Thank you. Please be seated. All right. Uh we're going to start our meeting tonight with a public hearing for [snorts] the commercial property at 2636 Woodson Road. Uh Jason, if you want to take that over, please.
Please take notice that the city council of the city of Overland, Missouri will conduct a public hearing on January 26, 2026 at 6 PM in the council chambers of Overland City Hall, located at 9119 Lackland Road, Overland, Missouri 63114 for the purpose of reviewing and receiving comments with respect to the following matters. 2636 Woodson Road, CUP Construction Contractor Office. Any interested parties may attend and be heard at the public hearing. So again, 2636 Woodson Road. Um this is in the uh C this is for a CUP and site plan review in the C2 general commercial district. Uh&M roofing um and exteriors. It's a construction contractor's office. The hours are Monday through Friday, 9:00 a.m. to 5:00 p.m. Overnight parking was not requested and therefore is prohibited. Uh outdoor storage was not requested and therefore is prohibited. And planning and zoning recommended approval. And this is the location of the uh building. This is kind of across Woodson from

There's a arrangement there where it's more organized. And then the building to the south is the building that has been torn down. Yeah, that's what I was looking at because the the aerial. So, yeah, the Yeah, the the building. Yeah, just to the south. That's the old 2626 Woodson. So, I guess the county hasn't updated their maps in one. So, so that's a vacant lot now. Okay. Just another reminder about filing the Missouri Ethics Commission report. The P personal financial disclosure is due by May 1st. All of the candidates complied with that requirement. Um that was due by January 13th. And the ballot has been certified to St. Louis County. Um, all that's left is I'll wait for the ballot approval, ballot content approval report for the election. Um, as for the pet inoculation day, that'll be um sometime in April. Um, St. Anne is no longer going to participate in the pet inoculation day. How it's worked previously is the Brock Road Animal Hospital would do a couple hours at the city of Saint Anne, then they'd come over to the city of Overland, um, spend an hour here, and then they'd go to the city of St. John and spend an hour there to offer discounted vaccines. Um, City of St. Anne has decided they're no longer participating. So, um, Rockford Animal Hospital has offered the city of Overland and the city of St. John um, to continue to host the clinic, but they're going to host it at their clinic, which opens up a lot more options for discounted vaccines. They're going to be able to do more vaccine options, as well as microchipping, which is something that residents have asked for. Um it's going to require less of city staff to be there and they'll be able um residents will be able to pay for credit pay by credit card um which has been something that residents have asked for at the events um in the past. Um we don't have a date um that we had set a date for the traditional method rotating to different locations but they're talking about doing it at on a different time. We haven't established if the date's going to remain the same yet. Um, once I have more information on that, I will let everybody know. And that concludes my report for this evening. Thank

There's just like two Johnny spots put together. Mayor Little, members of council, uh the pantry and me as a board member wants to officially thank the Overland Police Department at our last OBA meeting pertaining to No Shave November. Did I title it right? They gave us a check for $875, which immediately we turned into food. And thank you very much and thanks to the PD. All right, all of you folks should have gotten an invitation for February the 5th
at 5:00 in the evening. If you haven't been to the pantry in 6 to 8 to 10 months, there's been lots of improvements. We're going to have an open house and some things down there we'd like to show you. It's not lengthy. It's maybe an hour. It's beginning at 5:00 on Thursday, February the 5th. Just to give you some idea, and this is an actual count. Last Friday, with the bad weather being predicted, the pantry served 138 people. That'll give you some idea. And uh they they needed that food and the weather was bad and we served them promptly. So, hope to see you on February the 5th. Hope all of you can come. Thank you very much.
Thank you. Chief, the PD report, please. Uh over the uh the weekend during the snow event, uh the PD responded to 74 calls for service total. Eight of those being accidents, three motor assists, and two abandoned autos that they just left right in the middle of the street. So, uh we handled those. Uh Overland Operations did a great job on the street streets. uh a lot better than state and county.
Yeah. [snorts] Thank you. And Brentwood, too. Um All right. Uh council report for this evening. The only thing I have is I did put together that list of phone numbers for snow removal and I did post it on two different sites on Facebook and it seemed like it was received pretty well. Um so if you know anybody locally that would like to be added to it, I can absolutely add more names and numbers to it. I'm hoping that some people were able to use that. Yeah, we got some traction. So, I think people use that. Thank you.
I think we have to thank our street guys for doing an excellent job. You know, Mayor, you were probably going to mention that in your report. Um, also beautifification funds. There's been some ideas rolling around on what to use those for. Uh, we have a pretty healthy amount in our beautifification fund. Just some ideas uh we've talked about is um the Christmas lights that we generally put up on Woodson and Lackland. um we take those down seasonally, but putting up um some year round LED lights is an idea that's been rolling around. So, you guys want to think about that. Um I've also mentioned painting the crosswalks in our downtown area, our overland colors, uh orange, green, white, and then um also the mural that's on the side of the uh I'm forgetting the name of the building. What is the building there?
Eagle Gym. Next uh that's already there. Specialty awning, the one that's there. I've spoken to the owner um of the Eagle Gym building and he said that he would be willing to allow the city to paint a mural mural on that wall as well. So, um obviously nothing. I've just talked to the guy and he's given permission to do it. So, just some ideas have been rolling around for usage of those funds. That's all. Thank you. Thanks. Any other council comments?
Yeah, and just to add to that, um I think most of you know this. I think I've said it publicly before, but we're working with the uh PAC, the Presentation Arts Commission that used to be out of Presentation Church, uh to do a mural down at essentially the Steak and Shake Corner Page in Ashb. There's some vacant space there that we're working on. We got county approval. Now, we just need to get a design to them to approve first. And [clears throat] we also have that new business potentially going in there, too. So, I didn't want to get that started and then have somebody go in and do construction and take away part of that wall and mess it up. So, that's kind of the the hold on that for now. Um, but yeah, I think that'd be cool there to double up on those buildings
involved maybe with like a student contest or something where they can be in part of some of the mural to get some of the community involved as well. Yeah. And I think the the mural currently predates my involvement, but I think Yeah, the mural the current mural was done as part of Erikson Plaza and it was print it was painted by the Riddner art students. Um, Do you I can't remember the name of the She's no longer. Okay. There you go. Okay. So, they coordinated um they kind of came up with the design and they painted it and it was the whole thing. I think we provided the paint.
Um so, um which we could also do at the other building um next to Eagle Gym. Obviously, the one at the at Page and Woodson or excuse me, Paige and Ashby uh requires a submittal to the state and the county for their review just to make sure we're not putting up something they would object to or whatever. So, um but that's but yeah, that that other that existing mural was done by the RER school district. And Jason, as far as the we have permission from Amron to do our Christmas lights, wasn't there? There's some sort of additional permit that we need um for year round. We'd have to get new pole license agreements. Pole license.
I'll leave it at that. Got it. I think there's been some record issues on Amron's part as to whole license agreements. So, um they have asked us to renew all of those agreements. So, if we want to do that, I think if we want to do something different than what we're doing now, this would be a good time to do it. Um, because I think there are kind of different um maybe requirements for seasonal versus all year long or whatever. So, this would be a good time to do that.
Yep. Yeah. So, I'll piggy back on the the snow comment there. Um, we had about 50 miles of roads. We had about 8 to 10 inches of snow. So just try to do that math in your head of the cubic feet that of snow that we had to get out and you know contrary to what everything looked like on social media. I took a drive and you know it was snowing so it's not you know nice sunny day but our streets were in decent condition and by the about 3 4:00 they had everything cleared uh and the only issues were cars pulling out and dumping more snow off the top of their cars that they don't clean off. So um you know pretty proud of those folks. We have a pretty small street crew, you know, relative to other cities around us. And uh they handle that. It's 24-hour shifts, uh 12 hour shifts each, and um we do kind of pull from not just street department, but there's parks crew guys um and other folks around the city who take on those roles. So, it's a lot of work. It takes a lot of hours. And um I'm very proud of the work we did there. And um I'll I'll stand by them and the job they do every time. Uh because something I said kind of accidentally yesterday on had a lot of calls about it. I say every street every time. So you know a lot of communities pick their main arteries. We hit every single street. If it's a small culde-sac, we have pickup trucks down there and the smaller trucks so we can get in and not every city does that. And for council members, if you want to pull your hair out on people, you know, bad mouthing everything, follow other city social media. It eases my anxiety so much just to know that everybody blows up everywhere and it's not just us. Um, and there were actually some some pretty rough streets even in Brentwood coming home today. Um, there's about 4 inches of slush on all their side streets. Um, so that's the snow topic. Um, thanks to council members Furnus and Rebleski, uh, they showed up. The city of Overland hosted the municipal league last Thursday. So we presented uh in front of all the other cities that get together once a month. uh talked a little bit about wild acres. That's actually where
we met because we're working on that big uh lake project, which is a natural segue into the next topic. So, uh the lake project is almost done. We're hoping to have like a ribbon cutting or an unveiling of the whole thing in early spring. Um now, we have a water problem. So, that lake is so big and we had to dig deeper than we thought, we needed to fill it up. And our rough numbers here, we need 9.3 million gallons of water uh in one lake. So, all this snow helps. Please pray for rain. Let's keep everything wet. Um because there is a spring there. We don't know how fast that's going to fill up. And uh you know, if it gets halfway there, if we're going to have to uh supplement that with with tap water, which sounds like an easy answer, but then when you use tap water, the conservation department won't uh provide the fish. So, all these other issues kind of compile and we're going to try to figure this out, but let's just hope that that spring starts pumping some water up and get that thing full. so we can get back to uh enjoying what we built there.
To be clear, they will provide fish, but the water essentially has to um naturalize like you have with a fish tank. Yeah. Um, so yeah, I mean we've ballparked what it would cost if the lake were bone dry and um it's not terrible. It's about $150,000. Um, where that was coming from? It would come from the hydrant that's on Fox uh Hills. Okay.
Um, that's where we would actually we would pump it from. So the hope is that we get between this and spring rain that we get enough to get the lake mostly filled if we feel like we have to put some water in it then and when the 150,000 is the lake would be bone dry. The we at at the the ends where the fins are those are about 3/4 of the way full already. So, um, and all that surrounding water from the hills, all all that snow melt is going to end up in the lake. So, the hope is between this and spring that we'll get a, you know, a decent amount of water in there, you know, maybe 80 90% of the full.
So, I would get out of Sherwood, [laughter] run a hose, could run a hose from Sherwood over there. Yeah. Start backing their snow into the What's that? All the snow off the streets. Yeah, we took it over there. We could do like what many Montreal does where they literally haul snow to a point and then they actually dump it into the into a natural ravine. But um but yeah, but yeah, the lake is approximately the volume is approximately 9.3 million gallon of water. So it's a lot it's a lot of water.
