0:04 – 0:46Speaker 1

Well, we've got a quorum and um I don't think any harm will be done if if uh I'll move to seat. Thank you. Well, you have no well. So, let's pull the order at um 702. There is a regular member absent. Dave has moved to see Tom. Is there a second? Second. Is there any discussion? All in favor say I. I.

0:43 – 1:27Speaker 1

Any opposed? Any abstensions? Okay. Kim, you can hear us. Okay. Yes, I can. Okay. Thank you. All right. So, there's a border in the courthouse. Uh first uh next order business of the election of the board chair. I'll call for nominations for board chair. Anybody? I'll nominate BJ Burnloom. There a second. I'll second that. There any other nominations for the chair? I nominate Andy Russell. Are there any other nominations for the chair?

1:24 – 2:06Speaker 1

Second. Oh, I'm sorry. Is there a second for Andy's nomination? I'll second it. Okay. Any other nominations? 70 folks. [laughter] Okay. Second. So, how do we do it? Shall we just see how many votes each person gets and the one with the most votes wins? Robert. Robert. Right. So, we'll we'll um we'll call for any I don't know that. Well, you're a regular member tonight. Do you have any nominations? No.

2:02 – 2:18Speaker 1

Okay. So, the nominations are closed. Um we'll we'll go around in order and see how many votes there are for each of the three candidates. Can

2:14 – 3:25Speaker 1

I just interject something before vote? Um, something that I've enjoyed about this board finance and I think is very important about all town committees is that once we're elected, we take the R, the V or the Virginia, whatever party we're affiliated with and put it aside and do what's right for the town and in our case for the town and the taxpayers. Um, I think I've had a record of doing that in the town. In fact, there were times that um I was nominated for chair by the chairman of the Democratic Town Committee, Dave Woitt. I think he probably nominated me three times uh to be chair of this board repeatedly. And that cooperation and that looking out for what's best for the town was very evident there. I think the last few years, I think we've all lost a little bit of that. Um and no matter who's elected chair, I mean, that's certainly le on this committee to make sure that we're doing what we feel is right the taxpayers in our town.

3:23Speaker 1

Procedural. Thank you. Uh David nominated Andy and Andy, did you second that? I did. Okay. Make sure I had it right.

3:34 – 4:18Speaker 1

Okay. Before we vote, any other comments then? Um, I I'll call for a vote for me. I was nominated first. All in favor of me, raise your hands. One, two, three. Okay, that's three. Next is Andy. All in favor of Andy, raise your hands. That's two. The next is Candace. All in favor of Candace, raise your hands. You're not going to raise your hand, Candace. I raise it for you. But you can vote again. I think

4:16 – 4:47Speaker 1

Well, I thought that's the way we were doing it. [laughter] I think that's mathematic. This is inappropriate. This is Don't leave people astray. How long have you guys been as long? maybe 15 years and there's been more than one nomination. So I don't know what to do. Yeah. Well, okay. So I have been elected. Congratulations.

4:47 – 5:26Speaker 1

The the next item is the appointment of the board clerk. Um Martha, I assume that Michelle is willing to serve and that you as the first select person think that's an appropriate role for her if we vote her in. It's fine. I just find it interesting. It's in her job description that she's the board clerk. I think it says that she is an the assistant and board clerk to courtify. Yeah, I think we have to vote for it. That say like a given, but it does I think in this

5:24 – 6:04Speaker 1

it has to serve maybe her job description needs to be amended. That sort of thing. That's just her, but yes, she finded that. She I mean I'll nominate Michelle Hayes for click second. I'll second that. Second, the time go away. Any discussion? All in favor say I. I. Any oppose say nay. Any abstensions? She gets the honor. I feel

6:01 – 6:13Speaker 1

she hasn't attended. Okay. So, the the minutes of November 18th,

6:18 – 7:00Speaker 1

I'll entertain motions to approve and then we can discuss changes. I'll move minutes. I can't vote for acceptance of the minutes. Second makes the motion seconds. Are there any um corrections, comments, deletions? I didn't see anything. I've got an extracted or clarified what

6:57 – 7:41Speaker 1

um under financial miss stated the overall the town maintaining current expenditures were October 2020. What page you're on? Um the second page and it said the debt service was reduced by 82 in the general fund. I would like to add because increased in the standard but it was reduced from the general fund just foration. Just for clarification. Did you catch that Candace? By the way transcription of this tomorrow. Yeah. And I need the only amendment so far is to add those four words. Okay.

7:45 – 8:07Speaker 1

Any other comments or corrections? And I'll I'll call for a vote to approve the minutes as amended. All in favor say I. I. Any oppose? Say nay. Any extension? Have amended. Medic are approved in the minute on the 24th.

8:13 – 8:36Speaker 1

I'll move approval of the minutes of November 24th. Second on these. This is kind of after Mrs. and Mrs. Thompson at the bottom there. That's it. Oh, so you caught a third one. I've got two. You got two.

8:34 – 9:19Speaker 1

Yeah. So rather than a comma after Mrs. We'll put a period. And in the beginning of that line, there was discuss. There was a discussion. Put a period after discussion. And up above in the second line, it says Sound View Beach. Let's give Sound View the capital S. Is it two words? It sounded two words. No debate, but it is. Is that is that not correct? Two words in the It is. Okay. So, view view and beach are capitalized. Sound was not

9:16 – 10:19Speaker 1

I don't have I'm just checking. Thank you. [cough] [clears throat] With those changes, I'll call for a vote. All in favor say I. I. Any oppose say nay. Any extensions? And they're approved as punctuated. You see this? Yeah. Okay. Financial reports. the the first the first page I need a bill of carryovers. I'm just curious to carry over for 2223 for the H2O inventory uh has a balance left of $4600. Does that mean that that's that's work that haven't been completed yet?

10:16 – 10:59Speaker 1

Correct. That's um for our for the Barbars. Remind me what that what that is. Is that going around town looking at all of the the fires? The fire wells. And so it's more than just counting them. Somebody has to inspect them and see that they're working. Yes. And then you notice he did complete the money that he had in the 212 year. Now he's working on the 22 23 year. Okay. There's only three years behind determine the depth of them that they were still valid. And then also should there are some of those wells that are on private property and we'll have to get easements for temporary easements.

10:57 – 11:24Speaker 1

Okay. Is there any hope of getting the Sound View property survey done ever? It's been on there for 12 years. I think 12 years. Yeah. Yeah. since I was on the predecessor of the sound view commission. Oh, back in 2122. Yeah, I will talk to Yeah,

11:24 – 12:00Speaker 1

on the next page find something else under I just find under um carrying over from last year uh you know almost I guess two years ago the police needed ballistic vests and ballistic helmets as that would have been a request that we would have been discussing in February of 20 24. We're coming up on two years of that and those are these are you what I was told um are still backorded. Okay.

11:58 – 12:42Speaker 1

And they have been on the back order um because u Matt did um purchase them prior to [clears throat] the end of the year um and I have not seen any ship. Okay. All right. That just things like that. Yeah, that we need and we don't have. But that's certainly a reason. The other thing is sound view signage 2500 bucks. I would have thought that would have been something whatever that is that would have been done for last summer. I think it was ordered. I think it was ordered. Okay. That was requested by Frank. I don't know. Um,

12:39 – 13:17Speaker 1

is given well there other people that have been stepping in to try to figure out some of those things just for Frank. So, I'm sure I'll check in on where they are. You know what happens down there as soon as Well, again, we come in, we bang our fists, we need this, we need that, and then we give them the money and it sits there. Yeah. And we carried it over. There might have been a valid reason to inter back order or something like that, but it hasn't been done yet. And I know they wanted to update it the first the original ones were

13:21 – 13:54Speaker 1

so anything of note for either revenues or expenses. Um the only I think I I put it in the the notes that I didn't when I sent you in the email. Yeah. is you're going to see that revenue is up. Um in last year's the money that was looking for BC offset well they made a gap adjustment the auditors and they only counted 300 and something in last year. So they have 300 [cough] so recognized this year

13:53 – 14:52Speaker 1

right? So it's going to be recognized this year instead of last year. So that's why you'll see that number up in that area. So that was one of the things that you are going to note was 382714. So that was under the intergovernmental. Um the other one is the tax collector up in the office last year, so I mean it probably does have to do with values and not but it's still the collection is up. Um, other than that, everything is pretty much iron. The only thing I did mention out of the other funds is you're going to see the big negatively clean water fund and that's because we just submitted all the paperwork. Everyone was paid and we submitted everything to the state. We should be reimbursed um sometime this month or next month for 82 I think 82,000

14:53 – 15:37Speaker 1

and that reimbursement where does that end up going to it will back into the clean water to wipe off the okay the negative yeah on special revenue funds for the senior center board there's a contribution of 45 000 contribution or grant push that what was it? It's on the first on the second page of the handout friends at the library friends. Sorry. No, wrong people friends.

15:35 – 15:48Speaker 1

Is is that right that the friends gave him $45,000? actually gave them um I want to say one was 2520 and one was 25,000. Wow. Good for them. Mhm.

15:46 – 16:36Speaker 1

I mean the I don't think that the friends have been particularly successful in raising a lot of money in past years. The whole deal was we would build and maintain the facility and the senior center would deal with operations. That's changed significantly. So, it's good to see some other part of the community starting to participate in the in the project in manager of I see on um I don't know what page it is with respect to the two properties that we share with with linewood park reimbursement and senior center reimbursement They seem to be behind, but is that just in the normal course?

16:34 – 17:13Speaker 1

No, we build them quarterly. Yeah, that's it. We build them quarterly. So, we've gotten paid for the first quarter. So, this is probably current ones and then they'll be build again in January. On page six, uh, land use, I know it's legal zoning. Yep. 75% of the budget's been spent. Mhm. Yeah, I saw that. Right. And because we've had poor cases. Yeah. Well, the question is whether they're going to be able to make it the end of the year and what they've got left.

17:12 – 17:42Speaker 1

We kind of have to wait until the end of the year. If they are, if they're going to go over, we can only do it once. We can't you can't determine that because somebody brings suit against us, then we have to go to court. I understand. So we he may go over but he'll probably not go over in planning and inland wetlands legal. So there'll still be enough to cover it over. Okay. And normally balances out. I just wondered if there was something ongoing that

17:39 – 18:21Speaker 1

well there was one ongoing which has been solved but they're working some things out on that one and then there's the other one that I think is also trying to be worked out. So, the two cases I believe are trying to be um handled outside of the courtroom. I'm sorry. Which two cases were I didn't really want to go into just name there's just two courses. One is the 250 Shore Road and then the other one is um I don't think the Mariam Miam and Smith neck road is one is been completely resolved yet.

18:18 – 19:01Speaker 1

Okay. So I I I know there was a superior court decision saying that 256 Shore Road was decided in favor of the applicant. Yeah. But I'm I'm including now that rather than appeal, we're trying to settle them. Right. That's what I hear as of today. Okay. Um it's [clears throat] small numbers page eight. Last line item there electricity again. plan is 75% of the budget and the most current spending is 563. I don't know if any of that's or what?

18:57 – 19:42Speaker 1

Uh Park electricity last line on page eight. Oh, okay. It's locked out. Well, what we spent in October $563 how much was going on there? And then we have soccer and bathrooms. Okay. Everything is running. So yeah, and then it quiets down for November. Okay. Through April, end of March. My my final question on page 14 is for debt service we paid 100% of the principal,

19:42 – 20:34Speaker 1

But not much interest. Well, that is the 82,000 that I made the comment to 82,000 um got taken off the general fund and moved into the senior center expansion money. Um we have three years we had left over like $300,000 from the box. With that, I'm allowed to pay interest for three years. So we've already paid now we've got like one year so we're going to have another almost two years and now they use up the rest of the money and I've already had it approved by the bottom council. So the next next year's budget will only have the interest for the one bond that we have there was the library.

20:32 – 21:17Speaker 1

Um so you'll only see maybe about I think it's 7,000 in interest for next year. uh and we will not be making the second payment as well out of this. So, are these numbers correct or are they moved to another account? In other words, we started out with 167,000 and um we we've only spent 6,400, right? Because approximately 160 will be left at the end of the year in in this account in that account and it'll be being paid out of fund 33. Okay. Anybody else have any questions? Um, back to students.

21:34 – 22:13Speaker 1

Um, I just noted there were a bunch of um funds in park and wreck that are still um haven't been touched. Um what page? Uh page eight in the middle of the page. Contracted services park restroom uh field and facility supplies. There's just a whole bunch of them that nothing has been spent at all. So does it in the spring. All those will be for the spring for the new year. Um but last year we spent them in the spring for this season. So next year

22:16Speaker 1

anybody else? Thank you.

22:27 – 22:43Speaker 1

Next up is other business. Does anybody have any other business? Hearing none, the selected report is up.

22:40 – 24:37Speaker 1

I'll just go over briefly. Um, first let you know we're preparing for budget. Civil Nita and I have budget meetings with every department in town hall um and senior center etc. This week um with a preliminary budget to just review to see where things are. We are going to do our budget workshops again on January 5th, 12th, and 26th where we will invite the board of finance to come in. And if you want to listen, they will most likely be held beginning at 12:30 and um trying to wrap up by 4 because people go home. Um, I have requested that my department heads at a staff meeting earlier that they try to keep an extremely flat budget because we know that the um, school debt service will most likely be up this year. So, they're I think they're doing pretty so far we've met with five departments and they've been doing a pretty good job of keeping things in play. Um, let's see. We went have gone out to bid for three different things in the past month. We went out to bid for plowing for the uh firehouses. Um it had never really been properly bid. Um we had three biders and um Nickerson's did get the bid because uh they were considerably luckier than the other two um vendors. Uh today we opened bids for the gazebo at Sound View. Uh sorry, White Sand Beach. Um they um are being uh evaluated by our engineer for that project tonight and they will be they are few of them are slightly over what we expected. Um but we do think that there's a couple of places where we could shave off a few dollars. So we're going to see what we

24:34 – 26:26Speaker 1

can come in with. Um on that we're also opening the bids for our landscaping for Downtown Woods Park on Friday because um our uh former vendor Dan Jones is retiring officially this year. So they had a meeting down there and they had I think they had four vendors that came that were interested. We've had a number of phone calls as well. Um and then of course you know that we got the cyber grant from the community activity grant and um I've had an initial meeting board of selectment voted to approve that and accept that yesterday at our meeting um I have notified the state that we will be more than happy to take that money um I've had an initial meeting with Aaron from Jacobson who David had the plans from BFC that the initial concept designed we've already reached out to ratic treasures because there was some concerns about curb cuts and things like that. Rhett's told us what he would like. We'll be meeting with the other neighbors going along with the property owners um to let them know what or to ask them what their feelings are the initial plans before we go to make any type of changes. Um and then we'll be meeting with DOT. Um one of the things is that they will have a um grant coordinator work very closely with us so that things are coordinated through DOT as well so that we're not wasting our money trying to come up with something that DOT is going to say no to. So that's that. Um what else about it? It's been pretty.

26:22 – 26:35Speaker 1

We had last month Grassy Hill uh bridge bridgement. So, any update? I mean, if there's none, there's none.

26:31 – 27:14Speaker 1

We have um changed from a permanent easement for Mr. Frampton's property to a temporary easement. Uh they are having trouble reaching Mr. Jwitt and his lawyer. His lawyer is not responding. Um, so we will put that out, but I think we're going to have to do an appraisal on that. And then the other one is JB, I think it's called JBC Corporation owned the third property and um that is going to also just be a temporary easement and those have been mailed out. Easements in the works. So that's good. Two of them are in and then hopefully we'll be able to activate it by the end of January.

27:13 – 27:30Speaker 1

Resident state trooper was the other thing. resident state troopers taking effect on December 26. Tell [clears throat] us about him. This is our new our new person. Yeah, I do. You like him? I do. Yeah.

27:28 – 28:13Speaker 1

Yeah. His name is McGre, our residence teacher. McGregor. I'm sorry, I forgot the first name. Um, seems like a really nice guy. He's from East Lime, so he's local. Um, but I also want to say that Tim Ryan, who's a very young resident state trooper has been absolutely phenomenal as far as communication. Um, I can't say enough good things about him. He's just been wonderful and he has worked on the budget. So, Nita and I will be meeting with him later this week. So, he's worked on the budget and um we'll see where he comes in, but he's he's really put his all into this temporary assignment.

28:10 – 28:42Speaker 1

And I will be meeting with um Lieutenant Kendrick and our new resident state trooper later this week. But if there's anything you'd like me to share, let me know. You don't have to say in public meeting. people in future and I know I have my thoughts. Um yeah you know how long experience? Yeah.

28:37 – 29:20Speaker 1

Yeah. Um there was one sort of trick not trick question but it's one of those questions that's really he really got to know like all the apps and everything. That was like one of these questions like where does the residency trooper come in under this act or whatever. He knew it right down. It was like a series of five numbers and I was like, whoa. He had it down. So, that's all good. Um, has he been a resident trooper somewhere else? I'm not sure if he has in the interview process. There's series of questions. You can't get to know much, but I'll get to know more about him once.

29:19Speaker 1

Was on an assignment. Somebody said he was on an assignment and that was one of the reasons why he

29:23 – 30:50Speaker 1

he's been on major crime. That's and that's why it was his arrival here was delayed a few weeks because he had to clean up some of his cases and hand them over to people. So, and then I'll just tell you one other thing that we had. Um, you'll notice in our phone line that it was very getting very expensive and I had asked last year for Tom to do some soothing and Tom and I finally sat down and had this meeting with Frontier and I don't know if any of you who have been on the board of finance for prior years know when we may have made some switches in phone lines here. But if you have the history, we'd love because we're going to go back and try to do some. But it appears we've been paying for Frontier and Comcast for some time. Um, Frontier is the old copper wires. Even though they've not been transmitting anything, they've been charging us for them. And so in my phone in our phone meeting, our salesperson said to me, "Well, we'd be more than happy to come in and do a trace on all the copper wines." And I said, 'We've already dialed all these lines. They don't go anywhere. And he said, 'Oh.' And then his boss was online and the younger guy said to us, "Well, we could do it for $75 per line." And I said, "I'm not paying you $75 anymore.

30:51 – 31:31Speaker 1

We're So now Anita is gonna go. We're gonna have once we get this all straightened out, Anita's gonna use her. I have to have a meeting. I mean, I've switched from my former life in business. I switched from vendor to vendor numerous times, and there always had to be a letter that um had the lines transferred from vendor A to vendor B. Yeah. Were they the same phone line? It was lines to voice. I did the same thing. But they didn't I mean you have to do something to release them from this vendor so they're no longer active

31:29 – 32:14Speaker 1

and maybe Comcast could help find that letter or our current whatever we switch from front nobody knows what happened. Do you have record as to when these phones were put in the ancient went to IP phones? I think these are part of the project. It was part of the project, I think, which was because I mean, Michelle's had her the same phone on her desk for all four years that I've known her. Yeah. Well, no. I I think it would be eight or 10 years ago, but I can So, we've been paying a long time. Well, we're getting a rebate, I'll tell you that. You should. Yeah. So, we're paying for more lines than we're paying for lines that haven't been used.

32:12 – 32:31Speaker 1

Yeah. Been used. Yeah. just going to again usually there's has to be a handoff because with the FCC you have to have one company has to release the lines to the other company Frontier owns all the wires that's how they make their money because they release the wires

32:29 – 33:07Speaker 1

and it's interesting because when I went to the CCM conference was the first week of December I was talking to another company who wanteds to come in and give us a bid And I said, "Well, we just cleared up things at Frontier." And he goes, "Oh, they've been charging you for years." And I said, "Yes." And he said, "You don't know how often we hear that." And he said the same thing. They double bill. He goes, "They're double billing it." Right in the chair, right? Yeah. Um he was like,

33:04 – 33:40Speaker 1

you know, they said at first like Eric had said to me, "Well, I think Frontier is one of the lines for the old alarm system, right?" So, we got the new alarms and then I was like, "So, can we cut that off?" And then there was a fax line. I said, "We don't really need a fax line." The amount of faxes that we send out in a year, the faxes that we get in are pretty much using about painting painters or roofers who want to send us something. And I said, "If anybody want, you know, we can do ex faxes through our lines or worst comes to the office express for $13 and back something."

33:39 – 34:22Speaker 1

Yeah. So, we're going to those are all been discomobulated. We've got confirmation from Bond Frontier that they have. So, I'm eager to see what the next bill statement comes in. One place I can look or you can look capital expenditures when we bought the phone system. Again, I think that's when we transferred from copper wire to uh So, you're saying it must have been during Bonnie's time. Yeah, it was I would guess yeah or 10 years ago. It was a long it's been a while because I was going through a change about the same time because that's when we started the IT committee I think was I don't know about that.

34:19 – 34:47Speaker 1

Well, speaking of IT committee, I have asked that we go out to it for our it asking I I I know that I don't know if I'm on the committee still. You are. Well, you haven't had a meeting in a year. I know. You you'll be having one right after the holidays. So if you're traveling, let me know which week it is. So I won't plan it for one week in January.

34:44 – 35:25Speaker 1

Speaking of it committees question, what does people think if we went to an iPad for meetings instead of all people? Because I know like boards of do that they have an iPad for everybody. Everything all your notes. You do something like $100 each instead of transmitting. Okay, that's you want to give us a device. A lot of boards had because I would be happy to use this device in this meeting. If you would send stuff electronically, I'd put it in an email. Okay.

35:23 – 35:55Speaker 1

I'd put it up on Google Drive and then I would access it on this device. But I sent it to you email downloaded to your Google. I got but I didn't get an email. I got you got you get those every month. Every month it's usually a week or two before we get in the mail. Yeah. It's not immediately before. Okay. Yeah. Time I close out the one and then I run.

35:52 – 36:34Speaker 1

I I also I look at the one you send. I prefer to have a piece of paper one. The other thing that Anita and I um spoke about with Mark Wland today, um Mark's mileage runs us about 500 to 550 per month and um we asked him what he would think about if we either uh took one of our police cars that's no longer not that it's a junk. He he said I just can't be in a car that's not Well, And I said, "I would never let you do that." But what about that electric car that's out back? I know it's that's ledge lights.

36:32 – 37:13Speaker 1

I know it's ledge lights, but it seems like it's gathering was Oh, no. It's It's theirs. I know, but it's always No, Patty uses it. Patty uses it almost every day when she goes out. It has moved. She took Tim's spot. Um uh but the um but I'm thinking that I mean I know at one time we had the option we put in the capital plan to possibly buy a car. Um and I just think that there's got to be I mean that's a lot of money to just be spending out on. Yeah.

37:10 – 37:52Speaker 1

Um I know that we'd have an we we already have the police cars under insurance. We can repaint the sides to say something else. Um, and as long as they're to be refurbished easily, but we have a lot of cars over there that are just sitting there. And I think we should be using them. And so, I don't know what you think about those ideas. I thought first thing I said to Anita is we could maybe lease a car that's cheaper than this. I mean, this is ridiculous, but then we'd have to put insurance on it. So you have to get out even then you pay gas up tires tires and all that. I mean, it might be worth trying for a year.

37:50 – 38:07Speaker 1

One of the explorers or something like that that's sitting down at the police station that says Ranger on it. And previous ranger on it, right? [laughter]

38:13 – 38:49Speaker 1

Make sure the police lights are out. you know, they take the the lights off and stuff like that. Well, the ranger cars don't have all the lights on it. There used to be a old Ford LTD or whatever they were that were the police car sitting out back that I think uh ground the building. He used to use them to go out. I think you know it was kind of a pool car that a town hall employee needed to go out on town business to grab that car. So if we grab a couple of them, someone else will be able to back up. Yeah.

38:53 – 39:37Speaker 1

I just I just want to say that I mean I I don't know. I just feel like I have a different concept of what you should charge mileage for and not. So, I'm going to a karma conference in Hartford. I charge your mileage. If I have to go down to sound view because there's a flood, I don't charge your mileage. That's ridiculous. I'm going down. I'm in town. And it just drives me when I get things. We pay for gas. We pay for lots of other things that we didn't have pay mileage. So, if we're paying the federal rate for mileage, right?

39:36 – 40:18Speaker 1

That's a lot more than everyday operating expenses. was supposed to be plus everything. I think it's 70 now. We're up to 70 cents. So, it would be cheaper to use our own car if that works. Well, we have it and it's insured. Yes. And if it's in decent shape, I mean, I said to Mark, I said, "I wouldn't give you a clunker. I'd have you look at it before we would never I know about a year ago, I asked you for an inventory of what was down at the police station. provided it which is great but there are how many Ranger cars that sit 9 months a year that's not good which is not good for the car that

40:16 – 40:56Speaker 1

well I know they do turn them on and I don't know if they're but I think that it's definitely and we'll have a new resident state trooper so I'm going to talk to him and but yeah I just think that there's other things we could be using them for during the year even if we had to give it up for three months in the summer. I mean, to give it back to them, that's fine. Yeah. But, you said that you're going out to bid on our IT. Are you referring to our third party consultant? The big number guy. Big number guy. Big number guy. Right.

40:54 – 41:54Speaker 1

But we really But I'm going to tell you that we're going to need hands on to help us do a proposal. We can sit down with Tom Reio and say to him, "What are you providing us?" and go through the list, but we have to do be able to compare apples to apples when we get to a an RFP. And um you know, Tom is only here five hours a day and Katie and I are working on we're working on a grant now to clean up some land that's a brownfield. We don't I mean it's a lot of time but we need it's numbers. So for those of you who want to like pitch in a little bit we're gonna need some help and I'll pull the IT committee together but we're going to need some hands on it. I mean it we got to put together a proposal that we feel is fair so we can compare apples to apples.

41:49 – 42:33Speaker 1

Well I would think we could take um oh invoice no get rid of the dollars and You come come and look at it. All right. I look Yeah, you look at it because I can't make heads or tails out. Yeah. Do we not specify the scope? We have I have no they have some kind of detail on that. That would be a starting point. I can I can scan you a copy and send it to you tomorrow. Okay. But um I can't if I got a bill like that I'd be like what did this did that

42:32 – 42:51Speaker 1

yeah I remember that and um $600 for a machine this month I my check the check that I signed was 10. Oh was it 10? Yeah. Oh that's the extra stuff. I I think our yearly bill there were

42:49 – 43:44Speaker 1

a lot of there were a lot of vendors at C CCM that I know I have a meeting set up with one of them with Tom because no one else is using and oh and and we had a meeting with another vendor not but Tom Rio was on the call because they work in conjunction with him. I know they wanted to like sell something, an add-on, you know, and um they said in the meeting they said, "Oh, old line has got the Cadillac of all IT departments." And I was right away. I went, "We don't need to be the Cadillac." It was Crown Castle. Crown Castle is our tower and they pay us um for the tower and that's the person that we're talking to. was one of their people that worked,

43:41 – 44:01Speaker 1

but they wanted to give us the They wanted to make sure we were using grants. They they said there's some grants out there for this and they wanted to Yeah. But I think they were going to charge us. Oh, right. They increase their price for the

43:57 – 44:36Speaker 1

decrease to give up some. And he said specifically, I'm not trying to take business away from Tom Rio, but we do work in coordination. And I was like, okay. Right away. Yeah, it's like it's the same thing with the website. It's um we pro we have the premium package. Do we need the premium package? I asked for a cut off to see what's the difference between the standard and the premium. But if you look at other small towns like Chester and Essex and Deep River, they all use Civics Plus, but they don't all have the

44:33 – 45:05Speaker 1

And I don't know, I mean, how often do the two of you go through and look at every single I mean I think I mean I'm on the website a lot but only specific areas correct I don't think I would be able to tell just being on the website whether we got a premium package or something take a look at Chesters or Essexes because I don't think they're not the premium he told me Essex is not the premium package if I thought norm doesn't need premium package why

45:04 – 45:43Speaker 1

I don't know what the change the change is but I'm trying to look for little savings that, you know, I get called into these meetings. Oh, look at this. We could do this. We could do this. And then I just look at him and I say to the nice man on the screen, how much should that be? That's another $4,000 you. Okay. Well, we don't have that money. Thank you very much. Call us next year. We don't need it. Any public comment? There's no public here. Oh, Kim. Kim, you okay crying about this thing? Go ahead. I'm good. Just my runny nose. Oh, I'm sorry.
