No. Move. No. Second.

2:55Speaker 1

Okay. Moved and seconded. So any changes or additions?

3:01Speaker 2

Not for me.

3:02Speaker 1

Hearing none. All those in favor?

3:06 – 3:21Speaker 1

Hey. It's approved. And so now we have the approval of the minutes for February 18 meeting. And do I hear a motion for that, to approve that? I'll ask her.

3:22Speaker 2

So moved. Second.

3:24Speaker 1

Okay. Any comments, additions, changes?

3:29Speaker 2

They look fine to me.

3:32 – 3:48Speaker 1

Yeah. I think they're detailed, so thank you. And so motion carries. We have a few minutes for the last session. Now, this is an opportunity for public comment. Did we receive any comments or

3:51Speaker 6

No comments in writing.

3:59Speaker 1

Any announcements?

4:02 – 4:24Speaker 3

I'll make an announcement. So I am the chief examiner for the commission, and today is actually my last day of employment with the city of Olympia. So by the next civil service commission meeting, human resources will be bringing forward a proposal for a new chief examiner.

4:25Speaker 1

Okay. Wow. Best wishes. Anything else? Any other

4:35 – 4:46Speaker 2

I just wanna say, Nicole, thank you so much for the incredible amount of work you've done for the city. You've really been outstanding. We're gonna miss you, and Lakewood's lucky.

4:46Speaker 3

Thank you. Appreciate that, Reiko. Yeah.

4:48Speaker 1

Thank you, Reiko.

4:49 – 5:01Speaker 3

It's been great working with commission. I appreciate all of your dedicated service. I don't think anyone here has less than ten years on the commission, so it's a lot of time. You guys all deserve a lot of credit.

5:02 – 5:13Speaker 1

Yes. And I'm gonna miss you just because of how, anyway, how you how you allow things to flow for us. So Yeah. Thank you. Thank you.

5:13 – 5:25Speaker 4

And I guess I would have it's been a long time. And to watch you grow and how much you've helped us over the years, it's, you're leaving big shoes to fill.

5:25 – 5:49Speaker 1

Thank you. Yes. That's true. Bittersweet. Okay. So now we go to our business items, and the first one is the approval of the fire assistant chief MSO register. So who will guide us through that? Oh, hold on a second. It's an approval. So do I hear a motion, and then we'll go through the discussion?

5:50Speaker 2

Move to approve.

5:52Speaker 1

So now we're into the discussion phase.

5:56 – 6:27Speaker 3

Yeah. I can talk about this, and then chief can jump in if I missed anything. So the fire assistant chief MSO is a slight reorganization. This rank was previously filled at a captain level, but there was some additional efficiency and organizational structure. So the commission was supportive of elevating it to an assistant chief and assisting us with getting that classification updated previously.

6:28 – 6:53Speaker 3

After that work, this was a recruitment that was posted externally. And so other applicators of external candidates were applying in addition to internal candidates. Overall, there were seven people that applied. Four did not meet the minimum qualifications, so three moved forward to interviews. All three candidates passed those interviews and are on the register.

6:54 – 7:35Speaker 3

One candidate was male, two candidates were female. All three candidates were white Caucasian. Two of the candidates were external, and one of the candidates was internal. The interview panel consisted of fire chief Matt Morris, deputy chief Mark Schreck, acting MSO captain Troy Churchwell, who I believe is retiring soon. Correct. And then OFD firefighter Craig Meyer, and then a community member, Ben Miller Todd. Ben or Ben? It's Ben. Yeah. He's with Thurston County Medic One.

7:38 – 8:06Speaker 3

So these three candidates have successfully passed the interview. They're on the register. The scores rank from 82.1% to 91.45%. And on the register, you can see that the first, the number one ranking candidate has been moved to the background process. They're trying to schedule additional hiring steps Okay. To make the offer.

8:06Speaker 1

And remind us, what does MSO stand for?

8:08Speaker 5

Medical services officer.

8:12Speaker 1

For the record.

8:14Speaker 5

For the record.

8:17Speaker 4

Okay. It'd be noted that there was a misspelling of the

8:22Speaker 6

Yes. I I took the the misspelling. There's actually two of them. It should be Churchwell, not Cherwell.

8:33 – 9:00Speaker 2

So I have a observation and a question. I we were just mentioning how long we've served on this commission, and I can't remember list that where the especially a small list like this where the women outnumbered the men. I'm just noting that. I'm wondering if it's a first ranked candidate, miss Flowers. Is that an internal applicant? No. Okay. No.

9:00Speaker 3

She's currently employed at Lacey Fire.

9:02Speaker 2

Oh, Lacey. Okay. Cool. I don't have any other questions.

9:08 – 9:28Speaker 1

Okay. I think we're ready for the vote. Who all those in favor? Aye. Aye. Okay. Motion passed. And now we are on the next business item of the approval of the entry level police officer registers. So do I hear a motion?

9:31Speaker 1

Second. Okay. Who can start us off presenting that?

9:37 – 10:10Speaker 6

I can walk you through this one. So we had 54 candidates that were invited to the phase one suitability assessment. Wow. 28 candidates have participated and 10 have successfully passed. 10 were invited to an oral interview. One candidate withdrew. Two did not respond to the invitation. Two were unable to make the scheduled date and will be offered another opportunity, and five participated. Four candidates passed the oral interview. Three candidates were male and one candidate was female.

10:10 – 10:32Speaker 6

Two candidates were two or more races. One candidate was Asian Pacific Islander, and one candidate was white Caucasian. The panel consisted of OP Sergeant Eric Henriksen, OPD Officer Alex Watkins, and community member RANT leaders. The scores ranged from 80.29 to 88.17.

10:38Speaker 1

Anything else to add, Shah? No. K. Questions, comments?

10:46Speaker 2

This is looking really good. How many vacancies do we have at this level right now?

10:52Speaker 2

Woah. Woah. K. And and at this point, how many will we be able to move forward simultaneously?

11:02Speaker 5

Hopefully, all five. That 10 is to move all five forward.

11:07Speaker 2

Okay. I don't have any other questions right now.

11:12Speaker 1

Thank you. Oscar?

11:15 – 11:26Speaker 4

No. Other than that, should more names be moved to the higher list, they would be held in directly.

11:28Speaker 5

Yes. Yeah. If they get moved to this eligibility list, they would essentially, my intent would be that they go to backgrounds. We get them approved to go to backgrounds.

11:43Speaker 1

Are we ready for the vote? Yep. All those in favor?

11:50Speaker 1

Okay. Motion passes.

11:55 – 12:25Speaker 1

meeting went quickly. Are there any reports or any other topics? None? Okay. Other than thank you again, Nicole. Yeah. Adventures are good. So Keep telling myself that. Yeah. So, anyway, best wishes, and meeting is adjourned. Thank you.

12:25Speaker 2

Yeah. Nicole, thanks again. Best luck to everything to you and your family, and you.

12:32Speaker 2

Okay. Take care.

12:34Speaker 1

Bye bye. Bye bye.
