[Music] renewal and uh Feduka Planning Commission to order. If you would join me in standing and reciting the pledge of allegiance.
I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Mr. Summers, would you call the role, please? Commissioner Benberry, here. Commissioner Griffin here. Commissioner Heath here. Commissioner Kaylor present. Commissioner Rhodess here. Chairman Wade here. Our first item is the minutes from the August 4th, 2025 meeting. Hopefully everybody has had a chance to look over those. And Commissioner Griffin, I believe you have a motion regarding that.
Yes, sir. I I move that the reading of the minutes for August 4th, 2025 be waved and that the minutes of said meeting as prepared by staff be approved as written. Second. Moved and seconded. Are there any additions, deletions, or corrections to those minutes? Hearing none, Mr. Summers, would you call the role, please? Commissioner Griffin, I. Commissioner Heath, I. Commissioner Kaylor, I. Commissioner Rhodess, I. Commissioner Benberry. I, Chairman Wade, I.
All right. Our agenda tonight is URCDA only. Um, and our first item is roof stabilization at 11411618 Market House Square. And would that be Mr. Summers or Miss Up? I I will defer to staff report on that.
Okay. And this is an application for roof stabilization. We advertised that uh four applications and we did receive three applications but prior to the deadline. Uh this application did come in. It is in order as far as uh our requirements. All the attachments was included and uh staff is recommending funding this this application at 40% of the lowest bid.
They are uh they they have submitted bids from all of the all qualified contractors. We require them to get bids from our qualified contractor and they do have to use a qualified contractor, but they do not have to use the low bid that we just base funding on the low bid. Thank you. Okay. Anything else? All right. Commissioner Heath, I believe you have a motion regarding this.
I do. I move that the URCDA recommend an amount of 40% of the lowest bid received. The recommended amount is 31,29240 for the roofing of 114, 1116, and 118 Market House Square. Second. Moved and seconded. Any questions or comments? Hearing none, Mr. Summers, would you call the role, please? Commissioner Heath, I. Commissioner Kaylor, I. Commissioner Rhodess, I. Commissioner Benberry. Hi. Commissioner Griffin. I. Chairman Wade. Hi.
All right. Our next item is 121 North Fifth Street for an urban renewal uh bridge stabilization. What's up, church?
Basically the exact same report. Uh the the main difference on this one is he is only requesting funding for the uh porch roof. And I did ask him to I did call him and ask him for u a reason as to why he would only do that portion of it. And he says that the building roof is in pretty good condition right now. It does not need replacement. So he's using the funding for something else. In fact, he has submitted some information in here about some renovations he's doing in the kitchen and spending uh quite a bit of money on the interior of the building as well. Okay, Commissioner Rhodess, I believe you have an IO on this one.
I move that the URDCA recommend an amount of 40% of the lowest bid received. The recommended amount is $5,874 for the re-roofing of 121 North Fifth Street. Second moved and second. Is there any questions or discussion on this one? On the criteria, it says 100 of 100. I think that's right. Urgency. Is that would that be right? It's not. Is that leaking or no? Yes. He says it is. Okay. Oh, I see. Okay. Anything else? Mr. Summers, would you call the role, please? Commissioner Rhodess,
I. Commissioner Benberry, I. Commissioner Griffin, I. Commissioner Heath. I, Commissioner Kaylor. I, Chairman Wade, I. All right. Our last uh, roof stabilization application is on 132 Mark House Square. Same report again. Do you want me to go through it again? For the record, just any differences?
Okay. Uh, basically it's the same thing again. Another application. And this one is for the property at 132 Market House Square. Uh that is one of the market house theater buildings on Kentucky. It's um on the corner of Kentucky Market House across from the theater and they have again asked for funding for the roof. They have three bids from qualified contractors and all of the information that we requested has been submitted. Uh I did not get a copy of the deed. I think you all have that information in there. We had to go to the vault or somewhere to get that. I told him I had to verify that information through PDA. So I did do that. Commissioner Kaylor, I believe you have a motion on this one.
I move that the URCDA recommend an amount of 40% of the lowest bid received. The recommended amount is $19,638.40 for the re- roofing of 132 Market House Square. Is there a second? Second. Moved and seconded. Is there any questions of staff regarding this application? Hearing none, Mr. Summers, would you call the role, please? Commissioner Kaylor, I. Commissioner Rhodess, I. Commissioner Benberry, I. Commissioner Griffin, I. Commissioner Heath, I. Chairman Wade,
I. And our last uh item is regarding some deed transfers. 114 1116 118 Market House Square. I don't believe that's right. We'll just let you go ahead. Okay. It's right there. You want me to handle this one here? You got it. Okay. Cuz I I can handle this one.
So, tonight there's uh four pieces of property. 11:06 Madison, 1325 North 12th, 1214 North14th, and 335 North 7th that is currently um owned by the URCDA. Uh however, these except with the exception of 335 North 7th are out of project areas, meaning they're not in Fountain Avenue, they're not on the south side, they're not in lower town. And so there's a statute that says that those really shouldn't be owned by you or CDA. They should be owned by the city of Paduka. What makes 335 North 7th different is there is a deed restriction on that piece of property that it can never be built on. So we felt it best to go ahead and transfer that piece of property to the city anyway. Um, you will also have found in front of you 41 different pieces of property in various parts of the city that um is being proposed to be transferred from the city to URCDA. And these particular pieces of property are either in Fountain Avenue or the southside. So they should be in the uh URCDA uh ownership so we can dispose of them properly by KRS and not in the city of Paduka's name. Okay, Mr. Benberry, I believe you have a motion on this.
Yes. I move that the URCDA transfer 1106 Madison Street, 1325 North 12th Street, 1214 North 14th Street, and 335 North 7th Street to the city of Paduca. I further move that the URCDA accept 41 different parcels in various parts of the city incorporated by reference herein. Second. Moved and seconded. Any questions of Mr. Summers or council about uh these transfers? No. Just to make sure that the motion also authorizes the chair to sign the deeds when they are prepared as presented.
So I think that's included within the motion. Or if you want to amend it, just simply say the board chair is authorized to sign the deeds when they're prepared. And the board chair is authorized to sign the deeds when they are prepared in the motion. Thank you. Okay. Who who was the second from? I was. And are you in concurrence? Continue to second it. Thank you. I have ultimate confidence in you too. Just want to make sure I had the tease crossed and the eyes dotted. All right. Any other questions or comments on this? I just have a question. So when these are prepared and the deeds are done, they're going to go to the city and then the city's going to transfer them back over to So it's going to take will that take place at the same time or do you have to go through all that again? I mean, can you
I sincerely hope that it will take place at the same time? Yeah. So you can record them back to back and it's no problem with that. Okay. Should be okay. Good. That's the goal. Mhm. Gotcha. Perfect. Excellent. Any other questions hearing? None. Mr. Summers, would you call the role, please? Commissioner Benberry, I. Commissioner Griffin, I. Commissioner Heath, I. Commissioner Kaylor, I. Commissioner Rhodess, I. Chairman Wade,
I. All right. According to my agenda, we have no other items uh to deal with tonight. Our next meeting will be October the is scheduled for October the 6th. And if nothing else, we are adjourned at 5:41.
Look at that. records. [Music] [Music] I'm [Music] [Music]
