You bet. Other questions or comments? Zoom land? Nope. Well, thank you all for coming tonight. Thank you so much.
Well thank you gentlemen. Thank you so much. Good to see you. All right, that brings us to item number two of the general business, consideration of recommendations from the council committee on advisory appointments.
I have a motion and a second to appoint the nominees as discussed. Any discussions on the motions? All in favor say aye.
Opposed? Abstentions? It's unanimous. All right. Thank you. All right, that brings us to items removed from consent. We had none. Next item is council communications. Council President Pratt.
Other communications? I have one. So I'm going to do a mayoral proclamation. I don't do a lot of these, but I'm joining other Oregon mayors in remembering the 100-year anniversary of the removal of the Black Exclusion Clause from the Oregon Constitution. So I'll go ahead and read this. The City of Tualatin mayoral proclamation, whereas Oregon entered the Union in 1859 as the only state admitted with a Black Exclusion Clause embedded in its Constitution. Constitutional Clause was approved by Oregon voters in 1857 and reflected a broader history of exclusionary laws enacted by Oregon's…
I have a motion and a second to adjourn. Any discussion on the motions? All those in favor say aye. Aye. Opposed? It's unanimous. Thank you. Good night.
Good evening and welcome to the October 12th, 2026, Tualatin City Council meeting. I'll go ahead and call the meeting to order. Our first item on the agenda tonight is a Pledge of Allegiance led by Council President Pratt.
That brings us to announcements. Our first announcement tonight is a proclamation declaring October 23rd through 31st, 2026 as Red Ribbon Week in the city of Tualatin. And we have members of LEAP to do a presentation. Welcome. Cozy knows how to use a microphone. She's got it down.
All right. So the next item on our announcements is a new employee introduction. Sherilyn. Welcome.
Well, I very much appreciate you coming to Walton. To me, it's very impressive. Your experience at Hillsboro and your experience at WCCLS will be invaluable going forward with all the... changes that we're going to see coming here with the levy and the changes to collections and all that good stuff. And to have someone who has come from a bigger library, you know, sees how that's done, can adjust for our size library, and especially, you know, the inside baseball of Washington County, the WCCLS being valuable. So I just want to give you a very warm welcome to Tualatin and look forward to…
Thank you. All right. That brings us to public comment. Public comment is an opportunity for anyone to address the council regarding an item that is not on tonight's agenda. Please keep your comments to about three minutes. If there's anyone in the room who would like to address the council, I'll do that first. I do have sign-ups, but you don't have to be signed up to vote. provide public comment tonight here in person. I'll do the sign-ups first, then open to the floor, folks here in the room, and then we'll shoot over to Zoom and see who's out there in Zoom land who would like to provide…
Next I have, is it Chloe Eve? Welcome, Chloe. Can you go ahead and turn the microphone? There's a little button for the microphone so people can hear you across the world. There you go. Welcome.
Thank you. All right. Last sign up I have is Josette Mint. Mingus, am I saying it right? Josette? What's that? Hi, I'm Josette. Hi, Josette. Hi.
So that's all the sign-ups I have. Do we have anyone else in the room who would like to address the council on something that's not on the agenda tonight? All right, seeing none. In 13 years, you just talked to Nicole, and she'll get you all registered to run. No, it used to be working. Is everybody in Zoom? This is your chance. Thanks for coming tonight. This is your chance to Zoom. All right, so we'll go ahead and move on to our consent agenda. These are items that are considered routine. They will be adopted by one motion unless someone on the council would like an item removed and heard…
Not quoted here: it may name a member of the public. Hear it at the meeting.
All right. Okay, with that. In addition, a member may not participate in this matter if they were not present during a September 14th public hearing. Provided, however, the member may participate if they have reviewed the evidence, including recordings of the hearing, and declare such fact for the record. Are there any members of council present that did not participate in a public hearing on this matter? You were here? I thought Cindy wasn't here.
Cool. Just crossing our cheese. All right. Okay. We're going to kick off deliberations. And the question I'm going to pose to you are, are the environmental regulations set out at TDC 63 mandatory approval standards that land must show compliance with at the time of architectural review? Or are they performance standards that must be followed once the project is operating? If you recall, we made findings as part of the LAMTUX approval that TDC Chapter 63 standards were performance standards. So with that, let's go ahead and kick off deliberations. So part of the criteria tonight that we're…
So I just want to give us options for tonight. So tonight there would be a motion to either deny the appeal, approve the appeal, or continue the proceedings again. A denial will affirm the June 17, 2026 staff decision approving AR 26-002 with conditions and council will adopt a resolution or order containing funding supporting its decision. Or you can approve the appeal, which would reverse ARR 26-002, staff's decision, and council will adopt a resolution in order containing a finding supporting its decision for the appeal. In accordance with council rule 4B6, the council may incorporate…
I'm done. Second. I have a motion and a second to deny the appeal and affirm the June 17, 2026 decision approving AR 260002. Any discussions on those motions? This is a roll call vote or want to make sure we do it right? Let's do roll call. All right. Councillor Sacco?
Aye. Okay. Chair votes aye. It's unanimous. Right. So, Councillor Brooks.
All right, so I'm hearing at least three folks are interested in a work session schedule of hazardous materials and or sound dealing with environmental issues. Do I have a fourth? Councilor Sacco?
So you're more focused on the hazards? Correct. Okay. Council Brooks.
Okay, so what about the hazardous material discussion?
So basically a work session to discuss hazardous materials and probably something with TVF and R and TTSD, not specifically to land, but just in the city in general.
So how it would be impacted, you know, with, say, there's a release and a chemical cloud is coming towards Hazelbrook. Part of this is emergency preparedness and stuff like that.
