Good afternoon, Vice Mayor, Commissioners. Thank you all for having me here at our second budget workshop to present the changes that were made as a result of our first workshop. We do have a PowerPoint presentation just to summarize what those changes were. It is pretty brief. Did you all get the capital improvement plan? You all have that, okay. So we'll... We'll go through and we'll look at that first. Just to summarize what was the changes that were made on that. The first change we did add an entrance sign. You'll see that under the city facilities section.

okay and then that would be number 26 on that page i'm sorry yes number 26 and you'll see the 175 000 that was added for the year fy 28 29 for the um the sign at the entrance of the city um The second item that was updated on that plan was an amphitheater. And you will find that.

Okay, yes, number 19. That was added in FY 3031. And the estimated cost, again, this is a very rough estimate, at $5 million. That can vary depending on the location and whatever additional items are That might be added to it, but it doesn't include it includes parking it includes the construction Permitting all of those things are included in that that figure The next item that was added was 4th Street reconstruction I had an estimated cost of two million dollars and You'll find that minus the first page. So it's the first page of that section. I'm not sure what is numbered in your packet. But it's number 12, yes.
And that is in the 27-28 fiscal year.
And lastly, we moved up Begonia Drive to FY27-28. Previously, I believe it was in the following fiscal year, if I'm not mistaken. But it has been moved up a year.

Do you all have any questions regarding those changes or any other input around the capital improvement plan?

And just to add to that, as far as the sidewalks, there is a grant on that as well with the Florida Department of Transportation. And so I had a meeting with them last week, and those sidewalks are the sidewalks down Bacon Point Road, and we're having another update on that in two weeks. sidewalks on bacon point road correct this is what was put in there sidewalks on one side of the road but not on the opposite side and so there is a grant to place sidewalks on the opposite side of the road I understand that's not what you were talking about I'm just adding that on to the update that this was what was put everything else is included Not in that particular grant. That's why I'm just sharing that particular grant is another grant that was applied for and received. That's in addition to this. She's talking about the sidewalks in the city. I just want to bring you all up to date that there is another sidewalk that's being looked at. And that's on Bacon Point.
I hope we can get all the rest of them repaired.
This is different. There was a grant. So this is a grant that was put in for that. So that is totally different from the others.
And so what year are we moving the sidewalks up to, from 3031 to what year?
I'm looking at that. My suggestion would be to just bring it up, bring it forward. We could say 27, 28. We could try and manage that.
So that grant and the sidewalks improvements for year 27-28?
That is not included in the capital improvement on this sheet. Oh, so the grant is not included? That's not included on this one.
Oh, I thought you were letting us know that there was an adjustment that needed to be made.
No, no, no. That's why I said this is different while we're talking about sidewalks. This is totally different. So I will get that information and I will report on it. But we have had one meeting on it.
Were there any other, was there any other input regarding the capital improvement plan? Oh, I'm sorry, you can go to the next slide. We're on the next slide. If not, I will move on to the next section, which will be the actual budget. The general fund revenues increased to $5,847,936. General fund expenditures increased to the same number. Current millage rate remains the same. Nothing changed with that. Next slide. Oh, next slide. I'm sorry. Next slide. In the previous meeting, Commissioner Cowan was asking about the utility service tax number. This is a breakdown of what is included in that number. If you look at page 13, you'll see those accounts listed as well as those dollar amounts.

so you'll see those accounts uh three one four two hundred three one four three hundred three one four four hundred those three numbers make up that utility service tax total so we're looking at the number that's on the far right in the box correct proposed budget 20 26 20 27.
So it was something else we were questioning with regards to those utility service taxes. I don't know if this is in that category or not, but was it the cell phone towers? Is that in that category?
Yes. So if you can move to the next slide. And Commissioner Scott did ask about the cell phone towers. We do lease the cell phone towers to Metro PCS. They pay us monthly $2,325.37. And it is written in their lease that it increases automatically by 3% annually. And their lease, it was initially a five-year lease with four five-year extensions, so 20 more years. That lease will be up in 2030.
Is that comfortable? I mean, how can we...
I mean, I can do some comparison. I'm not sure what other landowners are charging.
In that upgrade, in those additional, well, up to 20 years, there's no way that we can look for provisions for increases or compatibility to what the going rate is?
That would be a question for the attorney. That is the only one that we have a lease for currently.
Which one is that? No, who you say we have a lease with?

No, we don't receive rent from anyone else.

This is the only one that I'm aware of that we currently receive lease revenue from. I don't have record of any others. If there are any, I don't have that information.
I know when I looked at the contract I didn't see anything on there but no and I'm not actually look for it so what this one would have been old I believe your list went back to twenty twenty but it is that mean we still have a contract with you yes we do we do some say that's what I was okay
So how many cell towers, do you know how many cell towers we have?
This is the only one that I'm aware of.
I know that we receive money for it, but I was just saying in the city, that's the only cell tower we have.

So seriously though, I would suggest that we do a comparison. and make sure that we get in the bang for our buck with regards to what they're paying us. Because to me, that just don't sound like it's what it should be.
So what we will have to do is look back at the agreement in the contract to see when it was signed and everything in there. And as Ms. Dardell just said, then we can get with the attorney to see what we can do. We'll have to look for any cancellation or update clauses that's currently in that contract. Right.
So could we look and see? In other services that we provide in, because it looks like more than one cell tower out there on that water tower where I live at. There's a lot of them going right now. I know that ain't just from one company.
Yes, we can. We can look through building planning and zoning because everything has to come through them to get a permit before you can even touch the tower. So we can look in that area as well, this research, to see what we can find in addition.
Yes, and the leaf I'm referencing refers to the water tower on East Main. Mm-hmm. Oh, East Main.

I don't have any record of any other payments or any other cell phone towers. So...
Again, we can look, because we can't reside out here. We will look, because they have to have a permit before they can even touch the tower. So we can look to see.
There's a lot of them.
I understand what you're saying. So we'll look to see what's on there, and then we can research from that standpoint to see who has it and what's happening.
I would say that that needs to be made a priority.

And if we can establish the time that they erected those towers I would say let's go after some retroactive fees that they owe to the city.
But planning and zoning, when it's time for us to do our budget, planning and zoning should provide that because that would be considered a type of income, correct?
It should. It all depends on what it was and how it was. Just like this particular contract, it's not a whole lot in there that we're receiving, but it is a contract. So, yes, it should be. But I don't think anybody ever asked for the towels and to see what's there. So we look at what we have that's based on there. So we do need to do update if we can find that in our records. And that's insane. We have to start at our records and see what's in there. And then we go back, because there are only so many companies that does this. So if we have to go back through those, then we go back through that as well.
If we didn't get paid, we'd cut the lines. If we didn't get paid, we'd cut the lines. Then they'll come up with something.
No, I was just thinking that when we're doing our budget every year and we're talking about our revenues, whatever department is handling And knowing they have funding coming in, you would think that they would provide that information because that is part of the budget and it's considered income.
All revenue comes through the finance department.
Not because you offer anything, but finance should already be aware of anything that's generating revenue within the city.
If it's coming through as revenue, they will have it. And that's why, to the point, we need to see what's there if we're getting revenue from that. And so we do have to do some research because if revenue is coming in, it will be in the finance department. Everything goes through.
Yeah, because, I mean, that's definitely impacting our budget in a negative way if people are conducting business and generating monies for them inside our city limits and we're not benefiting from it. So certainly, I would say that's, I mean, we know that's just a workshop, but hence, we need to know these things.
We are all in agreement with that. And so we can look for it. We can change the budget if we find that there's something there and seeing how we can get the money in. But it's evident that there's no revenue coming in. So I will propose that we move forward with it. We have it as a note. And so once we find that and then research and get those companies, and we have some leeway, then we definitely will bring that back, and we can update it.
We're providing a service to them.
Not to dispute it, but yes.
Prolong this point, but I think that in the last budget workshop, we talked about knowing what was generating revenue within the city, and having a list of those entities so that we can properly manage them and also establish some type of calculation so that we can already expect that an increase is going to be on the horizon for the next year. I think we talked about one account that had not been increased for like 10 or 15 years. How can we survive as a city with that type of calculation? you know stuff in place we we can't do that yeah your bills at the house going up so what i mean as a city we got to have our increases in place as well too and not something that we got to think about hey they need to get that notice like clockwork every year letting them know that the expense for them doing whatever it is that they're doing is going up Cause everybody, I'm sure FP&L do, Palm Beach Water does, everybody does, so Pahokee needs to also.
We agree with you, but we also need to look at the contracts that are in place, and we have to abide by those contracts. So, yes, it may be time to change, and then we are very progressive on our contracts when we have future contracts.
That one's the reason for asking for a copy of the contract, who we have contracts with, and that way we can survey them and look at them, what needs to be done, because it's crazy.
So going forward, looking at the renewals is what we're saying when it's time to renew them moving forward. Correct. We need to make sure and that we do it in a timely manner as well based on the contract that we don't, you know, to make sure that they know and so they can prepare for it.
So just keeping in mind as well that the contract list that you all received last week does the contract list that we've put in place because before we didn't have one stable place with all the contracts. So now that we have that, we're able to maneuver through that. and there's you know all we could do is look at we went by the resolutions to see what country what the resolutions that was passed with contracts and pulled it from that because every contract should come to the commission to get approved so that's what's our starting point and so we're at that point where we have it now we can so we can go back and see so okay let me back up a little bit because
I'm kind of aware that we have a contract with someone for some property, but I didn't see it on that. So that means people making, they making deals, those making deals, having contracts without coming and bringing it to the commission. Because I understand, I read that, what you put together, and none of that was there. For instance, out there to the cemetery, the property on this side of the cemetery, I'm like, I didn't even know the city owned it, honestly. But now that I know that the city owned the property, these people got a contract that probably been expired five or six years ago.
If it was even a contract.
If it was a contract, because it didn't state it in there. That's what threw me.
So just for clarification, that would be the tree form. Just for clarification, in the last meeting I mentioned the backlog. So a lot of records are not scanned in, so there's a lot of just a whole bunch of records that we have to physically go through. So this is why you're seeing on this particular list, it started for 23, and it started actually when Ms. Tam was here and been approved upon. So that's why you're seeing that. But there are decades, and I genuinely mean decades of records.
Oh, I see a lot of them missing. And I know what you had said, so that's why I didn't say goodbye.
Yeah, so we're working on that and making sure that we get the stuff scanned in. When I get a request, sometimes I have to do a quick, like try to quickly find something. So we were able to verify that a resolution was set in place for the tree form. So I just want to make sure I provide that clarification. And what I found today was it was from 2004. Right. Yeah.
So is it still a contract?
I didn't look at it to see, like, what the terms were. I was trying to provide some records to the finance director, you know, for an audit. Okay. I just made sure I provided it. So in terms of looking at it to see if it was expired, that's not a function of the clerk's office per se. It's not a function of the clerk's office, but I didn't even look at it to see.
Yeah, because what got my attention is when someone approached me about leasing it, I'm like, we don't know property. I said, yes, y'all do. And I went there. I physically drove down there and went, walked over there and looked it over. It used to be a tree farm. It's not a tree farm now. It's just property with irrigation sticking up everywhere and some people living there.
No, they have some fruit out there.
Listen, I walked a bit. And I asked him, I said, well, how do you?
He said you need to talk in your mic. He can't hear you.
I said, well, how did you maintain the grass cutting and whatever? He said he used to sit in the lawnmowers. The guy told me he's just been there four months, and he said, I was there, I want to be here four months, and that's how I pay my rent, is I maintain this property. I said, you, and he gave me names of other peoples who actually, you know, they're supposed to be renovating it, or renting it, or whatever, so... I didn't ask him how much they pay or whatever.
That kind of sounds like a sublease.
He's not leasing it.
No, not from us. He may be subleasing it.
He's subleasing it, yeah. He don't have a tree out there. Everything out there is like old or just wild. He's just living there in the trailer. And he's paying this rent? He's paying this rent for maintaining it.
It seems like he's subleasing it from whoever we're leasing it to.
He named the person who owned the tree farm, and he named the person in between him and the person who would have him out there to put him out there for the last three or four months. And the only thing he had to do is keep it cut. Keep it cut.
It's unauthorized. Right, right.
So as I was saying, I did read the contract, and it does not allow for a sublease. As a matter of fact, there was an addition to the contract after it was originally signed to say to include that in the contract that they are not allowed to sublease. it was only a 10 year lease so it expired in 2014.
And that's just pending if we can find more records to go along with that.
The reason I went there because someone wanted to lease it through the city. It's a company they wanted to lease it and I'm like okay, I'll go look and that's where we're at. So it's someone that really so we can almost set our numbers to kind of offset a lot of these things because we're leasing it out there now for whatever.
So I just have a question. I'm sorry, go ahead. So, I mean, I'm listening to what we're saying and I'm listening to city employees saying they know someone is out there on the property and we don't have any money coming in, but we And I get it. We got a backlog. I understand that. But if anything happened and we have people on our property and we know they're on our property, I'm just trying to figure out what are we doing?
So I don't think any staff has said we knew that somebody was out there.
Or the tree farm.
No, Commissioner Scott is saying that he went out there. I didn't say I saw that somebody was out there. So I just want to make sure we clarify that for the record. No, I didn't say you knew about that.

so but I heard you say they still have fruit out there though there may be fruit right okay but my point still is the city owns the property and we No, something is going on. We just don't know what is going on. So we know that it was rented out at some point.
So we do know it's supposed to be a tree farm. So I thought it was still possibly fruit or whatever it is out there, but he's saying it's not. So I haven't gone over to that portion. I did know that we may have had a lease, a sublease, which is what I found today. And we're still looking I can't confirm anything past that so I don't I don't I just want to make sure we're just keeping the record clear with you know what we're saying so just for future reference.
I mean we can't vote on anything. That's why it's important that this commission has a list of all properties that the city on a list of all properties and then so when we sit down and we're looking at the budget. Then we wouldn't be sitting here guessing or thinking what the city owned. We should be able to have a list of everything that we own so that we can know when it's budget time. And I think we've asked for that before prior to now. We've asked for that. So if we know all the property that the city owned, we would have it in front of us. And then we would know when we can look at to say what's coming in and what's not coming in, which is also important. that the finance director should have because then that helps prepare the budget in a more effective way.
And I agree, but I don't recall that being related to me. No, no, no, I'm not saying it's related to you.
I'm just making a comment that I know we asked for that and I know we have asked for that.
So I'll put that, I'll look out for that as well to ensure that, you know, we're all looking out for it.
So we're all on the same page with regards to that. So we do expect that matter to be addressed, you know, like with a matter of priority so that we can get on top of it and make sure that we're, minimizing the liability that could potentially come to the city with regards to that particular piece of property and not only that property we like you said the list so that we can monitor and maintain everything that we're responsible for correct we have it down so we will provide a list of all properties that the city owns so you'll have that and we'll have it as well question when
The contract ended in 2014. Are we still receiving any type of payments?
Yes, so we receive a quarterly payment of $1,100.34. Again, I'm fresh on this because it was an audit request. I just read the contract today, which ends up being about $4,300, $4,400 annually. Okay.
So my question would be, why are we taking money? How are we taking money and don't have a contract? How are we taking money from someone without a contract?
Well, I think all of this stuff is just coming out. It's going to have to be addressed. And I think that's, I would think that may come back to the information that we're asking so we'll know what contracts are out there. Because then I think that's what's happening with, I hate to say it, but a lot of contracts, they just continue, people just continue paying, but the contract ended.
Yeah, we've had that happen. I know. You know, the contracts and the deadlines, which all that information is being Yeah, it's critical that we have this information so that we can properly manage what needs to be managed here and address it properly address.
So you say that money is not in the budget, but you say we get in 11 what how much a quarter?
It's about $4,300, $4,400, well, $1,134 per quarter. Per quarter. But it's not in the budget. No, it's there. If you look under, here, I'll find it for you. It's in the cemetery revenue.
in the back on the budget page forty forty forty and see this is my first hearing of this because I've been asking for the longest they keep saying we're in the red at the cemetery we keep saying we in the red at the cemetery But this is my first time ever hearing about we renting out some property at the cemetery.
I think this is all my first time.
And, you know, we've been asking this question about the cemetery for the longest. Like, why do we keep being in the red? Why do we keep being in the red? And I never heard of this. This is my first time even hearing about we were renting some of it out.
So it's on page 43 of the budget. Yes. You'll see towards the bottom, cemetery land lease income.

Correct. That's just based on what I had seen that we had been receiving, but I will go in and update that now that I have seen the contract and I know what it should be.
I just have a question. I know we're on the budget, but I just have a question. And this is something I just want to know. Okay, who's responsible for everything that's taking place at the cemetery? I guess that we would know this. And I know we often. Because it just baffles me that we've been asking these questions and we, I don't know.
Is that on the public works or whose area of responsibility is that?
So it's split. And the questions that were being asked were being more of a financial piece to it. So in terms of anyone saying anything was in the red, that was something that was more so a financial piece.
I think my biggest concern when we finally discovered that.
And even with this lease, and we can just go back to that, this predates all of us on this diet right now.
Of course.
If it's not scanned in, if we don't have it, and again, we have to understand the severity of a backlog. There's a huge backlog, so we address it as we can, and this is how we're able to find some of the stuff.
Okay, so but we understand that none of us were here when that contract was in place, but we don't want to not address it.
Yeah, and at this time we don't know if that is the only contract. Like that's what I was able to locate, but even the name was a little bit different. So this is where we are with that.
Okay. We're going to have a different report next time because we're going to get some matters handled regarding that we have to. I mean, we can't keep going the way that we're going.
That's my concern. When we run across these issues, I... it's important that we fixed them. Like ASAP.
Especially if we're aware of them. We don't want this to... Bring it to the commission, let us know, hey, we have someone out here, but the contract expired 10... It was only for 10 years, and so we can't find the paperwork. We got a backlog, but I need to make the commission aware of it.
So I don't know if anybody would have been able to realistically do that. We just located this. The name that she provided is a different name. So if we don't know that someone is paying anything, that could have been something that could have been provided as well. So if we don't know if someone is paying something and we don't have the actual record or if it's not in, it's not realistic to say that we could give that to the commission. We can give it when we locate it. And this is what we're doing now. As we come across it, we're making sure we provide that information.
You said they're paying quarterly, though.
I don't receive it, so I can't speak to that.
So who get the receipts? So the receipts don't go to the clerk? No, ma'am. No, ma'am. That's financial.
No, finance received those payments, and they're entered by one of the staff. And, again, they're irregular. So, I mean, we don't get them every month. So only one has come in since I've been here, you know, so.
So what we will do, because as everyone is just saying, we are finding misinformation out now. So we've set up some policies. So when there is funds coming in, if we don't have anything associated with it, we need to red flag that so we can research. And that's how we'll move forward with it. Yeah, I don't want to start.
With this particular issue here, I think we need to get the sheriff's department or whoever involved, because if they're out there on our land without information,
We need to find some more information out before we get the sheriff's department involved. We need to get more information first. There's a lot that they can do once they go out there. So once we gather the information, we have a copy of the contract. That's Martin County. It is in Martin County. We have a copy of the contract, and we have additional information. Then we can see how we move forward on it.
Yes, definitely. I think we don't spend enough time on this topic, but we are all on the same page. So the next conversation we have about it, it should be on the up and up. And we can definitely, you know, give a report that that matter has been rectified. So enough said on that, unless somebody else.
And if we're going to lease the land, we need to, I mean. We need an updated contract. Yeah, establish another contract.
Yeah, it needs to be properly advertised, and we need an RFP for it, I would say.
All right. Next slide. Okay, so in the last, or excuse me, this is not pertaining to the last meeting. However, there was a change to personnel since our last meeting. There were two part-time maintenance one positions in public works, which were moved to full-time, and that added an additional cost in our personnel in that department of about $36,000. So...
The change will take place in the new year. They have not been moved as of yet, so as of this budget.
Okay, so that took our staff total. Is it included in this number here, or will it be updated October 1?
It's included in the number that you have in front of you. Okay.
And where were those positions?
Those were in public works.
Let's see here. page okay it's twenty feet it's broken streets in in the budget yeah oh is that those guys I saw it they full time as of now or in the next but in the next budget okay did a full-time position okay
personnel is it possible you just asking where it says procurement officer is it possible that we can change the title to that procurement officer and because I read not charter I just think if we put procurement officer here we're going to be going against our charter we can change it to something else because it says that For procurement, I'm not saying that we don't need a position. I'm just saying with the name, because in our charter it states that for procurement, that is the city manager and the finance director. So I think if we put in and say we're going to hire a procurement officer, I think we should change the name to something else so that we're in compliance. I'm not saying they don't help with the process, but I'm just saying so for audit purposes, when they see this and it says procurement officer and our charter says that, That's the responsibility of the manager and finance director.
Does the charter say chief procurement officer? Or does it just say procurement?
I think they will be the same.
I believe there may be some verbiage, but I mean, it's something to look at. That might probably be more of an HR question.
Yes, that could be changed. The name can be changed. The title can be changed.

So public works have 10 employees now, and those gotta make 12, or are they part of this 10 that you have?
They're a part of 10. So before they were considered half a position, and currently they're a whole position.
Okay, so that two half positions.
And so I did see that on here. So the grant writer is going to be the grant writer slash the strategic planner. So it's not two positions, it's one position. Grant writer slash strategic planner. So that's one position, okay.
Okay, next slide. And here, as it was requested in the previous workshop, that we add in the 2.5% performance increase. And we did that. That was approximately $132,000 increase in personnel costs, which includes salary, FICA, retirement, as well as insurances. Next slide. There was also an increase to the life and health insurance lines in each department. That was due to an estimate received by HR. The percentage increased from 5% to 10%, so we made that change, and that is why you see an increase there. Next slide. Any questions, comments or recommendations from the diet?

Travel basketball is not provided by the city. It's a bunch of parents and coaches. The city, this year, I think they provided uniforms and they help out with transportation and they allow the coaches to use the gym, but it's not their program. not travel basketball did not oh well I'm just looking at basketball they used to be but not they don't do that there's there that's not one person work for the city does anything with travel basketball okay because I'm just trying to say if we putting it in our budget we're saying we're going to do no they got a basketball program that they do with Bell Glade in South Bay that's what that that's what that about this not about travel Basketball travel basketball is different. They have a basketball program where they go They play in Belgrade.
They play in pohokie that that is what that's about And I still didn't see anything in regards to the senior citizen program so and and and and I'm gonna be honest and go ahead and say it because it's been said the Commission don't put anything in there for it. That's why there is no program so that's why I want to make sure that when we have residents that You know, I just was talking to a resident the other day, so I just want to make sure that it's budget time, that at least, even if they don't meet every day or if they meet twice a week, that let's do something for the senior citizens. Let's put something for them.

Now I'm regarding the senior program I understand what you're saying on because one of the more you're coming from says she want to come to the hope is that a key point about late. And That wouldn't be a decision that I would make to add to the budget.

We have the same parks and rec director. I get it. We may be working on some stuff. I understand all of that, but I still think we need to put something in the budget. We don't have anything in here where we even talk about our senior citizen program. That we need to at least acknowledge it, that we're going to do it. Since I've been here, I've been asking and talking about it. We've been saying, oh, we have a program. But then when our residents go over there, I mean, we've got to, let's be honest and do things the right way.
Could we see what the budget was? I think they used to have a program.

How uninformed am I? I know they had a program over here. A very good program.
A very good thriving program. But I've been asking since I've been up here. It's two and a half years. And we have the same director.
So what we're currently doing right now is. establishing a program in partnership with, and I forgot the name of the company. They started the, no, no, no. Not AARP, because some people work. That is different. And so there's a senior program that is in South Bay, Belle Glade, and it's organized by the same group. We've met with them, and so we are starting that senior program in Pahokee as well. We're laying out all the programs I will say paperwork, but all the plans for it and how it was started and gradually move forward. There is nothing in the budget right now because we don't need monies to start the program off and to get it going. It will be for next year, and they explain how they started and what they did. And so it will continually increase. but it's more of, it's a chat and chew, if you will, a tight thing that we will start the program off and gradually get individuals in to move forward. So we can add monies to the budget, But what we're looking at right now is it's not going to cost at the beginning to start it off. So by next year, we will have some events going. And then we can add it to it.
Excuse me, but I don't see how it costs us anything right now when we have the staff up there You say we got nine people, and I mean from eight to two, there's nobody doing it.

They have a senior room. Listen, Pahokee started the senior programs before they went to Belle Glade. That's where it originated from. It was up here. So what I'm saying, everything is in place to have a senior program. And I'm just trying to figure out.
well i mean we can pick it back up while we wait no i get it that we're going to have a partnership but we're not doing nothing two and a half years we still waiting um and i get it that we're going to do a partnership but in the meantime you're saying the city we can't do anything with our seniors we can't do nothing with them
That's not what I'm saying. So what type of senior program are you looking for? What type of activities are you looking for to make sure we incorporate that?

I'm just asking you. I understand that. But I'm thinking that you all have something specific in mind that you want to see. Even if you don't, then that's fine.
This is what I hate to say, but I know I hate to say it. We have a senior program up there. In this way, they came in social, they probably played cards, they probably did little senior activities, and they ate lunch because GA Foods still provide them food, but the I see them take it on the pier to the AARP workers.
To the AARP workers, right.
And it's for the seniors. Like the ones that used to come in there, they come in and they do their little activities. They have their little social gathering and eat and go home, whatever. And see the bus, the little bus, the ones that didn't have a ride used to provide a ride, go pick them up and bring them. I'm like, it's the same facility that's still over there. Everything's still there, so I'm trying to figure out why we have to wait on something.
And that's what concerns me. If the GA Foods is coming, something is on paper somewhere saying we've got a program. Something is on paper somewhere because GA Foods is not just coming to bring food. Something is somewhere on paper that they know to come. and the food going to the AARP workers, and that's my concern. Something is somewhere on paper saying we have a program.
So where was the program held before I missed that? Right here.

No, no, no. It's a room. It's a kitchen. That's where it was held at. That's what they call the senior room.
And I think part of the program, too, was inviting different ones to come and educate them and provide information that was helpful for them. And, you know, to just, you know, health care and so on and so forth. Well, they can do, you know, the exercises they like to do, the heart rate.
I know communities actually come and do, used to come there, like, when they do their lights and water, when they got special, instead of them having to come right now and see everything on the computer, since they're not... computer savvy, so they'll send someone in there and fill out all their paperwork and make sure that their bills and stuff get paid. They'll be doing different activities and different people just come and do stuff with them.
And I'm going to bring this up again. I brought it up at the last budget meeting, and I guess I was told I really didn't know what I was talking about. Some of these seniors that's with AARP, their time is coming to an end. We still don't have anything in the budget. maintenance and cleanup. So with AARP, someone's supposed to be training them, but nobody is training the AARP workers. They have taken it upon themselves, and they're as if they work for the city, but they're getting paid by AARP. And so when they're gone, because some of them time is going to expire, but They're taking on the responsibility of cleaning up the city. We don't have our own. And before, when I was told that, oh, we weren't getting any more money, they said, oh, yeah, they're getting money. And then they came back to us, oh, staff is deciding to clean their own office. So what are we doing about putting our own cleaning? We don't have anything in the budget for our own cleaning. And I get it, we have AARP workers, but someone is supposed to be guiding them. They were supposed to have someone that they're working up under.
Yeah, overseeing them.
That's overseeing them, but they come and they work, and they're the maintenance crew, the cleaning crew for the city.
You know, the bad thing about it, neither one of them is a professional. Neither one of them had, you know, it's because certain chemicals you're not supposed to be working with. And no one teaching them that. They're just cleaning up, thinking, I'm home, so I'm just cleaning up.
It don't work like that. Exactly.
so the plan is and it should be in the budget as well that there are two that are rolling off that are coming on as part-time cleaning for the city so
So that was a change that I did not make. But if you look on page 8 on the positions, the very last position, summer camp counselors, those two positions are being converted to custodians, and they have been budgeted for in Parks and Rec.
So he's going to get the same salary that was already there as the two part-time counselors.
Correct.
And so how many counselors is that going to leave us with now in the summertime? So we've taken those two positions away.
They have two program specialists, so.
And those positions were never filled. And so that's why they were being used for this.
What, the program specialists?
She's saying they didn't use the summer. Oh, the summer camp counselors.

So it's kind of like we're being blindsided with some stuff. And I get that, you know, there's an explanation for it. But these kind of things should be forthcoming as far as, you know, what we're doing with our budget.
And that's what Ms. Durdale just said. She overlooked that. So the position is there, but we'll rectify that.
Right. It just was the name change that needs to happen. It was budgeted.
I see we also have on item 3470,
to so we tried registration what thing was that yeah I'm sorry pages still paid for it with parts of Rick so so that was one that we discussed in the last workshop and we do not have any revenues budgeted for that in the coming year however it was budgeted in this year we have not received any revenue from it The reason it's still there is because we did have it budgeted in the prior year.
You got to transition it out. Correct. Okay. So it won't be on there for the year after that? Correct.
Unless a track program is added in the next year, it will fall off next year. Okay.
So I guess I can I'm back to the senior citizen program again. So is it possible we can just maybe put maybe $500 in the budget in case they need to get some games or something like that that we can start something.
They should have them over there already. We have all of those items. That's what I'm telling you. It doesn't cost to start the program.
I know but that's what I'm trying to figure out why we don't have a program then if we have everything.
Okay. So we will work we're working on that I can't explain to you why we don't have one now But that has been when that came up Previously, I think when I started and you all start talking about the programs We reached out to start that process and also speak with parks and recs So what we're trying to do is to rectify that I can't explain why we don't know what happened to the last one but we are moving forward with having a program and it doesn't cost to have one because all of the things that we have talked about engaging, they have all the games, the counselors coming in, all of that doesn't cost us. They are programs. And so that is one reason that we are partnering with the agencies that's doing it now because they have all those connections. As we move further and then we get the individuals in and we see which direction they want to go and start adding things on, then we can add on costs if it's going to be necessary to add on costs. But right now we really don't need costs.
So how far, and we're in the paperwork, how long is it going to take before we get this other agency? See, that's still back to me when I understand what you're saying about this agency.
No more than two months. We've already talked to them. We talked about their programs. We talked about how they start the program and they shared that with us and then how it continued to grow. So that's what we're looking at. And then we'll be able to reach out to more of our senior citizens to let them know what's happening, what programs are, what day is going to be. And then we give to them and see what works best for them.
Cause I was thinking at least if we at least start, I guess like commissioner Scott says some chat and choose and they, We already have some people, but we don't want a program to start and we have nobody. But at least if we got games over here already, if we have some things that we can do already, why can't, I'm just trying to understand, why can't we at least start doing that? So at least when the people start, at least they'll know, hey, we do have some people that we can start with. I get it that their program is going to start, but I'm just still trying to figure out why we can't do something with our seniors until that program starts. Why can't we make something available to him? If it's two days a week, if we got games that we already got all of this stuff over there, we just need to make sure that we have everything in place and we're not taking any risk as well.
So we're going through all of those things. There's no reason to say, can we start tomorrow? We can always start tomorrow. However, we need to have some things in place to make sure from an insurance perspective and everything else, We're covered. We have to cover the city. And so those little things takes a little bit of time, but we'll rather have everything planned out, let them come in and then we move from there.
It takes some organization, even though we have what we need. Yeah, but it's been, it's not been an operation for that long. So you can't just say you're going to get up today and start, you got to look and make sure that you got the plan in place, you know, and there's different people here too. Maybe if we had the same staff, they could just step in and say, okay, let's just start this back up. But it's a risk involved, and like she said, we've got to make sure that we minimize the liability for the city.
And that's why I asked if there's something specific that you want to see, and that way we can include that and we can, you know, we're going to get started. Okay. I'll talk to risk management tomorrow so we can go on it and get everything in place. She's already talking with the insurance companies, and so we'll add that one on and make sure to see what the cost is going to be and all of those things, if it's going to increase it at all.
I think we still need to, like we have track on here, registration. I think we still need, even though it may not be anything in the budget, already create a line item for it so it'll already be established. Once you get started, huh?
But if there's no cost associated with it, you don't want just a line item in your budget. It can create more problems when the audit comes if we don't have anything there. And that's why I asked the question. So if we need to place anything there, then we'll go through and look at where that will be placed.
right and I mean any small supplies that they might need to purchase games or what if they have lines in their budget that would be appropriate for them to purchase those things from. So they they do have you know. Lines available to play both.
It's been okay we still don't I'm sorry we still don't recreation right. I just wanted to get an answer to the question that I asked regarding the football application and what is covered in that fee so that we can be clear on it. Because if I'm not mistaken, I think I heard something about the parents were being asked to purchase another football uniform. And so, I mean, I just was curious what the application fee covers. And which page are you on again?

Under football registration, the question was asked, what is included in that particular line item as far as what the parents are paying? That was the question, correct?

So what the football registration covers is it covers the uniforms as well. the wear and tear of those uniforms. And so when the uniforms are being distributed, they are cared for throughout the season. And so when those uniforms are ripped or whatever, they are replaced. And that is at no cost to the parents. When the individuals grow up and they have two to three, each team has at least two uniforms, some may have three. And so all of those things are included in that cost.
So if they have three uniforms, that fee is going to cover the cost of those three uniforms.

And so no parent should be asked to purchase another uniform.
Correct. Not if they're paying that registration fee, no. And then I'll stick with that one for now.
Okay. So how are we making sure that that's the case? Because I know I've heard some conversation and chatter. about them having to purchase additional uniforms other than what is provided. And then too, like I said, personally, a couple of years ago, I purchased some equipment for a kid that they did not provide what he needed because of his size. And if they have their parents, if the parent is paying for what is asked as far as the application fee is concerned, and if we don't have what fits the child, then we need to make sure that we get... What is needed for the child?
I can follow up on that to see what's currently happening.
And I mean, that's just, you know, like a scenario. Correct. I'm not saying it right now, but I know I came out of my pocket.
And I agree. You should not have had to. And the way that I understood it is it's included in there. And so even if they have a child that's oversized, there's certain companies that you may have to go to. to get that, but it should not be an additional charge. So I will follow up. What's the fee?

How much is the registration fee? $150. Can I put some light on why they're asking for an additional fee for a uniform? That uniform, the kid keeps, and they have their name put on the back of it. And it's optional. You don't have to purchase it. when they ask for that you know to their defense is is the pair it's not at the honestly it's not recreation the exit but it is the coaches in the end up in what they call them parents on the spirit they are still right so they had a day at home yeah yeah no but that's not coming through the city that's that listen recreation is not excellent that's that that be the parents They get together, they want a spirit pack, they want their kid's name on the back of their jerseys. And so that's some option that they don't pay the city when they get ready to get that. They pay whoever they ordering from.
So that jersey, so that still leave them with three uniforms? No, no, no. That's their personal uniform.
They wear them, but that's not the one that she was talking about, the ones that the city owns. The ones that the city owns, normally you're going to see they're going to have an orange bold patch on them. The ones that you personally own, they're going to have your child's name on the back. And they take that home. They keep the pants. They keep the jersey. They keep it. They don't turn that into the city.
And the reason I'm glad we're having this discussion, because I was just at the game last night, and I was talking to a couple of the coaches, and they're in need of jerseys right now. So that's what I'm not understanding. They're in need of jerseys, and right now they're saying for some of the kids for Saturday.
So we have uniforms, bringing it in to what the coaches are saying, are you getting secondhand? That is not what we're doing here. So any uniforms that we have, and we've actually, the inventory of those uniforms and put the stickers on them and everything. I can follow up, if you will, but that is not the case that we have here.
And they're saying it's optional, but if they got this game that they hyping up, that they getting this uniform for, what about that kid that doesn't purchase the uniform? What are they going to do? It would be the same jerseys, just that jerseys have their name.
Don't be exactly the same. I mean, you're going to be looking a little funny, so that's why you're going to buy that jerseys. I'm just kidding. Don't leave that alone. Go ahead. Y'all leave the people alone.
so again again this is not the city and that is why some of the things that are looking at that the parents are requesting we have to have policies for the city that we follow those policies and the parents again are doing pretty much as they as they would want for their child those are some of the things that we need to need to look at to see they've been allowed to and But if we're coming back and saying that's not the case and that's not how we want Pahokee to be represented.
I mean, it's not a problem if everybody can, but we know how that goes.

that that is paid for and so we use those uniforms and provide those to the kids so each team has three uniforms i said two to three depending on the team that's what i'm saying yes each team has at least two uniforms yes they just i mean the city have uniforms but the ones the other ones the city don't keep the the parent keep them i got about two or three of them sitting on my bike points right now with my names yeah okay so um okay so that would be with that
my next question would be with regards to this they sit for the I got one more question that we're in tears are she says that's all that covers just the uniforms and wear and tear
That's all that I know that covers for that because there isn't a whole lot of additional items. So that uniforms include all of the uniforms, everything that they would need. Like the shoulder pads, the pads. Okay, all that. It includes all of those. And at some point, those things wear out as well. So you have to go back in each year. As I understand it, there's some maintenance that's done on those at the end of the season to prepare them for the next season. So all of those things are included.
Well, the helmets have to be refurbished. And so then we should see that as an expenditure. And that's like $7,500 per helmet. Right.
Is it on there? We should see that as an expenditure. What would that be up under for expenditure?
It's in the rec department. What name is it? Sports. What page is it? Sports. program athletic activities. On page twenty eight.
And while we're looking at that, were you able to find out how they're maintaining the turf out there? I know we was asking that question too. Is there an expenditure that is associated with that maintenance? Yeah, I didn't see that on there either.
Yeah, I didn't see that. I do not have that information. I mean, if there is, it would fall under that same line, program athletic activity. Program athletic activity.

My question, I was back on, still on page 13 on the item 325000, vendor application fee. Somebody explain. Not until I see $200 and I see $4,000 proposed budget, $4,000. What number you said you had?

That would be coming from building, planning, and zoning. And that would be any vendors who apply to do business in the city. So if they're setting up a truck or whatever have you, if they actually went through the proper channels and went through the city, that is where that would fall.
My mind was still on parks and rec that I was thinking about. Oh, no. Oh, that? Okay.
So that will fall under... It has been between football concessions and admission fees. So basically with talking to the staff, it just depends on when they come in and they were bringing the cash in and they'll say this is for this and this. Now whether or not they said this much is for this and this much is for that, sometimes maybe, sometimes maybe not. But it all fell under either
admission fees or confession to to be more specific I'm talking to you if I have a food truck and I'm gonna be to the game yes we should have a line item right the city has fees that we pay for that which is what what is the fee for that is it a hundred fifty dollars no that the vendors pay so when the vendors come out to the games they have to come to the city and and pay and be able to be out there and so there should be a line item and I think we asked about this in the last budget because that's considered a vendor they can't just come in and say this is concession.
So again finance just receives the funds so to my understanding from talking with staff what has been done previously is that whatever vendors are out there They give their money to Parks and Rec. Parks and Rec then on the next week, day, business day, whatever the case, would bring that in and say, this is what we collected from the vendors.
So where's the paperwork? So what we will do is we will research that to find out so we can get an accurate answer as far as how that process is being handled. In the past, I understood that it was the concession stand, and the concession stand was from the lead. So I will find out what's happening with that with the vendors, and if there are vendors out there, what's happening.
But how are we having vendors out there when the city has an approved price?
I don't know. That's what I'm telling you. I'll find out to see because I understood that they didn't have the vendors out there. It was the concession. And that was different because the concession was a part of the deal. of the lead and not from that. So I will find out exactly what is happening.

i see i guess this is the questions that we've been asking because if there is if there is a vendor with truck yes there's a fee and that process has to go through also um and that goes through through city hall as well when there are vendors um fire department gets involved because they also have to regulate that so that's what i'm saying i will find out so mine can't just be paid to parks and that's what i will say i will do because that should not be the case We notified the fire department to let them know because they have to also regulate all of the vendor trucks and there's a process in place.
They should have a receipt to show that they have taken care of everything at City Hall if they're going to be out here.
And then the fire department is notified. So they are notified of all the vendors. And then they see if that vendor is on their already approved list. If not, they come back and they have to investigate and inspect that vehicle, the truck, the food truck.
Right. So there is a process.

You can't just come out there and say, hey, I'm bringing my truck. You cannot.

So it's whatever, however, that's what she said, it's whatever they give her. Whatever they give her and they tell them how they want it, that's how it's going.
We'll find out so we're not spreading information throughout the city or throughout the country as to what is actually happening when we don't have the accurate information.
Well, I just asked her, does she have any receipts or anything? She just said they bring her the money and tell her where to put the money at. That's what the finance director just said. So I'm not.
So are we done with that? Because we're kind of beating the dead horse. My next question is, have we been able to update our equipment inventory? And I know that's part of the budget so that we can be aware of what our... Do we have an updated equipment inventory?
Yes. And when you say equipment, are you referring again to parks and rec?
Vehicles, anything with a serial number or VIN number.
Yes. Just making sure I'm asking the question. Yes, we do have an updated vendor list And so again that vendor list as well is put together. We've inventory vehicles equipment computer equipment cell phones the the Uniforms and equipment over at parks and rec everything that's in the city's and has been updated on that we are getting there were some vendor numbers missing from some of the vehicles so we're getting those and Taking pictures of every item as well because that's needed by the insurance department. So we are going through. I am trying to figure out the best way to get you all that so you can see it because it's easier to get it as the way it's set up. Is that a spreadsheet? The same as with the contract list as well. So you can have it and then you can click on it and you can see the information. I want to make sure that it's given to you in the proper channel so you can use it. And then as it's updated, then you can just go in and look at it.
Okay. And one last thing. What can you tell us about that house? At the cemetery, because it has a, I think I saw a sign on it or something that says private residence, no trespassing.
So based on the records that I have been able to come across, it appears that the city was renting that property out at some point. That does not appear to be the case currently. So that's all we have on it right now.
