Via Metropolitan Park District board meeting for April 29. We have a quorum, and all of the board members are present. Welcome. The first item of business is approval of the agenda. Is there a motion?

We've had a few people inquire about, the MPD as far as communication goes. They've wanted to know what projects have been accomplished and such, and so I've provided a detailed response with all that information.
Great. Thank you very much. It's good to know that in between the big gaps between these meetings are stuff that happens. So that takes us to item four a, which is the approval of the, minutes from November 19. Is there a motion?

That takes us to the election of the Olympia Metropolitan Park District officers, which I believe are for one year, but I forgot to read that. Am I correct? Okay. So this is an annual election. And so we'll start with the president and then do the vice president. So nominations are now open for the president of the Olympian Metropolitan Park District. Are there any nominations?
Board member Payne. I nominate president Cooper to remain president of the board. Thank you. I'll accept your nomination. Are there any further nominations? Are there any further nominations? Now there's one niche or nuance to this election for you this year because I won't be here to do this election next year. I will be retiring from the city council, so you'll have the honor of serving as president and maybe continuing in that role after you run the election. So k. Great. So that take thank you for that. So that takes us to the appointment of the community advisory member. Let's go to our interim director of Parks, Arts and Recreation and the OMPD, Silvana Neehauser. Tell us what we have.
Yeah. So we have a vacancy on the Metropolitan Parks District Advisory Committee, and we were recruiting for one member from our community. And then CLPS or the Community Livability and Public Safety Committee interviewed along with one of our advisory committee members, and, they landed on Randy Gunderson. And he's got a background in, finance and, seems like he'll be a great fit. So we're excited to bring him on board, pending this appointment.
We also had a vacancy for PRAC. You might remember that the committee is made up of three at large community members and two that are recommended by the Parks and Recreation Advisory Committee, so PRAC. And PRAC had recommended Caroline Miller, who has been a stellar volunteer on the Parks and Rec Advisory Committee.
Great. And that fills all of the seats if we move forward with those nominations?
Yes. That would fill all of the seats that were vacant.
Great. Any discussion or questions? A motion to appoint Randy Gutherson and Carolyn Meloer to the Olympia Metropolitan Park District Advisory Committee would be in order. So moved. Second. And then that takes us to the, 2025 Olympia Metropolitan Parks District Advisory Committee work plan. Let's go back to Silvana.
Great. So, the advisory committee will meet twice this year, and they'll be meeting May 7, and they'll be doing their annual elections as well. And then they'll be reviewing the compliance report that our finance department has provided on the 2024 finances of the Metropolitan Parks District and the voted utility tax funding along with the general fund. All of this goes back to the interlocal agreement that's between the city and the Metropolitan Parks District. So the advisory committee reviews the financial findings and make sure that the city is in compliance with the interlocal agreement.
And then they provide a recommendation to the the board. And so so they'll be doing that. And then we're also going to give them a briefing on the Yum Highway Community Park and Armory Arts Center financing package proposal that we took to finance committee. So we're gonna bring them up to date on that and make sure to answer any questions that they might have or concerns. And then, of course, their routine training.
And then in the fall, they finalize their annual report and prepare a letter to city council and to the board. And then they also take a peek at our upcoming budget for 2026. So very much routine with the exception of sharing a briefing on the debt package.

Silvana, since you brought it up, I just have one question from the NPD perspective around that issuance the city is talking about. Does the NPD need to take any action because we're obligating NPD funds beyond one year for that debt service? Is there a resolution or anything that we need to to adopt to give the city a signal that we're willing to obligate those funds beyond this calendar year?
I don't believe so. We'll bring before city council the debt package and get the authorization for that. But as far as the MPD, it all of the use of the funds is within the interlocal agreement and within the original intent intent of the ballot language. So all of the funds that would be utilized to repay the the debt are going to be right in line with what the city and the interlocal agreement layout. So
The debt service will just become part of the annual budget going to the city. Okay.
Yeah. And we currently have a million dollar payment that we make on acquisition with the ONPD and the VUT voted utility tax funds that helped us to acquire a lot of the acreage that we've done. And so it'll be very similar to that and that you'll see it in the budget, as a repayment.
