All right, thank you. Councillor Strezza reached out, said she had a conflict, she was unable to change and regrets not being able to attend. And Councillor Scott is dealing with an emergent issue and hopes to be here as soon as possible. We all hope he will be as well. Pursuant to our Rule 32, let it be known that the City Council salutes the flag of the United States of America and let us recall our oath to uphold the Constitution and the laws of the Commonwealth to the best of our abilities and understanding. We begin our meetings with a moment of silence. Are there any councillors wishing…

I see no discussion. That item is approved. And we have a request to take several items out of order this evening. These are requests of the administration, so if there's no objection, we will waive the rules to take items in the following order, 7.12, 7.8, then 8.2, then 7.1, which is an executive session. We will have outside counsel here for that. Then 7.7 is an item related to executive session, and then 7.19. Okay, so seeing no objection, Madam Clerk, would you please read item 712?
All right, do we have Director Nutter here for this one? Please just introduce yourself for the record and go right ahead. Hold on, Director, let me fix your mic here. Try again.
Any further discussion? All right. Seeing none, Councilor Bob moves to approve. And we don't need a roll call that way, I think, right now. All right. Then that item is approved. Thank you. All right, next item out of order is 7.8.
Attorney Serigoo, please introduce yourself for the record and go right ahead.
All right, any discussion, any questions? And the hope is to approve this this evening, correct? Yes, Council President. All right, I'm seeing, Councilor Whitton?
All right, very good. Then see no further comment. Council Wheeler moves to approve. Any discussion? I think we don't need to recall one on this one either, correct? All right, very good. That item is approved. Thank you. Next out of order item is 8.2.
Before we go to the next questions, I neglected to note, I didn't want to interrupt the presentation. At the top of the presentation, Councilor Scott, presumably straight from the x-ray machine, bravely joined us, so let the record so reflect. Councilor Klingin.
Other comments, questions, discussion? All right, seeing none, thank you, and thank you to everyone else who, as you said, on whose shoulders you're standing, and who helped out with this. So that will be placed on file. Before we go to our next out-of-order item, we're going to disappear for executive session here for a little bit, and I don't like to leave people waiting in the room. I see a bunch of people in the room, which I love. Are there anyone here for any specific items that aren't the, well, I suspect not. So if you're here to see a specific item, could you let us know, and we'll…
Further discussion? Council Member Goffin?
Director Raish, would you be willing to address the question if you can? Councilor McLaughlin, would you repeat the question for Director Raish, please? Could you rephrase the question?
So I support the resolution Other discussion I'd say none council will you raise some questions about the the language in the in the resolution? We certainly have the option to send this to a committee to try and sort some of those out and see if there's any changes that would be agreeable, or we could take a vote. I'm happy to entertain a motion to...
Well, I'll leave it to you. If you want to make a motion to send to committee, that would be in order. If not, I'll recognize Council Hart for a motion, too, I assume.
Councilors Hart and Baugh, Link, any preference as to whether you want to kick this one around the committee, sort out the discrepancies, or take a vote tonight? At the will of the council.
Council Hart moves for approval. I move for a roll call vote. Roll call vote. All right, very well. Madam Clerk, please call the roll on the item for approval of item 4.12.
All right, very good, thank you. Thank you for that discussion. We do at this point need to get into our executive session because of several people's schedules, and so we're going to go ahead and go back to the original out of order plan, which calls for us to take, unless there's any objection, we'll waive the rules to take up item 7.1 first. I don't expect this will be a lengthy executive session as our executive sessions go in the grand scheme of things, so we hope to be back out here very quickly, and hope if you haven't heard what you're here for, you'll stick around And we will be…
I see our city attorney here. Could you please approach and advise the council if this is an appropriate item for executive session?
Thank you very much. All right, Madam Clerk, call the roll to enter into executive session.
All right, we will return to open session when the executive session concludes. All right, let's go folks. We got a lot of work to do here left. All right, gonna call this meeting back to order. Councilors, please take your seats. Madam Clerk, would you please call the roll to come out of executive session and re-enter open session.
All right, no votes were taken in executive session other than the vote to leave executive session. So our next out of order item is item 7.7. If there's no objection, we'll waive the rules to take up 7.7. Next, Madam Clerk.
All right, let's do a roll call vote on this one. Yes.
All right, thank you. And our final out-of-order item is 7.19. If there's no objections, Madam Clerk, would you read that one into the record?
Thank you. All right. Thank you. Councilor Ewan Campin.
