A public hearing to consider a development plan to construct a 139,605 square foot self storage facility on 2.5 acres of land located at 936 East Holt Boulevard within the industrial IP zoning district. The project is categorically exempt from the requirements of the California Environmental Quality Act pursuant to section fifteen three three two infill developments of the CEQA guidelines. The application introduces no new significant environmental impacts and the application is submitted by Cherry Mao Public Storage and the applicant has requested that the item be continued to the November.

Yes, item C is environmental assessment and specific plan amendment review for file number PSPA 20 five-six. A public hearing to consider an amendment to the South Ontario Logistics Center specific plan to reintroduce 71.6 acres of land into the specific plan area including exhibits and text updates throughout the document to support the change for land located at the Southeast corner of Eucalyptus Avenue and Campus Avenue currently within this this specific plan. Specific plan agricultural overlay zoning district. The environmental impacts of this project were previously reviewed in conjunction with file number PSP19Dash001, the South Ontario Logistics Center specific plan for which an environmental impact report was certified by the city council on 03/01/2022 per the technical memo to the original EIR prepared for the project. This application introduces no new significant environmental impacts.

Yes, thank you Chairman. Item D is environmental assessment and general plan amendment review for file number PGPA 20 five-one. A public hearing to consider updates to the Ontario Plan 2050 policy plan that includes the mobility, safety, environmental resources, and parks and recreation elements and as further described within the agenda. An amend an addendum has been prepared to the Ontario Plan 2050 supplemental environmental impact report that was certified by the city council on 08/16/2022. This application introduces no new significant environmental impacts.

Thank you Mr. Ngo. Good evening chairman and members of the Planning Commission. Tonight we'll be presenting a technical amendment to the Ontario plan 2050 policy plan, which is also the city's general plan. There are no proposed land use changes nor development applications for this application.

Updates related to general plan policies are mobility, safety, environmental resources, and parks and recreation elements. These are the state laws that are driving the technical amendment of the general plan. As a proactive approach, the city will be amending various elements to address the state laws on the slide. Starting from truck planning, environmental, evacuation planning and environmental justice. We'll begin with the mobility element.

Back in September 2024, Gavin Newsom adopted AB 98, which requires cities to evaluate their truck route planning and revise them to avoid sensor receptors such as homes, schools, parks, daycares, hospitals and etcetera. The routes must be clearly mapped, made public and shared with warehouse and fleet operators and the public. The City Of Ontario is located within the warehouse region concentration area, which is required to adopt these changes prior to 01/01/2026. As listed on the slide, you can see the various neighbor cities are also within the WCR. We are required to do this by 01/01/2026 while other cities in California are required to amend their circulation elements before 2028.

Staff's recommendations is to revise the mobility element and trucks exhibit to remove two existing truck route segments. Starting from Philadelphia Street from Grove to Euclid Avenue and Euclid Avenue starting from Mission to I-ten Freeway. During our outreach process, we implemented several outreach initiatives, inputs and surveys. And these are areas where we wanted to focus based on the public input where there was conflicts within neighboring truck routes, homes and schools. In addition, and to comply with existing state mandates AB seven forty seven requires cities to look into their policies and address evacuation planning.

As part of our amendment, we're adding new policies to address more interregional collaboration with our neighboring cities and state agencies, as well providing opportunities for evacuation planning for citizens or residents that don't have access to independent vehicles. Figure M04 shows our existing truck groups networks. Starting with the purple are state or federal designated routes and the orange routes are local city routes. These routes have been with the entire plan since 2010. These revisions show that we're removing the Eclipse Avenue from the truck routes map and as well as Philadelphia Street.

Continuing Ontario was also required to look into existing policies to see if we were confirming with Senate Bill fourteen twenty five requirements. Just like AB 98, we are required to confirm these policies prior to 01/01/2026. These policies that we need to look into are equitable access to open spaces, climate resilience and rewilding opportunities. City staff is confirming that our existing policies do meet these policies and terms of our existing elements such as the parks and recreation element, safety element, environmental resources and community design elements. Again, we're immediately confirming that our existing policies meet state's requirements and there's no further action to be required.

We are also revising the safety element. We're expanding policies to address evacuation, extreme heat and hazard data. We're adding new policies to combat existing policies by adding or acquiring new projects to have new straight structures or other development applications such as extra installation when building new homes or buildings. We're also revising it to add more evacuation policies to be consistent with AB seven forty seven. In addition, we're updating the safety element to incorporate new data from the state.

We're revising our floodplain and Cal Fire maps. In addition, adding the 2023 local hazard mitigation plan and the evacuation assessment as technical appendices to the Ontario plan 2050 policy plan. Together all these updates make sure that Ontario's safety and proactive for our residents. The map shows the existing floodplain maps in the city of Ontario. So our update is revising this map to meet new state laws.

So the changes here show that the Southern Portion Of Ontario is actually less risk to floods due to new infrastructure improvements down in Ontario Ranch. The fire hazard severity zones map shows existing or current, our current plans fire policies and we're updating it to meet Cal Fire's updated policies and data. So there's nothing that's been added to the city of Ontario, but there has been updates to the region at large. In addition, we're also looking into the environmental resources element while addressing SB 1,000 requirements. So state law requires cities to review their policies This map shows our existing EJ areas within the city.

So based on the new criteria from from our Calendly or Screen and census track data, we are recommending to remove Census Track 19.06 from the EJ map as this area has grown in income, median family income as well as in new investments within the area including new parks, new infrastructure and amenities. In addition, the Center Track is within the top 10% of incomes within the city and no longer meets disadvantage criteria, community criteria. And it's important that we address and put our resources in neighborhoods that need them the So the revised map will show where we're proposing the removal of the EJ area within Ontario. This is our Ontario Ranch area. We are revising our parks and recreation element.

It's more of an administrative cleanup where we're including the Ontario Sports Empire to our existing maps. There's no policy changes required or amendments. So this map shows the current parks map and this one shows a revised one showing the Ontario sports empire. During our initiative and the technical amendment, we did commence and started community outreach. It was within the summer where we hosted different types of input practices where we were out in concert in the park, had open houses, joined national night out.

In addition, we also had different social medias campaign using Facebook, Instagram X and Nextdoor where we can reach more residents within our community. And we also provided the opportunity for our residents to participate in the survey, kind of letting us know their input and helping shape our policies moving forward. And with that, this concludes our presentation. So we are recommending that the Planning Commission recommends city council to approve an addendum to the Ontario plan 2,050 supplemental EIR. In addition, recommend city council to adopt the general plan amendment.

Yeah, so there's a variety of ways to help regulate that. Two of those items were ones that you just mentioned. We will sign it that there'll be like limit of weight and it's not a truck route. And there'll be I'm assuming there'll be a campaign with OPD or police department just informing truck people once this gets approved and enforcing that this is not a truck route. And then I'm sure that we'll try and provide displays like the reader board displays, just providing information to the public that this is no longer going to be a truck route.

I think this presentation is pretty straightforward and even more than being straightforward it's nice to see that we're making updates as the city continues to grow and change in various ways. For example down in South Ontario which is no longer considered there was a mention or a comment about it not being so prone to flood because of all of the developments that are being done down there and infrastructure improvements. And then also anytime we can find an opportunity to eliminate a truck ride, think most residents would be pleased with that. So it just shows that staff as a whole is continuously reevaluating and assessing areas of our city where improvements can be made and where we can make concessions for our residents. So with that said, I'd like to make a motion that we recommend to council approval of the addendum to the SEIR and the general plan amendment file number PGPA25-one subject to the resolution and attached conditions of approval.

The members of the commission along with city staff have the opportunity to attend this year's national or California League of Cities conference. It's an annual conference where city officials and different people who play a role in shaping and developing cities get together and talk about new policies and laws. It's definitely educational.

We get a chance to interact with other commissioners. And I have to say that this year's conference was pretty good, pretty well received as most of the presentations focused on some of the disasters that we faced this year throughout California. And we had an opportunity to hear firsthand from some of the cities who were affected and to hear some of the lessons learned and how we can apply those lessons learned to what we do here in this city. And also it provided the staff with an opportunity to really just because we weren't the ones that were necessarily affected just to kind of take their perspective and start looking at how we can be more effective in the event we face similar disasters.

Hi. My name is John Encarnacion. I'm one of the adult services librarians for the Ontario City Library, and I assist with the management and operation of the Lightspeed Makerspace. One of the things I love about working in Lightspeed is seeing all the different creative projects that our patrons are working on. And so one of the things I love seeing was we had a family come in, and they were trying to make a little figurine of a character, Sonic the Hedgehog, for their son, and they were trying to find a model for it. And they were able to find one, but I think it was really cool that, you know, this family was making toys for their, you know, for their kid, you know, without having to go to the store or anything like that. The family used our Prusa three d printer to make the Sonic the Hedgehog toy.
