I move that the reading of the minutes for September 4th, 2025 be waved and that the minutes of said meeting as prepared by the staff be approved as written. Second.

I All right. Uh, first our next item is new petitions for the URCDA, which I know of none. So, we'll move on to um any continuing petitions for planning commission, which I don't believe we have any. And we do have a new petition for uh property or excuse me, a text amendment that Mr. Summers, would you please give us a staff report on that?

Thank you, Mr. Chairman. This is a a simple text amendment that regards the HARKC, the Historic Architecture Review Commission. the um mayor would like to pay all the boards uh and commissions of the city of Paduca. The difference with the HARK as opposed to the board of adjustment or the planning commission is that the HARK is constituted within the zoning ordinance where I think the VA is constituted in chapter 2 and the planning commission in chapter 34 38. So each one of those ordinances has to be um updated with their own uh text amendment like uh action. But since the HARKC is founded within the zoning ordinance, it does take a text amendment to uh be able to pay those uh commission members and we will forward it to the board of commissioners to be acted on at one time which I believe Miss Parish will be.

Well, did it mention in the mail? As of right now, the planning commission, to my knowledge, is the only board that's paid at this time. I believe that's correct.

That is correct. But um there is an an an amendment uh coming forward to every board, every city board would receive some type of monthly pay. Um and they range anywhere from $30 up to $100 depending on what board it is and whether you're a chairman or whether you're just a commissioner as in with planning. But I believe that the planning um board will receive $75 and the chairman will receive $100 per meeting that you are in attendance. It's the board members, not the commissioners, right? The commissioners, the commissioners. Okay. Because it says

All the other commissions are constituted under Paduca city ordinances. Is that correct? Correct. Strictly in our department, we have about eight different boards that function out of planning and so they're various rates of pay and HARK is one and it just happened to be constituted in this ordinance and and the change had to come through you all. I was told that this emanates for the planning commission back under Mayor Jones many years ago because we used to meet twice a month at least and we had quite a bit of business and it took some time. Things have changed. We don't have as much work but then again it's still work for all these other commissions to come together. Absolutely. And it is valuable. So, I commend the city comm leadership for recognizing this need

Uh it's a platform that we have uh here at the city and you all will be getting a link to open up everything that I upload on our end. So the mail has become so unreliable. Um, I know Commissioner Kaylor, I think the mail hasn't delivered yours once or twice, and I'm having the same issues on the board of adjustment. So, um, I've been working with our IT director, um, Eric, and we are going to be setting that up tomorrow at 11:00 a.m. So, once that is set up, um, y'all will be getting a link on where to go to get your packets from here on out. But, of course, if you all need anything printed, let me know. Anything emailed, and I'll be glad to do that. How will that affect plats and the larger documents? I

So, um I was thinking along those. It's a lot of money to to mail these out when we could stop by and get them or whatever. I know that's not but electronic is perfect. But my only question would be is if there's 50 documents that you send out and I don't see the necessity of printing them all out, can we bring our laptops? Sure. We can work off the laptop. I don't have an issue with that at all.

Um, I think Eric should come and meet with each of one of us. Tell them I said that. He's going to have to take me and baby step through it myself to to get it all learned, but we'll learn it together. But that is the direction that uh at least the board of adjustment and the BOA and I suspect the HARK will go as well.

I think they should also give us a laptop. Well, really? I mean, if they're going to pay us a little bit, this is all I have. Well, that that's what they're paying you for.
