Good evening, everyone. My name is Christopher Morillo. I'm today's project planner for the Cure Revolving Sushi Alcohol Special Use Permit, located at 347 West Esplanade Drive, project number 26-510-04. The applicant is Hide Aogami, and once again, I am your case planner. The project is a request to allow the sale of beer and wine, ABC license type 41, on sale beer and wine at an eating establishment at a proposed cure revolving sushi restaurant, which will be located at 347 West Esplanade Drive within the existing 2,682 square foot tenant space within the general commercial plan development zone. The proposed hours of sale are from 7 a.m. to 11 p.m. Monday through Sunday. The project location is within the General Commercial Plan Development Zoning District. The restaurant is located north of Esplanade Drive and east of Wagon Wheel Road, and the address itself will be 347 West Esplanade Drive, as mentioned earlier. To get a little bit further into the zoning of the subject site, the 2030 General Plan Zoning Designation is Commercial Regional with the current zoning designation of General Commercial Plan Development as shown in the mouse below. On the screen is a table showing the surrounding land uses. The project site itself is in the Esplanade Shopping Center. To the north of the subject site, we have the 101 freeway. To the south of the subject site, we have the Food for Less grocery store. To the east is also the 101 freeway and to the west we have more commercial spaces. To give a little more background information about the subject site, on November 2, 2000, the City Council approved PD number 00-500-75 for the construction of a new 392,575 square foot shopping center. For the police department review, crime weight around the site is above commercial average. The current revolving sushi tenant improvement plan check is currently in progress and the business will be a full service restaurant. This is not an undue concentration per city and state standards and based on the crime statistics, the assessment from B coordinator and the input from the community, there is no significant reason to oppose this application. Under the recommended operating conditions, it is believed that the service of alcoholic beverages at this business will have little, if any, adverse impact on the community or policing services. In regards to the environmental review, we're asking that the project be exempt from California Environmental Equality Act sequence section 15301, existing facilities, as a project does not require any physical development. does not trigger thresholds in CEQA and city CEQA guidelines or exceptions to the exemptions, and a notice of exemption will be filed. Staff's recommendation is that the Planning Commission find the project to be categorically exempt from environmental review pursuant to California Environmental Quality Act CEQA Guidelines Section 15301, Existing Facilities, and to adopt the resolution adopting and approving Planning and Zoning Permit Number 26-510-04 subject to certain findings and conditions.
