Well, some of the bags Well, I see 09:00, guys. Let's get this meeting. I call this meeting of the May Airport Advisory Board.

0:52 – 1:210

Okay. And I'll do the invocation. Heavenly Father, we're thankful for many things. We're thankful for the rain that's on the way. We're thankful for the country we live in, the gift of of flight. Give us wisdom in conducting business for the benefit of the city of Ocala and the aviation community. In your name we pray, amen. Amen. I allegiance to the flag of The United States Of America

1:311

Roll call.

1:430

Terry Crawford? Here. Randy Klein? Here. Kevin Reed? Thomas Smallin?

1:500

Thad Boyd?

1:541

Next agenda item, consideration of minutes.

2:000

I move approval. I'd second that. You can't second it.

2:051

Oh, man.

2:080

Now all in favor.

2:101

All in favor. Aye.

2:172

Good morning, everybody.

2:191

You busy?

2:19 – 2:532

As I'm sure you've surmised Matt is not with us today. He's at an Advanced Air Mobility Symposium and he asked that we go ahead and do this and get started. So welcome everybody to our new home for the Airport Advisory Board meetings. We appreciate your being here And I'll do my best to go through this program. And as many of you know, Matt might have better answers on things if we have specific questions, but we'll make sure we get answers for anything we're not able to cover today. So unless you have any objections, we'll roll right into new business.

2:540

Please.

2:582

So the first

3:200

I'll move it. We need a motion to approve that, right?

3:352

It's moved. Do we have a second?

3:393

Mr. Muckerman, can you approve it?

3:410

Second then. All in favor? Aye.

3:462

The next is the second building. It had a different name, London's Land Holding, but it's the same.

3:523

Think a little closer to the microphone.

3:552

Sure, of course. Is that better?

3:563

That's a lot better.

3:572

Very good. The second is the second old Paul Meyer hanger, also to Wing It LLC.

4:060

Who's Wing It LLC? Who's the principal? Do you know?

4:092

I do not.

4:10 – 4:220

Okay. Do you know? Jen, do you know who that is? If not, I can who's the principal? Who who owns Wingate LLC? Do not know. Standby.

4:222

I know Matt does, so we'll get you an answer.

4:250

No. No. No. We're gonna we're gonna tell you right now. Magic of the Internet. I'll move it.

4:363

I'll second it.

4:371

All in favor?

4:380

Aye. Aye.

4:40 – 5:092

Thank you, gentlemen. So the next item is for an extension for an existing FDOT grant for the North Development Access Road. As you know, we have additional funding that was left over for that project that we intend to use in a similar way. It was a three year time frame expiring this June coming up, but it extends it until 2028. That's how we can accomplish the extension.

5:19 – 5:342

What do you need? I need your concurrence on this particular item. These are items we're taking to counsel. We just want to make sure you have them. We intend to request this extension so that we can continue this project.

5:340

Move it. I'll second it.

5:371

All in favor? Aye.

5:41 – 6:012

Similarly, this particular one is also another FDOT grant extension for the Taxiway Charlie project. Original grant was three years, expiring same time frame, June 1, and also expires two more years, 06/01/2028, to continue the design and the construction process for Taxiway Charlie.

6:013

I'll move approval.

6:020

Second. All in favor.

6:05 – 6:342

Aye. Thank you. So this is new also, approved new FDOT grant funding for an airfield paint project. So the airport has put together a list of painting requirements and needs, many of which are going to finally address some of our longstanding discrepancies that we've had going on our airport inspections. Unfortunately, we didn't have any other painting projects, it was difficult to get these rolling forward.

6:34 – 7:052

Now we're actually utilizing the state contract to do pretty much a complete repaint of every almost all our yellow markings out there on all of the taxiways, the hold lines, the markings there. The runway center lines are gonna get redone. Do you have center lines? That actually will be with the project when we get our T hanger rehabilitation for our taxi lanes because we would just be grinding them right back up. As soon as those are done, they're going to get fresh new paint. So those are not included.

7:051

Along the same line, what about the runway widening?

7:10 – 7:402

Widening? That particular issue, I think, right now is still being studied as far as what the FAA would consider accepting some sort of a not an exception to policy, I'm trying to think of my right words here for this. But their modification thank you modification to standards to the allow for us to next time there's a project that would work like that, to get those areas filled in. So they're taking another look at their stance on that, which is good.

7:410

Very much so.

7:413

I'll move to Half foot short?

7:441

Eight inches.

7:443

Half a foot short?

7:462

Yeah, in some spots, yes.

7:473

Just go get some asphalt and

7:490

go out there and put a

7:491

half a foot in.

7:502

If it were that easy, yes, sir.

7:520

I'll move the project, the paint project.

7:56 – 8:182

One note on here, the local share, it is 14,865. We don't have any issues with that. And we're grateful for FDOT's participation for this to make it a complete project. Timeframe? I don't have a date for it yet. But we're working with the contractor to get that. But we need to secure the funding and make it happen.

8:181

Randy moved it. I'd second it. No, you can't.

8:200

You're the chair. You're supposed to

8:221

not second. I've never been over here.

8:250

Terry, will you second my motion to move the paint project?

8:283

Yes, I will.

8:291

All in favor? Aye. Aye.

8:32 – 9:152

Thank you, gentlemen. So this next one is amendment four to another FDOT grant that was changing the or excuse me, the scope to allow design and construction of an FDOT drainage retention. So this is tied to the North Development Road project. If you all recall, the road to nowhere right now goes right into a retention that is fed by Route 40. And this particular grant amendment would allow us to design and move that retention so that it's out of the way of the future extension towards the east of the new Development Road.

9:170

Move it.

9:220

in favor, aye. Aye.

9:25 – 9:442

Okay. And this picture basically just shows you what it would look like, and it's kinda hard to see if I use this, but let's see if it works. It's not. Okay. Anyway, just imagine North Development Road going towards the east and eventually connecting up to 60th Avenue.

9:482

All right. New business here.

9:500

Wait a minute. When there are ground lease, it's H? No.

9:581

Didn't get to it.

9:592

We're on G at the moment.

10:010

Okay. I'm sorry.

10:02 – 10:202

So this concerns the Alpha 9 development area. So an invitation to negotiate was advertised on 03/28/2024. It closed on 05/07/2025. We had one response received from GLJ Aviation. That is the developer.

10:21 – 10:492

The internal section committee excuse me, the selection committee voted to recommend award to them. There are two parcels, a primary and an option parcel, with a five year option. Standard ground lease, the rate of $0.35 per square foot. And the primary parcel at $1,000 per acre per year option parcel. Kind of hard to read from this distance.

10:510

Around.

10:52 – 11:272

Forty year ground lease with an annual 3% escalation. The primary parcel is 67,860 square feet, one and a half acres. Option parcel is 134,000 square feet, about three acres. The GLJ lease, it's going to provide for one hundred and twenty day due diligence period and an additional one hundred and twenty days to secure permitting, collectively allowing approximately eight months between potential redevelopment activity could be again on the site. So continuing with that.

11:27 – 12:002

As you all know or aware, the Hexaport is on that site. The Hexaport's lease has recently expired, and they're on a month to month. And we've been working with the occupants of the HECS Support to facilitate an orderly and equitable transition. I believe that we're looking at potentially offering tee hangers or whatever we can to make their transition smooth. Same rate and terms structure applies to the option parcel in the form of a new lease, should GLJ exercise their option.

12:01 – 12:422

Their lease provides for one hundred and twenty day I think I read that, but is it saying the same thing? No, that says the same thing. That's just a picture of it. So if you look there to the middle of the screen, you'll see the hexa port. And that'll give you an idea spatially where it is, 60th Avenue is to the right. And then the new parcel that GLJ is looking at is to the left that they would be using. For those familiar with the Alpha 9 development of the road, essentially just to the south of those two would be where that road would go, kind of from the existing entrance straight over to that site. So we're working that as another project.

12:441

The gray highlighting is the Hangar. Yes. Access to Alpha 9 or to Alpha?

12:522

It's to Alpha 9. If you look there to the north, there's a black it's kind of hard to see, I know. The black outlined area is the apron area and then with the connector to the taxiway.

13:020

Do you know who the principal of this one is?

13:052

Yes. That's the Grabba Leaf folks. Grabba Leaf.

13:120

Who are they again?

13:142

Grab a leaf.

13:15 – 13:290

I don't know. Got a yellow g four, you've seen it on the ramp, I'm sure. What are they? It's a yellow and black g four. I'm sure you've seen it on Okay. The So this is the first is the for their own use?

13:302

Yes. And

13:310

the option explain again the option how long they have to exercise that option.

13:37 – 13:532

Okay. So it looks like they've got a one hundred day due diligence period, an additional one hundred and twenty five days permitting, collectively allowing appropriately approximately eight months before the potential development. It does say that I know I was covered.

13:570

Option parcel.

14:00 – 14:110

How long are they I don't generally don't favor options. How long do they have to exercise the option? Does it say in this?

14:112

I don't see it at the moment. Some of it is that's hard

14:14 – 14:310

Yeah, for me well, to there's something that I don't know. You know, if they got to the end of their forty year lease to exercise the option, that's a bad, bad deal. I'm going size you up. An option is a one way deal in favor of the optionee.

14:312

What we can do is, again Matt has the ball on what the thinking is in this process and what's been

14:380

I can't support this unless it's separate. We can recommend the 1.5 acres but not the option. I don't know whether that can be done.

14:472

So did you want to table this one?

14:490

Yeah. Well, they have to be voted together, then yes. Unless

14:552

we can get questions for if we have direct questions for Matt, I mean, can pose those to him and get you an answer back quicker than my previous

15:030

then I move the table until we know the particulars on the option.

15:07 – 15:203

I'll second that motion. I think, you know, I agree with Mr. Klein, you know, an option that's a reasonable period of time, six months or three months or something like that, perhaps, but not the length of the lease.

15:202

Yeah. All right. I'm just putting down here we have questions about the option for the grapple leaf lease.

15:26 – 15:390

Yeah, because the city's hands are tied during that option period. You can't lease it to anybody. Okay.

15:412

So what was the decision to do specifically? You tabling it?

15:47 – 15:580

Yes. Well, we didn't vote. All in favor. I think you need to You as the chairman need to call for the vote. Aye. All in favor?

15:581

All in favor. Aye. Aye. Okay.

16:002

Thank you.

16:021

Thank you.

16:06 – 16:472

As we said, we knew there'd be some challenges because some of the stuff Matt has more of an insight on. Moving into the director's report. So essentially the North Development Access Road, we sort of just kind of talked about with the items that we're moving to try to take that road further east. The Mauser RPZ and Runway 36 grading project is going to be into the bidding phase. This particular project, we're working directly with the FAA to accommodate a schedule that does both so we're not closing the runway different times for two different projects, that we're making the best use of that.

16:47 – 17:212

So we haven't got the schedule worked out yet, but we're working closely with them to make it make sense for us. The AIPEN rehab project is complete with punch list items still being done. And the thirty day delay for regular paint is not we're not there yet, but that should be happening in the next couple of weeks. Master plan is in final review. The Alpha nine invitation to negotiate we're at the award phase right now, which we just talked about.

17:22 – 17:412

Alpha 9 Driveway, it's in permitting. And that was the piece where we're going to take the road that goes directly from 60th to the western edge of that. T Hanger campus rehab is in permitting. So that's what you were talking about. We'll get the new T Hanger taxi lane paving.

17:43 – 18:242

Alpha-twelve infrastructure right now, looking for funding, or our funding. Concrete pads is in permitting. Charlie phase one is in fundingpermitting. For those of you who didn't know it I'm sure everyone does that we did have a successful presidential visit. Went and did everything safely, which is what we were looking for. So we had a good visit. Airshow planning. We actually have had the promoter reach out to us. They were going to come this week, but they had some setbacks. So they're probably going to come in the next couple of weeks to start talking about wings over Ocala, Florida.

18:25 – 18:572

Still slated right now for May 2027. And fuel and ops will be the last piece of this. I know no one can read that. So we're going to have to do something about that. Let me get to those numbers and see it myself. My apologies for that. You don't have that on your screens, do you, by chance? No? Okay. Okay.

18:57 – 19:272

So I know, again, you can't see that. But for Avgas, this last April, did 23,774, which is up from March. Jet A was 131,619, which is down from March. But overall, we are up total wise for all of the sales. Yeah.

19:32 – 19:442

Yeah, every time and I know you probably can see, but if you see the orange there, an orange highlighted box, that means it's a record one. Any questions about fuel for the gentleman who can answer them? He's right behind me.

19:471

No questions at all.

19:48 – 20:332

All right. And then lastly, we have operations. And again, another eye chart. Yeah. So essentially, our IFR numbers have gone down. Total IFR itinerant were twenty forty two. It was $25.91 We're down to $2,042 for April. Total VFR itinerant is That's at 3,980 from 3,790. Total local did go up, 2,003 and 98. And that's really it. But the ops number's not really doing a lot. Is all staff has

20:33 – 20:481

Thank you very much, Michael. Any persons wishing to appear? I see none on the agenda. Anybody wishing to appear? Please make yourself known. Do we have any comments from the individual board members? No.

20:493

Not really. Meeting here, you know, is for many, many years we met in the same chamber.

20:570

And we

20:57 – 21:223

moved Welcome back to the airport the airport's a little bit different. The stakeholders are at the airport and it seemed to work really well there. But we have to have it here, I would think, the stakeholders' perspective, from the people at the airport, having it at the airport in the future would still not be a bad idea. But, this is nice. You got accoutrements and so forth.

21:221

Absolutely.

21:233

It's still, I think, better for the board. I've done it both ways. Randy has as well. It was, I think, better when it was at the airport.

21:321

Thank you. With that, twenty one minutes after the hour, I would take a motion to adjourn.

21:383

I'll so move.

21:400

Second. All in favor. Aye. Very good.

21:432

Thank you, gentlemen. Got it.

21:481

Won't happen again, but I got it.

21:50 – 22:010

Thank you, Randy. Yes, sir. All right. You ever have a deadhead flight on a Saturday or Sunday? Yeah. Let me know. I can I I wish You're a single pilot? Right?

22:011

No. No. We got some two weeks too. Gary and
