approve payment for professional Engineering Services with strand Associates Incorporated for the alternative water supplier analysis rending through December 31st 2024 in the amount of $1,134 184 second second Alman Keys roll call Alderman Clifford hi Alderman Brennan yes Alderman Begley yes Alderman basso I Alderman lowski I Alderman key Alderman Scully yes um that's it's for my report for the most of that was payment for stuff that was already approved uh in 2024 in um one other point of information is um the water Department's coming closer to finishing our water meter replacement program um we've we've got quite a few in um we have about 20 homes that we have notified um that have not responded to the water meter replacement um they have not responded to the I think it's three or four notices they get um they get T door tags we get we do knocks uh in terms of following up over probably about a six or seven week uh process um so the next step is to shut off the the water in those homes so that we can get the water meters replaced and and and get some response out of those um we are going to try to do that with a couple here in the next week or so um to see what what kind of response we get whether they're people out of town um or or or whatever so that's just kind of an informational point that that's where we're at and trying to get the get these uh reports of special committee uh w mck u thank you Alderman I feel bad about the mayor not being here tonight I need to talk about something and I think that the mayor and our city administrator need to hear this obviously the timing is off because of a health issue but um I I don't think we

can wait on this I'd like to speak about the 1% tax added to our business district that this Council enacted in the fall of 20 23 and started collecting exactly 400 days ago on January 1st 2024 this subject affects every business located within the har Avenue Corridor and certainly affects every person that shops there that 1% garnered over $400,000 in 2024 I'm extremely disappointed that the council has not been notified of this in fact we have not set a single goal regarding the reinvestment of those funds into the business district if newa from the regional asked each of us individually sitting in this room tonight a question something like what are the plans for the business tax she would get 12 different answers and that shows a total lack of management of City resources and is entirely unacceptable that's because we've never discussed a plan we've never set a goal we've never had a committee of the home meeting to even discuss it my question tonight is why not there were some residents who came to our council meeting shortly after we um voted to add that tax and they voiced their disapproval of the text what do we say to those citizens those residents now that were working on it that would be a lie because we're not the use of these funds along harm Avenue is a complicated one because we need to address problems like parking connectivity lighting facade signage Property Maintenance etc etc a great deal of comprehensive planning has to go into this input from both the public and

business communities has to be engaged a design firm needs to be engaged and we are we even thinking of addressing any of this indeed we have not done anything in regard to these collected funds my question is why not we've wasted an entire year when we could have been planning this out if we have been working on some if we have been working on some plan my question would then be why hasn't the council heard about it aren't we aren't we the ones that have to approve we either haven't done anything or something is being planned somewhere else in this bu in this building and we're not being told about it we're not doing something or we are doing something and we it's not being communicated that's unacceptable either way we need to do some things we need to collectively and I mean all of us that have a vote need to set goals we need to communicate those goals both to the public and ourselves constantly keeping that goal in front of us so that we can thirdly implement the steps to achieve those Collective goals over the last three years we have had several issues come up where the eight of us end up having disagreements and arguments resulting in loss of both time and money two examples of this would be the property number one the property the city purchased at 71st court and 123rd Street with the intent to turn the site into a parking lot and secondly the renovation of City Hall project in both cases many months went into the planning engineering plans and then M Minds changed votes got changed and the

projects bogged down and nothing has been done and even though the parking lot situation looks to be resolved we resolved it several months ago and so my question question is where are we with that project tonight months ago we agreed that we were going to move forward in some way shape or form with that parking and we sit here and nothing has been done I posit that this happens because we are not setting Collective goals and we certainly are not keeping an active communication stream going regarding those goals and I think this is totally unacceptable and I hope that my fellow Alderman and other people in the room would also think that this is unacceptable and that concludes my report Alderman thank you Al pardon further record uh Alder m key was that under your report yes uh under because it's got to do with business is yeah business Economic Development okay uh cable TV uh I don't who's taking over for Jerry I I don't think we assigned skull are you going to are you doing cable TV they assign that to you and they have done oh look good they have for you then anything under all business nothing all the nothing any citizens out there that wish to address the Council on tonight's activities remarks okay any new business any from anyone seems to be none uh no then I'll ask for a motion for adjournment so moved move to adjourn at uh 7:25 byman Keith meting adjourn thank you thank you
