Okay. Uh we do have three public hearings this evening. Uh Jason, if you want to open those up and then we will uh allow for public comment uh in order. So we'll take those one public comment, second one public comment, third item, and then another public comment period. Please take notice that the city council of the city of Overland, Missouri will conduct a public hearing on March 9th, 2026 at 6 PM in the council chambers of Overland City Hall located at 9119 Lackland Road, Overland, Missouri 63114 for the purpose of reviewing and receiving comments with respect to the following matters. 1086 Page Avenue, CUP, Restaurant Din with Alcohol Sales. Uh 2138 number 6 Woodson Road CUP construction contractor office 9720 Page Avenue CUP sign permit. Any interested parties may attend and be heard at the public hearing. So the first one again is 1086 Page Avenue. Um this is the Palm uh Tree Restaurant again at 1086 Page Avenue. CUP in the C2 general commercial district. Excuse me. Uh this is a dining in a restaurant dining with alcohol sales uh would be permitted. Uh I don't know if the individual has indicated whether or not they intend to sell alcohol at least in the beginning, but the cup does authorize them to do so should they choose to. Um so the hours would be Sunday through Thursday 10:00 a.m. to 10:00 p.m. Friday and Saturday 12:00 p.m. to 12:00 a.m. and be closed on Monday. The total number of employees is four. It's owner operated. Uh overnight parking is prohibited and outside storage is prohibited and planning and zoning has recommended approval. So this is um at the uh lots depot on page and they're going into where STL on the rocks used to be.

Sorry. Uh overnight parking is prohibited. Storage outside storage is prohibited and planning and zoning recommended approval. And so it's located in the U shopping center um denoted um bordered in red.

Uh the sign is uh 5 by10 double-sided 50 square feet uh recommended for approval by planning and zoning. So there's an existing pole sign there um as you can see from the the area aerial where the pole sign is located and what they're proposing to do is simply replace um the uh the sign that's there uh with an electronic message board.

And just to catch everybody up on the May concert with the orchestra, kind of where we're sitting. So, initially the orchestra was going to get a stage and the city was going to look at funding that bill to toast them since they volunteer so much. We thought it was going to be five to 6,000, which is a pretty penny for a stage rental. Uh the bid came in at 43,000. Oh my god. Just for one stage for one day. So I'll build you a stage at

safe. We're not doing that. So um we reached out to some other cities. Florison has a mobile stage, a very nice one. Brentwin does. Brentwood does also. Unfortunately, none of those are going to work for this event. So, what we're tenatively thinking about doing is putting the orchestra in the pavilion and renting acoustic sound stage for the back because we had that uh concert band here in the past. If anybody's familiar with music, concert bands, all the sound goes forward. Like trumpets, you know, everything goes that way. With orchestras, sound goes up. So, violins, the holes are on top. So, unless we have something pushing the sound out, they don't want to perform. And I'll hand it to them that that's acceptable. Um, but we're looking at getting renting those stage platforms to help us out there. I know it's going to make our job a little bit easier hosting in the pavilion. Not ideal because they typically do this at Chesterfield Amphitheater, which

is a much nicer venue built for this purpose than what we have at Norman Myers, but that's the plan. So, we're sticking with the same date, same time, moving the location inside the pavilion. Well, as you all know, the Overland Farmers Market opens here in just a few weeks on May 9th, Mother's Day weekend. Don't forget that. Also have some great news. As of today, I have two farmers that are going to help us. So, and a possibly a third or our third person that we will move into those three spots. So, I think we've taken care of it at this point. Got my fingers crossed and hope it works out. Hope everybody works out well together. Um, we have our bands all listed for the entire month for the entire season. We're ready to go. Anybody else ready to party with us?

We hope so because we're ready. We're ready for a party. My only other thing is if someone could give me a list of someone where you guys get your plaques from. We wanted to do a plaque for Clyde, but I wasn't sure where to go to get one. Okay. So, if somebody can supply that with me, I'd be happy. And my only other thing is, is the pavilion going to be done with the restrooms? Because they're still in the same shape they were four months ago. There's trash everywhere. There's gravel. that my spots for uh booth 21 or 24 and 11 are completely destroyed at this point. Okay. I can't put anybody in there. So, I just want to make sure they're done.

I'm very very concerned with the ordinance of the city special how I can rent it my properties when you turn business office as a construction plumbing uh HVAC to the construction I completely disagree I don't understand what's the point to bring this business to the condition use permit if we read the determination of the planning element I'm sorry of the condition use permit does not apply any of those to the condition you permit. I do understand what you can restrict them with some big drugs equipment or everything else. I agree with that. But again, not of one of you can control that. I will control that, not you. I spoke with Jason about that issue with K and I understand his position. He said there is nothing I can do because it's a city ordinance. This is the only thing what I can do as a business office to rent it that spaces that located on the back and you took it away from me. I just got the space in the front 21 26. I have multiply people like 15 16 people. You think I'm I'm not worried about the same thing as you the traffic noise condition everything else I turn down because I'm worry about my other tenants. I worry about the city. The same guy came over. He is a plumbing company. He wants to rent this same space. Number six. When I explain it to him, he need to pay $550 and come to zoning pling and zoning waiting for two months to open the business. I don't want to repeat what he said to me. He walk away. One thing where I can match to you the

Business office is permitted C1 commercial zone the same time because this is construction what you somebody determinate as HBC pling electric bam it's condition use permit it's the same time offsite business it's mean if they got business office they can't they need to go to the customers it's prohibited the same businesses roofing handyman and HVAC plumbing and okay guys which rules we going to follow as a business office permitted or condition use permit or prohibited so the entire community doesn't need all the services how old is the houses in the overland probably close to 100 years old they don't need handymen they don't need roofing they don't need HBC but the same time

You know, I'm preaching to the choir to the utmost extent with this conversation. But if you know folks who want to get involved, neighbors, again, I'm buying dinner, so just come hang out. Um, we'll have some pizza there, chat with your your neighbors. And, you know, the point is to get some more folks involved, number one. And number two, it's to also connect all the the city groups that operate, you know, because OBA's it's at at the community center 7 a.m. on the second Tuesday. Board of adjustments here Wednesday night's like the third Wednesday of the month. So, this is a time for all those groups to get together, chat, see what's going on, have a good time, and again, invite as many folks as you want. The more the marrier. Again, I'm supplying dinner. So, see you all tomorrow at 6. And then I'll end the evening with kind of a funny story. I was at an event Saturday night and somebody mentioned that I was the mayor of Overland and this guy walked up to me and goes, "You're the you're the mayor of Overland." Yeah. He goes, "Well, I got a great story about Overland. Uh I'm a construction owner in Sunset Hills and we were building the Sunset Hills uh park pavilion when the uh tornado went through in 2010." and he said when the tornado came from southwest county to northeast county, it picked up a ceiling fan in Sunset Hills, dropped it off in Overland, and we called him to come pick it up. So, he wanted to say thank you 15 years later for uh letting him know that we saved his ceiling fan that took a 20 mile hike up in the skies to get up here. So, thought that was a nice little story that we can all all share about uh how we operate here. So, with that, u I'll take a motion to adjurnn. And
