I'm Tom Medcaf, an engineering surveyor representing in essence the town of Old Lime, the Old Lime affordable housing uh commission. And um by way of background, the town acquired um a little over 80 acres from the uh McCullik family, I think five or six years ago. And that uh property, it actually has frontage on Whipperwheel Road and frontage on Flat Rock Hill Road. As part of that conveyance, um the McCulliks and the the town wanted to or they did reserve two um two parcels that would eventually be used for open space.

not open space, for for uh affordable housing purposes. Um and then the remainder of the land would uh uh is going to remain as open space with conservation restrictions on it. Um step ahead to today in order to uh uh get viable or get approved lots out there. We need to needed to go through the subdivision uh process. Actually, it's a reubdivision. Um approximately 30 years ago. And if you look on the screen, uh this is I'll get you oriented. This is Flat Rock Hill Road down here. And I I I don't know how I can can switch this over. Has frontage, small frontage over on Whipple Road up here. Again, this is the 80 some odd acres. Uh approximately 38 30 years ago, uh Dave McCullik um divided off two lots, which I'm flipping back and forth here. Um, and those lots were uh reviewed and approved by you folks because there was was some wetlands on it uh for affordable housing purposes. Um, again, step ahead to today, we're proposing two lots. Lot one is a 3.26 acre parcel. Lot two is a uh 3.01 acre parcel. I'm going to switch and and put up a different plan. uh the site development plan which okay this this provides more detail of the two lots. Um we have submitted an application to the uh planning and planning commission for the resubdition of the property. As part of the submission requirements per the subdivision regulations, we uh are
required to forward you a copy of the application and the plans for your review and comment. The reason we didn't file an a an actual application with you is it's just simply a referral is that there are no wetlands on our property and we're not proposing any regulated uh activity in in an upland review area. Now there is uh and I'm pointing here wetlands on an adjacent property and the 100 foot upland review area does uh uh infringe on our property but uh we're not proposing any activities in that area. The activities as you can see is a hypothetical house up here septic system here which is beyond the 100 foot review area. So, um I think and Eric, you can maybe either correct me or or chime in. I believe what we're asking you folks for is your review and comment on it back to the planning commission um with I would hope that it would be something to the effect of we've reviewed um the plan um and we have no jurisdiction, therefore we have no no comment um on the the subdivision. Am I correct in saying that, Eric?
That's pretty much it, Tom. Yep. Okay. So, having said that, I'd be happy to answer any questions that you and and um back up. These houses um are for affordable housing uh purposes. Um the O line uh affordable housing commission I believe will convey the um the lots to um Habitat for Humanity and they will be the ones that will be constructing u houses on the property. So having said that if there's any questions I'd be happy to to answer them or try to answer them.
There's this Tom Mnic. There's no clearing within the 100 foot review area either. Correct. No. Um and and Tom, this um the subdivision process that this is showing a hypothetical house, well, and septic system area. Um okay.
When actual construction starts, I mean I we don't we don't know the exact size of the house, you know, or shape of the house. My gut feeling is these general areas are where the houses are going to go. These general areas are where the septic systems are going to go. I can't imagine they're going to vary that much from it. But um at the time of actual construction, a a site plan will be submitted showing the exact house location, the shape and whatnot and further you know information on the septic system. if you know by chance that varies significantly from this or if it infringes or you know I can't believe they're going to want to do anything in this regulated area but if there is at that time then we would come back to you folks for an approval if that makes sense.
