And welcome to the October 26, 2026, Tualatin City Council meeting. I'll go ahead and call this meeting to order. First thing on our agenda tonight is the Pledge of Allegiance, and we have a group of veterans here tonight, and so I'm going to have the veterans led by Dale Potts lead us in the Pledge of Allegiance. Thank you, Dale. All right. That brings us to announcements. We have one announcement tonight, and that is our proclamation declaring November 2026 as Native American Heritage Month in the city of Tualatin. I believe we have members of the IDEA committee that are going to come on up…
All right. So I know what we're going to be doing. Councillor Sacco will read the proclamation. Then once the proclamation is done, we'll come over and do pictures. All right. Councillor Sacco.
All right, that brings us to public comment. Public comment is an opportunity for someone to address the City Council on an item that is not on tonight's agenda. I ask you to leave, to keep your comments to about three minutes. There's a sign-up sheet, but you don't have to have the sign-up sheet. I'll go ahead and do folks who are in the room first, and then we'll move on to Zoom. I understand we have a group of vets, so come on up for the first comment. Welcome, gentlemen.
Come on, Lynn, sit down. We need one more seat for Lynn.
I got questions. I always make them promoted heavier.
We appreciate it. Again, it's November 10th from 9 to 1030 at the Poll Center. Great. Easiest way to get registered is to call the Poll Center and talk to Sarad or Marilyn, and they'll get you registered. Again, it's free for vets. Guest of vets is $12, and we usually have, what do you think, usually 100, 125 people come. Yeah, easily. It's pretty full usually. Yeah. I just, it's a great event, it's a great breakfast, so I encourage people to come.
And Dale and Sarah have lined up three speakers. We have, yes. That we'll be listening to about their stories of their experiences.
All right. Do we have any? I have no one signed up right now. Do we have any other folks who would like to address the council on something that's not on tonight's agenda in the room? I don't see any. Do we have anybody in Zoom, Nicole? All right. So that will bring us to the consent agenda. Whoa. Everyone just had to raise their hand. All right. Welcome.
All right. Well, thank you for your comments. They've been noted. Appreciate it.
All right. Do we have any other folks in Zoom? All right. Last chance in the room. All right. We'll go ahead and move on then. We'll move on to the consent agenda. The consent agenda are items that are considered routine. They'll be adopted by one motion unless someone in the council would like an item removed and heard separately later tonight. Nice consent agenda consists of three items item number one consideration of approval of the work session a regular meeting minutes of October twelfth twenty twenty six and number two consideration of resolution number six zero zero three dash twenty…
I have a motion and a second to adopt the consent agenda as read. Any discussion on those motions? All in favor say aye. Aye. Opposed? extensions It's unanimous. Thank you All right, that brings us to special reports.
Other questions? Council President Pratt.
Okay. Other questions? Councillor Sacco.
Other questions or comments? I just have two. Going back to the executive committee for WCCLS, the discussions I've had with other mayors, wasn't all the mayors on this committee was just a subset, like two or three, in addition to the city managers? Okay. just so the perspective of electeds is there. I assume like you're saying, Commissioner Snyder, about the coordinating committee or something like that. Yep. You have that blend of expertise. Okay. My second thing, still on the library subject, as you know, we are all over this. It's just the uncomfortableness still about centralized…
It talks about fair and all kinds of general words, consensus and stuff like that, but it's not specific. Just something to ponder until after the election.
Anything else? Again, appreciate you coming tonight and making time for us.
All right, thank you. All right, special report number two is our Outside Agency Grant Awardee Family Peace Center Annual Report. Welcome Judy Willey and Rachel Schultz.
Second favorite counselor's wife. Yeah. Welcome, Judy and Rachel.
Questions for Rachel or Judy? Council Brooks and Councilor Gonzales.
Other questions or comments? Well, I want to thank you, Judy, for all the efforts you've done over the years. You've been a tireless champion for this organization. Fundraising, you know, doing the political whippersnapper stuff to get you in a line and getting all of these on board with this has been a significant effort for you, and I very much appreciate it. I also understand, Rachel, you are transitioning too. Not just Judy, but you are too. So I want to thank you for your efforts. So it looks like there's going to be a lot of change coming at the Peace Center, but you both said that good…
Thank you for all you're doing. You're making a huge impact on Washington County. It is a model that should be replicated.
All right, so that brings us to general business. Our first item under general business is the downtown revitalization project update. Gwen, welcome. Is Sid just going to sit in a peanut gallery and throw tomatoes at you? And Ken, welcome. Welcome, Mike.
Wait, wait, sir. Where are you and Joshua? Oh, yeah. Change that picture out. Previous year, yeah. Swap that one out. Welcome, Ken.
Questions for Ken, Mike, and or Quinn? Council Brooks.
Other questions or comments? Councilor Reyes.
