Good evening, everyone. Welcome to the City Council regular meeting this Monday, October 19th. Before we begin tonight's meeting, our city clerk would like to make a brief statement regarding the public comment portion of our meeting.
As we begin tonight's meeting, I would like to start us off by recognizing Indigenous Peoples Day, which was observed on October 12th, as an opportunity to honor the history, cultures, and contributions of Indigenous peoples. In that same spirit, the city of San Mateo is proud to proclaim November as Native American Heritage Month, celebrating the rich heritage, resilience, and lasting contributions of Native American communities. We also acknowledge the Ohlone people, the original inhabitants of the land on which San Mateo stands, and recognize the importance of preserving indigenous…
Here. Thank you. And before we continue, just a small note from the Deputy Mayor.
Excellent. Thank you, Deputy Mayor. And welcome to everyone. We are excited to be here in person with options for those who choose not to be in person to still participate remotely. Thank you for your cooperation and for helping us maintain an efficient and accessible meeting environment. There are several ways to participate in public comment on items tonight. For those who are attending here in person, you may complete a yellow request to speak slip and hand it to the city clerk. If you're participating remotely, you may use the raise your hand feature in Zoom and you'll be called upon at…
Thank you all very much. And if you're willing to take a photo with some costume characters, please just wait one moment. Thank you. We have one more ceremonial item. It's Age Up 25th Anniversary. We have a proclamation and we can invite to the podium Michelle Epstein, Manager of Volunteer Ombudsman. Thank you for being with us. So I have a proclamation that I'd like to read and then if you have anything you'd like to say, you're certainly welcome to do so and thank you for joining us. Whereas Age Up has served older adults and people with disabilities living in long-term care facilities…
Thank you very much. It's a pleasure to recognize you here in City Hall. Thank you for joining us. And if you'll stick with us for one moment, we'd like to take a photo with the proclamation with you. Thank you. Thank you everyone for bearing with us through a number of ceremonial items we wish to celebrate. We're now moving beyond the ceremonial portion of tonight's meeting, which includes the business items being considered by the council. For that reason, I would like to remind all in the room at this time and online that we will be enforcing our rules of decorum. As such, we do not allow…
Thank you, city court. Is there any member of the council who would like to pull an item for the consent calendar? OK, seeing none, if any members of the public would wish to comment on any consent calendar item, now would be the time to make your comment. This is for the consent calendar items only, just the ones that the city clerk has just read. But before we do, I just want to note that there is one Quirk related to item 14, a conflict of interest issue that the deputy mayor would like to indicate at this time, please.
So I think, City Clerk, we can just consider the Deputy Mayor to be abstaining from that one item as we consider this. And thank you for this, Deputy Mayor, and please let us know, City Clerk, about public comments for Consent Calendar.
Thank you. Thank you to everybody who gave public comment. I did want to ask staff if there happened to be any response that they'd like to give based on any public comment we've heard so far.
Yeah, I think what we did just now was pass the other consent challenge items.

Sorry. Interim Director Silva, I may have a question as well. Thank you. I think I just wanted to ask, I appreciate you sharing some more information about these cameras. Can you can you share if members of the public were wish to learn more about our policy related to them, how they're how they're going to be used, etc. It IS THAT INFORMATION AVAILABLE IS THAT INFORMATION AVAILABLE ON OUR WEBSITE OR HOW MIGHT ON OUR WEBSITE OR HOW MIGHT ON OUR WEBSITE OR HOW MIGHT PEOPLE BE ABLE TO LEARN MORE?
I'M NOT SURE IF IT IS THERE, BUT I'M NOT SURE IF IT IS THERE, BUT I'M NOT SURE IF IT IS THERE, BUT I CAN CHECK ON THAT AND THEN WE CAN I CAN CHECK ON THAT AND THEN WE CAN I CAN CHECK ON THAT AND THEN WE CAN PUT IT OUT. PUT IT OUT. PUT IT OUT. OKAY. OKAY. OKAY. THANK YOU. THANK YOU. THANK YOU. THAT
Sure, OK. I mean, we haven't really pulled for the votes necessarily yet, but I think I understand what you're getting at. I and I don't intend to belabor this. I think I appreciate those who gave public comment tonight. I appreciate staff for giving a bit more information on on this item. And. With that. I'll entertain a motion.
We'll move on to the next item of our agenda, which is general public comment. So members of the public who wish to comment on any item that's not appearing on our agenda tonight may address the city council at this time. State law prevents council from taking action on any matter not on the agenda, but your comments may be referred to staff for follow-up. The council may limit this public comment section to a total of 15 minutes. However, the council has discretion to allow additional time to ensure more speakers have an opportunity to be heard. If needed, an opportunity for additional…

And frankly, I do not have further questions and would like to see if we can align on next steps. And I'll try to get us started by indicating that I effectively support staff's recommendations as shown. with perhaps a slight nod to what I feel like I heard a little bit during overall deliberation about increasing electronic access to that which is appropriate in my mind given privacy concerns and potentially…
