Dear heavenly father, we are just so thankful. We're thankful for this day. We're thankful for this community that we call home. And Lord, I just pray for the vice mayor and the council members as they go about making decisions tonight that affect Parker and the surrounding areas. And Lord, I just thank you for um all the employees and staff that work here at the town of Parker to make it a better place to live. It's in your name we pray. Amen. Amen. Thank you, Bri. Next item is call the public and we have one slip. Amanda Redd.

2:17 – 3:130

Dear Parker Town Council members, my name is Amanda Rudd and I'm with the 554 Foundation. I just want to start by thanking you for your time and everything you do for our community. We'd like to recognize Officer Kase Romo from the Parker Police Department as our first ever first responder of the quarter. This award means a lot to us because it represents the kind of person Mike was. Someone who showed up, worked hard, and genuinely cared about people. We asked fellow colleagues to nominate someone they feel is most like Mike based on work ethic, integrity, and commitment to both the job and the community. Officer Romo's name kept coming up, and it's easy to see why. He's known for doing the job the right way, being proactive, and always showing up for the people around him. He's not just a solid officer, he's a good person, and that's exactly what this recognition is about. We really appreciate the opportunity to present this award with your support and recognize him in front of our community. Thank you again for your time. the 554 Foundation.

3:22 – 4:100

Photo All right. A huge congratulations. Uh, with that, the next item that we have is going to be the director's report.

4:12 – 6:120

Good evening, Vice Mayor and Council. Erica Daniels with the Parker Regional Chamber of Commerce and Tourism. And just an update on the chamber and activities that are happening right now in the community. Next Tuesday, the 28th, is the Moonshot Roll Arizona Pitch Competition here in Le Paz County. It's a great opportunity to support entrepreneurship and bring new businesses to our region. We are looking for more people to sign up. So, if you know anybody who has their own business, it's okay if they've already started. Please send them our way. Also, we are having a chamber membership 101 class on May 13th at the Arizona Western College. Two different sessions at 11:00 a.m. and 5:30 p.m. open to members and non-members. We really want to express to you guys all of our members across the community that are not utilizing their membership to the best of its abilities to come learn. We have some members that have been a part of us for 74 years. So, we really want to get them acclimated with our chamber master and our new software that we do have. Our May mixer will be rescheduled for May 28th and it's hosted by the town of Parker's Parker Community Center. We have rescheduled that so there's no conflicts with any of the graduations the week prior. We're also partnering with the Arizona Game and Fish and Le County Sheriff's Office for our annual life jacket exchange that will take place May 16th from 9 to noon at the baiting at the boating safety building. Also tomb float, we have a thousand people registered and if you guys did not catch it today, we have been working with Arizona office of tourism to really really pick up on our tourism and the tube float. We aired for a 30 minute segment on Le Pa County. It was an amazing segment that went on today. We did Roadrunner, Pirates Den, Buckskin Mountain State Park, Emerald Canyon Golf Course, and Le Pause County Park. Kurt Bagby was very excited about that. It was really amazing. I actually was pretty shook about everything that they put in there in a 30-minute segment. It

6:10 – 6:320

was actually supposed to be a 15minute segment. And after really reviewing Parker, they put a lot more in there from Ticket Kid fishing to the casino to off-road races. So, if you've not caught that, please let me know and I can send you a link so you're able to watch it over and over again. That's it. Thank you guys for your continued support.

6:30 – 7:140

Thank you so much, Erica. And definitely was a really great segment. So, encourage everybody to watch it. All right. The next item that we have is the consent agenda. All items on the consent agenda are considered routine and have been previously reviewed by uh council and will be enacted by one motion. Uh so I'll let everybody review and make any motion for these four items listed. I move to approve the uh consent agenda. A second. All right. There has been a motion second. Any further discussion? I'm just happy to see some uh people serving on parks and wreck again. So yes, Corey, we have one more spot open. and Corey. So, please tell everybody.

7:12 – 7:460

All right, tell everybody get that last spot filled. All right, with no further discussion, all in favor say I. I. I. Any opposed? Nay. Motion passes. Then on to discussion item one, discussion of possible action to approve Waltz outfitting LLC via the City of Chandler Cooperative Agreement uh to outfit the Parker Police Department K9 vehicle to purchase an MDC system and radar for $18,000 change.

7:44 – 8:560

Morning, Vice Mayor and Council. I'm here before tonight to seek approval for the um allow walls outfitting LLC to outfit the police department's K9 vehicle and purchase MDC system and radar. While outfitting will install the emergency lighting and equipment that has been donated as part of the 2025 Ford Expedition K9 vehicle build. Most of this vehicle has been done for free by American Aluminum which provided the K9 cage in Florida code 3 and Weston while saw fitting is also discounting the labor for this build. the fiscal impact utilizing the Chandler City of Chandler contract PD5-055-4859. The total cost of this build is $18,69022. Funding for this project will come from the Arizona Department of Public Safety's local border support grant that we applied for and obtained in 2025 I think it was in there. Following this with a suggested motion to approve this item, we will issue a purchase order, deliver the vehicle to Phoenix uh for walls to outfit and remmit payment upon completion of the build. Any discussion or questions?

8:53 – 9:210

So total cost is basically completely paid for by this grant. Yes. And yeah, and we already have the money for the grant already. So like it's a reimburseable. Uh I motion to approve. Second. There's been a motion second. Any further discussion? Hearing no further discussion. All in favor say I. I. I. I.

9:17 – 11:060

Any oppose? Nay. Motion passes. Thank you. On to item number two. Discussion. Possible action to approve or deny the special events application for Parker High School parade roll closures included and requesting fees to be waved. So, Parker High School is seeking to approve to host the 2026 graduation parade on Friday, May 22nd. Um, the parade is scheduled to begin at PHS Fieldhouse at 5:45 and conclude at the same location at 7:30. Um, they will be going down 18th, Joshua Agency and Octio landing back at the fieldhouse. Um they had asked for a waiver originally but um I had got I got a email from Mr. Dailyaly on Monday um stating that um he had received he was resending that request as a local business um donated the funds to cover the cost of the um parade route and setup. Um the impact to the town is, you know, we'll have a little bit of overtime for our public works guys to set the parade up. Um we have several officers that will also be in the parade escorted. Um steps following, we'll sign the if you guys wish, we'll sign off on the permit and public works and PD will ensure the streets are closed and properly signed. Okay.

11:02 – 11:370

Any questions or any discussion? It's such a good way to watch the students rather than, you know, if you don't have a student to go over to the high school, but it's just such a way for the community to really kind of congratulate the graduates. I love it. Good idea. Yeah, most definitely. All right. Well, if no further discussion, I'll entertain any motion. Go ahead.

11:34 – 12:000

I motion to approve uh the graduation parade and to deny the waving of the fees based off they were already prepaid by another entity. I'll second. All right. There's been a motion second. Any further discussion? Hear no further discussion. All in favor say I. I. I

11:58 – 13:070

any opposed? Nay. Motion passes. On to item number three. Discussion possible action to approve or deny the waiver of fees uh for the park usage application for the annual Parker High School awards picnic. Nora. So, the last last year was the first year that um the high school actually used Pop Harvey for their graduation um an awards picnic banquet thing that they do every year. Um the kids had a great time over there. It was um the lunch was provided. It was really easy for um them to get in and out. Uh so again um there's nothing really to um approve or deny tonight. Um we can just move forward as um the high school also rescended for this fee waiver because um a business here in town was gracious enough to pay those fees for them.

13:04 – 13:340

Okay. Since it's brought up, I'll entertain just any discussion, but if not, we'll leave this to be. Okay. All right. We'll table that uh or we'll go on to item number four then, discussion of possible action to approve or deny uh to accept the agreement with Good Creations LLC for development and grant writing services. Nora.

13:30 – 14:170

So, this is um we do this once a year um for John um Luther, he is our grant writer. Um it's the exact same agreement that we had last year other than um Miss Christina did a little bit of business here. Um there's a provision in here that she had to add at the very end. Um and it was for Israel and we we um the provision at the end he's he just says that he can't boycott Israel and he has he can't use forced labor. Um, it's just a new state statute requirement for that. Other than that, it's the exact same um

14:17 – 14:540

agreement. He's charging the same amount. So, any questions or discussion? So, cost overall has remained the same. Everything's Yes. Yes, sir. Okay. and he does good work. So with that, I will make a motion to approve. I'll second. All right. There's been a motion second. Any further discussion? All right. Hearing no further discussion. All in favor uh say I. I. I. I.
