Okay. Any other, John? I have a non-billing question. So we have kind of a stated goal as a city. We want to reduce water usage by 10%. The tiered water system is not designed as a punishment for people who are wasting water, but it's designed as more of a carrot model to try to get that reduction down. Where have we seen this implemented in other cities, and what kind of reductions have we seen in those cities that have brought this forth?

23:26 – 23:51•John Nielsen

So one more follow-up question on that. So do you have experience in terms of lead time? Because obviously the education piece of this is going to be huge to get this out to folks. Have you seen kind of what is the sweet spot between where we're giving them enough time to adapt but not so long that that's kind of falling off of their mind and they get surprised with it when the implementation finally does come into play?

25:31 – 26:47•Jay Patrick

Sure. I just want to tell staff I appreciate all the work you guys are doing to try and figure out how to let the public know what they're going to be charged. I really appreciate that. However, I disagree with rising costs. especially when there are no projects lined up for the extra mines. They're just going back in to get more conservation. And the reason that plays so little in my mind is the city of Redmond uses three to maybe 4% of the water in Central Oregon. So 55 million gallons is a lot of water. But in the big picture of things, it's not very much. I just can't support rising costs

34:03•John Nielsen

I move to have a second reading of Ordinance 2026-11 by title only. Second. Moved and seconded.

34:41•John Nielsen

I move to approve ordinance 2026-11 by roll call vote.

38:15 – 38:26•John Nielsen

I just want clarification on one point, which is that no action that we're taking tonight is going to prevent or interfere with any ongoing negotiations or an ability to reach an agreement.

38:57 – 39:20•Jay Patrick

42:38 – 42:54•John Nielsen

I move to authorize the city manager to purchase one 2027 Kenworth T-483 axle dump truck chassis with snow removal equipment from Pape Kenworth utilizing source well contract number 032824-KTC in the amount not to exceed $308,014.94. I second.

49:57 – 50:49•Jay Patrick

Yeah, I'd like to just bring up a name of a guy who passed away just a week after the fair. Randy Marvin is who it was. And he died at his house. But I had been with him just a few days earlier. He gave me a ride out to my car at the fair. He volunteered for everything. Our flags that we see every holiday, he was part of that program. And just, he was a veteran and a real giving person. Always wanted to be part of the, help people. So I just, I'm gonna miss him a lot. I just wanted to bring him. Thank you.

50:57 – 51:10•John Nielsen

I just want to say that I think the world is a little less bright today with the loss of Dolly Parton. And my thoughts and prayers go out to her family. And I've got some albums that I'll be rolling around tonight.
