Thanks, Mayor. This is the public hearing in reference to the annexations of Bona Terra. This involves 33 different properties in the Bona Terra subdivision. We have 100% compliance with the homeowners in that subdivision. And the primary purpose of this annexation agreement was to proceed as part of this annexation agreement that once this piece of the annexation was completed, that the property owners would start getting meters installed in their houses. If you haven't heard from the city, feel free to reach out to the Water Department and they'll go ahead and start scheduling those appointments at your convenience. Once the water is connected for all the homeowners The city will then go ahead and proceed to turn on the water service and at that time the homeowners association at their expense and class will proceed to cap the well and at the same time the this annexation agreement provides for a set fee of ninety eight hundred dollars for future sewer when that becomes available and So that's the primary purpose of this public hearing, and I think it's a great accomplishment that we've done it this quickly and gotten the 33 homeowners, like I said, 100% cooperation on this.

As we all know we get complaints every day Why is gasoline more expensive in Ottawa than it is the surrounding communities? I'm kind of tired of those complaints. I understand those complaints 100% But we need to get to the bottom of it why it is so I want corporation council to look in it and if I If there's something to be done, file whatever complaints we need to file to make sure that we are not being price gouged.

Also agree with that I I know a couple phone calls and so forth that I've made and some of the owners that I've talked to We're getting answers Well, even if the answers did hold any kind of water now they've never held any Before because they never existed before so right I agree

The only thing I'll say is when you can go to Forest Park, which is adjacent to Chicago, and you can buy gas cheaper there, it was $3.89, and it's $4 or whatever here, and they're paying Cook County sales tax, they're paying Metro sales tax, whatever, and they're still $0.40, $0.50 cheaper than here. Something's wrong.

Moved by Mayor Hastie that an ordinance amending section 86-18 and section 102-257 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding sidewalk restrictions for bicycles be passed and approved.

Can I get a second? Second. Commissioner Gaynor. A little bit of clarification on this. Prior to this change, bicycles were, pedal bicycles were prohibited in our downtown region, which would have been from Clinton Street all the way over to Paul Street and from Main Street all the way up to the canal. In most of those areas, bicycles on sidewalks are completely okay, but it is really dangerous for them to be on South Street where there's dining and shopping and people walking around and gardeners and everything, as on some of those side streets like Main and Madison and Jefferson. So in talking with our police department, we kind of came to an agreement to shrink down the territory that is going to prohibit bicycles to just be LaSalle Street and the cross streets from Main up to

Washington, I believe? Or is it the one after that?

Basically north to about where St. Columba is, roughly. Washington. Yeah, Washington. And then start to enforce no bicycles on the sidewalk, specifically and especially on LaSalle Street, so that the people who are shopping and dining and gardening don't have to be afraid of being run over by anybody. So... If you sure. Yes, yes, absolutely. And also this does allow for still using the Lincoln Parkway and going around Marquette Academy. It allows for families to be able to still ride their bikes from the east side of town to the west side or back and forth. There is still a way around the city where before there would be no way to get from one side to the other without walking your bike. So it still does allow for that. Tammy Kaufman is going to work on some nice graphics to put on the sidewalks that are very similar to our ones that direct people where restaurants are. so that we're not hanging more signs on street posts. And I think that this will be a good thing for everyone in our downtown. So with that, roll call.

Commissioner Pearson, this is an update, and this ordinance for facade grants has been updated a number of times since it originated all the way back with Mayor Eshbach. Some of the changes that we made to it this time is just including doors and windows. That's something that we've been given facade grants for since its inception, but we just never had it in writing that those were eligible expenses, so we're adding that into it. We're also going to allow for the facade grant to work towards buildings that have a wall that face alleys. When this program was first put into place, the importance was the front facades to make the downtown freshen up and get tenants and so forth. But now as people continue to develop and improve these buildings, there still needs to be help for some of those other areas that are pretty dire straits that are in some of our alleys. So this will hopefully help incentivize some of those building owners to also do things where the public still sees it, but it didn't quite fit into our ordinance beforehand.

We're talking one alley, though, right? No, it would be for any of the alleys. It doesn't matter. Let's take Turks in consideration, which actually part of the building faces the street.

They'd be eligible already because it's on a corner. It's on a corner, okay. In their case, they would be eligible because it's on a corner, but if you wanted to bring it all the way back around through that alley on the other side of Ace or by Jeremiah Joe's back door, That as well or if you think of the alley like down That would take you from Court Street to sellers, right? You know that that would be another example to offer opportunities for people So as we continue to build and improve this downtown It seemed like it was the next logical step in order to kind of help some of those building owners get their programs their development to completion Any questions?
