But William Penn founded Pennsylvania back in the in the day before the uh 1776 and our 250th anniversary this year. Pennsylvania grew. I mean, and uh they needed a bigger bail because they used bells back then to gather people together. They ordered a 2,000lb bail, a one- ton bell from England. It came, but the first time they clacked it, it got a crack in it. Everyone knows about the Liberty bell and the crack. But we don't know, I didn't know the real story. They broke it up, cast it again, rang it again, and it made a thud, and it cracked again. So, they cast it again. not from the foundry from England, but in America, and it still didn't sound great, but they began using it because it made a better noise. Um, its most famous moment came at 11:00 a.m. on July 8th, 1776, when the people were summoned to Independence Hall to hear the reading of the Declaration of Independence. Afterward, all the bells of all the churches in Philadelphia peeled until the evening. And also with the bell was a prescript uh inscription proclaim liberty throughout all the land to all its inhabitants. When Brit the British invaded Philadelphia, the bell was hidden before below a floor of a church and later on it was moved out of Philadelphia um Pennsylvania when um things changed hands from American to British. But it was hung and stayed there at 1785 and started ringing again announcing all the news of the day. And then sometime in the 1830s to uh 1840s when it developed its now famous crack. No one is exactly sure how or why that crack formed, but truly the old state house bell chimed louder after its clapper was silenced. Abolitionists campaigning for the emancipation of slaves noticed its words, "Proclaim liberty throughout the

land for all its inhabitants." They began using the symbol of the old state house bell in their pamphlets and posters, and they are the ones who gave it its new name, the Liberty Bell. Years later, the body of Abraham Lincoln was taken by train to Illinois for burial. that stopped on the way and his casket was put there with the bell with those words uh that are inscribed there and they come from Leviticus 25 verse 10. Um my name is Herman Marsh and I'm the band director at North Middle High School and I along with several members of our booster club, we're coming to um solicit donations and support for our band program and we just wanted to tell you a little bit about our program. The North Middle High School band program band booster club supports the North Middle High School band program students seeking financial support and volunteers from um individuals, businesses, and community organizations as far as donations and inind support. This support allows them to have opportunities to have enriching musical education as well as opportunities that go beyond what the local schools are able to supply. We're seeking monetary and inind donations in the amount of $4,800 to pay for transportation to our trip to perform in Atlanta, Georgia at the festival music competition that is held at Six Flags. And your support will help the Booster Club organization provide our students with this performance opportunity. The parents of the North Middle High School Band Booster Club work hard throughout the year to raise some funds for our students. Whether it's paying for registrations, feeding the band on trips, buying supplies to build props, they do it all. As you may know, our school was recognized recently on maintaining an excellent rating on our state report card two years in a row. But please note that the expectation of excellent not only occurs in the classroom, but throughout our school. In addition to their musical and fundraising endeavors, students in the music program are required to keep up their grades and participate in practices, performances, and competitions. For example, our marching band, which is one of the smallest schools in the state. We're in the 1A division. We've competed against schools two and three times our size, and we

were able to hold our own. Matter of fact, we this year finished with an excellent rating and we're ranked number 13th in the state.

So, our students are doing really well. We even go as far as hosting leadership camps for area high school band programs for those students who want to be drum majors, section leaders, and all of those things. I wanted to share just a few things that our students are doing. We have students that have auditioned for the district honor band and have earned top seats in both the middle school and high school honor bands. We have three students that have participated in the annual Omega talent hunt where two of those students have placed third and fourth place. Um and they also get cash for that too. Uh we have three students that will be representing our school at the SCBDA region 4 honorband clinic in Somerville, South Carolina. So those students made this particular band and we had over 1,500 students from eight counties to audition. We also have one student that will be representing not only our okay our school but the state at all state. So he will be representing the school and the district. Um, this past Wednesday we had 10 students to participate in the Burke High School scholarship fair and they were able to get offered $1.8 million in band scholarships. Just recently, um, we just received an invitation that our students were selected to perform at the worldrenowned Carnegie Hall in March 2027. So I say all that to say this. Our students sacrifice their time and their effort and they believe in our model. We not me. It's not about the individual. It's about the group. And I along with the parents and the booster club, we want our kids to have every opportunity. And with your help and with your support, I know we can do it. Thank you so much for your time.

Um actually we received instruments through the school district from the ESSER funds, but we actually had a local um community member who donated 250 marching band uniforms to our band program. So you're talking roughly about $89,000 worth of band uniforms that were donated to our band program. And yes, Miss Norman is the principal there. She and I worked together for about 10 years. Okay. Yes, ma'am. Just wanted to throw that in. And one more thing, Mr. Chairman, if I may. Yes. Um if um only council member, he'll give $500, I'll take care of the rest.

Great. Let's see. You Hello, my name is Nina Davis and I just want to say that being a part of the concert choir has provided me with a group of people who I can call my family. The choir is my comfort and has helped me expand my musicianship and leadership skills and most importantly it has opened many doors for me. My experience has been rich in connections and opportunities, and an opportunity like Carnegie will further introduce me to the world of music and performing. To perform at Carnegie Hall would mean being a part of history and a strong, prestigious legacy of musicians who have performed on that same stage. As a young musician, this experience will forever be motivation for me to always aspire to greatness and to never doubt that my talents will have a presence in the professional music community. Hello, my name is Kennedy Cunningham. I am a senior music education major. My Pearl experience at SC State has honestly been nothing short of amazing. It has pushed me way beyond what I ever thought I was capable of. Since joining the choir, I've gained so much field experience without officially being in the field yet. As one of the soprano section leaders, I help teach voice parts, fix musical issues, conduct when needed, and other responsibilities. Being in this role has really challenged me and helped me help shape me into a stronger into a stronger future music educator, especially as I prepare for student teaching. The opportunity to sing at Carnegie Hall is going to open my eyes to what we are truly capable of. Not many people of color, get a chance to perform in such a prestigious stage. So, this experience feels life-changing in a way. It also means a lot to me because I want other

kids, especially students of color, to see that spaces like this are not out of reach and that this isn't just a dream, but it can it's something we can achieve. Professionally, performing at Carnegie Hall is a huge accomplishment that I'll be proud to carry with me. Getting to experience it as a part of as a part of an ensemble is already incredible, but it also inspires me to believe that maybe one day I could come back and stand on that stage as a soloist. Concert Choir has truly become my home away from home. The love and support we have for each other is something I will always cherish. No matter what kind of day I'm having, I can always count on them for a smile, a laugh, or even just a hug when needed. That kind of environment is rare, and I don't take that for granted. The love I have for this choir is honestly hard to put into words, and I want nothing but continued growth and success for the future of the South Carolina State Concert Choir. Greetings.

My name is Jayen Wright. I am a senior music industry major from Orangeburg, South Carolina. Um, also a graduate of Felton Laboratory Chart School. Um, I've been a member of the concert choir for 3 years now. And if someone were to ask me how concert choir impacted me, I think the simplest answer I could give is being that being part of this ensemble has played a major part in shaping me into the man I am today. When I joined the choir freshman year, I was shy, insecure, and immature. But over the course of my first school term there, I learned musicality, discipline, and professionalism. Then I performed in my first annual Broadway at Sassy State showcase. This experience made me feel the genuine love for the craft of performing music. The following semester the concert choir performed Mosart spots messa or sparrow mass that that performance open had opened my eyes to the beauty and the culture that is classical music. There is so much that the concert choir has taught me in the past three years. My experience with the concert choir has made me more confident, more professional, and a more creative man with a better understanding of the world around me through music. And now we have the opportunity to share that love and understanding sonically as we stand on the cusp of making history as the first ensemble from South Carolina State University to perform at Carnegie Hall. As a child growing up in the small town of Orangeburg, South Carolina, I don't see too many people who look like me make it out of here. So the fact that we can do something on essentially a world stage means absolutely everything. Thank you.

Our council serves girls ages 11 through 17 and we focus on leadership development, community service, and civic engagement. Tonight's visit is intentional. We want our girls to see what leadership looks like in action, how meetings are conducted, how decisions are made, and how respectful dialogue takes place takes place. You will hear briefly from a few of our youth advisory leaders who will share who they are, what they are learning, and why this experience is meaningful to them. Thank you so much for investing in our youth. And once they're done, I want to just give an update about the organization. Good evening, Chairman Johnny Wright, Senior, and ladies and gentlemen of the council. My name is Kirsten Thomas. I am 14 years old and the vice president of the youth advisory council. I attend William J. Clark Middle School as an eighth grader. The youth advisory council has taught me many beneficial life lessons and objectives. In these four years of being with this organization, the experiences have taught me courage and leadership by participating in various events and by serving our community. Thank you.

So since the inception of the safe organization um we have done several community events here and we have played a vital role in supporting and empowering young women through advocacy, education and community engagement. Our mission has always been centered on creating safe spaces, strong voices and supportive systems for those who we serve. Over the years, we have dedicated, excuse me, we have advocated for and raised awareness around critical issues affecting youth and families. This includes anti-bullying initiatives, teen pregnancy prevention education, mental health awareness, and most recently infant mortality. In addition, the SAFE organization believes strongly in service. Each year we provide holiday baskets and Christmas items to families in need to help ease burdens during holiday seasons and ensure families feel supported and seen. Education is also a major pillow in our work. We proudly offer scholarships to graduating seniors who plan to attend college. These scholarships help alleviate financial strain by assisting with personal and educational necessities. To date, we have awarded eight young women with $500 scholarships, and we are incredibly proud and thankful for our donors and sponsor who generously donate to us. Another cornerstone of our organization is our annual women and girls empowerment event. Last year, we served over 200 women and girls through our workshops and discussions that focus on mental health, financial literacy, career development. This event continues to be a powerful space for learning, connection, and growth. As our community

evolves, so does the safe organization. We expanded our program to better serve expecting moms and mothers with infant children and showing continued support beyond pregnancy. Additionally, we have expanded our excuse me, we have expanded our reach into St. Matthews area where we where we provide girl circle programming for young girls at SA St. Matthews K through 8. This program creates a safe space for young girls to build confidence, express themselves, and develop leadership skills. In closing, the SAFE organization remains committed to uplifting youth, supporting families, and strengthening our community through advocacy, education, and service. Orangeburg County as referred to in the public comments sustainability plan is to help us manage the growth that's coming to us. As you see, we have um housing developments and all kind of things uh being built in Orangeburg County, 3 to 400 houses at a time. We also have the influx of additional students at all three of the campuses through growth and the growth in the city and the county as well. uh this sustainability plan is put together to help help us guide that so that we can do growth in a proper um uh circumstance so that we make sure we're prepared for the growth that's at hand. Uh we had public um sessions all throughout Orangeburg County. We had every segment of the county was involved. We had citizens come in, give their information, and all of that is the culmination of this plan that we presented to you on last week and we're requesting approve. Thank you, Mr. Chair.
