Thank you for that exhaustive list. Just one question. The Attorney General weighing in on the tax credit, is he – maybe in your experience, have you seen any other type of tax credit or tax rebate program that isn't capped at the state level? Because I haven't heard of that before. Is he weighing in because it's a legal issue, like you need a number to move it through the budget?
I'm not very familiar in the book publishing world. When we say self-published, that's anybody who hasn't gone through a traditional publishing house? That's correct. Okay.
All right, thank you. Okay, thank you for that clarification. If there was an opportunity in the future to consider self-publishing, is that done specifically through your office? Is that just a unilateral thing?

And thank you to- I'm going to make sure that happens.
Thank you for the presentation. I just wanted to talk a little bit about timeline and then process. So tonight we're voting on the director to execute the agreement. Does this have to come back for a second reading in a couple weeks? No. So the reason I ask, because we're looking at the timeline here. If we, so a citywide PLA is going to take a while to get there. But we've just heard from Clark that they're able to do their own negotiations project by project. If we're saying that... An amendment has to come to this tonight. Is there any reason it has to be done tonight? Is there a way for…
So I guess my question is, we can approve this tonight with the stipulation that we're looking for a single project PLA. We can add that onto this and allow the designers and stuff to go out and have that discussion after tonight. It doesn't have to be locked down by the end of the evening, is what I'm asking.
Could I ask just an interjection real quick before she does her thing? I have a weird question. If we approve this tonight as is, as is written, and then in three or four months or five months from now, community workforce agreements come to us and the city approves that and now everything's a PLA. Does that retroactively go back and force them to have to change everything?
Okay, and I wanted to ask that because I think we're... I'll get into that later, but okay. Thank you for that clarification.

So I wanted to ask him, first of all, a single project PLA. A, is it common for cities our size and projects this size? And B, does a local, a single project PLA also include the no strike clause? Because those are the two concerns that I have. Is it common? Is it normal? Is it something that happens all the time?

In your mind, if we come back in January and there's... cost has changed, is there any world in which the cost and the design gets you out of voting for a PLA? Or is it, regardless of the project, we're going to have a PLA. But in January, I want to see the design and make adjustments based on the cost differences because the PLA is definitely moving forward.
The city manager mentioned benefits. So prevailing wage is one thing. Unions typically have a little bit more...
And we want to clarify, with the local hire, what was said earlier about the non-union folks not being able to bid, what actually happens in practice The non-union folks have an opportunity to work for the union. They get waivers. They work on their journeyman days. They work towards getting a union card. So if there is a reduction in labor, there's no problem for the union to go out, put non-union guys through training, through the apprenticeship program. It's kind of all built in. That's why we do the local hire. We do the apprenticeship program. So it actually, over time, it starts to...…
I didn't know that about the non-union subcontractors could still bid on a public contract. That's new to me.

The only options we would see in January are design build or amenities or changes to the cost, what we're looking for.
Before we move on, can we get confirmation from the Clark representatives that we're OK with this language?
This is the first time we're doing a salary schedule as a report. Normally it's on consent. I wanted to ask, just so we don't have to do it over and over again, when we do changes to the salary, there's a couple of different reasons why. Sometimes it's the job changes, sometimes we're adding new jobs, sometimes the like the job disappears and we have them doing something else. When we go through that, which departments look at that? It's management services, financial services, the city attorney's office. Who all makes city manager, obviously? City manager looks at everything. Can you just…
And the Civil Service Board is a Brown Act appointed body by this body?
Okay, great. And just real quick clarification. We didn't at that time have an entry-level accounting technician. What did we have? We had like high-level accountants doing all of the entry-level work like, oh, I see.
Thank you. And the reason I wanted to ask these questions, we don't normally get this as a report, but there was a change in, I believe, state law that now requires this. CalPERS. CalPERS. Being more rigid. Yes. Right. So we'll see more of these, but I wanted to do a deep dive on this one at least so we know what's happening.
But you get paid as a council technician as opposed to a full council member.
Councilmember Anthony. I can go. I was at the preview of the terminal. It looked great without all the people there. It's probably super packed now. I was bedazzled. I attended on the fourth Costa Rica Day in the USA, put on by the Art and Culture for Human Development organization that was right on the street here in Glen Oaks. Very fun. They had the dancers and the music, and it was incredible. And everybody was dressed in full regalia. I also attended on Thursday, last Thursday, the Fiscal and Treasurer's Review Group. That presentation will be coming to us in two weeks. Okay.
