So, does anybody from the public have any thing they'd like to say about this um about this item? This is basically a a transfer of a liquor license. Is that fair to say? You're purchasing it, so it has to be um applied for in your name. So, does anybody have any questions um from the council? For the record, Vice Mayor Jen is on Zoom. Yeah, John has done invocations um at in Washington DC at the House of Representatives and the Senate and at the state houses in Utah, Nevada and different states. So um we're kind of lucky to have him here in our little town. So thank you. That was certainly different. Thank you very much.
Okay, our next item, we don't have call to the public, right? Our next item is the chamber director's report by Erica Daniels. Good evening, mayor and council. It's been very busy over at the chamber. We officially are at about 600 now registered for the Parker Tube Float. Very excited about that. Um this past week, we spent a lot of time at the LeaZ County Fair. I want to thank you to all of the town representatives that came for our ribbon cutting. It was the first time we held it in many years and it was very well attended. I believe the count was 48 people that attended that. So, we actually were already invited back again for next year. We're really excited about that as well. This um Thursday is our mixer back out at the fair at the Black Hat Saloon. So, please come out, attend, say thank you to the fair board for putting on such a wonderful thing. And besides that, we are trying to, if you guys remember last year, we were able to do a Cinco de Mayo bingo type thing. We are trying to do that again this year. So, be on the lookout for that. And then we are gonna help too with eggs for the Easter egg extravaganza. Thank you guys for all your support.
Thank you. Okay, our next item is the consent agenda with three items including the town of Parker regular meeting minutes of March 3rd, 2026, the liquor license application, U 384792 for Marcelino Sanchez, owner of Butcher Steakhouse, 621 Riverside Drive, and a street closure application for the annual Easter extravaganza on April 4th, 2026. Unless anybody wants to pull any item out and discuss, we can do this as one item. Hearing none, I'll entertain a motion.
I'll make a motion to approve the consent items as presented. Second. It's been moved and seconded. All those in favor? I. Motion carries. Congratulations. Thank you.
All right. And our next item is uh discussion action to approve deny the acceptance of a reimbursement grant from the Arizona State Crisis Intervention Program Grant through the Arizona Criminal Justice Commission for purchase and installation of security cameras and lighting at Western Park and Pop Harvey Park. Chief Bailey. Good evening, Mayor and Council. The park police department has been awarded approximately $55,36125 in grant funding through the Arizona State Crisis Intervention Program to purchase and install security cameras at Pop Property Park. This project is a second phase of an overall project to have security cameras and lighting installed at both Western and Pop Props. Um just back background currently going on at Western Park for Cata Oil Lens. Um, we'll begin the installation of the security cameras at Western Park next week. That was purchased with funding through the same grant last year. I think it was6,000 105,000ish and some change. So, this is the second part of that uh of that overall project. There is no fiscal impact to the town. This is a reimburseable grant. Steps following this. Once approved, the police department will follow the requirements set by the A SCCIP to receive funding reimbursement. Good. Any questions, comments? Zaffer, can you hear us? I see he's muted, but I just want to make sure we're in we're in contact. All right. Hearing none, I would entertain a motion.
I'll make a motion to approve the acceptance of the reimbursement grant from the Arizona State Crisis Intervention Program. I second. It's been moved and seconded. Any further discussion or questions? Hearing none. All those in favor? I opposed. Item two, discussion and action to opt in opt out of the 2026 intracount allocation relating to opioid settlement funding through one Arizona distribution of opioid settlement funds agreement. Nora,
so this is kind of um a housekeeping item. We have done this for the last um four years, five years now. um starting in 2021 where we were awarded um a settlement and we've always turned it over to the county because it's such a small amount. Um there's so much paperwork that needs to be go into that and the restrictions on what you can and can't use it for are very narrow. So, um, we just we accept those awards and then end up turning them over to the county. So,
by saying that you're recommending opt out. Opt in. We've opted in. We are opting. We are opting. Actually, we're opting in. Yeah. Okay. But we'll let the county handle it. Yes. As in years past. Okay. All right. Um, any discussion or questions, Mr. Mayor and Council? Yes, this is Amy Chan. I'm so sorry to interrupt. Um, and
of course, you've never met me before. I'm here on behalf of Christina and so very nice to meet you all and attend virtually tonight. I just wanted to um flag one issue. I wondered if Vice Mayor Jenk was able to either unmute or be on video to indicate which way he wants to vote so that he is able to vote um on the record tonight if he wishes to do so. Yeah. And I'm not I'm not sure, Amy. I think he's at a some sort of conference or something. Okay. So, he may not Yeah. Go ahead.
Uh oh, no, that's okay. I'm sorry to jump in and uh step on you. Um, I know for other city councils and town councils, um, we normally require either a voice or, you know, a video. Uh, he's typing. He's typing in the chat box. The issue is that I know we believe it's him, but um we've had this happen in other jurisdictions where we really can't legally allow it to count because there's no true indisha of who it is without his image or voice if that makes sense. And I I can't read it looks like it says I love you and I'm sure it doesn't. So
I think he said I vote yes. Okay. Um but um and I I'm so sorry for this to be my introduction where I'm uh you know sorry I'm not in a good spot to really talk right now but yes so I vote yes. Oh thank you. Thank you Vice Mayor Jen. Okay thank you so much. And that was for the first item. Yes. The yes for all the items so far. Okay. Um Okay. So it's it's been moved and seconded to opt in of theation. Um, so in reading it, it talks about second to last page in your guys's book, opt out is then we direct a little pause county to utilize the town allocation.
Okay, so we're opting out. Okay, so I'll withdraw my motion. Would you were you the second? Who was the second? We didn't have a seven motion. Okay. All right. I'll make a motion that we uh opt out of the 2026 intracount allocation for the opioid settlement and basically turn it over to the county. Authorize the county to utilize the Okay, I will second. Okay, it's been moved and seconded. Any further discussion? Okay. All those in favor? I I Okay.
Motion carried. Okay. And then the the final item here is um um discussion action to approve, deny um executive session for the purpose of consideration of the employment assignment, appointment, promotion, demotion, dismissal, salary, discipline, or resignation of the town manager Nora Yakley. And I will move that we do this in executive session since it's personnel matter. I'll second. It's been moved and seconded to go into executive session. All those in favor? I I Okay, Amy, I'll be back.
And then Amy, I believe we um we settled this issue with people remotely joining. So I I think so. Yeah, you um adopted a rule that allowed that, correct? Yes. Okay. Wonderful. What is that saying up there? He said he's going to go off. I don't think he's going to join. Amy, I'll be back in just a little bit. Okay.
