PUBLIC COMMENTS

The Public Comment portion of the Council/Housing Authority/Ontario Public Financing Authority meeting is limited to 30 minutes. An opportunity for further Public Comment may be given at the end of the meeting. Under provisions of the Brown Act, Council is prohibited from taking action on oral requests. As previously noted -- if you wish to address the Council, fill out one of the blue slips at the rear of the chambers and give it to the City Clerk. To submit written public comments by email, please send your name, the agenda item you are commenting on, and your comments to publiccomments@ontarioca.gov. The public comment submission window opens at the time the agenda is published and remains open until 7:30 a.m. on the day of the meeting. All comments received during this timeframe will be forwarded to the City Council for consideration before action is taken on the matter and will be entered into the record.

AGENDA REVIEW/ANNOUNCEMENTS

The City Manager will go over all updated materials and correspondence received after the Agenda was distributed to ensure Council Members have received them. He will also make any necessary recommendations regarding Agenda modifications or announcements regarding Agenda items to be considered.

A RESOLUTION ADOPTING UPDATES TO THE CITYWIDE FEE SCHEDULE ESTABLISHING AND AMENDING CERTAIN SERVICE AND DEVELOPMENT RELATED FEES FOR CITY SERVICES

That the City Council adopt a Resolution to approve the Fiscal Year 2026-27 Proposed Citywide Fee Schedule Updates (Exhibit A) in order to establish and amend certain charges for services and development related fees for City services. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, ADOPTING UPDATES TO THE CITYWIDE FEE SCHEDULE ESTABLISHING AND AMENDING CERTAIN SERVICE AND DEVELOPMENT-RELATED FEES FOR CITY SERVICES.

A RESOLUTION APPROVING THE FISCAL YEAR 2026-27 THROUGH FISCAL YEAR 2030-31 MEASURE I FIVE-YEAR CAPITAL IMPROVEMENT EXPENDITURE PLAN AND EXPENDITURE STRATEGY

That the City Council adopt a Resolution approving the Fiscal Year 2026-27 through Fiscal Year 2030-31 Measure I Five-Year Capital Improvement Expenditure Plan and Expenditure Strategy. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, ADOPTING THE MEASURE I FIVE-YEAR CAPITAL IMPROVEMENT PLAN FY 2026-27 THROUGH FY 2030-31

That the City Council approve the budget adjustments and recommendations listed in the Fiscal Year 2025-26 Year-End Budget Update Report;

That the City Council and the Housing Authority Board adopt Resolutions establishing the appropriations limit of the City of Ontario for Fiscal Year 2026-27 and approve the operating budget, including the capital improvement program, of the City of Ontario and Ontario Housing Authority for Fiscal Year 2026-27;

That the City Council approve the annual budget of the Ontario Convention Center for Fiscal Year 2026-27;

That the City Council approve the annual budget of the Toyota Arena for Fiscal Year 2026-27;

That the City Council approve the annual budget of the Whispering Lakes Golf Course for Fiscal Year 2026-27;

That the City Council approve the annual budget of the ONT Field for Fiscal Year 2026-27;

That the City Council approve the annual budget of the Sports Fields Management for Fiscal Year 2026-27;

Approve the updated Travel and Expense Policy;

Approve the updated Purchasing Policies and Procedures Manual;

Approve the updated Capital Asset Policy; and

Approve and adopt the Resolution establishing the Escheatment Policy
