Hello chair and commission. The item before you is the fire station number two project for the city of Oxnard public works department. The project involves the demolition of the existing 4,145 foot singlestory fire station and site improvements and the construction of a new 12,585q ft twostory fire station and accessory structures. The proposed project requires approval of a special use permit planning and zoning permit number 24-500-06 to allow a fire station in the community reserve zone. It also includes reduced front yard and sideyard setbacks, increased building height to 29 ft and 8 in, and a lot coverage of 34.2%. The approval of the fire station 2 project is contingent on the approval of a zone text amendment associated with the application for fire station number three planning and zoning number 24-500-07 which would allow for a increase in lot coverage with approval of a SCP. The project is located at 531 East Pleasant Valley Road, which is located west of Clone Street and north of Pleasant Valley. The property is currently developed as fire station 2. The proposed development is within the community reserve zone persuant to section 16-257 of the Oxnard city code. The CR zone allows fire stations with the approval of a special use permit or SUP. The general plan land use designation for the project site is public semi public or PCP. The project site is surrounded by residential to the north, east, and west and a church to the south. The project is consistent with the public semi-public general plan land use designation as well as with the CR zone. The project will also further many of the policies identified in the 2030 general plan as identified in the staff report. services policies including 20.1 and 20.2 two related to fire response time and provision of fire station facilities and equipment. As mentioned, the project site is located within the CR zone in accordance with Oxnard city code. The project meets all relevant development standards with the special use permit as described in table three in the staff report for zoning consistency and shown on the slide here. This slide shows the site plan for the project. Fire trucks would enter from Clone Street from the east and fire trucks would exit onto Pleasant Valley to the south for emergency response. Staff access would be primarily limited to access on Clint Street. Here are the floor plans for the twostory fire station. The fire station would consist of two floors. The first floor would include common spaces such as lobby, day room, kitchen, dining room, and fitness room. The second floor would comprise of bunk areas for the employees. The fire station would include a singlestory apparatus bay design to accommodate two fire engines and one ladder truck. Adjacent to the large apparatus area are support spaces like turnouts where the

firefighters would store firefighting equipment, a decontamination room, a shop space for equipment cleaning and repair of equipment and tools, an EMS storage room, a restroom and miscellaneous utility rooms that would support the fire station. The building would also provide living quarters as mentioned to accommodate up to 10 fire personnel per shift which would include separate bunk rooms, restrooms, a kitchen, laundry facilities, dining room, day room, and an outdoor staff patio. In addition, office space would be included to provide workspace for fire personnel. This slide shows the south building elevation along Pleasant Valley Road. The proposed fire station would have a modern aesthetic and would be comprised of primarily metal features, a facade with contemporary stucco and metal composite wall panels. The exterior would also include aluminum frame storefront, overhead coiling door, aluminum operable window, and exterior metal grading stair and articulated massing to break monotony. The exterior building colors would include a variety of color tones with a gradient color aluminum composite metal material displayed along the frontage of the building. This slide shows the north building elevation. An exterior staircase would be located in the northern facade of the fire station building. This slide shows the west elevation. The project would provide approximately 4,000 square feet of landscaping primarily along the project street frontages that would feature lowwater use native and regionally adapted plants including grass grasses, succulents and trees. Pedestrian pavers would also be used in the outdoor staff area. The city prepared an initial study mitigated negative declaration or ISMND per the California environmental quality act or SQUA and the city's environmental review guidelines. The mitigation monitoring and reporting program or MMRP contains mitigation measures related to biological resources for nesting birds, cultural resources and tribal cultural resources, geology and soils as well as a soil management plan. The ISMND was available for public review from October 27th to November 26th of 2025 and the city received comment letters on the ISM andd from agencies, organizations, and interested parties. The written comments and responses to each of those comments were received during the public review are included in the final ISM andd.

The project was noticed as required. To date, no public comment has been submitted in support or in opposition of the project. for community outreach for the project. The fire department held three meetings in early 2024. A neighborhood meeting for Pleasant Valley Estates as well as South Winds neighborhoods and a open house was hosted at Fire Station 2. Executive staff and consultants presented project designs and held Q&A sessions at those meetings and discussions and key topics cover design, funding, and project timelines. Staff recommends that the planning commission adopt a resolution certifying the ISM andd number 25-02 and mitigation monitoring and reporting program and also adopt a resolution approving the special use permit effective upon council approval of the zone text amendment for the fire station number three project.
