29:30 – 30:15Speaker 1

That was my [laughter] Got a motion and a second. We'll get all right. Uh seeing no further, it has been motion moved in second that we adopt this resolution 2026-07. Um is there any in second is there any further discussion? Sure. Sure. So my question is um on all of our contracts, do we have our legal council look over every contract?

30:17 – 30:45Speaker 1

I was hoping so. I looked at at a lot. So question any further discussion? All right. vote. All in favor with one extension resolution carries forward.

32:05 – 33:51Speaker 1

All right. Next up, this is going to be energy cost adjustment 101. by just level that tells you what I'll just Feel free to question it. Okay. What is the energy cost adjusted by city ordinance that allows to adjust electric bills changes in the city's annual actual power So we have purchase our power intended to help smooth out

34:05 – 36:02Speaker 1

to char. ressuge deficit in our revenue overall. Other places utilize the ECA but it different. has electric adjustment purchase power adjustment power adjustment retail energy cost adjustment for why use so it is to help us handle the fluctuations that we price changes as natural gas market which is our next item on our agenda after this extreme weather adjust. So the city's electric rate does not automatically change month when rise in a pass. pass to our resent

36:06 – 38:04Speaker 1

customers who the goal is separate from the basend for operation maint infrastructure is to help with the fluctuating energy cost. Then we have our request hired service. service provided by the electric or the city shall adjust purchase power supply. The ordinance establishes a baseline purchase power. So for every change in the wholesale power is the direct

38:05 – 39:55Speaker 1

ordinance also does uses a month average. So specifies that purchase powered to try to help with those However many months our residents increase in our resc the rate and why it is contined with the price of our invoices. At this point, it is clear that the PCA is in need of at least a 1

40:02 – 42:00Speaker 1

The current service for electrical aspects of our base rate, it could result in a surplus or deficit. included. area of the PCA loss is included in the formula system in the ECA formula accounts. system. unbs are accounted for undercul. sold. It reduces the ECA for every on the next

hours. 12% difference. And then on the back of the last page, I have This is kind in order to ensure that our revenue goes the other direction. going to red power. Everything is below. I'll try my best. Thank you.

45:00 – 46:17Speaker 1

Back charge. basic. question. Couple things. I will say

47:03 – 48:57Speaker 1

Yes, I wonder. electric. I will say budget perspective. In reality, we have fund already. But I do think it's a good question. We also have a little bit that's intended to go out there. That's kind of a hot topic. didn't huge.

49:08 – 50:48Speaker 1

Seconds. Watch out. Take that. At that time,

51:55 – 53:20Speaker 1

Are you saying that? 882. It has to I think that question.

54:04 – 55:23Speaker 1

I have a question and you may not know the answer provided this information from Alderman W at the first meeting but if this information on Odessa rate comparison to Missouri MPau customers is accurate the Missouri average for their rates is the is opposite of what we do in Odessa where residential is 10.1 business 8.2 industrial 5.8 we actually go the opposite direction residential 10.4 business 12 and industrial 11. So where they go down we go up and it's also a decision of the boardment understanding I wasn't there but my understanding was Question was one way or the other. That was the decision at that point.

56:36 – 57:03Speaker 1

I just want to make sure I understand. So I understand what you're saying, but are where it's different in the average across the state. Are we saying that other elected bodies have decided to to I guess subsidize their commercial and industrial off the backs of the residents where we have decided not to in the past. Is that basically what we're saying?

57:00 – 58:51Speaker 1

Okay. So, one thing this past month [snorts] and we The problem was the only system as a whole entire country. So Last time we experienced last time we've been

59:00 – 1:00:37Speaker 1

So it happens So many years bad weather. So whenever a peak demand because of that our Our bill is letter and one bill. So 421,250 should have been 1. So with an option here,

1:00:55 – 1:01:22Speaker 1

My question is how do you residents.

1:01:26 – 1:02:43Speaker 1

We're looking for direction to go forward. So, what are your thoughts? I have the difference. So on average,

1:02:54 – 1:03:15Speaker 1

when does a decision need to be made? Do we have an idea of the average customer right now?

1:03:16 – 1:05:10Speaker 1

No, he's coming from So, penny correct. I was trying to get my zeros in line in my head, but I better write that down. One second. 23. That's a one month.

1:05:22 – 1:06:31Speaker 1

out. And we used 600 kilowatt hours a month. Is that the number we use? Because I just calculated mine 2400 and like we don't know. I live in a tiny house. I don't know how we consume that much power, but 2400 kow come up. I have six kids. So, I'm not saying we're not guilty of it. [laughter] I'm not saying that. I'm just saying if I'm guilty of it and mine's that high.

1:06:29 – 1:08:24Speaker 1

There are lights that burn out very frequently because they never turn off, but they are all LED. So, at a one time month payment or move forward. Some people might be able to absorb that. Other people may not be able to. push out. Generally speaking, electric bills will be less in April and May not air conditioning and not as much time. Yeah, let's redefine what we're not opposed to.

1:08:47 – 1:09:23Speaker 1

Do we normally only have two low months where we're no AC, no heat? Usually the average isn't it just those two months I think at a minimum put in those two months.

1:09:34 – 1:11:12Speaker 1

Then also looking into the ECA rates and things that Bruce brought up the validity of that. I just had a question. What's the pilot? What do you mean pilot?

1:11:10Speaker 1

Okay. I like we don't have trucks out there.

1:11:21 – 1:12:34Speaker 1

Sorry. If you're if you're billing for street lights, you just take you just estimate what a street takes in a 30day period or whatever because you're obviously put a meter on street. Yeah, we know

1:12:37 – 1:14:34Speaker 1

our street Tell you what, information and a half% overall Sorry, there's all the adjustments. There's all the connection. So when I did the cost of service that's complete then I have what your actual service I also have rates. over

1:14:43 – 1:15:42Speaker 1

charge. It's very normal. So appreciate your input helping put it together for us. questions.

1:15:40 – 1:16:25Speaker 1

Just a comment. He drove all the way up here from Joplin just so he could be here and answer questions. Very much appreciate you doing that. Thank you. All right. Moving on. Next discussion.

1:16:20 – 1:17:56Speaker 1

Okay. So, the next item we have on the performance is Okay. So, it's kind of one of those things. currently in our zoning war in your packet lists how the language currently is listed. So we had a lot of complaints come in several different locations or industrial customers or business. So right now our code only excludes intercl is there any coming up quite a lot is there any more.

1:17:54 – 1:18:32Speaker 1

So question on that. Isn't there somewhere else in the ordinance that says the adjacent zoning has to have so much of the other zoning? So if you're up against an R1, you can't put half of the stuff in a commercial right next to it without having so many feet of transition space. I remember that came up when we were doing the PUB. So right at the property line, if it goes from an R1 to a commercial, you can't automatically just go commercial. There has to be a transition space or some type of barrier or wall or something to protect the residential space right next to it.

1:18:33 – 1:19:02Speaker 1

Yes. Yes. Our code doesn't necessarily suggested Are you aware?

1:21:04 – 1:21:52Speaker 1

It was pretty com for sure. Well, it doesn't Yeah, I remember the same thing.

1:21:49 – 1:22:29Speaker 1

Yeah. That's exactly what I'm referring to. Doesn't say they can't have it. It just says there needs to be some form of barrier or agreement or something to help mitate that transition between the two. But maybe that needs to be more defined or looked into. relationship.

1:22:48 – 1:24:33Speaker 1

So, it sounds like there's a community concern. Sounds like there needs to [clears throat] be some guidelines then. I can see in that instance if we had specific guidelines would be in there. You could tell the person with concern that [clears throat]

1:24:57 – 1:25:19Speaker 1

Is this something that be presented like to the board of zoning adjustment board adjustment where they could make a ruling based on what the business is and what they're planning on using for like signs for instance they do that with signs. Right.

1:25:24 – 1:26:35Speaker 1

Definely trying to clarify what shouldn't be like I'm trying to

1:27:10Speaker 1

[clears throat]

1:27:42 – 1:29:42Speaker 1

Next up, we have measure. I will say performance. We've never dedicated ourselves to track performance measures. So that starts action system performance measures. some performance measures performance force user. So there are a lot of measures here. I see even if we create a 2030 to 2035 planes

1:29:50 – 1:31:48Speaker 1

better operations understand operations. take time to know where we started. So under community engagement you can see we have a couple measures number of social media post and impressions we were able to create a baseline for that number of employees who have completed conflict resolution, cultural sensitivity already have that increase. Obviously, reality uses results in greater participation. So again,

1:32:10 – 1:34:03Speaker 1

Lastly engagement we have satisfaction something that we put in here also plan wants to know what our citizens we have fundament I used this. So the first performance is pretty easy because there are standards and start programs right now. something over us.

1:34:10 – 1:35:53Speaker 1

So national standard is the system interruption index. We have the system frequency index restoration outler. starting to get back. But reality is the best discussion service discussion that we had. But increasing the number of new industrial resus for effort. We have that last service.

1:36:10 – 1:37:59Speaker 1

year after year after year. So this helps us track our system on us. Moving on to numerous times in the budget workshop earlier. Our goal is to increase the rela and we want to make sure that they go increase our operating less openact. on top of that comprehensive know that's so a few ways that we want to achieve these goals we want to track the reduction number of variances special is behind it. Less

1:38:08 – 1:40:04Speaker 1

problems. doesn't necessarily show what we're showcasing the number of building So we're trying to softly see this measure develop our um zero occurrences. So I wanted to keep this in a way that was simple response. One main reason why negoti Moving

1:40:12 – 1:42:09Speaker 1

on to police. So part of the strategic police department of this really What we're doing when it comes to chain custody that we're doing it well and we're doing it correct and that being able to report another want to track it software areas. increase in retention rates over our operations as a whole.

1:42:13 – 1:44:08Speaker 1

So right now it's 81.25% not so because again the next year kind of research this isn't necessarily I'm not saying I'm saying I'm saying we have the same same type of question. with facenally.

1:44:38 – 1:46:27Speaker 1

probably best. Okay. receive how to track this colleicial I've also questioned this requires not just I don't know what I left the But the plan will require a lot of work on our behalf. But we need to have to know. And then I have percent of growth rate. previous

1:46:37 – 1:48:34Speaker 1

infrastructure. This is a pretty simple one because it is very interesting to track our started. I started less brothers inst our baseline. If you remember next questioning questions. But basically what we're doing is we're saying investment that we do on an annual basis. What is the budget from budget

1:48:38 – 1:50:20Speaker 1

comes out 6,185 It doesn't work. never get to a formula if you said this. So you kind of have to create a qualify treat. We are assuming that what we actually did for that year.

1:50:34 – 1:52:33Speaker 1

So take that number. I'm misping Next question. So this is just kind of [clears throat] a small Okay. And then we have sidewalk programs

1:52:38 – 1:54:27Speaker 1

pass. gives us programed. So's activity has not changed. So we already have a very transport sidewalk. Does this include sidewalks? Yes.

1:54:40Speaker 1

Okay. [clears throat]

1:54:44 – 1:56:42Speaker 1

Okay. No develop. So it does not count. Go back to that. Well, talked about sidewalk polic. I'm more so that's everywhere else. This is also somewhat of a technical question and it required us in our formula.

1:56:49 – 1:58:48Speaker 1

Our program already said maintenance program years. stand. So now We want you want to see which direction we're trying to

1:58:52 – 2:00:47Speaker 1

Okay. So the last area that we have is fundriated basis. Emergency are not just simple cut. Once you get a little bit further up scenario based traines. Next item on here is the percent of water

2:00:58 – 2:02:55Speaker 1

We are currently having system almost entire That's going to get us a little bit of time to plug in all of the data beyond what we're asset by asset street. And then lastly, we have last systemizes. A lot of the things that we're trying to accomplish from the strategic plan is

2:02:54 – 2:04:51Speaker 1

we're trying to figure out what direction Our system next years are mineral. priority. This one was a little bit different. Priority are knew what we're trying to questions. I also put in this really cool data system which plugs in MLS data into Missouri

2:05:08 – 2:07:00Speaker 1

You can click on each area. Also, this one. So, it shows us going up wise kind of trying to investigate why that is. forecast. We might get nine people in one. I think we'll hit alone. So, I thought it was cool that it was available. I didn't say it was right. Well, the data is what the data is. I just thought it was really questions for All

2:07:12 – 2:08:01Speaker 1

right. Our next our next schedule meeting is Monday, February 23rd. Workshop is again at 4:30. Regular session 6 o'clock. Right now, the floor is open for any alderman wants to request new items to be placed on the agenda. Apparently there are none. All right. Alderman Pli, would you please take us to close session? [clears throat] Make a motion to move to close session for pursuant of RS M610.021 legal actions causes of action litigation and cover confidential attorney client communication and pursuant of RSM 610.021. 021 personnel.

2:08:02 – 2:08:35Speaker 1

Pardon me. 12 and 12 and 12. Okay. All right. I got motion. Got a second from Go ahead. Go and read it through again, Mike. All the way. Just just

2:08:32 – 2:09:08Speaker 1
