Thank you. Before we get started, I'd like to read a statement. Good evening, council members, staff, and members of the public. Before we continue with tonight's meeting, I want to take a moment to address something that is critical to the integrity of the this council and the trust of our community. Decorum, professionalism, and adherence to Robert's rules of order. Public meetings are designed to allow discussion, debate, and disagreement. In fact, differing opinions are healthy and necessary in government. But there is a clear difference between debating issues and attacking people. Robert's rules of order exist for a reason. It provides a structure that allows every voice to be heard fairly while maintaining order and respect. These rules are not meant to silence anyone. They are meant to protect the meeting from becoming disorderly, personal, or unproductive. When discussions shift from policy to personal attacks, everyone loses. The council loses focus. the public loses confidence and the important business of serving our residents gets overshadowed by conflict and division. We must remember that disagreement does not give anyone permission to insult, intimidate or demean another person. Whether comments come from the dis or from the audience, we all share a responsibility to conduct ourselves with civility and respect. As elected officials and engaged citizens, we should model the behavior we want our community to reflect. Listen before reacting. Address ideas, not individuals. Respect differing viewpoints. Allow others to speak without interruption. Follow proper procedure through the chair. And according to Robert's rules, the purpose of these meetings is not to win against one another. The purpose is to work together, even when we disagree, to make decisions that benefit the community as a whole. I would respectfully ask everyone here tonight,

Number two, presentations and proclamations. 2A, curb appeal awards, Q1, 2026. Joe Ruiz. Good evening, mayor, city council, u respected members of the public, Joe Ruiz, uh development services director today with you all. Uh so today, uh we do have the curb appeal program, uh quarter 1 winners for 2026. And so um curb appeal program, just a quick overview, really staff goes around and we have a poll. We have a group of people who essentially nominate um curb appeal winners and and we vote and and we figure out and we we collect what areas and what um properties, one commercial, one residential is um is deserving of this award because of their upkeep of their properties, the landscaping and and uh just the property maintenance to help keep Arin City beautiful. Um and so in appreciation with this program, uh we do present a certificate of award. uh we do present a $50 gift card uh yard sign is posted on the uh front of their property and then it also is announced on on the city's website. Fortunately, today u we did get confirmation from both of the winners. They are here today. So, uh what I would do council is I'll read off both winners and then it's probably just easier if

Um so with us today on the um commercial side, our commercial winner is Secure Storage located at 981 Club Park Loop. Uh Secure Storage was built in 2023 and has exceptionally maintained their original landscaping site since uh on site since. Uh the building design features a clean, modern appearance, including a metal roof with red accents to match their Shield logo and large windows, which offer a peak into the first and second floor storage areas and their signature red doors. Uh preserved mature trees are accompanied by newer plantings of palms in the perimeter landscaping uh that frames the site. A variety of drought tolerant grasses are key to their parking area landscape design uh with few crepe myrtles beginning to come back to life and spring inches towards the summer. So today we want to thank you secure storage for keeping our city beautiful. Um, our residential winners, um, Derek and Holly Garcia, located at 757 East Wisconsin Avenue. Uh, this modern stucco home was built in 2006, nestled among old growth trees. Uh, the warm green walls with decorative tan banding provide a cozy, tucked away appearance from the street. The front of the home features a variety of plants, including dusty purple shrubs and several varieties of tropical plants in vibrant greens and yellows. On the front fence, a series of jasmine plants are recovering from our record code snaps while the well-maintained lawn thrives. So today, we thank you Derek and Holly Garcia for keeping our city beautiful. So council, if you can kind of if you come down, um I will move the podium to the side for you all to take a picture with the winners and I will give them their gift bags.

The City of Orange City, Florida proclamation. Whereas the men and women of law enforcement agencies throughout our nation serve with courage, integrity, and dedication to protect the lives, property, and cons and constitutional rights of all citizens. And whereas law enforcement officers work tirelessly each day to preserve public safety, maintain order, prevent crime, and strengthen the quality of life within our communities. And whereas these dedicated professionals often place themselves in harm's way and make tremendous personal sacrifices in the performance of their duties. And whereas it is fitting and proper that we recognize the service and commitment of all federal, state, county, and municipal law enforcement personnel and honor those officers who have lost their lives in the line of duty. And whereas National Law Enforcement Week provides an opportunity for residents to express their gratitude and appreciation for the invaluable contributions law enforcement officers make to our community each and every

Good evening, Delin Moore, finance director. Tonight is the citizen budget input session for fiscal year 202627. The purpose of this session is to encourage public engagement in the budget process to hear directly from the citizens uh of the community on what they think should be the priorities in the budget to gather different perspectives on community needs and concerns and service expectations from the citizens and to promote transparency in the budget process. And before I turn it back over to uh you, madame mayor, I'd like to just recap the budget schedule for those in audience today. Uh so during your next three council meetings, your individual departments are going to give department presentations where they'll have an opportunity to share with you some of the budget needs that they have uh presented in their draft budget to the city manager. Then on Tuesday, July 14th, you'll receive a budget overview presentation. It'll be relatively in depth to kind of give you an idea of where we are fiscally and uh how the Avalor revenue uh projections are coming in all that good stuff. Then on July 28th, city council will be asked to set the proposed millage rate, which will be the highest millage rate that could be levied uh as part of the 2026 tax year. On August 17th, there's a budget workshop scheduled. Then on Wednesday, September 9th, city council will be asked to set the uh tenative military and the budget at the first public hearing. And then the second public hearing will be held on Wednesday, September 23rd. So that concludes my presentation. I'll turn it back over to you. I'll sit over here and take notes and

I haven't seen the budget, but I do want to know since I am part hardly interested in youth. uh they are our future and I would like to see something in the budget for our youth. We we are not going to be here always and we need to start training and having things within our community uh for the youth. So I would like to see something like that be in the budget. Thank you.

I just came over from the Valuchia County School Board to as I uh presented last two weeks ago, I think it was about um the uh Helen Thompson um her her house on Levit Avenue. Um, I just presented to the school board a proposal about uh naming now that the Orange City School is now just a flat dirt field and they're going to be making a ball field uh or some kind of playfield there, a proposal of uh naming it after her and in her honor considering that she was on the school board at the time. So, I just wanted to give you an update. Uh, you can watch the proposal. I think they're going to upload it on YouTube. It started at about 6 pm is when they let me speak or 6:01 whatever. So, I just wanted to let everybody in Orange City and the council know that uh the the school board is aware of it and um if if anybody in Orange City has any other ideas of what they want to name the field, if they if they don't think Helen is is a good candidate, I personally believe she's a good candidate and have made a very good argument on why she's a good candidate. They're welcome as well to to give their input. Thank you.

This is an ordinance of the city council of the city of Orange City, Florida, amending the introduction future land use element, transportation element, housing element, conservation element, recreation and open space element, public schools facilities element, capital improvements element, intergovernmental coordination element, sanitary sewer, solid waste, storm water management, portable water and natural groundwater recharge element, property rights element, element administration and interpretation definitions and the official map series of the comprehensive plan in accordance with the evaluation appraisal requirements of the Florida statutes chapter 163 repealing all ordinances or parts of ordinances in conflict here with providing severability and providing for an effective date. Madame Mayor, that was the second reading of ordinance 696.

Thank you, mayor. Good evening um council and members of the public and Paul thank you for having to read that into the record and not myself so I do not envy you and I appreciate that. Um so today before you is ordinance number 696 uh for second and final reading. Uh so it has been some time since this first came before you all. Um I will try to to to be brief and kind of summarize everything um as there were some changes since the first time which we anticipated. Um but it really was was received pretty well throughout at the state level and also at the Valuchia County Growth Management Commission level. Um so therefore um ch changes were minor and and very very few. Uh so just to kind of summarize our presentation here, we have the amendment process and timeline. Uh the amendment summary, the state review and the changes that we made um our 2050 projected population and and the next steps after today. Um so with this here um the earbased amendments so evaluation and appraisal report really is just a a post check on our uh comprehensive plan that the state requires that we do every seven years. Um and so with that we've as we know uh legislation continues to change. There's new bills that came out this year. Um our city attorney kind of mentioned at the last meeting that there's things that do affect our office and our city. Um and essentially what we've done is working with our consultant Inspire. uh we've gone through and and and evaluated our comprehensive plan, seen where it's at. Um I presented to you originally and and essentially it was in a good place and and in a good state. Um and so today um as I present to you, we are still in a good state. Um the updates that we did make uh we had to update our planning horizons since um there has to be a 10 two 10-year planning horizons. Um so when we first started the process in uh 2025, 20 years was 2045. uh when we sent it out to the state um they did come

back and kick it back because now in 2026 it's a 19-year uh right window. So what we ended up doing is um we extended it out to 2050. We said you know what we we'll we'll take it out a little further. Um you know we don't anticipate this is going going to affect us much other than we're just planning a little a little further out. Um and also we updated our future land use map series um in the process from first year into second year. Uh so just some timeline and just uh some recap. So the process really started in December 16th of 2024. Um it's gone through the proper hearings and discussions. Um we uh transmitted since November 12th when you all approved it and approved the transmitt in in 2025. Uh the Valuchia County Growth Management Commission issued a consistency certification on December 22nd. So that's a check and a plus. Uh and then Florida Commerce provided us with their report on January 16th which we've been addressing since and and have that complete today to bring to you all um at this hearing and uh we are also still in compliance with the 180day adoption that they require. Uh so just the amendment summary what has changed uh from uh November to now. So, as mentioned, our planning horizon, we took it from 20 um 45 what we were proposing and we bumped it up to 2050 from our original uh 2035. So, that's in compliance. We updated the uh names of the uh states name now is Department of Commerce or Florida Commerce. Uh Florida statute references which we had already taken care of section 163. Um there were some changes through that since our last year and so that's been updated and then we went through and we updated definitions as is provided in the summary that was given in the packet. Um so really uh big ticket items the 2050 and then uh here are the maps that

we have updated. Some were updated some are brand new. um working with our consultant, uh we we we made sure that um our maps included everything that we needed and then uh updated some some maps that we didn't have and and we included in there. Um if you all recall um the planning commission had requested that u the subject to sewer map be updated and included. Um staff did not recommend that at the time for the fact that subject to sewer is a moving target. um and and utilities is working on updating that plan and then but however uh they did recommend that we add the CRA boundary map um which is still active and will be active um till 203 I believe. Um and it is referenced in our comp plan. So we we did think that was a good idea to include in there. Um so here are just some items that we had updated uh from the first hearing which is preeemptions that we have received and some policies we included. So just really a recap, uh we added language for substations, floating solar facilities, and resiliency facilities um to make sure we were compliant with state statutes. Um we updated for financial feasibility. Uh the state has removed financial fe feasibility requirements. Um and so we had to change language wherever that was stated. Um and then also septic to sewer. Um, so there was um some feedback and comments from the state and Florida Department of Environmental Protection, which I'll mention in a second. So upon the state review and and their comments, um, we transmitted in November. Um, the state had the the the review period to review that. I believe it was 60 days. And so they got back to us on January 16th. Um, and really it it was a short report, right? We there's there's it could have been a lot worse. Uh we received one objection which was the horizon year. So we fixed that. Um and we we also updated our data analysis

uh with that. And then um there were two comments which really were just recommendations. Um so as you remember last meeting I brought to you the CIP update. Uh that was one of their comments. So I make sure I said let me take advantage and get that done so that I check that box. Um make the state happy. Uh so that was done. Um and and hopefully next uh the next item will be approved and that'll be adopted. And then additionally was septic to sewer information. So Robert Lawler, our utilities director, um got us a list of reports. He was already working with FDP on the on the state uh revolving fund information and and updating the subject to sewer. Um so we were able to get them the projects um that uh that they were requesting uh be included in the in the comprehensive plan and in our analysis. So we check that box. Uh so just updates with the 2050 projected population. Um originally our projected for permanent and seasonal was 19,956. Uh with the change to 2050, uh that takes us to 20,640. So about approximately 700 um resident uh population change within the five-year difference. um what does that do to um how we can adequately um support and receive those new residents? Uh well, in the analysis there is a um state accepted methodology um that has to be done and and the state has to accept the the math and the projections uh that our consultant um proposes. So staff does not have those capabilities. However, consultant does. Um, a lot of that has to do with statistical data, demographic data through the state. Um, so really they take the state's information, they they they put it all into into projections and into calculations and they they bring it back so that we can present it

to the state and go based on your data, here we are, right? Um, so um, we have approximately 6,800 um, dwelling units based on the American Community Survey um, from 2024. for and I've got the numbers here really quick. So, uh, based on the survey, um, comm American community survey 2023, 6,961 existing housing units, um, are in our city today. uh with the TW 2025 land use needs and the projections uh our consultant came up saying stating that we needed an additional 1,822 uh housing units by 2050. Uh the great thing is is that based on our current allocations for uh residential land uses um we have almost 5, um 200 units that we can accommodate u from now to 2050. So that we check that box we can accommodate the 20,000 plus uh residents that is anticipated by uh 2050 and also uh when we look at um resident or non-residential we're in a good shape. We have a decent amount of non-residential currently um fortunately many people come to our city to shop and and to do those things and we also have adequate land uh allocated for future development for industrial and commercial lands. Uh so our next steps um after adoption um if the city council adopts today uh we will send the revised amendment to the state within 10 days as is required. There's an effective period of 45 days if someone were to challenge to the state um our our adopted uh comprehensive plan and then um post that we also then have to update our land development code within a year uh for

anything that affects it within our comp plan. So, um it'll have a trickle effect. You'll see us back here uh with land development code changes um in accordance with our comprehensive plan amendments. So, uh today our staff's recommendation um and hopefully this will take us for another five and a half years. Well, we won't have to bring this back. Um staff recommends the city council adopt ordinance number 696 for the earbased amendments to the comprehensive plan with the following actions which is to authorize uh approve adopt and authorize staff to transmit the adopted amendments to Florida uh commerce or Florida Department of Commerce. Good evening, Mayor. Um uh city council members Justin Valley Joe public information officer. Um tonight I'm here to um discuss the good citizenship nominations for the second quarter of 2026. Um, really in a nutshell, the purpose of the good citizenship, sorry, I got move this up. Really, the purpose of the uh good citizen good citizenship award is to um recognize those individuals, groups or couples um who um really demonstrate outstanding volunteer service um and they help continue to make Orange City a great place to live, work, and play. Um so really we have uh our general guidelines and it's it's nominations they can be accepted throughout the year. Uh it can go to individuals, couples, uh groups and organizations um that are all eligible to be nominated. Uh nominees can only win once per calendar year. And nominations are they're reviewed on a quarterly basis which is why I'm here tonight. And the council can uh select as many nominations as they would like as well. They're not limited to just one nomination. Um, and elected officials are not eligible to receive the award. So, our criteria, we look for those individuals who um they demonstrate outstanding volunteer service to Orange City. Uh, they make uh a positive impact on other residents and community members. Uh, they work well with others to uh improve Orange City. Like I said, we're looking for those who they continue to make Orange City a great place to live, work, and play. And they also demonstrate honesty, integrity, um, and service to our community. So, tonight we have two nominations. Uh, we have Sandy Shatz and Denise Daily Dwire.

Miss Sandy uh she founded and operates uh Sherry and Tim House of Hope uh supporting individuals facing medical, mental and financial uh challenges. Um she's organized community food distribution events um and helping serve over 500 families um while coordinating those volunteers. Uh she mentors and supports residents through outreach, fellowship, and faith-based guidance. um she helped residents navigate medical coverage and connect with the needed resources uh for that and she's known for her honesty, compassion, and selfless service to individuals and those families in need. So Denise uh Daily Dwire uh mentors local youth through uh Broadway Dreams Dance, teaching confidence, discipline, teamwork, and respect. uh she's created a safe and inclusive uh and supportive environment for those childrens and families. Uh she regularly provides one-on-one mentorship and guidance to students facing personal challenges. Um through performance and community events, she brings together those students, families um and staff while promoting promoting community um pride as well. uh her leadership and dedication have helped young people build confidence and positive values and strong character as well. So for tonight um really the city council should uh they decide if they would like to select a recipient or both for the good citizenship award uh they will come back to the next uh city council meeting um to receive those awards.

So, the first report is a high overview of some of the meetings. Uh with regard to our fire assessment fee program, we have conducted a number of one-on- ones both yesterday and today. I'll make sure I get a little closer. Oh, take that account. So, no recent update on the uh Landsown sidewalk project. I know it's wrapping up and I believe they they've scheduled a final walkth through um but I just left it yellow. Uh we did receive a recent with regard to the Waste Pro implementation. We're not quite into our first year. We recently had some Facebook complaint about missing yard waste on Montlair. uh that was successfully removed and they went through there this week and it looked like if there were any it did successfully get it picked up the uh citizens request regarding the expanded uh historic district. I did get some information that uh Mr. Victor did get the uh his home registered and we're now processing the application to add it to the local registry which is congratulations and uh we are still pending to meet with uh Mr. Johnson just about the whole uh how we he helped the city get to where we are today with that historic um designation on a number of houses but we do not have a date yet for that. Oh, there it is. Mr. Victor provided proof of being added to the Florida master file listing and the next step is we've received his application for the local registry and it's in process. Sorry, I didn't realize I had that on the second page. I do not have any update yet regarding our PAS grant application that was filed back in October. So, pending notification. Uh, regarding the uh items that came off of the the school, we've received an a a recent email, but we still are waiting for the date that they're their a

contractor is actually going to move those pediments from the the schoolboard property to our public works property and that just is waiting for for a date for that to happen. I attended the Valuchia County elected roundts meeting and some of the items that were covered was an economic uh economics of the Valuchia beaches presentation that will be in your Friday uh communication. There was a brief legislative uh session report update from John Booker with Valuchia County and then Mr. Clint Meechum gave a 2026 hurricane prep presentation. Uh the next meeting for the elected official roundt for the subcommittee for the storm water is May 28th and uh we I will be attending with staff a joint meeting with both Deerry and Valuchia County Sheriff regarding ebike and local possible regulations. And the second meeting for that is tomorrow May 13. Does anybody have any questions for me?
