And whereas quality child care programs build children's lifelong learning skills during their critical years from birth to age eight. And whereas ECE teachers and child care providers are the essential workforce workforce that helps Arizona parents get to work or school. And whereas funding quality child care is a smart investment that improves family well-being, strengthens communities, and grows our state's prosperity. And whereas First Things First, Arizona's Association for the Education of Young Children, Southern Arizona Association for the Education of Young Children, and other community organizations in conjunction with the National Association for the Education of Young Children are celebrating the 55th anniversary of the week of the Young Child. And whereas these organizations are working to improve equitable early childhood opportunities that provide a strong start for children in the town of Parker. And whereas public policies that support ECE for Arizona's youngest learners help our families, communities, and the economy thrive. So now, therefore, I, Mayor Randy Hartless, do hereby proclaim April 11th through 17, 2026, as the week of the young child in Parker, Arizona, and encourage all citizens to support and invest in early care and education in our community. Thank you for giving me this time today. um recognizing April as sexual assault awareness month, whereas sexual assault awareness month is observed annually in April to raise public awareness about sexual violence and educate communities on how to prevent it. And whereas sexual assault affects individuals of all ages, genders, races, and socioeconomic backgrounds, and its impact can have lasting emotional, physical, and psychological effects on survivors, their families, and the community. And whereas according to the Department of Justice, every 68 seconds someone in the United States is sexually assaulted. And whereas one in three women and nearly one in four men have experienced sexual violence in their lifetime. And whereas we recognize the courage and resilience of survivors who have come forward. And we honor those who continue to heal in their own time and in their own way. And whereas prevention begins with education, open conversations, and fostering a culture of respect, consent, and accountability within our homes, schools, and community spaces. And whereas organizations such as CRRCS are dedicated to providing life-saving services, crisis intervention, advocacy, and education to survivors of sexual assault throughout Parker and Leaz County. So now therefore, I, Randy Hartless, mayor of the town of Parker, hereby proclaim the month of April as sexual assault awareness month in the town of Parker, and we encourage all community members to participate in awareness efforts, support survivors, and commit to creating a safer community for all. Good evening, mayor and council. The chamber's been extremely busy. We recently kicked off the float and currently have 800 registered participants. We're also focusing on expanding activities, events, and networking opportunities to better support our local businesses. As part of that, we're working on a program called the Chamber 101 to connect with our current and prospective new members. We're going to highlight the benefits so you guys can really know what we are here to do for you guys. There will be two different sessions, so look out for that and please attend. Earlier this week, I sent an email invitation so that you guys could join us for the Met Jean Camp tour. It is scheduled for May 5th. They've allotted 15 spots for us. Of those, right now, five are spoken for. It is first come, first- serve bases. So, if you're interested, please contact me as soon as possible. At the end of the month is the Moonshot Rural Arizona event that will take place on April 28th at AWC. If you know any entrepreneurs, any new businesses that need a kickstart, please encourage them to sign up. For more information, they can visit us at the chamber or give us a phone call. Resolution 042026, renewal of the town of Parker's membership in the rural Arizona group health trust. Resolution 052026, appointment of the human resource director to represent the town of Parker on the governing board of the rural Arizona group health trust and the item D, Town of Parker personnel rules and regulations.

opposed. Motion carries. Item one, discussion and action to approve, deny entering into agreement with Oculins LLC to purchase and install eight security cameras at Pop Harvey Park for $53,942. Chief Bailey. Good evening, Mayor and Council. This uh the park police respectfully requests and council approved to enter into an agreement with Brata to purchase Vicotta to install a security cameras at Pop Park. The installation of these cameras will be the second phase of the two-phase um project of installing security cameras at Western Park and Harvey Parks. Oculins, the manufacturing cameras, is in the process of installing. Actually, they just finished installing cameras that were previously purchased for Western Park. So, they just finished that a week and a half ago, I think it was. Um the total project cost for this is $52,942.58. There's no fiscal impact to the town as this project is funded by a grant through the Arizona State Crisis Intervention Program uh program initiative through Arizona Criminal Justice Commission ACJC that was just approved at the last council meeting. Steps following once approved if approved sign the purchase agreement with Ocul to begin the installation process and the suggested motion is to enter an agreement with Oculance. Okay.

the contract with WHOG 255-26 for the Older American Act fund program title 20 and the state funding programs has been amended. So, it's the um contract that we did at the beginning of the uh year in July. The original contract amount was for $273,37 for the period of July 1st of 2025 through June 30th of 2026. This new version increases the total by $10,000, bringing the new contract amount to $2837. Whoa, sorry, words are hard today. Um this the fiscal impact is that it just increases our um home delivery and our um meals in the center by $10,000.

They did have um quorum to conduct that meeting, which was nice. um gave a pro or a progress report on um believe it was 18th Street if I'm not mistaken and then also talking about next year's planning for Parker South focusing on that area for development for new roads will be a good thing.

This weekend the parks and wreck committee hosted the Easter extravaganza. Um, I think Marion and I were standing there alone and we got several compliments on public works and how amazing they did and the work that they pulled off and really helped us get this done. Um, as we know, Parks and Wreck has lost a few of our committee. So, on Saturday, I only believe it was Karina and Daniel that actually were able to attend the event, but it was nonetheless very successful. We were able to receive over 4,000 eggs and every kid home went home with the egg. So it was a good event. Anybody else?

I did attend the uh senior is it the friends of the senior center committee meeting um last week and I'm trying to remember the important points because it was a very long meeting. They're working on some projects. Um, they do go dark during the summer, but they're uh working on some stuff they want to do. The actually the freezer over there is starting to go bad, I guess. Um, they're having trouble with the freezer, the outside freezer, which was an IDA project about 10 years ago. Um, so they may be coming back to the IDA. We asked them to get a quote um to get it fixed right away and the senior committee agreed to pay for it and then apply for an IDA grant to kind of reimburse. And I feel like it's a good project for the IDA because we bought the freezer in the first place. So, it's a way to to sell it and say, "Hey, the freezer we bought is going bad. We need to help them fix it." So, but they're they don't know if it's a fixable or they going to need a whole new freezer. I can't imagine the price increase over 10 years.
