Okay, it's 7:15 and it's time to begin the meeting. Uh we uh have some special guests here tonight. Uh and uh during public session, I always like to uh do this part in the beginning of public session. Uh and after uh we do our uh business with the the team, uh there'll be an opportunity for anybody who uh hasn't signed up for public session to speak. Okay. Um at this time, I'd like uh the girls varsity uh softball team, not softball team, sorry, basketball team. I played softball this weekend. It must be it's on my mind. Uh, I'd like the girls basketball team to come up to the center.
Okay, you can kind of corout here on both sides. How's this?
Come on. Let's Let's get close now. Let's get close. Okay. Uh, as I said, it's a special event uh, tonight. Uh, we're here to, uh, honor the, uh, girls varsity basketball team. I took the liberty of, uh, cutting this out, uh, saving this paper because I think it says it all, doesn't it? Right. Swiggle girls make history. And I think this is a great opportunity to shine a light on their accomplishments because something like this has never been done before. And uh I will be reading the uh proclamation which will explain that. Uh but I wanted an opportunity to uh share the limelight with you guys and to honor you for your accomplishments. So I'm going to read this and uh and then after that uh have an opportunity to say a few words. Okay. Proclamation honoring the Asiggo High School Varsity Girls Basketball Team Section Three Champions. Today's May 11th, 2026. Whereas the city of Awiggo takes great pride in recognizing the outstanding achievements of its young residents whose dedication, perseverance, and teamwork bring honor to our entire community. And whereas the Asiggo High School varsity girls basketball team, known as the Buccaneers, demonstrated exceptional skill, resilience, and determination throughout the 2025 2026 season. And whereas the Buccaneers, seated third in the section 3 tournament, rose to the challenge and defeated the top-seated and defending champion, Nottingham High School by a score of 42-37. Good going. All right.
YEAH. With with that win, you captured the section 3 championship. And whereas this remarkable victory marks the first sectional championship in the history of a Swiggo girls basketball program and the team's first appearance in a sectional championship game since the 2007208 season. Wow, amazing. Whereas the team compiled an impressive 14-9 overall record and displayed unwavering resilience throughout the postseason in overcoming double digit digits deficits in both the quarterfinals and the se semifinals and railing from five-point deficit in the final five minutes of the championship game. Wow, that's pretty cool. Whereas this season's success is a testament to the team's unity and growth. With all players returning from the 2024 2025 season along with the addition of a few new faces, the players strong chemistry together clearly adding key elements to their teamwork. And whereas the accomplish accomplishments of this team would not have been possible without the leadership and guidance of head coach Ryan Lavner, assistant coach Amanda, and manager Maryanne Churchill. And whereas the city of Asiggo proudly recognizes the members of this championship team. And I'll try not to u do uh do a uh have a problem pronouncing your names. I'm sorry if I do. Okay, let me get this. Payton Bond, Maria, Devin Bond, Mia Brown, B Browngarden, Abigail Almacher, Al Olivia GOP, Getty Peaslo, Madison Mills, Caitlyn Bond, and Abigail Jaru. And whereas the dedication, sportsmanship, and perseverance demonstrated by these student athletes serve as an inspiration to their peers and a source of pride for
the Asuggo community. Now therefore, I, Robert A. Coredino, mayor of the city of Asiggo, do hereby proclaim and recognize the Asiggo High School varsity girls basketball team as section 3 champions and commend them for their historic achievement, outstanding teamwork, and commitment to excellence. Congratulations, TEAM. I have an opportunity uh for you to say a few words. Coach, step right up. Hello everybody.
Um, so that was summarized pretty well right there, but I just wanted to thank um and recognize these players and these athletes. You know, everything that they have accomplished this year has been through hard work, through dedication. uh not just this year, but the off seasons, previous years, it's all kind of led up uh to this point. And you know, everything that they've gotten, the championship, uh the recognition being here today is a sum of, you know, their hard work and what they've put in to this season. Uh they've earned everything that they've gotten. Um and I couldn't be more proud to be their coach. Uh, so I want to thank them for this great experience. Um, they're great basketball players. They're a great team. Uh, but they're much better kids and that makes me more proud than um, anything that we've done thus far. So, I want to thank them for that. I want to thank the friends, the family, uh, the community as a whole for, you know, your outpouring of support, especially uh, during the playoff run. Um, it really takes everyone coming together for something like that to work. If we don't have the support that we have at our playoff games that we did have with the traveling required with the, you know, tickets you had to purchase and all that. Um, Asiggo really showed out for us and that was just as big a reason as any for us being able to bring home the first ever section 3 championship uh for our girls basketball program. So, I want to say thank you on behalf of all of us to all of you for that. Um, and we're super excited to be able to bring this home. Uh, I'm going to pass this off to one of our, uh, senior captains,
Payton Bond.
Hello everyone. Um, I just wanted to say thank you to everyone in the community first off for giving us the chance to get to where we were and what we were able to do. Um, thank you to my teammates. We wouldn't have been able to do it without every single one of you. Thanks to Lav and Reno for really guiding us through this season and seasons in the past. Um, I'm truly am so grateful to have my senior season end with school history. It was unreal. We wanted this from the beginning and every interview that I had with the county paper and everyone else. I told everyone that our potential is unreal and that we were going to win a section championship and we made that come true. And I'm so grateful that I got to do it with every single one of you. Um, this is still just an amazing feeling. Uh, thank you for the community again. The press box, like after the ceremony, it was unreal. I still think about it every single day. And I'm so grateful that I was able to conclude my basketball career with all of you guys. Um, I'm only related to two of you by blood, my sisters. Um, but you guys are all sisters in my heart, and I love you guys all forever. So, thank you. Anybody else? Well, uh we're going to take a picture now if you don't mind. So, uh let's uh let's kind of pose like uh I'm giving this to you.
Yeah. Yeah. Tall people in the back.
Yeah. They didn't practice. Thank you.
One second. Beautiful. All right, guys. Congratulations again. Thank you for come. Thank you for coming.
Great job. Okay, we still have 5 minutes left of public session. I have the signup sheet in front of me. Uh there is no one signed up. Uh but uh we'll give anybody an opportunity to speak that would like to. Uh is there anybody here that would like to? All right, seeing none. Oh, yes. Step right up to the podium. We only have three simple rules here and I'll just read them real quick. Uh no profanity, no name calling, and no personal attacks. And please try to keep it uh to five minutes or less.
Okay. Um I'm just here because we heard that there is talk about expanding um I own two properties on 6th Avenue. Um both 89 and 91. Um we only have our house on on 91 and then the 89 is empty. But um we live on a dead end street and we are um uh right now we heard that there's some talk about expanding it into being not a dead end street anymore and going through all the way to Route 104. But um my neighbors and I have children that like to ride their bikes and roller skate on that street. And part of the reason why we bought that property was because it's a dead end street and we didn't have to feel like it was dangerous for them. And it feels very safe to let them just run around in that field that I I guess they're talking about putting another um business on, which I understand it used to be a a motel. Um, and I I guess it isn't really so much that we have a problem with there being another business where there was a business. I mean, that's obviously, you know, fine, but um, I guess we just are all a little bit concerned about how that might affect us on our quiet street with our small children and animals. So, um, that's all I have to say. Um, thank you very much. We really don't want it to be not a dead end street. Thank you all of you. I appreciate it.
All right. Thank you very much. Can I comment on that? We we can comment and give you some additional information if you're willing. Uh I think the city attorney has an update as of uh a little while ago.
Yeah. Uh you your neighbors are all invited to an informal meeting tomorrow evening here at city hall on the third floor. It's going to start at 7:15. It's specifically to uh gather information, concerns, answer questions that that you and your neighbors may have about whatever is being proposed there. So, we would encourage that. It's an informal dis uh meeting. No decisions will be made that evening. Uh anything that happens with that property still has to go through a process involving the common council and the planning board and perhaps even the zoning board. Uh but to tomorrow night is is one step in that direction of at least gathering information, sharing information, answering questions. So please please join us.
Thank you. Thank you very much. You're welcome. All right. Uh we have uh three minutes left of public session if there's uh anybody else that would like to speak. Okay. Uh I will close public session and we will uh have the meeting start at 7:30.
We got time.
7:30. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Please call the role. Please honor the mayor here. Councelor Kennedy here. Councelor Ashline excused. Councelor Lensac here. Councelor Fitzgiven here. Councelor Meyer here. Councelor Plunkett here. Councelor Thompson here. Six present, one excused.
Thank you. just have a couple items under the mayor's report uh to pass along. Number one, I'm happy to report that the West First Street project is winding down and will be over very soon. Uh this week, May 11th through the 15th, uh they'll be doing top soil and landscaping, finishing driveway tie-ins, uh test stations and curbs remaining installations for water systems, roadside repairs, and green space installation cleaning and planting. And then after this week, uh they'll be addressing some storm and sanitary system cleaning, cleaning, uh of the work areas and roadway, and of course the all important epoxy striping of the roadway, which I know is a hot topic throughout the city, which will help with the uh traffic. And then uh last thing on this on the uh work schedule is West First Street and Utica Street signals adjustments for the new strip striping and installation of emergency systems on both Erie Street and West First Street. And that'll all be done after the epoxy striping. And of course, the uh schedule is subject uh to change due to the weather. So keep that in mind as uh that project winds down. Second thing on my list on Friday, uh I was able to attend the Port City Cafe 30th anniversary celebration. It was a a nice event to honor uh um Will and Lori uh O'Brien who uh after many many years and hard work are celebrating their 30th anniversary, which I think we can all agree that uh uh 30 years in a small business is quite an accomplishment here in the city of Asiggo. So uh kudos to them. Uh item number three, I'd like to commend the Asiggo Police Department. Uh as everybody probably knows, uh this past Friday was uh the famous Bridge Street Run, and I know that the police department was very busy on Friday, uh with a couple, uh things going on. So, as usual, they they they were very professional and they made sure
everybody was safe. Uh number four on my list, uh I want to remind everybody that uh on Saturday, May 23rd, uh the American Cruise Line will have their first departure of a cruise on Lake Ontario. I hope everyone uh can attend uh on that day. They'll be departing around 6 o'clock. We'll have more information with specific times, but uh we're going to have live music. The council has approved the uh the music or will approve tonight the music for the kahill bear that day. And just for people's information, uh there will be seven cruises by American Cruise Line in 2026. Uh and there'll be eight cruises in 2027 and eight in 2028. It it is a nine-day cruise with stops in Asiggo, Clayton, Ogdensburg, Rochester, Niagara Falls, and Buffalo. And there will be uh this year there's going to be two cruises in May, one in June, August, and September, and two in October. So, I hope everybody can uh uh join us on Saturday the 23rd uh to wish all the passengers on voyage. And again, this is historic since we've never had or it hasn't happened in many, many years a cruise ship of this size visit as we go. Uh number five on my list, uh I wanted to um remind people that uh as we always do or have done for the past 10-11 years, uh we're going to be doing paving this year. Uh this year's uh project uh uh will pave approximately $1 million worth of roads in the city of Asiggo. And uh we're going to be doing it in two phases this year. Uh in years past, we would do it all in one. Uh but this year we're going to do uh uh part of the uh city at the end of this month and then uh the second half of the uh uh will be
done in late summer, probably August. And uh as everybody probably knows, they go through and ma mill uh the road first and after they do they do all the milling in the city of Asiggo. Then they come back and they do uh uh the paving and that'll be done uh in the first uh in the first uh section of the plan which is the end of May as I said and then in the late summer they'll mill and then pave uh the rest of the the uh streets. Uh the last item on my list is just uh kind of a u uh an event that happened this past weekend that I just wanted to highlight uh the relationship and the partnership we have with the county. Uh this past Saturday was the very first county city softball tournament uh that took place this past Saturday and uh it uh had three teams in it. There were uh the city had three teams in it. Uh there was a team from the police department, a team from the DPW and a team that I was on. uh that will com comprised all the other people, some DPW workers, some city hall workers. Um and I did want to point out that uh it was a fun event. Uh there was uh people with all kinds of skill levels. Uh we saw people who had never played before. We also saw some people who were very good. Uh but uh it was great to see the camaraderie and the support for each and every player. Uh matter of fact, at the end of the tournament, I heard uh everybody uh say that they had a great time and they would look forward to the uh next event next year. So again, this is a a great opportunity for the uh uh county and the city to work together. Uh as you know, we worked together on many things. This past winter, uh they helped us out when we had all that snow and they brought in uh trucks and manpower to help us move snow. So uh again, it's uh another opportunity for our relationship to continue. Um, I did want to just give you a uh report. The winning team was uh from the sheriff's department. Uh, and they defeated uh the Asiggo Police
Department in the championship game. Uh, so uh that was the What's that? Oh, yes. I I just got a bulletin. It was in extra innings in case anybody uh didn't hear that part. So, it was a close match. I don't have the final score, but it was a close match in extra innings. So, those are my uh reports for the mayor's report. Uh, at this time, please call resolution 144. Approve use of public space national grid in order to utilize area located at 106 and 108 East Onidita Street to install a utility pole between the curb and sidewalk. Councelor Plunkett. Councelor Lensac. Comments. Yes.
Yes. Uh I I I will support the uh installation of the pole, but I want to point out that I brought up in committee there's a pole located in at 280 East a street to which Niger Mohawk installed a secondary pole or a replacement pole leaving behind a legacy pole so that they did not remove the old pole but added a new pole. So, if that's their practice, I think we need to know that uh and they should uh be removing a pole if they're putting an additional poll. Uh the explanation that was given seemed practical that they had other utilities that used the pole uh Spectrum and uh Verizon for their utilities and they had not yet moved those. But to have the burden of two poles in someone's front yard is probably not a reasonable expectation. So I I I think that we should hold them to some standard to unifying the utilities for replacement in some due f in due course of what's reasonable 45 or 60 days so the other utilities comply to the presence of the new pole moving over their utilities.
Okay. Anybody else? Please call the role. Councelor Lensac, yes. Councelor Fitz Gibbons, yes. Councelor Meyer, yes. Councelor Plunkett, yes. Councelor Thompson, yes. Councelor Kennedy, yes. Call resolution 150. Approve use of public space as Swiggo County opportunities in order to install a healthy mile sign at Breitbeck Park. Council Lensac, Councelor Kennedy, any comments? I have one. Yes, councelor. I think we need to update this to say signs since we approved two signs. Does that matter?
Um, what's it say in the uh the original resolution? I mean the original resolution also had uh just a singular sign. Uh this is resended and replaced because it misidentified the the applicant. Uh but very distinctly there was discussion about multiple signs. So if are we limiting it to two signs or or more than one sign? I mean, that would be a motion to amend, but which is easy to do. Yeah, I would
I would be okay with leaving it open so it's easier, right? If they find a third spot. Does anyone else So, you don't want to have a motion to amend, but leave it as is. A motion to amend. No. So, I what you're saying is not limit the number. Correct. Making it plural though. The first sentence uh the end of the first sentence would say seeking permission uh to place healthy mile signs at Breitbeck Park. Plural. Yeah. I I'll support that amendment if that's what we're looking to do. Yeah. Yeah. I think it would require a motion to amend and and then we would vote on the the motion as amended and then vote on the resolution.
All right. Can I have a motion to amend? Councelor Lensac. Councelor Kennedy. Any comments? Please call the role. Councelor Lensac, yes. Councelor Fitz Gibbons, yes. Councelor Meyer, yes. Councelor Plunkett, yes. Councelor Thompson, yes. Councelor Kennedy, yes. Motion to amend pass 601. All right. Now, I need a motion to uh vote on it as amended. Councelor Plunkett. Approve use of public space, office of economic development, in order to host a concert at Veteran Stage as part of the summer concert series on Thursday, August 27th, 2026. This one, as we discussed in the committee, uh because we uh eliminated one one of the um events, one of the uh concerts because of the uh cruise ship being in in port that uh that day, uh they added this one at the end of the concert series. So that's all that was was just adding it. So we have eight uh total concerts. So uh as you discussed, that's where that came about. Uh so can I have a motion, please? Councelor Ldensac, Councelor Meyer, any comments? Please call the role. Councelor Lensac, yes. Councelor Fitzgibbiven, yes. Councelor Meyer, yes. Councelor Plunkett,

Accept donation of a pen bench from the Asiggo County Office of the Aging to be placed at Shapiro Park. As we discussed uh or you discussed in committee, uh this is a donation uh uh and the theme is happy to chat bench. I met with Sarah Sunday last fall over at the um office for the aging and she explained what the program is. There's several benches throughout the county and the whole idea is to encourage people to get out of their houses and come sit in the park and to sit on a bench and maybe talk to somebody you know or somebody new. So, uh I'm glad to see that we're sponsoring this and and offering it at Shapiro's Park. Uh can I have a motion, please?

councelor Plunkett. Counselor Kennedy comments. Yes. Um this has been a very pardon me I just recognized. Council okay great. Uh this has been a very successful program. I think that the chief has shared with us the progress that this program has made uh in the community and it's a it's great to It's being extended and I would uh hope that we as counselors can find ways to expand on this program in the future because it's been very successful. Anybody else? Please call the role. Councelor Lawensac, yes. Councelor Fitzgiven, yes. Councelor Meyer, yes. Councelor Plunkett, yes. Councelor Thompson, yes. Councelor Kennedy, yes. Resolution passes 601.
Call resolution 163. Approve new fee schedule for Fort Gallagher Pool. Councelor Blunkett. Councelor Meyer, comments. Councelor Thompson.
Yes, thank you. Um, charging a fee for the pool is like the city saying that the pool is only for those with the money. That's just wrong. Our taxes already paid for the pool. People don't need to be paying twice. There are some other ways for tracking entry into the pool. For instance, using wristbands. The pool opens in just over a month. There's plenty of time left for the city to come up with a solution that will work for all. We should do all we can to encourage physical activity and to give our youth and families things to do in the summer. I would like to motion to amend the fee from the proposed $1 down to $0 for residents and $1 for non-residents. There is no longer a need for the family plan with this. Could I have a second? Councelor Kennedy,
call the roll, want to uh discuss the motion to amend. You want to discuss uh any comments? Make a motion then discuss second. I thought you just did. Yeah. Yeah, I did. And he seconded. Yeah. Okay. Open for comments now. There you go. Thanks.
Yes. Comments, counselor. that the history of the the fee for it was $2 and now we're being proposed at $1. Uh and the fees use as a vehicle to control behavior is and we have been told that it's had times was unruly. uh I I don't think the use of the fee is a correct tool to address behavior and that it's it's it's not a facilities problem, it's a programming problem. And and and so I I think there's other ways to moderate and address behavior. I know that there's well-intended, hardworking people that have worked on the program, and I'm sure the mayor's heard other ways that this could be addressed. I think that our charge would be to double down and find ways to address the problems with programming. And I would suggest that that if we did move with this resolution to uh eliminate fees in essence for people in the community that are residents in the community, I think that we also then owe the community and the users of the facilities and the employees and the staff uh a an extra level of attention to address programming. And I would and I would not leave it as just uh of meddling with the fee uh but but a a doubling down of a strategy to address behavior. And I would suggest as council, if we did consider to do this this resolution, we should establish a committee from the council that will then work with the administration to
come up with a strategy and the resources to address the programming that would be necessary to have a safe and and fund summer for children of the community. That that would be my my support of of the the current resolution that's out there. Anybody else have any comments? Council Meer,
I'm not sure maybe if this is a time to maybe table it and try to get some more information if that's what we're going to push for is zero fees and discuss with administration and staff.
