Here's a budget we included in a capital improvement fund for the building to be painted. The last time the building was painted was in 2015. We reached out to four contractors. I had two responded. One dropped out at the end and said the project was too big for him and unable to complete. And then the fourth was a no-show, and I did not chase him down. My recommendation is to go with Patton. uh painting they came out they did a thorough inspection they brought out sherwin williams to take a look and a suggestion from the paint suppliers on what the best product to use you'll see dependables painting contract in here as well you can see probably the first question is one has two coats and one has one coat i did talk to patton about that who talked to sherwin williams as well too and said For the double the money, the two coats doesn't give you double the life. It gives you about maybe another year or two. So they suggested for the cost value, you just up your time frame by one year. So you can see, obviously, there's a significant difference in cost. This building is in dire need of paints. I'd be happy to show anybody, but... Soffits, overhangs, dormers are all areas down to bare wood. The siding, if you can see, it's chalked, almost looks dirty in various areas. So this covers painting of the siding, all basically the woodwork, the columns, the cupolas. man doors that need it, the steel lintel plates and stuff like that. Also, it has a budget of $3,600 for repairs for carpentry repairs. We've added on the annex building that received new windows this year through the NOPEC grant, and we're gonna dress that building up. Same thing, all original gutters and stuff, so it'll more sort of match this building, tie in everything in together. I've asked that we take the number and jump it up to 3,400 because I'd like to add some contingency. Based on my knowledge with the carpentry work, I have a little feeling that they're a little shy on the $3,600, so I'd like to increase that to $74,000.

This is extremely hypothetical. But if we're putting forth a bond at some point, and if we pass the bond at some point, how does this impact or does it impact at all in the what we would be doing to renovate the building?

we're doing some renovation for the most parts, like the garage doors in the police department are going to be infilled and it'll be a drive-through garage door. So some of the modifications there, but everything on the council chambers, essentially all the roof lines, if we do go ahead and add a patio on the back, that would be an extension. But I think we're at the point where we can't take that risk because the building is going to fall apart. And, you know, we've, We're still trying to figure out where our bond issue is and whether the passage and stuff so I think it's pertinent that we You know invest in take care of our buildings now.

Let me add to that the other This if we held back and said, okay, we're going to include this with what we do with the building renovation given that what might and let's say hypothetically that the bond issues pass and we can start construction, it's probably going to be three and a half to four years before we get to this building because we've got to build the fire department first before we can start moving forward with anything on the village hall. is it in more dire need of repair and painting and makes the the job more difficult and more extensive so we we have to take care of this now we need to take care of the property.

annual maintenance that's accounted for in our 406 infrastructure every year. This is long line street striping for all roads in the village. This is the center lines, the yellow lines, the hash lines on Harvard Road. Just a reminder that in-house the service department does the crosswalks and the stop bars and arrows and stuff so we save some money there. This is the low bidder and this is the company that did the striping for us last year as well. They beat, as the lowest, they beat the next one by $1,000. Any questions?

Great, Dana, you wanna talk about this? Yes, this one and the next four after this are all transfer authorizations. During our audit this year, which is a two-year audit, one of the recommendations was that we have council pass a motion authorizing the transfers as needed throughout the year as one motion to be revised if we add transfers or reduce transfers later throughout the year. But this is what's been budgeted currently. So this is allowing me the opportunity to transfer as needed to those funds up to that amount budgeted. And to do it this way as opposed to me coming to each meeting each month asking, we could potentially be in a situation where we couldn't fund something that needs to get paid for, say, a pension transfer fund, for example. We wouldn't have the transfer dollars in the fund to pay for it. we wouldn't be able to make that payment. Clarification, this is a transfer of funds. It's not a transfer of cash. This is just moving monies between funds so that we can make the payments on a fund basis. Great.

I have a question. Dana? Mm-hmm. You have a question? I do why, including the ratification of a transfer that occurred in March? Why didn't somebody come to us prior to that one then?

Oh, thank you. I was going to add that because when we met with the auditors, the recommendation came after that initial transfer was made for the pension fund. So we're just doing a ratification since it was already had already occurred. Previously, we wouldn't have done this at all. This is the first time we're starting to do this these motions. You have the line item for the general fund for revenue and expenditures. So at 33% of the year, we've got 32% revenue collection and 27% of our budgeted expenditures.

Okay, Dana? Okay, you have the tax administrator report for April 30. Our gross tax collections from all sources was $536,452 74 cents, which is down from April of 2025. by approximately 77,000. Our year to date, we're up about 32,000 year to date, you have the monthly cumulative excuse me, and the monthly gross income reports for the four months into the year. Dana. Any questions?

I HAD A QUESTION, JUST IF YOU CAN PROVIDE SOME CLARIFICATION ON THIS, OR MAYBE I'M MISINTERPRETING IT, AND I THINK WE HAD SO MUCH TO DISCUSS DURING OUR FINANCE MEETING, I DID NOT ASK IT. BUT WHEN YOU LOOK DOWN AT THE BOTTOM OF THE REPORT TALKING ABOUT WHERE WE ARE COMPARED TO BUDGET, I know you were up year over year, actual to actual. But, you know, at this time last year, we were behind budget by one hundred forty nine thousand. And now we're behind budget by two hundred sixty four thousand. What can you attribute that to?

Well, the top part of the report is showing actual to actual where we're falling. And the other one is just one 12th. And there's a timing difference number one and number two, it just we monitor the budget as we go through the year to see if we need to increase or decrease that budgeted amount. One's actual ones looking at what we budgeted.

Right. No, I understand. And but in terms of what we budgeted, you know, at this time last year, we're behind. We were behind the budget amount by one hundred forty nine thousand. Now we then we increase the budget, but we're still now we're behind it by two hundred and sixty four thousand.

When we put an additional anticipated increase for the budgeted dollars of what we're going to collect. So far this year, we haven't seen that, you know, if I put a say a 3% flat across the board increase in the budget, we may or may not be seeing that here. Whereas last year, we were more conservative, we lowered it because we were not collecting as much revenue last year. If you remember from the charts,

sure but we're still so with that being said we're still coming coming in we had that kind of general increase across the board in the terms of the budgeted amount but we are still coming in at this time it as of end of april uh 264 000 behind but you can't necessarily attribute it to one particular item

I mean, I think all has been said. But I really think it's appropriate to commend the chief and the lawyers and Steve as well, the work that they put in. And this was a long journey to get where I think is an absolutely appropriate spot to show our safety forces that we respect them and that their work is valued and we'll be paying them appropriately.

Thank you. I feel that we're in a good position with the body, and I'd be remiss if I didn't say the heavy lifting Dana did on numerous occasions while she had much other pressing matters, she prioritized it. So a lot of this wasn't just us.

It's always a difficult thing when parties that have an ongoing relationship are negotiating because each party needs to represent their interests, but both parties need to remember that when the negotiations are over, you still have an ongoing working relationship together. And it's very hard sometimes for parties to engage in those negotiations and still maintain a good working relationship following the negotiations. I think that's very important. And I think repeatedly in the time that I've been on council, every member of council has always been very supportive of our safety forces. And we continue, I'm sure everyone would agree, we all continue to be supportive of those forces. So it's always a difficult position to be in, but I do think it's a very fair agreement. And we'll move on to the next item is Resolution 2026-2, a resolution adopting the 2027 Orange Village Alternative Tax Budget. I will make a motion. Is there a second?

Peace. Sorry, everybody. I just heard her phone ringing, I was waiting. I think it's the phone. The 2027 tax budget that you have, the purpose of the tax budget is to set the property tax rate so we can collect our property tax revenues for the fiscal year 2027. It also allows us to collect local government funds, which is estimated to be about $40,000. But the main purpose of it is to set our millage and it's seven mills, which is the same as 2027. So there is no change therefore, and it is due by the tax to the county by July 20th. That's not appropriate. This is just the first step for 2027. So yes, I'm doing 2425 26 and 27 currently in our department. So we're a little crazy on what year we're working in. But it doesn't appropriate anything for 2027. It just starts the process for the 2027 millage for property taxes.

WORKED IN TELEVISION FOR 40 YEARS, SO I SHOULD KNOW THIS STUFF, BUT I GUESS IT'S BEEN A WHILE I'VE FORGOTTEN. SOMETHING THAT'S NOT UNIQUE TO ORANGE VILLAGE BUT HAS ANNOYED ME, THE NUMBER OF REASONABLE HOUSES THAT GET SOLD, AND THEN DUFUS BUILDERS COMES IN, TEARS THEM DOWN, PUTS UP A MILLION-DOLLAR MANAGEMENT EFFORT CUTTING DOWN ALL THE TREES ON THE PROPERTY. IS THIS ANYTHING THAT THE COUNCIL OR CITY HAS DISCRETION OF OR ANY DESIRE TO CONSIDER?

ACTUALLY, WOULD YOU address the tree issue. I think that that's important, especially with the lakes of Canyon or Canyon Lakes are going to talk about that a little bit later.

But this is kind of a bit of a segue. Orange Village created this past year a tree preservation ordinance that restricts how much how many trees can be removed An individual homeowner can remove six trees without a permit. Anything beyond that needs to come to the Planning Commission with a set of plans that indicates what the current tree canopy is, what the removal will eliminate, and then provide for a, and I don't remember the numbers offhand, but there are percentages of canopy coverage that are required for properties in Orange Village now. And you have to either maintain that percentage, that minimum percentage that's required by the code, or you have to re-infill based on our tree planting component of the preservation code. So you can't just walk onto a site and just clear cut it and start. When did this go into effect? This went into effect, was it last year?

It was longer than a year, but.

Are there projects that are grandfathered?

But my concern extends beyond the simple trees, the fact that I live in a modest home, and suddenly I don't want to have a million-dollar, six-story home sitting next to me looking at my little peasant's home. And also considering that just a national issue that affordable housing, that building new affordable housing is an entirely different question, but getting rid of presently there affordable housing is a question which I don't think is quite so desirable.

I think you've raised an excellent point, and I think there's many people, myself included, who agree with you. I think one of the problems is we can't and I believe that the law director will correct me if I misspeaking. We can't say or direct a land owner or homeowner to not sell their property to a certain buyer. So if a developer comes in and offers X number of dollars to somebody for their home, they have the right to sell it. And then once that property owner has that land, they have the right to demolish the house and build a new one. Right, as long as it's within- Is that, unless again, the law director will correct me if I'm misspeaking. I agree with you, it's unfortunate. And I especially am cognizant of the loss of trees in our village, which I think is horrendous at this point in time.

And it's not an existing code now, I understand that. But if it was something that tearing down a house could be replaced by something no larger than 2,500 square feet or 50% bigger than the old house, whichever is greater.

I don't think there's anything on the books like that.

I'm sure there's nothing on the books, but whether that could be considered to be put onto the books.

I was going to say, I actually like that idea quite a lot. something that we would have to address to the Planning Commission to promulgate and then make a motion or whatever we need to do to send that to the Planning Commission to look into that because I think it's a very good idea consider it sent thank you thanks Jim I'm sign in please

please advance the good of the village no okay then we're gonna move on to discussion of the proposed Charter amendments last week we heard from the committee members and we decided to put the Charter amendments oh it's not on okay all right next is comments by the mayor please

To begin with, you may have noticed that on the agenda tonight is not the legislation to allow me to sign an agreement with a with bond console and I wanted to talk about that just for a minute after taking input from others and giving thoughtful consideration I'm recommending that we slow down the process of bringing the bond issue for the new fire station and village hall to the ballot I believe it will give us a better chance to get the community aligned behind it and and not distract the voters to support both the school levy and bond issue at the same time. We'll look to place this issue on the ballot in May of 2027. We're looking into what that would require. And we'll be talking about this further. It will enable all of us on this day as to be more directly involved with that process. WE HAVE A VERY BUSY COUPLE OF WEEKS IN ORANGE VILLAGE.

CAN WE HAVE A CONVERSATION ABOUT THAT? I KNOW THESE ARE YOUR MOMENTS, BUT I'M CONCERNED ABOUT THAT. ACTUALLY, I THINK THE DISCUSSION LAST WEEK YOU PROBABLY THINK I WASN'T IN FAVOR OF IT. I ACTUALLY AM VERY MUCH IN FAVOR. I believe that our safety forces need the new and renovated buildings. I do believe that better communication is needed. And to that end, I believe that a resolution to seek a grant funding or whatever we need for someone to help with communications would be essential and I think very helpful. My understanding is that issues such as this have a better likelihood of passage if they're on the November ballot versus the May ballot. I do not believe that our bond issue would affect in any way the school's bond issue. And frankly, that's not our concern. Our concern is our bond issue. The school will deal with their bond issue. And if I'm really being frank, they've had a lot of levies that I don't think they really need and they always pass. So I really think the school is going to be fine. I don't think it's an issue. On the other hand, when you tour the facilities that our safety forces are using and are cramped into, that's a problem and it needs to be addressed. i do however believe that we need better communication amongst not only ourselves everybody up here so that we're all on the same page but essentially with are the residents of our village of our community and i do believe that educating our residents about the current status of the building will be extremely helpful in getting a bond issue passed and supported understand that during last week's meeting we had one resident come who said basically it's never going to pass you don't have my support paraphrasing but that was essentially the message that was one person there are many many many people who will be supportive of this issue many people as long as we take the time to educate them and that we as a body speak as a unified body to get that done so I would request that you reconsider again and that we work together on our communications so that we can educate our voters. I do think it's essentially necessary, and I am very concerned about having it on a May ballot. Again, maybe someone will correct me if I'm wrong, but my understanding was.

Paper shredding is this Friday, June 12th. From 9 AM to noon or when the truck is full and it will be at the service Department. The opening of the orange village dog forest is this Saturday, June 13th, bring your dogs and I think it's going to be a wonderful if the facility that has been created and again. Kudos to the building to the service Department for the hard work that they put in to make this thing happen.

The plans have always indicated that there would be work to occur on the property north of Jackson Road residents, which included both utility work and preparation for the screening mound, fencing, and landscape buffer. that while the work has begun earlier than previously expected, it was necessary to initiate this activity to meet requirements for stormwater management and sanitary connections for the project. As the clearing and grading is taking place now, the buffer and screening construction can be put in place before the actual building construction, which will benefit the neighbors. In this regard, I have corresponded and spoken with some of the residents and also been in contact with the developer to promote the best outcome for all concerned. The development was approved both through referendum and the plans by the Planning Commission, which included conformance with the village's tree preservation ordinance. The developer will be adding in new shade trees and has been directed to add trees where they can be located to increase the canopy. I have the assurances by the builder that the tree preservation plan is being followed and enhanced. Included in the tree preservation ordinance is the monitoring of the tree removal, which is managed by the village arborist through Davy Tree Service. Furthermore, the construction of the buffer will be able to begin as soon as practicable with trees landscaping to be installed this fall. I have suggested placement of screen fence early to help mitigate the impact of the work. As we're approaching America's 250th, I want to remind everyone of our commitment to producing 250 acts of kindness. All we need to do is take some time to do something for someone else and then let the kindness USA know. I try to do something that will make someone's life better every day. I hope all Orange residents will join me in this effort. I received a notification just maybe an hour and a half ago that Councilwoman Stacey Edelman-Vincent is the recipient of national recognition from the National Schools Public Relations Association, with awards to be presented at their convention in New Orleans this July. Awards for the Orange Schools include one for Excellence in the Wall Calendar, Award of Merit for Annual Report, Photo My Hero, Video Lettuce Create, spelled lettuce as in the vegetable. And two honorable mention photos. This girl is on fire and video. IP, did you know? So congratulations to our Stacey Edelman Vincent. And that concludes my remarks.

For my comments, I just am so honored to have been assigned to the Parks and Recs Committee, and I want to thank all of the members that did so much hard work at creating something that the village could use for the new dog forest. We had some problems that hopefully are addressed with dogs off leashes, which are not allowed on the village path. to everybody but this is an area that's a naturalized area where dogs can run off leash our committee members worked so hard over the past whole past year at creating something that we were able to have the service department build out and we thank the service department tremendously for all of their expertise and work on that it's looking unbelievably great Also, I want to mention that I want to thank Mr. Boyle for taking on a project for our committee. last week we didn't excuse ryan because it was a special meeting and um not because we didn't hear from you but um because it was a special meeting and i did hear from you but for for the time being until we do change our rules if we're going to change them and that'll be discussed when we start coming to us from Mr. Boyle. During special meetings, there is no need to excuse anybody, just from council meetings, until we resolve if we're even having special meetings. Thank you. And thank you, Mayor, for your very unexpected, I found out earlier that you're going to say something, but very kind comments. I'm going to pass the spotlight on to others because it's our extended community that I'm so grateful to for letting me share their orange stories and tell their orange stories. So thank you to everybody who's allowed me to do that. I am grateful that we're moving forward with a collective bargaining agreement and just want to take another opportunity to thank all of our first responders, leaders, and officers alike for all you do every day and night for Orange Village and our residents. I look forward to continued collaboration in the future. To let you all know, it was alluded to earlier, but the school board made things official Monday night when they voted to place a five mill operating levy on the November ballot. The levy would cost property owners $175 per year for each $100,000 of property valuation. Fact sheet regarding the levy is now available on the school website at orangeschools.org slash levy. Hopefully we can link that information to our website as well so our residents can have easy access to it to be better informed. The mayor mentioned about Full of Love Orchestra. So, first of all, I do want to, just because you mentioned about excusing people, I think that, I mean, you're allowed to have up to three, it's three unexcused absences?

Insecutive. Insecutive? Unexcused.

Unexcused. So here's what I'll say. That's a... bar that I think somebody does not I understand we don't need to excuse for special means as long as they're special meetings but regular meetings if somebody doesn't contact you and say what their issue is I don't should excuse people just on time it's not going to make a difference in the scheme of anything I appreciate the comment that's just my thought on my next thing as far as also the sir the these for our first responders I think it's it's upsetting to me that all these years have gone by trying to get action on it I just it's okay I felt like we had a plan in order even though I didn't like the way we came to the plan I felt like okay let's make it happen And so it's disappointing to me that we're not trying to push forward. I understand the communication problem, and that's really what it comes down to is a huge communication problem. And if there was a way to let everyone know, I mean, I think that the chief was, he very generously said, hey, come by any day of the week, then we'll show you what our need is. And I think if we can express to the community that they're the they can come and see what the issue is and we can, you know. I think it's really important. I think that for us to rely on these people for our our health and safety and so we should offer them what they need to work properly and comfortably, frankly.

I also want to move on to, and this goes to a communication thing as well, I think that we should have something in place that people should know about any kind of construction happening around them. So yes, Orange Tree knew that the people on Jackson knew that there was going to be this development, but I don't think it was ever made really clear what that would look like to them. be nice if when there's a big project like this and I think there was something similar happened with the lakes of orange that people suddenly areas that they thought in their backyards that were going to be reserved suddenly the trees are gone I think it'd be nice when there are people who are directly affected that they get a notice hey we're going to show you how it affects you This is what it's gonna look like in your backyard. And honestly, I think that this should be on a small scale too, as somebody who looked out my back window this winter and suddenly saw a fence going up on property that I thought was mine. proper place. I just lived there 19 years and didn't know that that's where my property ended. But it would have been nice if somebody sent me a postcard and said, Hey, we're putting up a fence just so I wouldn't be shocked about some guys in my yard putting up a fence. but that's just that's on the small level the individual like offense but I think on a larger level it would have really helped tree because I will tell you that the orange the whatsapp group chat looking at the backyards and finding their forest is clear-cut and there and you see it next to their play yard for their small children just shocked and they feel like it's a safety issue and I think that their concerns earlier but at least now let's validate their concerns and then to quickly make the situation safer for their family Okay, so that's that. Then I want to talk about, change the subject, e-bikes. There's been, I know there was a little conversation about e-bikes previously. There was, I've heard a number of people complaining about groups of young, like maybe 14-year-olds or something, young teens riding around on the sidewalks or whatever the trails on their e-bikes, and at least one gentleman was hit by an e-bike. I know he put in a police report, and I know that the... did come back and apologize, but I do think that we need to come up with some sort of a plan to make it safer.

It is an issue, and the police department is making recommendations.

I can just real quick, if I can interrupt. Both the chief and Steve Byron and I have been talking about this for some time. Steve Byron has a memo coming to me this week We'll get the latest that will describe to us what we're able to do relative to exercising control and imposing some control on operation of e-bikes in Orange Village.

Kim. So first of all, I stand corrected. I think May may be better. But I just did a quick Google because I had been told the incorrect thing. But anyway, maybe Google on one day says one thing on one day or another. But maybe you can look into that or somebody can look into that because that seems to be, you know, something important to look into. Okay. November Grok says November I've seen them both so I just think somebody should look into this because I think that's pretty important um but nevertheless I spoke my mind on that you know I you know anyway um with respect to uh the chief saying, come and we'll show you around and you'll see the need, and I think that is important. But I also think that we need to recognize that people are very busy. I'm not excusing it, I'm just saying this is the world we live in, and we can bring that to them by making some videos. Let's proactively make some videos so that we can show our community that this is what our facilities look like. so that they can see that there's a need. Again, I'm not a marketing person, but that's just one example that I came up with. I guarantee somebody who knows marketing could come up with a lot more. An award-winning marketing person. There you go. My point is that we need to bring that education to people.

I authorized our resident videographer. Lieutenant at well to purchase a gimbal for hit the camera and we're going to create orange village the video. It will be a tour of the of the police and fire stations.

I think that's what we need to do. And I do think we need to remember that people's attention spans, they're not going to sit there and watch a long video. Yeah, keep them short. And have more than one, but keep them short. Okay, and maybe you'll have a committee or something that talks about what we can do to educate our people, because I think that's very important.

As I said, I do believe that when we educate our residents, they will be supportive of this. I do think it's necessary. Okay. On the Jackson Road issue, I agree it's problematic, and this actually goes to what you raised earlier. If the developer is running early, these people on Jackson Road were told that the trees would be cut down next year. Here we are in June, they were caught off guard. It would not have been a horrible thing for the developer to contact them and say, hey, we're running early here. This is what's gonna happen. Let me show you what we're doing about it. And in the meantime, I've seen the backyards, I walked by them. I don't think it would be a horrible thing to say we would like some of that orange construction fencing, just something to make sure that these people's kids stay out of there because they absolutely clear cut. clear-cut and my understanding of the progress of the of the the site was that there was going to be a buffer and they just clear-cut so I'm not thrilled at all with Pulte and good luck to whatever they come with plant to planning and zoning for for the next month or so because I'm not happy with them at all I think that their lack of communication and their lack of caring for the neighbors around them is really showing and pathetic and I do think that something should be said okay on a more positive note the Kiwanis rummage sale is coming up the Kiwanis does a lot for our community this year they've done a number of projects including new bandstands you know for the kids in plant band to hold the music that's just one thing there are dozens and dozens and dozens of projects that Kiwanis does with the money raised from the rummage sale to help the kids in our community This year, I will say we are very low on donations. So I'm asking you, go to your closets, dig around, find some stuff that has, you know, is going to have value to other people that your family hasn't even looked at in a year anyway. You won't miss it. And please donate those things because all of those donations do add up and do make for money that can be used to the benefit of kids in our community and frankly, in other places as well. Did you want to add to that?

Just want to say, because we've got this yard sale coming up, it's a great thing once you do your yard sale. If you've got extra stuff, that's the perfect time to donate it.

So after the after your yard sales over, whatever doesn't sell, bring it the following Monday night and get it out of your house. And and they'll be Kiwanis would be happy to take it. I want to thank our police department, Eric and Joyce, for doing the self-defense class. It was well-attended, well-appreciated. It was a very good program. I know that it was aimed at college-age girls. And in fact, we had two significantly older participants who fudged their way in saying they were college age because they wanted to participate so much, which is totally fine, but goes to the point that there are other age groups that are interested in self-defense classes as well. I think that it's something that we should look at providing. I think it's a low-cost item that, again, helps. Also, these are, again, the things that we do to support our community and then they'll do to support us. I think that's a good thing. That's it. Thank you, Kim. Thank you.

I would like to publicly thank the mayor for his comments about the the safety levy I think from my perspective in hearing the comments from my colleagues I don't think anyone disagrees with the concept that we need to make sure that our safety forces are appropriately housed taken care of and that their facilities are up to the level that they should be The issue that we have to face is that, as you said, Kim, there is a marketing piece to this. And those of us who have worked on levies, whether they're school levies or issue 32, the shoe leather that goes into getting a levy pad, we would be going to the people and asking them for a significant amount of money. And to do that is more than just websites and things like that. It's shoe leather. And you've got to be out there, and you've got to be organized, and you've got to have boots on the ground, as they say. And my concern was that we weren't where we needed to be. doesn't mean that we don't support it or that it won't be something that will be forthcoming. And I pledged to Judd when I talked to him, I said, I'm 100% on board with this. I think this is the right play. We just have to make sure that we are moving forward in a comprehensive and methodical manner to make sure that our residents know what they're being asked for and why this is essential to our community and the longevity of it. And that, in my mind, is something that I give the mayor a lot of credit for, for taking a step and saying, hey, let's take this. And I'm hopefully one of the first people to say, if you're setting up a committee, Mayor, put me on it. I would love to serve and be a part of that in whatever capacity you would like. Because I do think it's something that's important, and I think it's something that we will, once we get our message out there, we'll undoubtedly be successful. um the schools obviously play a role but it wasn't the paramount role certainly in my conversations um and i do take at least some level of exception to that i don't think the schools have had an increase in the levy i think the last time the cicadas were here was the last time we did that i think it's every 15 years You know, and the orange schools are different. They we do the seniors. We do the the we ours or we do rack out of levy and lots of other communities don't do that. And so our levies are a little bit different. But I don't think and Stacey, you would know better than I that we have 2011 was last one. So all right. Cicadas are 16. We're 15. So I'm a year off. And so I don't think we're inundated with school levies and I will reiterate the concept here that When we were here for the candidates matter for the for the for the Was what should be the relationship between the schools and the levy or between the schools in the city and my answer was then and will continue to be their success is our success and we can work collaboratively and that's what we should do and I think that that's an important piece of where we are so I thank you mayor for your leadership on this issue and pledge my support and availability to it the e-bike thing scares the daylights out of me because they're all over the place here and I know Steve you're gonna do some legwork on this lots of cities have addressed this I saw the same thing I don't know who mentioned somebody got knocked over by one I mean, I don't know how we're going to deal with it. And, Chief, you've mentioned it a couple times. I mean, it's not going to be easy, but I think we can craft something that will be helpful to all of us. And the last thing is, Mayor, thank you for your comments on Pride Month. It is something that is, of course, important to be welcoming, and I thank you for your comments on that as well. Thank you.

i have uh i have mixed emotions i think kind of going back and forth with things that have been said by everybody tonight about whether or not we should push the uh the uh construction or the the vote for the new uh for the bond issuance and the new um fire station out further uh I guess it's been decided and that's where we are, but I don't know. I need to have more conversation with the mayor and our safety forces to feel better about it. But right now I'm a little, you can't, you don't start construction, you don't go through this process quickly. So we push ourselves out quite a bit by doing this. And I don't know if that's I guess we'll all continue to find a way. It's not I don't think it's an emergency, but, you know, it's not ideal. But anyways, I need to learn more about where we are and kind of where everybody left off last week. Um, the other thing with the e-bikes, in my opinion, you, we shouldn't even, they should not be allowed. Uh, maybe we can allow for like medical purposes or if you have a doctor's note, but I mean, it's, I think it's incredibly unsafe to be able to use them on our sidewalks. I can't take a mountain bike in the Metro parks on certain paths. They're very strict about it. Um, you are only allowed to use a mountain bike in certain locations, uh, throughout the entire Metro park system. Um, so for us to put limitations on who's able to use these e-bikes on our streets, I don't think is, is a crazy thing to do. I think they're, I don't think anybody should use them unless they absolutely have to.

Actually, perhaps again, going back to communication, maybe we need to do education more of our parents because these are kids and they have parents and the parents are allowing them to have these bikes and use them. Maybe we need to be educating the parents as well.

That's a great idea. So for the next newsletter, Kim, maybe I loved when you said the liability issue is huge for parents. And you can speak to that because you're a lawyer. I think if you wanted to write something up for the newsletter.

I'm going to reinforce that they should peddle. And you can reinforce that they're taking out a lot of legal liability. OK.

all right so not the knowledge that i have is is related to a representation of a client so i'm i'm going to have to um decline the invitation i do however think that it's probably readily available uh research that probably steve or jim i feel i just i i would not want to risk sharing information that I'm not at liberty to risk.

The council member that was sponsoring it in the community that I work, she sponsored it, interestingly enough, in November. saying hey it's coming up on Christmas and they're gonna get and I want these these parents to know that if they if they you know if their kids are right with a we can seize them or what I mean it was and I think it did and they did a lot of outreach which I thought was really helpful but yeah it's probably look into whether insurance carriers would care it would cover that under your homeowners liability yeah if it should be covered with answer that because in essence they're third

and would you like to put your heads together and come up with something i'll send i'll send steve i'll send you everything i have i have a huge file invest in that because we've been you may recall a couple of weeks ago i put out in the e-newsletter an article on e-bikes and why we really need to address this and steve is going to be getting back to me with a memo on this our challenge isn't you know we can restrict them it's what will we be allowed to restrict them by under the ohio revised code and we needed to have some research as to what might be allowed and there's to your point kim there is an incredible amount of education that has to be shared and particularly with parents because they're They're the ones that are the enablers here. They're delivering a device to a young person that can be potentially lethal, and particularly some of the Type 3 bikes that can go. I saw one the other day in Mayfield Heights that I thought was a Harley Davidson. It was an electric bike.

Another challenge we have to face, too, is that a lot of these, not a lot, but some of these don't come from our community. They come from people outside of our community that bring them into our community and use our trails to ride them. Absolutely, 100%. I'm just saying we have to be aware of that, that just communicating it via our newsletters is not enough because we have to put it out there.

Well, actually, we've talked about partnering with our school system. I think that once we have this information developed, I think that just as we sometimes share their information, we would ask that the school send out that information to all of the parents, because that's a great way to hit the parents.

Considering this exact same thing right now, too, so.

I just forgot. Just like we just had the safety... for college women. Do we have CPR lessons available to the residents? Yes.

I had asked for first aid, stop the bleed, including CPR to be set up. And the fire department was supposed to set it up through, I think it was through university hospitals. And the problem was is that university hospitals, frankly, just could not provide dates that were working for our community. In fact, I think they did it on, it was either Rosh Hashanah or Yom Kippur, which was not helpful at all. So I do think that, you know, my interest was not in getting people certified as much, I mean, I don't really care if I have certification, as much as sort of educating people so that they could do the actions that are necessary. So maybe we can have the fire department do a training for us without university hospitals who apparently are very booked up and hard to get at a decent time.
