposal for $58,662 and extreme performance contracting uh was 49,937. Uh fiscal impact, the town was uh was selected as one of the APS 140th anniversary beautifification grant award recipients. Uh APS values uh our local community and and uh all we do to improve the quality of life for our residents to celebrate 140 years of service. APS is partnering with organizations like ours to help improve the places we live and work. Uh a one-time gift will help APS and the town create something wonderful together. um steps following this if if approved uh to execute the PSA with Extreme Performance Contracting, then schedule the work. And the recommended motion is to uh approve public works department to hire Extreme Performance Contracting LLC to construct a basketball court pad at Pop Poverty Park for $49,937.
So, what's the APS part of this? Um APS reached out to the town of Parker uh for some potential projects and we provided APS with a list of potential projects and then they essentially um gave notice to Nora that um the town had been awarded funds. So my question is how much funds? Yeah, that's what I'm curious. I'm not um Okay. They really don't want that published at this point. Okay. But let's just say it is uh an extremely generous amount of uh that has been awarded to the town.
Honestly, I didn't know about the APS, but even if they weren't, I would say this is a wonderful project. I think that lot is one of the ugliest lots in this town. I drive down that street several times a day. Um, and when I see that lot, I go, "Uh." And then I look up and see that radiate positivity. I go, "Okay." So when when you put that there and you put that there, I think it's going to be really incredible. And I and I'm super excited about this for for the youth center because it's going to draw kids over there. My only concern I'm glad you said chain link fence that would that would go just around the two street sides.
Exactly. So basically the sidewalk it will be the perimeter where the chain link fence will surround. There'll be a large double gate and a a single man gate is what I'm trying to arrange with the the fencing. The only reason I asking that is because the Courtney's office used to be my office and it would face that basketball court, right? And there's bars on the window. So the basketball I think there used to be we have brand new windows but we've been working on making that happen. Yeah basketball wouldn't break the window. We have a plan in place. We're going to put the bars back on. Um so everything everything's being accounted for.
Honestly any any room Courtney's in needs bars on it. I will say that. But but anyway, this is wonderful. I'm really excited about it. I think it's great. Mayor, you're saying uh it's a generous amount that they're donating. Uh does that mean the entire cost of the project's fully funded? Because earlier you said uh 100,000. So just Yes. basically no true fiscal impact on the town. No true fiscal impact whatsoever except for town staff doing a part portions of this project and also not the concrete per se but um we do have to do work with regards to some of the next items that are on your agenda.
What is the long-term plan with the I guess pool house area um since that is going to be kind of the there as well. pool house itself is um it's just up for for whatever comes about with the pool, I would imagine. Um it's a it's a space in which town staff has looked at and previously to to turn things into a gym. Um obviously there's interest in bringing back the the pool or a pool. Um so at this point um the pool house itself is not um in a condition to actually utilize. Um it would have to undergo quite a bit of rehab to to get it up to um to use. But it really depends on what the park and rec committee and town council decide to um which direction.
It makes a great haunted house. Makes a great haunted house. It's in that kind of condition. It's just a storage room and it is uh the there's the doorway would be entering like facing the direction of the basketball court. Is that correct?
So, the to enter the basketball court will be facing Ninth Street, but yes, that same door will will remain accessible. Um, and we're not going to board off that entrance into the pool house from that side. Um, not at this time. We have no plans to do anything with the pool house whatsoever other than cleaning up that wall, which I've spoke to Courtney about. Um, or she's actually spoke to me about potential um wall to um do some painting on. Uh so we'll actually clean up that wall um to make it uh obviously look a lot better and then let her have it for uh the community to do their artwork or whatever and then um it'll become a part of that uh that whole court area.
Will the entire basketball court be surrounded by chain link fence? Okay.
Yeah. And it's a it's not a an NBA size court, so it'll be a high school size court. So, it's a little um shorter in length. Allow us to get a a a full court and um not not be obstructed by the chain link fence on one side and the pace building on the other. So, 84 feet is the the length of that court. And that'll give us enough room to have plenty of uh space to actually install the both hoops and then have area in which um you know if you're going up for a layup, you're not going to be running into a fence as soon as you get past the basket.
And that's actually much better than what was there before by the jail because that was a single you had a quarter a quarter of a court if that uh before and it was destroying that historical building. That item five is I think Christina yell at me if I if I'm wrong, but uh discussion action to approve deny the purchase of two basketball hoops from Mega Slam Hoops and um purchase of four 20ft LED light poles from Energy Light LLC for the pop council. You can approve them together. We have to set it apart separately because they are separate contracts, but if you motion to approve them together, that's fine. Okay.
Okay. With that being said, uh the basketball court at Pop Py Park was removed, like I said, in 2025. Uh the new basketball court be constructed at 9inth and Navajo. Staff reached out to Mega Slam Hoops for pricing on two basketball hoops for $5,598 plus tax with free shipping. staff reached out to lightmart.com for four 20 foot LED light poles and anchor bolts for 4756 plus tax with free shipping. Public works staff will be installing the equipment uh including the underground conduit and footings for these items once they arrive. Uh the town of Parker was selected as part of the APS's 140th anniversary bidification grant award. there will be no fiscal impact to the town of Parker for the purchase of these items. And so we're very thankful and grateful for APS and having the opportunity to to receive that award from them.
Okay. And the lights same. Yes. Okay. Same with the lights. Uh everything will be covered uh from or by APS with the grant award. Are they going in all four corners? Is that what Yes. Um it'll be not necessarily the corners, but in the those quadrants towards the end of each side of the court.
Uh public works staff will purchase the backboards and lights and install them as well. Um recommend a motion move to approve if approved. Uh move to approve public works department to purchase two mega slam basketball hoops and four 20 foot LED light poles for the PP Harvey Park basketball court project for total of $10,354 plus tax.
What's the timeline on all this stuff roughly? Well, as soon as as soon as we get uh tomorrow, I'll probably place the order for the equipment. Once the equipment arrives, we can then work with um Chris Chambers and his uh concrete crew and and get that scheduled uh for demo and then uh schedule staff to start um doing our underground work with the conduit and getting all that stuff tied in and ready to go. So it it they they have a requested deadline to actually have the funds expended and projects completed by December of this year. So we will waste no time.
Yeah. Say we should be way before that I guess. All right. Mayor, do we have a like upper limit of the funds that they allocated and are we well below that for the funding or is it a specific I'm just making sure that we're utilizing all the there's available potential funds. There's there's more to come. Um we can use it for different projects or just one. It's it's mainly for Pop Harvey Park.
Okay. I can't go into detail as far as the total amount. Um I will say that there is um a request for some some park furniture um that will not only add things that we don't currently have at that park um but replace things that are are severely um in disrepair. And I guess in terms of covered as well
in terms of the basketball hoops I'm thinking over is there a want or future plans of having over at um Western uh that basketball court have like four because sometimes there's over on the shorter sides uh I've seen like basketball hoops over on the shorter sides like at the midway point. Is there a want ever for basketball hoops over there? Uh and then I guess the question rolling into this particular project is there any sort of discount with uh purchasing say altogether if that is a future planner project? I'm not sure I understand. You're saying you to install additional hoops over
Yeah, two additional over at Western. Sometimes you have uh say four on inside a basketball court. You have two at the ends like a typical full court, but then you have two in the center uh for additional. Yeah, there's there's no plans um to add additional quartz um hoops over there. Um the hoops that we do have are adjustable just like this one is that we are going to be purchasing. Um as far as halfcourt games and and games in which you're talking about um that is certainly c you know you'd have that ability at not only Western Park with those courts and just having half court games. um you'll have that same ability here. Um but there's no discussion that I've ever heard uh a park and rec committee talk about adding additional um and it certainly hasn't been something that I've um you know considered but um I think uh Western Park is still a park in which the town has a a blank canvas and it should really be thought of to make that park um and improve that park because it has that ability. I mean, we've we've invested a considerable amount of money into Pop Party Park over the years um Lane and um what he did back in the day. Um and we're just continuing on what he started. So, um I think by the time this is done, you'll see uh you know, definitely a huge improvement with the park. Um, has already started with the with the playground equipment. Um, and you know, who knows if it ends up with an expansion of the splash pad or a small pool. You know, that's to be seen. But I think you're going to obviously enjoy a fullcourt basketball court. And
I know the community certainly wants uh the court back. And I realized that when we started the jailhouse project in the first place, it was never going to be well, it's going away permanent. um it was just going to be relocated anyway. So, and there's there's more area for improvement as well with with walkways at Papa Harvey Park and more benches. So, you know, all that's all that's coming.

The committee is scheduled to interview candidates at their next meeting on May 11th. Uh the interview process will include the candidates providing their proposed programming during the four weeks. The job posting has been published and applications have already been received. Uh fiscal impact, the program cost $3,600 for the coordinator and this amount was included in the approved FY2526 budget. Uh steps following, if approved, park and recreation committee will interview and make an offer to the coordinator. The summer recreation program will be announced to the public for signups. Uh recommended motion is to um for the public works department respectively requests may council to offer the 2026 summer recreation program to the community for $3,600.

So um last you approved the grant writing services contract for good creations. It was noted that the initial total did not include the necessary insurance fees. The this amendment um introduces an additional cost of $154.75 per month resulting in a revised monthly total of $2,929.75. Um we are requesting to proceed with the payment um update amount effective immediately. Um, this doesn't increase from last year. It's it's the same as last year. I just did bad math.
Yeah. And John does good work for the town, the senior committee, the library, I think, public works. He's he pays for himself. All the things all the time. Okay. Okay. Any comments, questions, mayor? I would just say that yeah, that was the biggest question I think that we had last time that there is no uh increase from previous years. So, if this is truly the price with that, then I think uh that's what we intended for with our last discussion. Yeah. Yeah, I I mean I don't um I I appreciate the the desire to to build housing. Obviously, we need it here. I'm just not sure this is the right kind of housing. I don't live in that neighborhood, but I'm I've heard from everybody that does live there. I've seen the petition, and I haven't talked to anybody that said, "Yeah, let's do this." that lives there. So, this is this is an easy decision for me, but as long as everybody understands he can still do it. He just can't do it like he would like to.
So, just so that's clear. Um, and the other thing he can't do is anything until the sewer situation gets worked out, which is obviously going to take some time. So, that's kind of where I'm at with it. And Mayor,
yeah. Uh what I feel that this does uh with potentially say if we were to go forward this sets a precedent and makes uh basically to me a landmark to allow conditional use on these R2 to allow up to six units and that can basically happen anywhere at that point. uh right now he's uh it's zoned is uh R2 uh MH with that and basically just it sets a precedent everywhere in town that we can have up to six units on each one of these lots as a precedent going forward. That's where if moving forward I you know I do think that we do need uh some of these uh with me over at the hospital we just purchased uh you know the mobile uh home units a trailer park area that has 24 units on uh that much property. So I obviously feel that there is a benefit here in town to have those type of units and we do need housing and there is a lot of massive benefit uh with going forward with that. Uh so that's where we definitely do need it. But I also think that uh when we are deciding to have these uh high density areas, we have to be thoughtful on how to do it. And that's why we those particular areas are designated as uh how they're zoned and they're not uh using conditional use permits to designate them basically as a trailer park area. Uh, and I think that's a further discussion. If we if there was a request for changing it from R2 over to a uh mobile home uh park, then that could be a further discussion of where we feel that's, you know, best of what areas that we want that zoned as. But with now just the request of changing it as a conditional use permit, that's going to uh to me set a precedent moving forward. That's why I would be opposed to this.
I have lots of thoughts. First, I wish I could get you guys lights and sidewalks. I didn't even realize that there's no sidewalks on that side. Um, okay. Yeah. Yes.
Steve said we're working on it. So, I'm Oh, somebody is. I'm glad that they're working on that for you guys. Um, we definitely need housing here. I love when we had the public comment that it was inbased for non-permanent residents and I truly believe that and I know that a lot of us try to shy away from like low-income housing or they try to change it to workforce housing but really there's right now there's no place here that anybody could live in really I have a worker that's trying to come to work here and she can't find a place to live so we're just kind of waiting. Um, I the thing that scares me with this is actually not the mobile homes, it's the garages. I'm not a fan and I think I've been very very loud about that since I got on council of the stoages that are all over town. So, at first when I heard this prior to looking, I was like, "Oh, they're going to have garages like the duplexes on Shimui," which I've lived in and absolutely loved that I had a garage. But these garages look more like boat stoages. So, that's the one part that kind of worries me.
I think I think the biggest thing when I'm looking at this is we're talking about two lots within town. Um, sandwiching 12 units into these lots is going to be it's it's hard to even fathom that. Um, especially the size of these. I I know we can't tell him, you know, that he can't build on them, but 12 units and five garages is massive in my mind. So, um yeah, I just don't see it.
Again, I do question the the garage, you know, how that would all work. Um unlike all of you, I think I actually live on desert. I would live, you know, I live two blocks away from this proposed um project in a duplex area where there's 12, you know, residents that live within those uh you know, nine units or six units there. Um so again, I'm I live in that little community like it's I've lived there for over a decade. A lot I mean, a lot of people that have lived there stay there a very long time because for one, we are short on affordable housing. Um it's fairly affordable. I mean, for Parker and comparing um again what it takes to build a house, to buy a house right now, um not a lot of people that graduate from here that find a career here can afford to just go out and build something. So, the fact that these are going to be somewhat affordable for folks, I think is kind of huge. Um again, in my little community, it's pretty tight-knit. Again, we don't have a whole lot of turnover that you would kind of see in traditional mobile home parks. Um again it's quite convenient for again those travelers that are coming here to you know again if it provides more options for more doctors, more teachers every single year the folks that I talk to trying to recruit these people are always struggling to try to find housing for these folks. And I know again this is a little bit different than what's ever been there before. But to me I I mean I I'm just a big fan of trying to find housing solutions in this in this community for us moving forward. And I understand like single family residents are amazing things, but the fact that somebody could build, you know, three mobile homes right now on here without it even coming to planning and zoning, I mean, they could do that moving forward right now and it wouldn't stop. So, I mean, I have to kind of say I'm a fan of this, even though I do have like questions about the garage and the nature of that huge garage in the back because again, I don't want to see um those folks that
live there have people coming in and out with boats and stuff coming out, you know. So, I want to make sure it's for those people that are staying in that facility and maybe having some parameters around that. And I'd like to comment also when I look at this and and I was told it was one and two bedrooms. That's really tough for a lot of families. So, it's definitely creating a very small um group of people that could actually benefit from a one or twobedroom um
fixing sing. Yeah, if you're a family, this would be tough. The other thing is I I really want to um acknowledge and appreciate the planning and zoning committee that listened to this and to the people who signed a petition and then came here tonight. Um it's not always easy and sometimes maybe your neighbors didn't want to do it or maybe they had a different opinion than what you have. So just the fact that um whether you're for it or against it, you felt like you could come here and you would be heard. And again to the planning and zoning committee who sometimes um that's a tough committee to be on because you're going to either make somebody happy or somebody really mad and you know and and I want to honor that committee for their work and I don't think that you didn't pay attention. I I read the minutes and um this is a tough decision because we do need housing and we do want the right people in these neighborhoods. One of the other things when I drove that today again, I'm like, "Okay, I see some horses over here." And what's going to come first? The horses or when we move folks in, they're upset that there's horses. And I think that can also pose a problem going forward um in zoning because there are a few horse properties still left in town. I'm not even sure the people know that they have horse property. um because it's been there for so long, but in this case there are there's opportunity for animals and I going forward I just think this could truly cause some neighbor divide and um that's all
I did have a a question and uh you guys you did uh state uh the uh a lot of the same comments and I and I iterate reiterate I don't want to reiterate what you've already stated in in those uh comments, but one of the things that did come up and I heard in the public uh uh portion of it was that they were going to be leased lots and HOA created. So, I didn't know if that was going to be a factor, even if it's zoned with three, if it doesn't move forward, if that could still be something that could be created there for three of the mobile units on each lot because that's a variable that some homeowners would have an issue with.
I'm not exactly sure what your your question is. Yeah, I didn't hear HOA, didn't you? There was no mention of HOA. No, in the planned uh uh development. No, I I don't read that anywhere in the proposal. No, not not in written. A statement from the developer himself stated something along the lines of an HOA land lease uh property or was he just referencing uh other land lease properties? I'm not sure, Ray. Yeah, I didn't.
Okay. So, if it wasn't stated and right now, that wouldn't be Or let me ask you this, Nor. Would that be a possibility if uh I wanted to build three uh or bring in three mobiles on a lot like that? Could I create my own HOA per town zoning? Um, we don't deal with HOAs as far as the zoning goes. Um, that's the private either developer or land owner. Okay. All right. Thank you.

Uh, I went to the Friends of Library. They will be having a book fair over on July 14th and 15th. They are uh also working to get uh a Pepsi grant donation uh this year. So, they're working on the submission. They received it last year from uh that hoping to get it up uh here soon. Uh if you guys didn't hear earlier, they do have their new desk up and installed. Uh so, definitely go over there and take a look. Um the library did do a full inventory of all their books and uh this year they had very low missing books. So it's a definite improvement from previous years. Uh this summer they are going to be all dinosaur themed. So something to look forward for for this summer. Uh one of the things that they are working towards is uh they have a uh food pantry. So, they're working with uh various uh uh the food bank and St. Vincent and other portions with that to help keep their food pantry full uh in those areas and not utilizing funds. But a lot of great things at the library.
