Start free trialConsider/recommend Resolution 26-R3341 Authorizing Amendments to the 2026 Budget for Continuing Appropriations
Each year as part of our annual closing process, the Finance Committee reviews and makes a recommendation for continuing appropriations. Continuing appropriation amendment transfers the budget and spending authority from one year to another. The requests before you this evening are to carry over funds from 2025 to 2026. These items range from unfinished/uncompleted projects to unpaid amounts on purchase orders, and specific requests for funding. Attached is a resolution summarizing the account number, original 2026 budget, carryover dollar request, and amended 2026 budget amount after the continuing appropriation. Following the resolution is a narrative document providing a brief description of each item. This resolution will transfer the budget authority from 2025 to 2026 for the specified budget line items. In addition, this resolution designates fund balance future capital improvements or repairs for the Community Center ($15,000), designation of funds received for street trees ($174,600), Lake Country Pickleball maintenance fund ($25,000) and National Night Out donations from 2025 event to be used for National Night Out 2026 ($2,185). Motion to recommend to the Common Council approval of the Amendments to the 2026 Budget for Continuing Appropriations. Budget Amendments require a 2/3 vote of the Council.
Consider/recommend Resolution 26-R3348 Accepting the Proposal from CivicPlus for Website Services
To continue to improve communications and meet ADA standards, a City website update is needed. An RFP was sent out in December 2025 seeking a website design firm to re-design, develop and implement a new design for the city's website. Top priorities for the City website listed in the RFP included: Competitively priced redesign and hosting fees, a visually appealing site with a common theme and consistent design throughout, the site provides easy electronic access to public information including the ability to post/share information and emergency notifications, a content management system provided by the vendor that includes all licenses and software needed to operate the site efficiently, meets ADA requirements, and the site is easy to update and user friendly. The City received 18 proposals by the RFP deadline of January 21, 2026. Staff did further review of top candidates. Between top-scoring candidates, Revize and CivicPlus, CivicPlus includes more tools within their overall cost and was willing to bundle and discount services. Revize's overall redesign cost was twice that of CivicPlus and had a higher cost for additional tools needed or did not offer them. CivicPlus offers two accessibility tools, AudioEye and Doc Access, which simplify ADA compliance and save staff labor hours. The proposal presented by CivicPlus is $26,207.18, including the complete website update, hosting, security, and additional ADA products plus a discounted redesign in 60 months. The total is below the amount budgeted for the website update project. Motion to recommend to the Common Council approval of CivicPlus for website redesign services and a 60-month contract to maintain the website and implement new ADA offerings.
