So, now we're going to go ahead and go on to case file number 2025-27- C. open a public hearing to consider approval of the request by Leo Properties Incorporated for a zone change from FD Future Development to LC Light Commercial on a 20.18 acre track in section 1 block 42 T-2S TNP Railroad County Survey City Odessa County Texas located on the west side of Johnson Shepard Parkway and approximately 1890 ft north of East 52nd Street Council District 4. Thank you, Madam Chair. Uh, so Leo Properties owner and LCA agent are requesting original zoning of light commercial on 20.18 acres located in section 1 block 42 T2S TMP Railway Company survey, city of Odessa, Ector County, Texas to facilitate commercial development. Uh, surrounding land use in the area consists of future development to the north and east. Uh, ETJ with a pending annexation and zoning for SPD to the west and retail one zoning to the south. Uh the property involved in this request is located on the west side of JBS Parkway approximately 1890 ft north of 52nd Street. The site is within the city of Odessa and is currently designated as future development and is vacant land. Uh surrounding land uses in the area include retail commercial uses and vacant land and the applicants are requesting the reszone to facilitate commercial development. Uh the proposed zoning change is consistent with the retail corridor featured in this area uh in the Envision Odessa comprehensive plan. Uh the property will be used for commercial uses in the area. It is worth noting however that there are less intensive zoning districts that would meet the Envision Odessa plan retail and retail one, but there is precedent for like commercial corridor already. The proposed zoning would not have a negative impact on this site or surrounding properties and would extend the existing retail corridor that exists

The zone change is consistent with uh surrounding existing and proposed zoning districts and is appropriate for the proposed retail use in the comprehensive plan will not disrupt the character of the area and is compatible with adjacent zoning and land use patterns. Other than that, everything was the same. Uh, seven notices were sent out and none were received back. So, no protests, no apples, uh, no returns. Uh the applicants Kashi hospitality owner and Maverick Engineering agent are requesting a specific use permit to allow workforce housing in a light industrial zoning district. Uh surrounding land uses in the area future development to the northeast and west and ETJ to the south with an industrial. Uh the purpose of the request is to facilitate development of a workforce housing site. Staff has reviewed the application from Kashi Hospitality for completeness and found that the application is complete. Lonnie's comments reflect his review. Uh just kind of a short summary of everything. A total of 121 parking spaces have been uh shown on the site plan exceeding the required 105 spaces. Uh that they are showing the building pad locations for all the units. Um access is from East Pearl Street. Existing utility lines and basic topographic information have been provided. Um and then have a type there. Um but based on the findings that were submitted to you guys in the packet, um staff does recommend approval of the requested workforce housing SGP with the following conditions. That the occupancy of the units be limited to the number of parking spaces on site uh per city of Odessa's zoning ordinance. Uh any changes in the site plan or layout will require another SUP process to amend the adopted site plan. Uh continued compliance with all of section 14-2-7 of the city of Odessa zoning ordinance and then adoption of respects policies and information submitted by the applicants that modular homes.
