This is one of my uh favorite meetings of the year where we can do some special recognitions here. Uh we'll start with the 2025 uh citizen of the year. And this person is one of my favorite Overland residents and she is one of many folks favorite Overland resident. Uh she's somebody who not only shows up when it's needed uh but she shows up ready to work every time. I see her 50 times a year. Mrs. DIANA LEWIS.
NO. OKAY. SO, I HAVE A PLAQUE THAT I'll present to you here. Um, and then we'll take a quick picture and then we'll get everybody in the picture. I know we surprised you with a lot of folks tonight, so we'll handle this real quick.

Uh Miss Diana Suzuki Tyrie, it's three minutes and when you hear the alarm, that means the three minutes is is passed. It'll start whenever you're ready.
Hi everyone. Uh, I'm Diana Suzuki Tyrie. I've been an overland citizen for 16 years. I came from Illinois and uh, southeast Missouri. Uh, my passion is uh, feeding families and my background is horiculture. Uh, I just finished my uh leadership community training with UMS and the Missouri Extension. Um, I'm hoping to have a garden in my backyard to feed the city and I've signed up five community gardens around the state uh so far. Um, so I hope that uh and working with the farmers market. Um, I hope to help. Uh, I'm not an early person, so I will have to hire somebody to do that. Um, I'm a night owl and a lot goes on in this city at 3:00 in the morning. Trust and believe it does. I'm sure Chief Matthew knows. that it does. If he needs a reporter, I can be one. Uh, but I just want to introduce myself and um if I can volunteer and I'll be at the volunteer thing. Um and uh to get my um e education engaged and uh community people to help and uh that and to get our youth involved in feeding themselves and learning a trade and get them off the street and off the couch. Uh I'm all for it. So thank you.
Perfect. Thank you, Diana. All right. Uh, next up we have two public hearings. Uh, Jason, if you want to take those over, please.
Yes, sir. Good evening. Please take note that the city council of the city of Overland, Missouri will conduct a public hearing on February 23rd, 2026 at 6 p.m. in the council chambers of Overland City Hall located at 9119 Lackland Road, Overland, Missouri 63114 for the purpose of reviewing and receiving comments with respect to the following matters. Excuse me. Amend section 400.060 definitions and amend section 46.685 procedure to amend approval approved conditional use permits. Any interested parties may attend and be heard at the public hearing. Uh so the first item is again amending section 400.060. Uh we are proposing to uh include five new definitions in the uh zoning code. Uh, one for convenience store. Um, one for grocery neighborhood, which would be essentially a store that's smaller than 5,000 square ft in floor area. U grocery community, which would be a retail establishment um, at least 5,000 but less than 25,000. Grocery supermarket, which would be a retail establishment occupying more than 25,000 square feet. And then uh a liquor store which we would be defined as a retail establishment or place of business primarily or exclusively engaged in the retail sales of consumption of uh consumption off the premises of alcoholic beverages. So this does dovetail into a new definition that we're proposing uh for section 600. which again would be a retail establishment or place of business primarily or exclusively engaged in the retail sale of liquor or excuse me of alcoholic beverages be consumed off premises for the purposes definition primarily or exclusively engaged in retail sale for consumption off the premises of alcoholic beverages shall mean that 35% or more of the total sales
floor of the establishment is dedicated to the sale and merchandising of liquor or alcoholic beverages and I would just note for the record that section 600.10 is not the subject of this public hearing this evening as it doesn't amending this liquor code does not require public hearing. Um but that legislation is later in the evening. So that is the definition that is the amendments to 40060 uh amending 4685 um relates to the administrative approval of cups which the council approved last year. So, we've done a couple of things with this section. One, we've we've revised the language um to make sure that it's clear to everyone that this is part of the review process and not essentially a speed pass. So, you still have to submit all the documents and then the determination to whether or not it's an administrative approval is made at the end, not at the beginning, which some people have had difficulty understanding. some applicants that they think, well, this is subject to this, so we should just be able to avoid all the other stuff. And that's not necessarily how it works because, as I'll note, the director does reserve the right to have to submit these items to planning and zoning. So, one of the uh circumstances under which an administrative approval would be appropriate would be an increase in square footage of up to 100% of the previous city council approved square footage within a multi-tenant building. Um and then um one of the criteria that directors should consider when um considering whether or not administrative approval is appropriate is whether it results in an increase in the required parking for the business provided however the administrative amendment shall not be available if the total amount of required parking for the business is not available on site absence of variance from the strict application of the parking requirements granted by the board of adjustment.
Um and in addition to this u we have kind of clarified some of the language in here. So the director shall have no authority to consider administrative amendments relating to any business uh that sales or transacts in intoxicating liquor, marijuana, tobacco or ecigarette products. Um this was similar provision that's currently in 4685A1B. And then the director shall have no authority to consider administrative amendments for any business property um to conditional use that has not been in operation within the last 90 days. So if they had a conditional use permit three years ago doesn't mean that the director can consider it. Just because it was the same type of business and as I mentioned again the director still uh maintains the authority to refer any matter to the planning and zoning commission um if they believe it's necessary or appropriate. So that is the end of the public hearing as as it relates to those two items.

Um, as I mentioned at the last meeting, um, we're changing the pet inoculation day. Um, it will now be held at the Rock Road Animal Hospital. It'll be a community pet wellness day. It'll be on Saturday, March 28th from 9:00 am to 1 pm. Um they're going to offer a full range of vaccines for um pets, cats, and dogs only. They'll also offer microchipping and they'll have two vets on staff that day to help move things along. Um I'll have one member of my staff there to issue pet tags for the city. That's when we'll start doing the new tags that will not expire. And we'll also be able to do all the vaccines that are necessary for dog park memberships as well. And then the planning and uh zoning agenda uh summary for tomorrow night's meeting was in your packet for review.

We have put out flyers to see if we can get some of our home gardeners to even fill in. As I said in the past, we have three booths available. They don't have to take all three. They can take one and that would be fine. Get us started for this year. Get it all going. The only other thing is um we'll be opening May 9th. That's Mother's Day weekend. We'll be there. We appreciate if you all come out and see us.

So, he has more favorite day of the year. He has more fun than the bingo player. Okay, that's good. Yeah, we're gonna have a blast. Uh, I've talked to all the bands. They're all on board. Got contracts going out after our next meeting. So, we're going to be we're set. You know, we're working on a couple of things for opening day, which we had to move to Saturday for May, which will be the 16th. So, it's going to be starting about two o'clock in the afternoon. It's going to be fun. Fun squad will be there. So, come on down. Have fun with it. Thank you.
Perfect. Thank you, Rick. Mr. Crowder may just sitting there thinking that's the first time since 2010 where we've been able to pull off a complete surprise for citizen and business. Usually you can do it with a citizen. The business is a different story. Up until the last minute, we were hiding cars, making phone calls. Thank you for the use of your office. It was a good idea, but just when I needed it the most, a gentleman thought, "Oh, I'll just shut that door." And it locked.
It It was good that what we saw was Overland at its finest. Thank you. Thank you. And thanks for uh organizing everybody to do the voting and the presentation and all of that. You're very welcome. All right. and chief. Uh, at the last meeting, I referenced some, uh, car breakins up in the northeast end of town. Since then, uh, working with St. John Police Department, uh, they have they, uh, obtained some search warrants. Uh, we worked in conjunction with each other, executed those search warrants, and made several arrests.
Great. Good to hear. All right. City Council reports for the evening. Comments. Uh, all right. So, um, just a couple things on my notes for the evening. Uh, one, I think, uh, unfortunately we had some some bad news occur Friday uh, on Woodson. I think everybody saw that on the news. Um, but, uh, just like to, uh, congratulate our officers for making everybody safe and escaping that situation. You know, if I was an officer, that'd be my worst nightmare. Somebody going in a house with a gun and looking to cause a problem. Um in addition to our uh department like to uh provide a thanks for all the other departments that showed up when we called for aid. So when we called for aid we had sixish other departments more okay more than six other departments all showed up when we needed it. So thanks to them in the middle of the night to send some extra folks here to uh deal with a situation we had ongoing that uh didn't resolve itself the best way but it resolved itself uh quickly and were able to uh start that investigation. Um second point is um we we hosted the municipal league uh of St. Louis uh in their January meeting. So we had invites out to all 90 cities. Um quite a few folks showed up. We had a full room over there at Wild Acres and we presented on some of the stuff that we're working on and I had it at Wild Acres to kind of show everybody uh the work we're doing on the lake over there which uh they're involved with the grant process. So for that project we got a great deal paid for through St. Louis County grants. Uh and so I want to show them kind of the middle of the the progress we're we're making over there. So as soon as it starts raining, we're going to have a nice lake here. And like I said last meeting, we need about 9 million gallons of water to fill that up. So, keep praying and dancing for rain. We'll be in good shape to get that over.
Next week, next week is it coming. Um, yeah, I thought the snow would help, but snow compacted pretty to about an inch of rain equivalent.
