“OK, councilwoman Porras, this is your item. Thank you, Mayor. And I want to start off by saying thank you to all the residents that are here. I know that there's a lot of residents that called, emailed, and that are probably watching, too, that couldn't make it to the meeting. So thank you for your time. And for those of you that spoke today, I want to thank you as well. As you guys know, this is a discussion on the creation of a City of Doral Condo and Homeowners Association Advisory Board. we probably the majority of us i think it's more than 80 percent of us live in one of those condo hoa…”

“So everyone here is I think everyone here is part of the board. Some right. OK, so, you know, coming in here offering a an opportunity to be part of the solutions that are being mentioned. And I think they're great, by the way. I think that it's definitely good work that the city is doing. I think the advisory board was to have better participation and organized participation. And all of you guys being part of a board, you are coming here and now hearing that you guys are going to be charged more fees. That is not a solution. I mean, I'm very sorry. I know that it's well-intended. And I think…”

“Yes, I have a couple both are in the evening 6. Sorry, 20 B, which is my item deferred to me. Both of them know 20 a if we could if everyone's okay, we could hear it this morning. The organizers are here and can answer any questions. It's just a request for a logo. Okay. Okay, so just to move that to the morning? Yep. And again, 20B to May.”

“I have two quick questions. Yes. That's a woman for us. What would be the capacity for this new facility? or like an estimated, I know you guys had numbers for the old facility and the number of personnel is way higher than what the building can absorb, right? So what's like the new capacity? Is it enough, big enough for our current force, for a growing force? Chief?”
City Council · Apr 8, 2026

“And that's my question. Is it going to be big enough to support the current staff and anticipate growth?”

“Yeah. And that's what I wanted to confirm. And then my other question is, is the old police department building large enough for public works? Yes. More than large enough.”
City Council · Apr 8, 2026

“Yeah, I mean, I like that our largest departments have or will have their own departments like the parks, public works, and police, which are the largest departments. So, okay, that was all the questions I had.”

“I saw the light, too. I have a question. Do we have multiple vendors? Only two. Oh, only two. Does the staff have a recommendation?”

“Okay, Councilman Porras. This item is to asking really for support to use the city logo for the Miami Wellness and Movement Festival that's organized by the Get Red Foundation. So we're moving from one community leader to another right now. And that foundation actually supports families facing rare blood disorders and raises awareness of the bone marrow registry and helps find matches for those that needed. The event is scheduled for Saturday, April 25th at 10 a.m. to 3 p.m. at the amphitheater here in Doral. And the festival will feature over 30 wellness vendors, live fitness classes,…”

“So I was actually, I was out in December when the PP4K was changed and I couldn't make it to the meeting last month. So if maybe the attorney can give us just a very brief summary of what happened with the foundation and just what's happening now, where it went from directors that were appointed by each council member to where we are now, if you don't mind just giving us kind of like a brief summary of the transition and what's happened.”

“And isn't this an independent foundation from the city? What's the status of this foundation? I'm still trying to understand it, and I think it's important for the residents to understand it. If you'd like to.”

“Yeah. No, and I completely think and find the basis very rational and reasonable. So I think what we're doing today is we're actually removing the city council from the board, right?”

“the police chief and the parks director. Yeah, and that's what I don't support. I think that if we were going to dissolve the entity as it previously was and replace the board with the council, I was fine with that, right? But now we're saying we're not gonna have the council be part of the board. And I have two questions, actually. The first one is, is this in line with being that it is a foundation that is essentially working through the city? Is this in line with the charter that requires that all boards and committees be have an appointee by each member of the council? That's my first…”

“It always has been. Got it, got it. Yeah, I wasn't clear on that, yeah. Again, I do appreciate the idea and I really do, honestly I do like it, right? But I don't think I can support not having either a member or each of us that are part of the city council as a member or having, allowing one of us each of us to appoint someone as well. And that's the only reason I'm not gonna be able to support it. But outside of that, yes, I do agree. It's actually been a very good source of revenue and also fundraising for programs and it's being done, the gala that was done last year was great in…”

“Well, we've been able to appoint and have had someone that can update us, that can actually represent each of the council. That's the reason why I won't be supporting it. But again, I think the rationale makes sense and it's fine for me.”

“Thank you to our staff and also to the public staff for bringing this forward and also for all the considerations. Obviously, I love Publix, and that's actually the Publix where I shop. So I always run into a lot of folks there, and it's a great space, right? And I am very supportive of the redevelopment. And I've been looking forward to a bigger Publix in that area. Obviously, my concern is the parking spaces. And I appreciate that you guys are making these larger, considering that some of the parking spaces there are a problem. But they should have never been that small in the first place.…”
City Council · Mar 11, 2026
- Play at 1:15:33
“So based on what each of you have just said, it's my understanding that under the code, this redevelopment would require larger parking spaces, right? If someone can answer that, please.”
City Council · Mar 11, 2026
- Play at 1:15:59
“So the parking spaces would have to be larger than the seven foot or the smaller spaces. So that's why it's a variance. So we would have, under the code, the developer would have to create larger spaces anyway. So we would be able to utilize them. And that's why they're coming here to ask for a reduction. So they cannot rebuild under this the small spaces that we're seeing right now, the small parking spaces. So I just want to clarify that. So it's not going to be parking spaces that we couldn't use. And the reason why we don't have all the parking spaces filled right now is because they are…”
