Thank you, ma'am. And now, um, I'm going to first read a proclamation for telecommunicators week and then, uh, Commissioner Gor will, uh, hand out the telecommunicator years of service awards. So, whereas emergencies that require police, fire, or emergency medical services can occur at any time. And whereas when an emergency occurs, the prompt response of police officers, firefighters, and paramedics is critical to the protection of life and preservation of property. And whereas the safety of our police officers, firefighters, and paramedics is dependent upon the quality and accuracy of information obtained from citizens who contact the Ottawa Central Dispatch Emergency Communication Center. And whereas public safety telecommunicators are the first and most critical contact our citizens have with emergency services. And whereas public safety telecommunicators are the single vital link for our police officers, firefighters, and paramedics by monitoring their activities by radio, providing them information and ensuring their safety. And whereas public safety telecommunicators of the Ottawa Central Dispatch have contributed substantially to the apprehension of criminals, suppression of fires, and treatment of patients. And whereas each dispatcher has exhibited compassion, understanding, and professionalism during the performance of their job in this past year. Therefore, be it resolved that the city of Ottawa, Illinois declares the week of April 12th through the 18th, 2026 to be National Public Safety Telecommunicators Week in Ottawa in honor of the men and women whose diligence and professionalism keep our city and citizens safe. All right. So, uh, this is the public hearing involving annexation agreements. We've been doing a number of these for the city of Ottawa over probably the last, it seems like forever, but probably the last year or so. And these are some of the remaining properties um in Fields Hill that we're bringing um in under these annexation agreements. Some of them are Oak Terrace. So, these are all the properties kind of out in that Fields Hill area uh that have received water meters now are now receiving city water services and eventually likely to receive sewer services uh once uh that project is underway. So, this is kind of the last grouping. After this grouping, then we'll proceed with some involuntary annexations, but we've had really good compliance uh with all the folks out in Fields Hill and uh are happy that we're getting really close to ending uh that particular project out there. Um, so other than my husband kind of noticing, well, and our neighbor noticing the ad in the paper, we got no letter, but the neighbor behind me said he got some kind of a letter. I'm just wondering if there was supposed to be some type of mail notification or is it just the legal ad and that's all you have to do. I'm just curious.

Had you guys signed the annexation agreement a numberation? um to get water about a year ago. I think it was it was Yeah, it was just last year, right? Yeah. So, they were in the they were part of this most recent group with Tim Garini. Correct. They were part of the former No, she they live on O terrace. Terrace. Okay. Right. That was I just didn't know if there was supposed to be something other than the legal ad. Otherwise, I don't he had Jack hadn't noticed. I don't think we would even know it was happening.

No, there was no additional notice requirement that needed to happen. Some of the folks did get some notices probably and that's why I was asking what grouping you were in. And it's hard for me to keep them all straight. Um, but some people might have gotten some letters because they hadn't responded to the annexation agreements and our requests, but you had already done that. We had already had because you were part of the first grouping. So, this is really just u, so that's why you didn't get any additional notice. Um, it just the the publication was all that you were ready to be able to come into the city of Ottawa now.

Okay. Thank God we still get the newspaper. Um then uh when is this actually going to happen? This is the hearing and then is it next month that it'll be official or Nope. We're going to likely Oh, that's right. They're one of the ones. Does that get strict? Okay. So, is it just like tomorrow? I'm in the city. So, we might as well just say this now that items 18 through 21 will be lining out. Um number 18 is what makes the Oak Terrace properties contiguous. And we do not have all that gentleman's complete paperwork yet. We just found out. So, um, so it'll probably be the next the next council meeting on the 21st. Okay. So, it won't happen till you get paperwork.

Correct. One of the one of the property owners um also, you know, probably back in 2019 signed a pre pre-anaxation agreement to keep it simple, sign an agreement. But he never signed um the petition. He only signed That is my neighbor then. Okay. Yes. he only signed the agreement to annex in, not the petition. And we didn't realize that until a couple of weeks ago. And we've been communicating with him and he indicated that he was going to um be fine signing the petition because he has been receiving water services since back in 2019.

But unfortunately, we don't have a phone number. So all our communication has been with him via email and he has not brought in the signed petition yet. Okay. But if he does, the next month I would after the city council meeting I would be a resident of Ottawa. Is that correct? Yes. Then nothing else has to happen. We don't have to sign anything. We already did. Correct. Okay. I just want to know how that goes. Okay. Um Commissioner Baron telling me that we would be in the Reic Library District after that. That does the library district expand as you enex or does it not? Is it is its boundaries? It's corporate limits. They have their own. Yeah. Yeah. But they're the corporate limits.

No, not any longer. I believe they're closer to like the high schools district once we once we was it wasn't a city library anymore and we let them be their own entity. And they were essentially a paper district. Yeah. What? They would have to annex them in into the reic district. No, once the annexation is completed, they'll become part of the Ottawa Reic Library District. So Oh, we will. Yes. But yeah, I was just clarifying that their district is not exactly the same as corporate boundaries, but by being in the city limits, yes, it does make you part of the right. Okay. I was offering more information than than you were asking.

Okay. Just a couple. I'm Jack Kudson at four Oak Terrace next to Kani's. Um definition of contiguous with the city uh is that nextdoor neighbors kitty corner across the street because according to that I am not con contiguous with the city. So if I do not go into the city or sign the agreement what happens then you wait till the next person goes in and then I'll get the notification the month after that. Curious. Well, you're on this uh list of ones that are not Mr. Kenudson. You're number 21. But to um so it's not going to happen for you tonight because we don't have that continuity. Uh but as soon as you become contiguous which is any portion of your property essentially touching um then you'll be able to come uh into the city and and the diff the key difference is that right now people who are not who have signed all the documentation which you have the petition and the annexation agreement.

If you are not contiguous then you're still not eligible to receive the um city water rates. So, you're paying double understood that that rate. And as soon as you're able to come in, we'll be able to adjust um that to the, you know, normal city of Ottawa resident rate and not have to pay that double rate.

Okay. And then is there a notice sent out by the city that we signed that now we're in the city or is that just done by consent of the council or what? Yeah, we have not been because of the number of property owners, we haven't um done anything in addition to notify people that they've been, you know, annexed into the city. You know, I've taken some phone calls and answered some questions. Um but we haven't done anything. Um and we're not required to do anything additional. So So you just do it. Well, usually after the council meeting, after the ordinances are signed, I will send you'll get one in the mail. You'll get you a copy for your record. So, as soon as you get your annexation ordinance, you'll know you're in.

Okay. Now, I have a neighbor that did not sign. His uh main concern was the school districtricing for great schools. He has a girl currently in Wallace. Now, once he goes into the city, what's the position with that? Sure. Absolutely. Um and we've answered that for a number of property owners. It was a very valid concern. But this these annexation uh agreements do not in any way affect the school boundary lines. Those are set. this cannot adjust those uh school district lines and so everybody's children will continue to remain in the school districts that they always remained in um you know even if they sign all these agreements and annexations. um it's come to our attention that is that's how you pronounce it can be a dangerous substance if it's abused and then Um, we were asked to uh control it within the city of Ottawa. Um, it's not controlled by the FDA as of yet and it's often times mixed with other ingredients and makes it even more dangerous and sometimes those other ingredients aren't even identified on the package. Um, so we thought it was a good idea for now to at least uh prohibit it from being sold in the city of Ottawa and hopefully make it more safe for our citizens.

I have a question. Where's the state on banning this substance? So, uh, the the IML is actually lobbying next week uh to get legislation put together to give it a for it to have a state ban. Moved by Commissioner Baron that an ordinance amending chapter 106 section 154 of the municipal code of the city of Ottawa Lasal County, Illinois regarding sewer and water service charges be passed and approved. This proposal is to raise that to 4 4.5 going forward. Things are getting expensive and we have to raise the rates unfortunately.

We have the report of the building official for the month of March. There were six building permits issued with fees totaling $7,940. Total number of on-site building inspections 29. There was one demolition permit for $50. Four sign permits for $11. One pool permit for $100. 13 fence permits for $600. Seven new business registrations for $700. 42 general contractor licenses issued for $4,200. 29 electrical licenses issued for $7,250. Seven electrical permits for $850. Total number of on-site electrical inspections, 18. We had 16 people take our electrical exam for $4,080. Our plumbing inspector did a total of 15 inspections. Our code enforcement officer did 157 inspections. Our construction coordinator did 121 inspections with a total of permits and licenses of 110 with fees collected of 26,771. Gor. Um the city recently acquired the parking lot that's to the east of what is known as the Woolworth building. Um we're going to contain we're going to continue to have ownership of that and use of it. Uh the this agreement with Base Camp, they're the ones who recently purchased the Woolworth building with plans of putting um a few different businesses in there. And what this lease agreement is is about three or four parking spots,

So there will still be like a a an area a good area for people to for the public to park and for us to use for festivals and all of that kind of stuff.
