Now, [snorts] we'll move to presentations and we'll have our interim city manager uh introduce those who will be presenting tonight.
Okay. Um, our first presentation will be done by Miss Anna Eiffel, uh, with the glazed pink walk committee. She'll be presenting a check to the pink warriors.
Good evening, Mayor Commission. We're still waiting on Dr. Jingga, and she should be here within 5 to 10 minutes. Is there a way that we can have the next presenter present? Um, and then we'll come back and do the presentation. Uh, yes, we can go to our next presenter. Okay. Thank you. Thank you so much. Okay, our next presenter will be Mr. Aaron Taylor. He's the president of the ARC development and Mr. Taylor is here to do a presentation in in reference to the things they want to bring to the city of Pokei. Mr. Taylor, and Mr. Taylor, just so you know, the presentation that you want to do, the internet is down, so you could just give us a verbal presentation. Uh, okay. Can everybody hear me? Okay.
Yes, sir.
All right. Um, some of you guys have seen me before, but I'll make a brief introduction and then, uh, tell why I'm here. Uh, Aaron Taylor, Arc Development Global. I've been doing, uh, financing and development out in the Glades area for quite some time. Um, I spearheaded [clears throat] the one North Lake project that's going to go on in the center of downtown. It was originally approved for 40 units, [clears throat] excuse me, at a time when the developer could have funded the project by themselves. But as you guys know, after the pandemic happened, interest rates went up. Uh cost of construction also went up and then we needed a gap. We applied uh for two separate RFPs to Palm Beach County, which we were approved for, $3.2 million to cover that gap. Uh under the condition that we provide them more units than the 40 we were originally approved for your ZAP board. Um last year we were approved uh under the ZAP board for 54 units. Um some of you have not seen that because you weren't on the commission at the time. In the presentation, I brought the renderings and the site plan that were approved for that. Uh, as such, we've been in the underwriting phase with Palm Beach County. So, some of you know that this is a HUDfunded project, but it's also a partnership with Palm Beach County for the bond funds. And so, both governments have their own checklist for how they want underwriting to look, and they don't agree. So, a big part of the delay since we've been approved is that they are just now getting to the point where they're trying to close. Uh it was supposed to be in December, but they also want the full plans approved before they give the final loan documents. Those loan documents are finalized in Palm Beach County as of this week. However, Palm Beach County Fire Review has to review it before CAP government, your third party reviewer for the building permit can review it. And the fire department was behind on their review. We got their comments two and a half weeks ago. The architect has already been working on it and we're waiting on responses from the fire department on when we can resubmit. Once that's finalized, then we can formally submit to you guys in CAP government for final building permit. Uh
we anticipate um at least three months of review. Um John Blake, who's your representative for CAP government for this area. He used to work in Palm Beach County. I know him personally. Uh he told me that as long as I let him know ahead of time that this project is coming through to review, he'll try to get his review done, his first review done within 10 days. After that, the architect obviously has to address whatever comments come up and then um we're ready to be funded. In that presentation, unfortunately, you don't see it, but staff can forward it to the commit to the commission. I put the project history and on the very last slide, I also put a look ahead, which is a timeline from where we are with the fire department review in Palm Beach County to everything that's going to happen before we can put shovel in the ground, just so every couple of months you guys are aware of what's going on and what to anticipate. So, I was happy to show you the renderings and and everything, but internet's down. So, I'll just open it up for questions um if you guys have any. But I just wanted to as a professional courtesy give you guys an update to let you know what was going on since [music] the last time you were approved.
Okay. I have a question. Yes, ma'am. So, um I get that um you're still [clears throat] working on some preliminary um parts of uh this whole project um from start to finish. Um what do you um anticipate the time frame for completion of this project? Are you talking construction? Are you talking building and construction? Construction. uh 18 to 20 months it takes.
Okay. And um you said that you provided this information to uh the city manager, not the construction timeline, but the timeline to get approved so we can put shovel in the dirt and actually do the groundbreaking.
Okay. Um I know that it would um be our responsibility to make sure that there is a performance bond in place in the event that um this project um proceeds or takes more time than projected. Um so we'll be talking amongst ourselves um probably in a workshop because we do have one that we're planning to schedule so that we can make sure that we're staying on top of uh projects that are taking place in the city um to avoid having similar situations arise um as we have in the past. So, um, that was my reason for asking that question and, um, so, um, I'm sure that we'll have other questions as time progresses.
Uh, just to give you a bit of confidence, um, I'm not familiar as familiar with the lend at the financing arm of this development group, but HUD and the county also have their own performance standards because they're the ones that are financing the project. Therefore, they're also the ones having the lean on the land. So, they're going to protect their asset as well. So, if there is a bond like that when the when construction starts, I'd be happy to share that information with you guys if the county allows. Okay. And so, um, obviously, as the city, we would like to be listed as an additional insured, uh, on the performance bond.
Okay. That's a request with the county and and HUD. I we we wouldn't care one way or the other. Like, the fact that the bond has to be issued is all that matters on our side. If an additional shirt is what you guys request and the county allows it, we're happy to do so.
And speaking of Commissioner McDonald, I think you need to say we would hope we would be listed or we want to consider being listed. We haven't made a decision that that would be one of our uh requests. I don't want to have anything that would hinder this project from moving forward. Of course, if there is some reason where we need to be protected as a city and we have somewhere uh have some financial responsibility in it and they fail in their endeavor and we'll be held on the uh being responsible for any remaining funding, that's a different thing. But we don't want to put any undue burden on anyone who's trying to come in and have housing for this uh community. Uh your point is well taken, sir. However, that is not the intent of the statement that I just made. All I'm saying is that so that we don't have a slowdown and a lack of production uh with this project as we have in the past. um any um type of bond, any insurance policy has the potential to list an additional insured at no additional cost. So I don't understand where you're coming from with that.
Can can the citizens ask a question? Not at this time. It's got something to do with what's going on in the city. I just want to ask the man a question about the project that's going on. Not at this time because last time y'all remember they didn't have a parking lot. I want to know do they have a parking lot? Do they have space for parking lot? Now that's the only question I need to ask because I see him speaking but he remember you remember the last time they wanted to get the project done but they needed some more space to do a parking lot. I'll ask the question. Yeah. So Mr. Taylor, do you guys have provisions for parking in place now? Because I do know that that was an issue.
Yeah. Well, it was a concern. So, what we did was the presentation is not here for that either, but um you guys may remember [snorts] there was a Senate Bill 102 that came out some time ago and it gave deviations for affordable housing projects that required or allowed us not to have to get variances from any municipality for certain things like building heights, parking, things like that. We were short on the parking. We have on-site parking and we have um parallel parking on the road. And we did get a variance from that from you guys. Um but it wasn't that we weren't we didn't have any parking. We had some and I'd be happy to show you the site plan. I I can show it to you. Yeah. Yeah.
No, you got I believe everything you said, but I remember y'all needed some y'all trying to buy property over [snorts] there. Yes, we were because we we were trying to avoid not having to get the variance and so unfortunately getting people to let go of the land and there was also a distance requirement from HUD. The land that you use for parking has to be within a certain proximity to the building and the closest one was the one where um his name alludes me now. The gentleman that does the bare knuckle boxing Nelson.
Nelson. Yeah. um where we were trying to rent part of his land for overflow parking and things like that. That deal did not work out at the time. So, we had no choice but to ask for variance. And it is also a time consideration. You had a certain amount of time to apply for the RFP before that money went away. So, if we didn't get in by that time and you guys didn't give us the variance by that time, we wouldn't have got the 3.2 million. So, we were up against the clock, so to speak. So, So, what's the status of parking? I I didn't I still didn't get that. So we have parking. We're short some spaces, but we're not there's not. So you've been provided a variance for the spaces that you're coming up. Yes, ma'am. Okay.
That's when you when you look at the the when you look at the presentation I provided, it wasn't the one that was originally approved at the Zap board or the one from last time, but you'll see a site plan that I provided that was approved at the Zap board. That's in that slide presentation. You can actually see the parking layout and the parallel parking on there and the variance that was that was and the deviation that was granted. Any more questions? And Miss Busy knows I'm pretty accessible. So, if you guys have questions or any information that you guys need that you weren't privy to before because you just got on the commission not too long ago, I'm happy to provide it. So, Okay.

And um as we stated in our meeting, we're definitely looking for things to come forward to Pokei and we'll begin with the commissioners and other necessary people, you know, for further information with you and see where we can go with this, of course, with the approval of the [clears throat] commissioner and the mayor. I came prepared. I I know how things happen here. I mean, I've been dealing with this for a while. It wasn't easy getting approved. So, I'm I'm here to answer what questions. Well, I I didn't have to tell you. I came out of a professional courtesy because I knew you guys didn't hear from me since the Zap board was approved. Uh, thank you for your flexibility. Good evening, Mayor Commission. Good evening, residents of Pokei. Um Annie Eiffel with Healthier Glaze and I brought up here with members of the pink walk committee. Um this was a group of residents and community stakeholders that put together a walk to uh promote uh breast cancer awareness. Um during the month of October, we were able to do mamograms. We hosted a community um lunch and learn um that was hosted by Empire Healthcare and then we had the walk at um at the Pokey Parks wreck on the field. So on behalf of the committee which consists of Miss Claire Mvin um Miss Aaliyah Dean, Dr. Jingga Ogles Grim with Empire Healthcare, Miss U Christine Balden with Balden Community Impact, Miss Erlene, um Genin with Pokey um High School. This was the committee that was able to pull it together and I'm pleased to report that we were able to raise $1,925 that will go to the Pink Warriors. Um this is a a program that's under Hendrick County Medical Center that has been providing services to fam um residents who are dealing with cancer within western Palm Beach County. So we wanted to make sure that we did the presentation here since the city of Pokei was gracious enough to um allow us to use the space. We also want to also thank um uh city of Bglade um city of South Bay as well for supporting us um in this endeavor. So, I just wanted to make sure that the community as well as the city commission know that we appreciated everything that you did to accommodate us that weekend that we were able to do it on the 17th and the 18th. So, we would like to take a picture with the commission so we can go ahead and um take that over to Pink Warriors along with the check if that's okay. Thank you very much. M you had anything else? Just a little correction on the I know it says glaze um committee but it's
actually muk wet and cheers committee and again like Annie said she said everything we want to thank everyone for um their participation bail glaze and pokei and the citizens and if there's anyone that would like to be a part of the pink warriors I'm say the pink uh committee just let uh Dr. Jingga myself or Annie know and you can always be a part of it. And I apologize, Mayor Commissioner, but um um Commissioner South Commissioner Barbara King, but also with KTM, she was also part of the um committee that helped us this year as well. Thank you. Next we have the our consent agenda items. We have we have one more presentation. Another presentation. Okay. So um okay at this time um I would like to as for the introduction of our department heads I wanted to ask um our parks and recreation director Mr. Greg Williams to come up please. He has some uh things that we would like to announce um as the department head of parks and recreation.

Good afternoon. Um, good evening. Um, just two items I would like to talk about. I I think Miss Boule has some other things that we'll be doing. First off, we um football season is over. We're in the process of planning the banquet and then following the banquet we'll go into our basketball season which have officially started. Registration date was December 1st. So we're starting uh training and practices. Once the schedule is um printed and submitted to the three directors for the tri city, I would uh make it my business to get a schedule to the city manager, city clerk, as well as the commissioners if they so desire. Um December the 20th, there's a Christmas on clatus celebration. It's an annual celebration that we do for the city of Poki primarily the city of Pokei residents. It's the seventh annual uh celebration on clatics. So what this is Mr. Rottney he's um owner of several um coffee shops, restaurants and stores on Clatis. He closed down clatus and he invites the entire pokei. In the um past we've also included city of South Bay, city of Belgium. So we take approximately 200 to 300 kids on this event. I have the fly you here if you want to take a look at it. All kids from
the city of Pokei as well as Canal Point. We're in partnership with the housing authority. We're in partnership with the Bowen Foundation and so far we're up to about a hundred kids so far that we'll be transporting from Canal Point and the city of B for this event. It's December the 20th. The time is from 100 p.m. to 4 pm. If any citizen or any commissioner have any family that they would love to experience this celebration, please have them to contact uh city hall or my office and we could arrange for the transportation. Is there any charge for that?
No charge. Everything's free. food, uh, festivities, the toys, the everything is free and parents is is is more than welcome to come as well. We we need shepher so feel free parents to to attend these event. If you need transportation, call us. We are arranged for transportation. We also have [snorts] some kids that we want to honor and we're taking them over to the Boa Bowl December the 23rd. We're in partnership with the city of Belgrade and I think we have about 8 to 10 kids that we're taking over to the uh Bo. I think Miss Boule got the dates and the time for the toy drive. So, I would allow her to discuss that. One more thing, our wellness program, we we did a um gathering. I think it was Tuesday in uh Beverly, December 4th. We did a gathering with the Tri Cities at the Western County uh Senior Center. But this Thursday would be our first official um outing for our seniors. This Thursday, So this Thursday will be our first official outing for our seniors. If you have some seniors that desire to go, I think they're doing Walmart and a couple of stores that the seniors desire to go out for uh the Christmas shopping, then they'll of course stop and eat somewhere, go and corral them thanking. But if you have seniors that would love to go, you could once again give them my number or they could come by the office and we can arrange transportation for them if they need to be picked up from their location. All right, any questions?
Is that free? Um, yeah, it's free, but you need money to shop.
Yeah. Yeah. So in addition with the wellness program, we also have the AARP program by and I thank all city staff. [applause]
Yeah. Not just them, but we've been going all that cleaning since they've been gone. So um so what we do is they up to 35 hours a week now.
And I was telling them, man, that's full week's pay right there. And so we um arranged for them at some point during the day they would have a break from the cleaning and then they would go into the wellness program. We got different organizations, the Alzheimer's program and um welfare programs and different programs that offer uh resources and services for our seniors. They come out and they do their presentation. those that need to be registered for whatever they need registration for they do the registration. If you know of anybody that want to be a part of the wellness program, please come see us or give us a call and we could add them to the list. There's a form that they have to fill out. Plus, we serve hot meals Tuesday, Wednesdays, and Thursdays of every week. All right? if they're homebound and they can't get out and come to the wellness program, we would take them their hot meals. So, just get in contact with me. You can see me tonight if you want and I can uh get their name down, get them registered, and we'll make sure that they get those meals.

I have a question. in the event when they go to the Christmas um on Clatas, you didn't specify that once they get bicycles, basketball or whatever, is the parent responsible getting those toys back to their home or does the city provide that as far as bringing the gifts back to if they riding on the bus, the city bus, we would bring those back. There's space on the bus that we could
space because it didn't happen like that last year. If it if it's too many bikes, if if we got 30 bikes, it's almost impossible to bring that many bikes. But but if we get five to 10, this time we looking to take three buses and a van. So hopefully we will have enough space to bring those uh gifts back. Okay. All right. Any more questions? Thank you.
Well, thank you, Mr. Williams. And I have to just say I appreciate what you're doing in parks and recreation. Sometimes people don't understand what you all are doing, but I want to just say thank you. And um I don't let you all sit around. I'm constantly calling and making sure you're out there working. So, thank you. And our next presenter will be um I want to introduce our newest staff member that is now with the city of Pokei and she's going to um just come up. She has some more updates at our next meeting, but I have her come up for a couple of updates and announcements. But before she comes up, being that she's this is her first meeting since she's been back, I just want to tell you quickly a little bit about her. Um, her name is Peggy Boule Washington. She is our director of community and economic development. She is a dynamic and resultsdriven public service executive with more than seven years of high impact leadership in community and economic development and municipal operations throughout South Florida. Miss Boule, come on up here while I'm talking about you. With deep expertise and [applause] strategic planning, public private partnership, intergovernment affairs, and community engagement, she has consistently delivered programs and initiative that strengthen neighborhoods, support and small businesses, and elevate quality of life for residents across diverse communities. As the interim city manager, I am proud to share that I was not only highly impressed by Miss Boule Washington's interview, but even more impressed by the caliber of work she has provided and produced in just a few days of her role as our community economic development. She's been demonstrating exceptional readiness, dedication, and visionary. So today, I want you all to welcome Mrs. Peggy Boule Washington. [applause] And as I must say, when we were two in the town, everybody was happy to see her
back and saying, "Glad you're back and making sure that she knew she was welcome." So, Miss Boule, you can give the announcement that you have.
Thank you, madam city manager. Madame interim city manager. Uh, greetings everyone on the dis, everyone in the community. Um, it's good to be back. It's good to be back. So, to God be the glory. I thank you all for um your warm wishes and I look forward to presenting um all of the um the updates and all the um the things that we've been working on. We hit the ground running and uh we're excited to uh present all the great things that are getting ready to happen in the city of Pokei.
So, uh without further ado, I'm going to share some of our events. Uh Mr. Williams from Parks and Recreation, excuse me, recreation shared a wealth of um uh events um a plethora of events rather um that the city has been participating in and their parks and recreations departments have been participating in. I just want to add a few more. Um Monday, December 15th, uh right off the uh corner of East Maine, we have our Christmas parade. It's our annual Christmas parade. Um, our clerk has been super helpful with getting our events out. So, um, madame clerk, thank you so much. In my absence, you've been just getting the word out for a lot of our events. So, if you, uh, log on to our Facebook page, the city of Pokei Facebook page, you'll see those flyers posted and, um, updates will be shared and given, um, periodically. On Tuesday, December 16th, um between North Lake and Maine, we have our tree lighting uh ceremony, which is actually on the property of One North. So, once that's built, obviously, we'll find another place to light a tree, but um uh in the interim, you are welcome to join us Tuesday, December 16th. Um and again, you can find the flyer on the city's website. Hopefully they'll be uploaded sometime between tomorrow and Friday. Thursday, December 18th, uh Parks and Recreations, uh at Parks and Recreations, we have our toy giveaway. So, um we have quite a few toys that we share throughout the year, um excuse me, during this year, um and every year that we share with our residents and um our kids and families in need. So, we'll be doing that December 18th. And then finally, uh, sat Saturday, January 17th,
um, on the corner of East Maine, uh, we'll start our parade. So, it's the same route as our Christmas parade. Um, we'll be taking our MLK parade. So, every year we have our MLK extravaganza. [snorts]
It's my husband. Hi, babe. So, our MLK extravaganza, um, January 17th, please, please, please support our parade. I know it's always cold and windy and sometimes rainy, but please, um, we have a lot of students, a lot of community participation, and we really want to show love to our community members and stakeholders that come out and celebrate with us and celebrate Dr. King's Day. um our events um our special events uh board advisory board will be um we're going to request a meeting for them so that we can work on the MLK extravaganza. So just wanted to share that and um it's good to be back to God be the glory and I look forward to working with our great city of Pope. [clears throat]

Yes. Um at the last meeting there was appeared to be some confusion and needed some extra expl uh explanation in reference to the uh proposals that were submitted up to the legislative. So I believe we have our lobbyist on the line. She was going to do a zoom presentation but being that the internet is down she wants to [clears throat] speak online. So is she? Let's see if we can Hopefully she didn't get tired of waiting. But she was
Your call has been forwarded to an Okay, we didn't get her. So, we can move on to the next item. Okay, we don't have any public hearings in our ordinance. We do have a resolution. We have one resolution, resolution 2025-73, city attorney. A resolution of the city commission of the city of Tahoki, Florida, authorizing the city manager to secure Excuse me. I'm sorry. Uh, Miss Shields is calling back. Is it okay? We put her on. Sorry, Miss. Okay, Miss Shields. Miss Shields, can you hear me? I can hear you.
Okay, this is Miss Sals uh Shields with Becker and Becker, our lobbyist u organization. So, Michelle, we're here waiting um in reference to you explaining the proposals that we submitted to the legislative and our reasoning behind it. Okay. Can everyone hear me? Yes. Yes.
Okay. Good evening everyone. Um, thank you so much for just having this meeting and, um, allowing me to speak briefly, um, I want to say really quickly to, uh, the [snorts] mayor. It was good to see you this past weekend or this past Thursday, Friday at the Florida League of Cities conference. I know we didn't get an opportunity to chat, but it was really good to see you. Um, it was a great conference. Um and just to the commission as it relates to [clears throat] the legislative priorities. Um last session you all had about five different uh priorities, maybe six, five or six different priorities that you presented towards the um um to us as your LMAN team to see what was the flavor like in the actual legislative process as it relates to those projects. and we we talked with the previous city manager consistently about them. And the two that we decided to move forward with was the um Eddie Me Gymnasium and the uh demunking for MLK. And so with those um based upon the pricing at the time, just quick background with those projects, I think the gym was 2.5 million and the demucking was 950,000. And so with those this year being that um with the transition with the new city manager with Miss Busy and just having a conversation when we actually from her being hired in to us being able to have a conversation with her and bring her up to speed on everything, that was the internal deadline for us to be able to um review everything for her. So, we gave her grace understanding that she did need to get caught up to speed, also understanding that we needed to let her
know exactly what we were putting forward. Um, and we asked for those particular forms to be presented at least a week thereafter us communicating with her. Um, and so in the run of everything, everybody in and and just moving with day-to-day life, we ended up getting things done. I did speak with her to confirm that those two being the Eddie Lee um gymnasium as well as the debucking was still two priorities of the city that we could move forward with and she agreed to that. They were still on the form I mean they were still on the priority list but what we did was just adjust the pricing a little bit because of the nature of the legislature. We always want to posture the city in the best position possible and the 2.5 million amount with the climate that we have right now, it just wouldn't have been conducive. So I advised her that it would probably be best to knock it down as especially for the gym and to phase it out. You know, you can always do projects in phases. And so this is going to be phase one. The request is for 950,000 which is a little under a million. And um you know you can do that could be for planning guys like it could be for planning it could it could be for some of the additional engineering things that may need to be done however you see fit right but it's definitely just for phase one um I do know that [snorts] um I have been in communication with Miss Busy I do understand that there was a thought as it relates to the gymnasium being available to those who have pets or allow you know to to allow pets in the gym for the shelter and that actually came from the directive of your member. As you know we are always in contact with your legislators and so
that was one of the main questions that was presented last year. So I thought it would be best this year to actually include that in the form which is why the form was adjusted to relay that message. And so that is kind of the background of where we are today as it relates to those dollars and the request and that is what we are moving forward with. Do you all have any questions for me? Um I think Miss [clears throat] Shields I think there was also a question in reference to the the counties that were included in the proposal. Are you able to address that? So the so so one of the things as it relates to the legislature again just based upon the climate we are finding that a lot of things are more palatable if it's a regional approach and so we don't want to um resend different access to different counties but if it ends up being where it's those who are citizens of Palm Beach County then okay but um having your neighboring ing counties that are also able to access it. It's more of a regional approach to um the request at hand.
Okay. Any other questions? The deming, what would that cover? Uh is it the soccer field or the uh equipment that's going to be used for exercising or the exercise path? What what is that for? If you can give us some information on that. You you mean for the the the mucking of the MLK Park? MLK Park.
Oh, so for MLK Park, my understanding of that project was to demuck and clean up the area. Apparently, from my understanding from last year, the area was not in a position to even do any type of construction, any type of anything. So, the goal of that project is to clear out the area, clear away all of whether it's debris, whether it's soot or dirt or whatever. Um, it's it's spelled out more specifically in the request to clean that out and to make the land in that area more level so that you all are able to do some restorative projects.
Any more questions? So, um, as far as the demucking, um, I know that depending on the area of the park that we are doing the project in, um, is that going to be for the entire park or just for those areas that would require um um a a foundation that's not going to um, crumble or uh, sink, so to speak, um, as a result of work being done. So, if I heard the question correctly, the MLK part is supposed to be MLK and the villa. I may be saying it incorrectly, but the villa area, that's what I recall it to be to demug those particular areas.
Did I answer your question? Um, not really sure the area that you're speaking of. Um, I was just asking a question as it relates to the entire park. So, um, as it relates to the South Park, you said the entire I'm trying to make sure I can't hear you guys. I'm sorry cuz it's kind of muffled on my end. Yeah, I'm just saying that um I'm asking rather um is the demucking going to uh cover the entire park or just um certain areas where um equipment may be installed. It is my understanding that it is going to cover the entire park.
Okay. Um that is my understanding that that is how it's supposed to be. And so it's to deem up those specific those two areas to try and build something on the park because from my understanding there is not the grounds are not leveled enough for you all to even do anything on the park. Okay. And uh that was the first item as far as old business. Uh mayor, I have a couple more that was on old business that needed some updating. Um the last time we spoke about street signs, so I wanted to just give an update. um we have we did not have any street signs in the um in our you know custody. So what Mr. Johnson has gone out he's has gone out to get a couple of proposals or bids or quotes on some street signs um for the department so that we can start making the street signs that you all are talking about. So we're looking at the prices on those things and you know make a decision so that way we can get moving on that. Um so we did get the quotes. Um the second thing is same thing with the cemetery not having the equipment to do what needs to be done for the services. So again uh staff is looking into those um you know the prices on those equipments as well. U Mr. Johnson our public works uh director is really really staying busy on on taking care of those things. um especially with the cemetery being reassigned under his command. So, we're getting those things done. Um the other thing is uh you mentioned about the town hall meetings. Um we're planning to start those after the holidays. we'll get past the new year and we're going to start scheduling h town hall meetings for us to meet up with our residents because I had a meeting with a couple of our departments today and their concern was the citizens calling with complaints but we wanted to have them cover those in town hall meetings versus um here in the commission meeting. So I'll reach out to you all as far as dates for those meetings. And then the um the other thing that we had spoken about uh at the last meeting was the 4th of July reaching out for bids. Um our new director of community economic
development, Miss Boule, she's already uh reached out to companies for bids and uh it they range anywhere from 20,000 to 35,000. Um on the 20,000 end, they'll do a fireworks show for 15 minutes. um anything uh between the 22,000 and 35,000 range. Um that's for 20 minutes. So those are the you know the bids and the numbers that we've gotten and we'll consider to look around and keep bring them to you all for final approval, but we're waiting on official quotes and then we'll bring that back before the commission. Okay. Can I ask can I can we also have them to start planning on um
uh I wanted to make that like a festival event. I think we had mentioned it in some our previous meeting. Correct. We can just try to have something bounce houses kids try to start planning now so we can make it a big extravaganza extravaganza type type day instead of just a fight. Exactly. Yes, sir. That's what we're working on. Also um as I mentioned in the previous meeting um as you all are aware are aware rather um it's going to be the 250th birthday of the um correct United States. So um may as well just incorporate all of that together um as opposed to having two separate
and that's our plan. You all mentioned that at the last meeting and that's what we'll be looking to do uh with the assistance of our new staff member. We're gonna tie it all in together.

Thank you. And we'll move to the mayor's report, and it will be brief. Uh, I made a comment to Commissioner uh Mike Ddonna about the statement she made about uh having a security bond and I just was kind of questioning that because as a whole we hadn't really devoted on that. So I just wanted to be cautious in her statement. Uh and the biggest reason [snorts] we had three developers come to Pokei and we successfully uh engaged with them and had them agree to build housing in Pokei. We received two that proceeded to do that. The third one because of questioning from the commission and some from residents which I was a little hesitant to even allow resident to ask question at this particular time because this developer is proceeding with building new housing that we desperately need. We haven't had a housing development in Bohoki [snorts] in the last 30 years. We have one currently, a $20 million project, Everglaze Memorial Town Homes, and is currently under construction. There have been some hiccups, but has continued to move forward. The last projected date we received was it would
be completed by December sometime and I thought that was a little premature but that was his projection. I know that's not going to occur because just a few weeks ago they had another stoppage about two weeks but [snorts] they're back now continue moving that forward. the county have done a security bond
securing the funding for that project. So whatever hiccups the funding at fors the development is there I don't know what problem they have we do try to go out and stay on top of that that's not our project but is it within our city limits and it going to be something that will benefit our entire community. So I'm just giving as a reason for by my caution on questioning and I'm going talk about the third uh developer. We had one to come that was going to develop the old East Lake High School site. And we even had commissioners sitting on this D questioning and questioning and overquesting that developer. [snorts] And I say to myself, these people are not going to stay around because they're not being welcome into this city. And that's exactly what happened. that developer end up selling that land, selling that property and moved on. So sometime when we do question, let's make sure that it's something that necessarily need to be questioned and that we're doing it for the more of the benefit of Pokei. And I'm going to go back even further. We had a commissioner at the time to say that that development would hinder her supervisor farming. That was her statement. And that's why again that developer left. So we do have two on the table. [clears throat] North Lake is one and the townhouse is another. We almost
had three, but we do have two. So, I just was a little cautious and a little concerned, and that's why I made the statement that I made uh concern and requesting just make sure it's coming from the commission as a whole and not so much an individual. East challenges, right? Yes. Uhhuh. Okay. Yeah, I can understand. So [clears throat] um what you need to understand and I'm speaking in general not to anyone directly is how insurance works. I'm I'm I'm I'm doing my mayor report though.

We mentioned about the Christmas parade. The Christmas parade is December 5th. We're accepting applications Dece 15th, Monday, December 15th. And we are accepting applications and we want this to be very nice. Want people to come out and let's have a good time um in the city of Pokei. Um also um we had mentioned about the city flag. I want you all to know that we have ordered it. Um, we have the state flag and the United States flag and our city flag is missing as Commissioner McDonald mentioned at one point and um, Mr. Johnson, did it come in? Okay, good. Good. So, we'll have that put up because we really wanted that up. And then the other thing is uh, Commissioner Walker's bench came in. It was deliberate, set up, and we're getting great comments on that. [applause]
Yes. and we will be looking to do a rededication um you know with the mayor and the commissioners involved and of course the citizens and the family. Uh we'll be doing a rededication and we'll get a date set for that for the public to know about. And uh once again I'm getting uh Facebook messages sent to me uh just people reaching out calling again just talking about the cemetery. I know we go over and over again, but I just can't eliminate talking about it because people are still reaching out about the the cemetery being in such, you know, great shape. So, we just want to, you know, thank our staff again. And the other thing is that um the Marina restaurant, I know we don't, you know, we're changing the name, looking to change the name, but the Marina restaurant. Um we've been up there, we've had the Veterans Day um program there there and we're looking, residents are reaching out trying to see how they can use it. Um I know there's some legal ramifications about leasing and all that stuff with the, you know, the lease that they were in before. So, we got to look at that. But as far as renting, people are reaching out. And so what I did with staff, I said, "Hey, let's get it um ready if and when everything is approved so it's ready to go." So staff went in, you know, started cleaning and scrubbing, sanitizing, getting pest control in, getting the fire violations taken care of, the AC will be maintained, the sign removed, you know, green turf secured, and I just want to one thank our public works department, but I also want to give a special thanks to Mr. Richard Brown, the man we call Tadpole. [applause] I have to say that place [applause] looks so much better with his leadership out there. He's out there every day. I believe in giving credit where credit is due. It's not about me. It's about you and the city of Pokei. And that man took the
lead on that and he did a great job. And so, um, I just want to give you that, you know, while you're here. That's why I asked you to please come so you can get that recognition. Stand so who people don't know who Tadpot is. YOU ALL [applause] so thank you. Thank you. Thank you. And then of course our parks and recreation, you know, they did their um announcements to toys for tots, you know, we're working on that. And then also um you know, just we've talked about different things about collecting cash at various events. Well, just know I've sat down with PNC and we will be moving forward with a cashless uh system where [applause] we'll be setting up a program where we'll do the debing the credit cards, we're going to stop collecting cash, you know, once we get that moving and get, you know, everyone's approval. And also uh the last thing I have is um just like the alumni thing we had at the MLK Park, we are planning a New Year's Eve event at the M Poke Marina. You see Tadpo was shaking his head. He said that's a great idea. We are going to have to RSVP because we can only take so many. But we're going to get in there, have a good time, bring [snorts] our community together. Um not a bob. You're going to have sodas and tea. So, uh, but we're going to have that. We just want to start moving our town forward and have a good time as well as to take care of our infrastructure and everything. And so, uh, that's all I have. And I just want to wrap up so you all know is that like I said, our dark our muck is dark, but our future is bright. So, I just want us to work together on [applause]

First meeting in March reference to the name through the mayor. I mean, you someone's going to have to reach out to the state. State. Yes. Right. because before you put out an RFP because they have to approve if if you're changing the contractual form, if you're doing something different than before, um if you're dealing with the space different or equipment issues, you um you have to have that approved and it's a process. Okay. Well, that's what I want to do. Just get the process uh started so we can start moving in that direction. And

Um we're trying to understand this uh in reference to the Muck Tavern. um the um the employees we were looking to to get it cleaned or ready or whatever and we were just discussing trying to use it. Uh the lease was mentioned. How would we get out of that? Is that something that the lease is we the lease it's already been has been

So, um I'm glad that we're having this discussion about the um RFP for Monk Tavern because I had requested at the last meeting to have it placed on the agenda for today, but I see it's not on there. But no worries. Uh we can certainly uh make the necessary adjustments going forward so that we can uh get on top of what is required with regards to going ahead and uh taking care of that request. Also, um [snorts] I had requested that we schedule a workshop to address uh the monitoring of projects that take place within the city so that we can make sure that we are making progress with those projects. So um I don't know if we need to look at the calendar right now to see what's available um for such a workshop or if we need to you can look at it later as long as we are able to have some advanced notice.
What I would prefer to do is you know send out email for you all to give your availability and then we can schedule something that works for everyone and then we can set that date. [snorts]
And lastly, before I was interrupted a few minutes ago, um with regards to insurance, uh you need to understand how it works. Whenever you have an insurance policy, commercial that is, uh it doesn't cost you anything additional to add an addition an additional insured. So, I'm not trying to scare off anybody who wants to do business here. If they're being um if they're apprehensive about anything that I'm asking, then maybe I need to question what their agenda is with regards to what it is they're trying to do here. I'm only looking out for the well-being and the protection of the city.
So, we can be listed as an additional insured without costing an additional penny to whomever it is that has the policy. All it takes is a request. So if anybody have any uh additional questions in that regard, I'm an insurance agent. I'll be happy to explain how that works for you. So I don't see that as any reason why anybody who is here to do legitimate business would be uh ran off because I'm asking them to make sure that we're looking out for the best interest of the city. The infrastructure the the water drains and all that. That's the wor what's street in town. And the hard the sad part about it is right down there where the city hall at. and all our commissions, all I'm talking about late commissions and all our late uh mayors and all that came through and see this and stuff here and want to address it, you know. But I ain't just trying to throw nothing off for nobody. But listen, we is the cornerstone our general public is the cornerstone of this time here and we deserve better, man. You know,
we deserve better than what we are now. I mean, I'm here really by Miss Busty here. This a lady here who got vision, who got the love for the town, who live here. Her family was the cornerstone of this town. My family was. And listen, I can understand why y'all kicking the can down the road. Why y'all don't go ahead and appoint her as the city manager, right? It should. I mean, listen, we shouldn't have to even go through that. That's right.
We got somebody here that love our city, who raised him, and y'all keep bringing people in here. Don't care nothing about our town. They're here for the fish in the load to get our money. Don't care nothing about those people. And from now on, we going to have to have our city manager from somebody in poker. Now, let me ask y'all something else. Y'all y'all four of y'all commission y'all voted for Miss Miss Bus. I ain't ask you back because you didn't vote for but I'm ask y'all. Why haven't y'all haven't appointed her now? It ain't about the money cuz this lady here him and her husband them people here they they retired from the sh they salary you know I know they family [laughter] they listen them people made over $400 something thousand with that budget they went about here about the money it's just the love of our community what we need here and listen we going listen give her a chance y'all can just ring the bell if you want to listen hey but listen the truth I ain't going to call no space if it ain't no space we going to have to do better in our town and we going to your voice change.
That's right. [applause] The next person is Ernest Busy. I hear my minister to Marcus P. He has a card already. I don't think they um I don't believe they yield. They don't stop doing that. They haven't heard anymore. So, do you want to go? Do you want to It'll be all right. I tried to shorten it up as much as possible cuz what I really wanted to say was going to last about an hour anyway. So, I'll try to get in as much as I can
and I'm not as good as my uncle here. So, I got to read this stuff cuz uh I'm trying to get these words and make them count. Good evening, mayor, commissioners, madam city manager, and the people of my name is Tomarcus Port, and I speak tonight only as a citizen. Everything I say reflects my own thoughts and opinions, no one else's. Before addressing the financial issues strangling this city, I need to begin with something personal to me. In a past meeting, the mayor stated publicly that my mother, your city manager, was not his first, second, or third choice for the job.
Yet, he explained that he voted for her because the majority was voting for her. So, it was unanimous. That wasn't only disrespectful, it was an admission on public record that the leader of this city is a willing and proud follower. And that matters because since 2016, Poke has endured instability, failed audits, repeated violations, and millions of dollars mishandled or unaccounted for. That didn't come from strong leadership. It came from exactly what was admitted, following instead of leading. When nearly two millions in tax $2 million in taxpayer funds cannot be accounted for and when more than three million in state marina funds were mishandled due to procedural failures going with the majority. It's precisely how city ends up how cities end up in conditions that Pokei is in today. Our problem has never been the people of Pokei. Our problem has been a reputation created by years of ignoring ordinances, skipping procure procurement rules, and refusing to implement the policies that protect the cities from financial collapses. But now, for the first time in a long time, that reputation has started to shift. PBSO, county leaders, state level partners, and community organizations are opening doors again. Not because the city suddenly became perfect, but because they have finally found confidence in in the person managing it. They know she will follow the law, protect funds, and handle partnerships the right way, and they won't end up having to prosecute the person that they're working with. That brings me to something important about my family. We're direct. We're transparent. We're cut from a very peculiar cloth. My mother is the daughter of the late LCL secretary. Her husband's pictures on that wall over there as well. We come through the front door. We don't whisper in hallways. We don't play political games. So when my stepfather reacted the way he did the last meeting, it came from witnesses beh witnessing behavior that did not align with transparency behavior that this city desperately needs to root out if it ever wants to rebuild trust. And that same issue resurfaced again last meeting. The city manager attempted to bring in support from the city's financial issues, outside support for
the city's financial issues, something that is way overdue. But the city attorney waited until the cameras were rolling to announce that the plan should have gone out for bids despite having already discussed it probably with the city manager obviously from the proceedings of last meeting. Oh, as I'm listening I'm realizing that. So I guess she wasn't listening when they were talking privately. She wasn't listening when she drafted whatever she needed to draft for the meeting. She wasn't listening or she wasn't paying attention to the little booklet that they flipped through. If the process was wrong, why wasn't that guidance given beforehand? Why allow the city manager to walk into a public meeting without information that you already knew she needed? A stand up, sir. A reasonable person can only conclude one of two things. Intentional undermining or concerning up, sir. Thank you for your either way. It does not protect this city. Now, I also want to address the vice mayor.
Sir, you either ordered now because you continue to talk. Your time is up. Thank you. All right, man. You had 30 years to fix this city. He ain't did nothing yet. But I got 5 minutes. Yeah. The sidewalks is so horrible across from Jere Foundation on Cypress Avenue. I wrote and I wrote and I wrote I found about three or four or five potholes that has been covered with debris. If we have a storm, it's it we don't have nowhere for the water to go. It is so much that is going on in the city and in order for this to be corrected, code enforcement need to do their job. They need to do a better job. It's no reason why that Barbara King had that sign put on her building when it's so much that's going on in our community. I just don't understand that there. We shouldn't try to pick and choose our battles. We all should come according to come together at on one accord. I just don't understand where the division coming at. We all want what's best for Pokei, but at the same time, we got to be transparent. I appreciate you, Miss McDonald, for speaking up. I appreciate all of our anything that needs to be going on in the city of Poku. We go to Mrs. Buty, the the the city I say the city manager.

It was not one person out there doing any work because they don't even they're not even getting paid. So, they have completely stopped Mr. B. I did my video. The guy said they're they're not coming back because they're not getting paid. So, I don't know what's going on. And can you get answers for us at the next meeting? I'm done.

city manager busy and staff. I stand before you as uh not a resident but a business um owner here in the city of um Pokei. Um my sister has um this property at 255 South Lake Avenue and on the side of the building it's maybe a handful of grass and maybe I have pictures and videos maybe two or three sticker bushes that that's grown in in the grass. is more dirt than grass. And it was just alarming coming back into town and going to the building to find this notice. She received the notice before we went out of town um before the holiday. We come back and this notice to appear for a hearing for a handful of grass that's not even ankle ankle high. So, I'm just, you know, um just wanted to um come in and um make aware just in case um you know, the city official wasn't aware of, you know, what was going on, you know, with um code enforcement. And I just find it alarming that, you know, we're as um business owner coming to the city to provide, you know, um a service and prepare to open up an uh reopen up a business to do business to bring positive um environment and positive um
positivity to the city to uh be picked on and you know retaliated on because of who I'm affiliated with. So that I mean it's alarming that you know my sister as the owner of that property here in South Bay is being retaliate retaliated on because of who I'm barbecue affiliated with um residents of the city of Koki. So I just wanted to just bring that to you guys attention that you know I just feel that it's unfair that the way my sister is being treated as a um property manager here and myself as a future u business um owner here in this um city of Thank you

I I just want to respond because what happens is when you have residents who come and just say anything. I'm I'm a professional and um and it's um you know it's it's misleading um when folks come in and just say anything and without regard uh to whether it's accurate or not. And I want to say uh to Miss uh Busy, Miss Busy's son came up and mentioned that, you know, I waited until the cameras roll, whatever that means, because the cameras are always rolling to say something. Well, I got this item as an emergency item um just before I left to get in my car to come to Pokei. And I didn't say other things that I could have said um because I did not want to cause any embarrassment for um the interim city manager. So uh and I and I won't unless you know I'm I'm forced but but the bottom line is um I you know I I my my job here as a professional um has never been questioned in terms of not saying things. I say things behind the scenes. I write. I talk. I I say it in meetings. I have never been someone who was accused of sitting here and not saying anything. In fact, um most occasions I'm the only person saying anything because I'm the only person behind the scenes who knows anything to say anything. Okay, just so you know. So, um you know, so the so the the accusation that that somehow um you know, I'm allowing something to happen and I rarely talk with the mayor. I haven't talked with uh one one meeting it was a resident coming up and saying I'm close to Chandler or Rodney. I don't Michael Jackson. I haven't talked to any of these people since they left the city. The day after they left was the day that my relationship ended. I represent the city
of Pokei. This is what I do as a profession. Um, so I don't expect to be, you know, sitting here attacked about something that's just not even true where people are trying to make um points about other things that have nothing to do with me. So, I do the best job that I can do for the city and I'll do it for as long as you all allow me to. But, uh, you know, I'm a professional. I'm going to always try to do my very best to review things, um, speak up. Uh I I am not some person who is um scared to say things or scared of anybody sitting in this room in and that includes anybody. So let me just say um you know you know I I I if the goal is to force me out um you probably doing a good job Mr. um you're probably doing a good job Mr. love because I I because I because I because because I don't
out of order sir sir and and it is also inappropriate one last missed out it's too much interference in this yeah right now she just said something to me doing a good job yeah you're doing a good job ready and let me just say before I conclude in case people don't know In case people don't know or don't have a realization for what's improper like what's happening in the back of the room. Okay. If I may address something before we leave. Um I just want to say to the citizens who are out there um in reference to your your concerns, the director that over the supervisor for our planning and zoning and our um code enforcement, she's here tonight. Miss Palanka, will you stand so they can see you? I had her to come because I wanted her to just as I told the department heads to come and I want them to listen to what the citizens are saying because I want us to go back and work together on correcting that. From what I can see about your land, you shouldn't have got a a violation, but that's being addressed. I had a meeting with staff today. Those things that right is right, wrong is wrong. And I'm going to stand for the right and I'm going to address those things. So, I had a meeting with staff today along with their director and uh and we're looking at those those things because that's what I want to do. Um, you know, like was said earlier, we don't we want to bring business to uh hope you not run them off and we also want to be honest, truthful and transparent in here. And so there are some things that I will say but I won't because I don't want to turn these meetings into the circus that the whole world used to look at for entertainment and I'll leave it at that. I'm done.
Next, we'll move to the comments of the commission for the good of the order. And I'll start with uh Commissioner Mike Fear.

At this time, I don't know if we need to vote about We may have already did it when we did our uh commission schedule of meetings. I believe we decided not to have a meeting on the 4th uh Tuesday of December, if I'm right. No. Um still have a meeting. Yeah.
Okay. So, we need to look at the calendar and see if that's an option that we want to exercise or do we want to have that fourth uh meeting that meeting in uh December and the reason I'm bringing it up, I believe uh Veteran Day, we did decide, but we didn't have any notice outside of the city hall would be closed. that we wasn't having a commission meeting. I got to the point that I wasn't even 100% sure. So, I just showed up anyway. Which meeting are you referring to?
Veteran Day meeting. This the meeting in uh You said the Veterans Day meeting. It wouldn't have been scheduled. So, we do a schedule to be No, but I'm just saying just as a courtesy when we do make those decision, I know we make them at the beginning of the fiscal year. is posted online. The the schedule is posted online. Okay. Is that what you're Yeah. I'm just saying as a Curtis still make a a a posting of there won't be a meeting. Okay. But
let's look at let's look at December and see if that's something we want to decide to do or not. That would be uh the 23rd, right? That's a Tuesday. And then Christmas Eve is the Wednesday when they mostly start doing the shopping. So, I would still recommend having one. So, y'all still think we should Okay, no problem. We'll have a meeting. Are we going to have items on it? It's already been decided, correct? No. whatever the meeting the meeting schedule's already inside. You can you can we we're required to have a meeting
once a month if you decide even though we initially give our schedule in a a year in advance. I put it that way. You can decide not to have a particular meeting depending on what's scheduled to be on the agenda. That's all I'm just bringing it to our attention. If we fine with having it meeting on the 23rd, then we that's what we'll do. We have 23rd. Okay. You can do it. Can we make a motion? Not that's why I'm bringing it.

Um, we are aware of all of the issues with um the roads in our in our town and I I believe we are looking into that. Uh the city manager has um addressed that and is looking at what um funds are available to um address the needs for resurfacing. So sometimes things take a little bit longer than we would like for them to uh take, but um we are not um ignoring the fact that we need to um get some resurfacing done. And uh some of the areas that I've seen in town, I don't know why those people aren't at the meeting every time we have one because it's really bad.
And um even with some of our drainage, um I probably have mentioned this maybe at least 10 or 20 times. Uh whenever we have a good rain, I can't even get out of my car or to my car because um the flooding is is is like that bad on my street. So, um, there are some things that we're working on. Uh, we're going to continue to work on until we get them, uh, where we need them to be. Uh, we just ask you guys to continue to come out and support us and to, um, hey, jump in and be part of the solution. You know, we can't do it all. We appreciate your eyes and ears. So, do come out and, uh, help us out as much as you can. Hey, we got some boards that have some vacancies on them, I believe. uh even if you just come out and you know uh bring your opinions and your perceptions because even looking at it every day you're not going to see it see it all. So I do uh thank and appreciate all of you for coming out. Uh I don't celebrate the holidays but I do wish that all of you have a happy holiday and uh we'll see you all at the next meeting.
