So our first item is the approval of the agenda, and, basically, the agenda is the minutes and one business item. Are there any changes to the agenda or or to approve?
Move to approve.
Approve the agenda. Yeah. Okay.
Second. Alright. All those in favor? Aye.
Aye.
K. So we have some minutes from the November 19 meeting. And so do I hear a motion, and then we can have discussions.
So do we hear a motion to approve?
So moved.
K. Thank you, Oscar.
Thank you. So any comments, changes?
I don't have any of those, but I do I'm gonna need to abstain from the vote because I wasn't present.
Okay. Thank you.
Was Rachel on the meeting by Zoom? No. She was not. I noticed it said she wasn't here, but I thought she
I was stuck in a very contentious hearing. I would have rather been at the meeting.
But she was. We just made her up. You're here in spirit. Yes.
I gave her credit.
Okay. So hearing no comments, all those in favor? Aye. Aye. And Ray Goldstein. Now is there any public comment? Did we receive anything? And Terry is it Terry?
Kelly.
Kelly. Sorry. Yeah. Did you say you were in charge today?
Yeah. Nicole's having me kinda run the meeting today, but I'm not in person. So
Okay. So I just wondered if there was any public comment, Gabriela? Nothing was submitted in writing. Is there any attendees? There's someone from the. Oh, okay. Okay. Alrighty. So any announcements? No.
Trying to think. Is there any we just have we have some high level positions being recruited for right now. So the CP and D director, you might notice going around. They changed that job a little bit because they're not filling the assistant city manager role. So some of the duties shifted back to CP and D, from that role.
So that that's now how they're looking to hire, named Megan Development Director. That's a big one. The big one. And shortly after the New Year, we're gonna launch our finance director recruitment. We lost Aaron Miller to City of Fife, I think it is, earlier in the fall. So we've got some e team movement, but I don't think anything specific to these departments. So K. If so, we'll find out later. Yes. Okay.
So the next item in the agenda is the approval of the fire captain register. So let's do the motion first, and then we can have discussions. So motion to approve.
Do you like the notes? Okay. I know that we approve agenda item twenty four one
zero three six. One zero three five.
Second.
And we
have a second. So, who wants to talk to us about this process?
Yeah. I can talk about it. So we had, three internal candidates apply for the position, two, white Caucasian males, one white Caucasian female. They participated in a, written exam, which, was graded by, two OFD members, and then they all three participated in an oral interview and presentation of that exam material. Two of them had passed and were placed on the register, and then one of them failed during the interview process.
And the last page says, paramedic routine. That's their current? No. That that was just a I think I think maybe that updated. We've caught this error. It it's just the wrong it it should be Captain. Fire
Yeah. It it says Fire Captain now. This just is an outdated version.
Yeah. Okay. Sorry about that. No. I understand the confusion. Yeah. That's the only thing I had.
That doesn't doesn't belong there.
It doesn't belong there. It's they're eligible on the captain fire captain register. The label doesn't belong there, but they belong they belong there. The scores are correct. Yes. It was just a recycled, register template that that's what I thought first. So that's fine.
That's a question. I feel like I should know the answer, but how many fire captain positions are there?
Only two.
Two. I think two. And one's the MSO. Right?
MSO. Reclassified.
No. It's going to get reclassified. So yeah. So so this is a position that was a result of the budget reductions. This would be this used to be the assistant chief of support services that was lost in the budget reductions, and we reclassified it to this role to put it in the training division. I shared with most people that, know, you we've hired a lot of new people in this last year, year and a half, and our training division can use additional staffing to to be able to support the needs of the new employees. And so this created a third position in the training division by this kind of reorganization class as a result of the budget reduction. So that's so we've never had a training captain in a fire captain in training before. No. This is the first of it. I was going
say. Thank you. Oh, great. That's good to know.
Is this primarily an administrative job or an actual hands on training lab?
Hands on. It'll be a it's a fire training officer. So it'll be it'll do a mention in work, but also be the lead instructor and and whatever topic is. A big piece of it will be supportive of academy process as well. That's So let me let me say thank you to everyone for flexing and being accommodating for changing the schedule and and moving this to this day.
What this allowed us to do is to get this register finalized so that we can make the promotion to have this person in place before the fire academy starts on January 8. So our new hire academy starts January 8, and to have this person in place at least a week or two prior to that, have an opportunity to kinda get their feet under them for at least for a second before that academy starts full speed was really important. So I truly appreciate it. And
and these candidates are both internal. Right?
Yeah. They're all three were internal.
Okay. All three were internal candidates.
Yeah. Yeah.
Good. Sounds good.
Okay. Are we ready? Yep.
Yep. All
those in favor? Aye.
Aye.
Motion passes. So any reports or other topics? I could think of one other topic. The police department has a lieutenant that is posted external. So we are recruiting for a police lieutenant, and we are planning probably next meeting, I'll have a testing plan for that police lieutenant process.
We have contracted the third party public safety testing to run something called the command skills assessment. Oh. So there's multiple dimensions that will be measured, and and so you can get some information about kinda how we're designing, that test. So, yeah, that's that's pretty significant for the department. I don't know if you remember, but about a year ago, they changed that job you all changed that job description to kinda allow for external applicants, but that is that is new. So Okay. Thank you. Anything else? And then pretty shortly after the New Year, police lieutenant or sorry. Fire lieutenant assessment and a fire battalion chief.
So there's, you know, continue to be a lot
is the door closed to that room?
No. No. Will you close it?
We can hear everybody walking up the stairs. It's really hard to hear you guys.
Just Isn't Technically, open public meeting wise, you should probably create a sign for the door so that when you close it, you indicate it's an open meeting, knock, and feel free to enter.
Good point. We'll do that next time. I feel like we used to do that.
But that that was really loud. That person's shoes were like a hammer. I thought you were in a.
So our schedule for next year will be the third?
Yeah. The third Tuesday of every month. We'll we'll kinda leave it at 08:30. This seems to be working well. Yes. Thank you. And we'll, you know, communicate it for some reason. The third Tuesday is a holiday or it needs to be, you know, moved otherwise. But Okay. It's on the calendar.
Right, Oscar? It will be after I get off. Okay.
So I guess we are ready to adjourn. And so I am returning this meeting.
Thank you. Thank you.
Thank you, folks. Happy holidays.
Happy holidays, and good luck to everybody in the New Year.
Good luck, Kelly. Thank you. Yeah. With the little one. Thank you. Bye. Bye.
