Good evening. I'd like to call this the uh October 6th uh Paduka Planning Commission URCDA meeting to order. And if you would join me by standing and turning to the flag for the pledge of allegiance. present. Commissioner Rhodess here, Carewight here. We certainly want to uh welcome Commissioner Chapman your first meeting. We hope that we make it uh a pleasant one. Thank you very much. We are glad you're here. Uh our first item is the minutes for u September the 4th and Commissioner Heath, I believe you have that motion. I move that the reading of the minutes for September 4th, 2025 be waved and that the minutes of said meeting as prepared by the staff be approved as written. Second.

I All right. Uh, first our next item is new petitions for the URCDA, which I know of none. So, we'll move on to um any continuing petitions for planning commission, which I don't believe we have any. And we do have a new petition for uh property or excuse me, a text amendment that Mr. Summers, would you please give us a staff report on that?

Thank you, Mr. Chairman. This is a a simple text amendment that regards the HARKC, the Historic Architecture Review Commission. the um mayor would like to pay all the boards uh and commissions of the city of Paduca. The difference with the HARK as opposed to the board of adjustment or the planning commission is that the HARK is constituted within the zoning ordinance where I think the VA is constituted in chapter 2 and the planning commission in chapter 34 38. So each one of those ordinances has to be um updated with their own uh text amendment like uh action. But since the HARKC is founded within the zoning ordinance, it does take a text amendment to uh be able to pay those uh commission members and we will forward it to the board of commissioners to be acted on at one time which I believe Miss Parish will be.

Okay. All right. Commissioner Chapman, I believe you have the motion for that action. All right. I, Commissioner Jim Chapman of the Paduka Planning Commission, offer the following motion. I move this commission adopt the resolution recommending the board of commissioners the case that the case TXT2025-0000100 01 pertaining to the text amendment 126-115 historical zones H--1 and H--2 of the planning zone ordinance be adopted second second

We need to open the public hearing then the one Mr. Chapman read and then close. Okay. Is that it? He gets to read it again. Yeah. Well, it's on the table. Can we try to think of the procedural? I move that this commission close the public hearing for case TXT 20225-00001 pertaining to the text amendment for of section 126-115 historic zones H--1 and H--2 of the city of Paduka zoning ordinance. Is there a second? Second. Moved and seconded. All in favor of closing the public hearing indicate by I. I.

Now, I believe we're okay to move on with the motion that was originally introduced and ask if any of the uh commissioners have comments or questions uh regarding that questions directed to Mr. Summers or planning director G. Uh comments as you wish. who gets paid what at this point. I mean, obviously, we get paid and it's different on the back in the in the red. I I guess that's what's being added.

Well, did it mention in the mail? As of right now, the planning commission, to my knowledge, is the only board that's paid at this time. I believe that's correct.

That is correct. But um there is an an an amendment uh coming forward to every board, every city board would receive some type of monthly pay. Um and they range anywhere from $30 up to $100 depending on what board it is and whether you're a chairman or whether you're just a commissioner as in with planning. But I believe that the planning um board will receive $75 and the chairman will receive $100 per meeting that you are in attendance. It's the board members, not the commissioners, right? The commissioners, the commissioners. Okay. Because it says

that's probably for HARK. You're probably This is for That's for HARK, which which they are constituted under the planning and zoning ordinances. All the other commissions are constituted under Paduca city ordinances. Is that correct? Correct. Strictly in our department, we have about eight different boards that function out of planning and so they're various rates of pay and HARK is one and it just happened to be constituted in this ordinance and and the change had to come through you all. The others will are being changed at the commission level. Clear as mud. Well, I know and I apologize for that, but

yeah, because I don't I don't Why is just that one listed? Because it's the only one that isn't being this time. That's correct. It's only that falls under our perform. Okay. And we're only recommending this to the board of commissioners. They will do the whole umbrella is my understanding. That that is correct, Mr. Chair. And I think it will certainly um give you more people to choose from because a lot of people will do it because they're getting a little bit of gold instead of doing it for the reason I do it for which is my civic duty. You and I started out years ago serving on boards and we didn't know anyone got paid. I mean we didn't

I didn't know I didn't know until I went to do my oath and she made me feel like that. I was told that this emanates for the planning commission back under Mayor Jones many years ago because we used to meet twice a month at least and we had quite a bit of business and it took some time. Things have changed. We don't have as much work but then again it's still work for all these other commissions to come together. Absolutely. And it is valuable. So, I commend the city comm leadership for recognizing this need

and and I think it took them some time to get to the point where they felt comfortable and all and they could work it within the budget because it was about $150,000 total um for the budget to be able to pay everyone. Wow. Any other comments or questions? Gosh, I just wish I was on the commission so I could vote no. I understand. I understand. Any more questions? Mr. Chairman, I have one very quick note to the planning commission that soon uh your packets will be done electronically through SharePoint. Uh it's a platform that we have uh here at the city and you all will be getting a link to open up everything that I upload on our end. So the mail has become so unreliable. Um, I know Commissioner Kaylor, I think the mail hasn't delivered yours once or twice, and I'm having the same issues on the board of adjustment. So, um, I've been working with our IT director, um, Eric, and we are going to be setting that up tomorrow at 11:00 a.m. So, once that is set up, um, y'all will be getting a link on where to go to get your packets from here on out. But, of course, if you all need anything printed, let me know. Anything emailed, and I'll be glad to do that. How will that affect plats and the larger documents? I

I'll still bring a 24 by 36 like normal. Okay. Into here. But I will email them, but I'll have a hard copy to. Okay. Or plan to the same way that we've always done those. So, um I was thinking along those. It's a lot of money to to mail these out when we could stop by and get them or whatever. I know that's not but electronic is perfect. But my only question would be is if there's 50 documents that you send out and I don't see the necessity of printing them all out, can we bring our laptops? Sure. We can work off the laptop. I don't have an issue with that at all.

I I mean, I was just I didn't know if that was that would be okay or not because, you know, it's a lot to print. If it's not a lot to print, you can print it and bring it. But yeah. Yeah, that's absolutely fine. So, you'll send us an email with a link. Mhm. And Eric's going to walk me through how to get that set up for not only this body, but the BOA as well. Um, I think Eric should come and meet with each of one of us. Tell them I said that. He's going to have to take me and baby step through it myself to to get it all learned, but we'll learn it together. But that is the direction that uh at least the board of adjustment and the BOA and I suspect the HARK will go as well.

Times they are changing. Well, it's a lot of paper and it's a lot of mail for I mean most of us might keep the agenda or something but not every single day. Plus the mails get like I said so unreliable now. That's the only surefire way that I know you'll get your items in time. Anything else? Anybody else have a anything? I think they should also give us a laptop. Well, really? I mean, if they're going to pay us a little bit, this is all I have. Well, that that's what they're paying you for. Oh, I can make a pay $30 a month is going to pay for your laptop, though. 30 seconds. All right. Nothing else.
