“Sure. I just want to tell staff I appreciate all the work you guys are doing to try and figure out how to let the public know what they're going to be charged. I really appreciate that. However, I disagree with rising costs. especially when there are no projects lined up for the extra mines. They're just going back in to get more conservation. And the reason that plays so little in my mind is the city of Redmond uses three to maybe 4% of the water in Central Oregon. So 55 million gallons is a lot of water. But in the big picture of things, it's not very much. I just can't support rising costs…”

“Yeah, I'd like to just bring up a name of a guy who passed away just a week after the fair. Randy Marvin is who it was. And he died at his house. But I had been with him just a few days earlier. He gave me a ride out to my car at the fair. He volunteered for everything. Our flags that we see every holiday, he was part of that program. And just, he was a veteran and a real giving person. Always wanted to be part of the, help people. So I just, I'm gonna miss him a lot. I just wanted to bring him. Thank you.”

“Hang with me here, because this is a little bit long, and I kind of apologize for that, but I can't speak any faster. Okay, I'll start off. Fires are ugly. No fire is a good one. Fires don't care about their path. They burn homes, property, people, animals, whatever's in their way. They just keep burning. Tonight, I'm going to talk about principles and what is correct. Because we can, doesn't mean we should. Noise, safety, every year, fear, those are all repetitive phrases that I've had heard in the sessions about fireworks. pretty much all speaking about illegal fireworks. The Fourth of July…”

“Jay? I have a question. If we went, I probably prefer 10 years, but if we went 20 years, at 15 years, we decide it wasn't working, do we rescind that? Or would it be good to...”

“All right. I say, I don't really, it really doesn't matter. Is 10 okay with you? Yeah, 10.”

“Okay, Jay? Yeah, I... Obviously, a little bit disappointed we passed the fireworks thing, but it's probably not the first time I've ever been disappointed.”

“But we talked about the fire department being short on staff this last week. I'd love to say this. I said it yesterday. I read on Facebook that from the fire department that they had a fire out in the homeless area and it took a bunch of staff out there in the engines and then we had a medical emergency in the city that they didn't have the staff they would like to have had to go there.”

“It's just something I read, and it's important enough that it got put on Facebook. Well, that's not the first one.”

“Sure. I'll just ask one basic question. What are we going to do with the extra money we get? Where is that money going to go?”

“Jay? I never checked my last bill. Shocker, I know. But are these rates out there so people can begin to see them before we even adopt it?”

“It would be kind of nice if they saw it before we actually made a decision. So if there was something that they had,”

“because that was where I was heading. The last thing I want to do, full disclosure, I'm not a big fan, but I think that people need to see what they're gonna be hit with before they're hit with it.”

“Yeah, I would agree. Water conservation is important, and everybody should try. And I believe people aren't built to just waste. I think most people look at it and say, what can I do better in conserving water? But that said, we're 3% of the whole Deschutes County. Our city is about 3%. We're just talking about billing our people for not very much of the aquifer, if you will. So that's kind of where I'm at. All right.”

“Of course, that would be what I would like to see. I'd like to see people see actually what the difference would be.”

“I have one, a basic one, probably pretty simple for you. We're putting a roundabout in on 19th, UMA, one lane, and then it's going to be $3 million. covered by SDCs and then a little while later, who knows how long that is. We're going to spend another three million dollars to put another lane in there. Would it be cheaper just to build it in two lanes and then charge back to the developers when they build?”
