All right. Hi everybody. I'm Amy Martin. I am the uh West Alabama Food and Wine Festival Executive Director. Um and then this is Debbie San Mets. She is a longtime board member and we appreciate everything the city of Northport has been doing for us for the last four years. We're coming into our fourth year in downtown Northport. Um we moved in 2022. Um and we the 2026 festival, as you can see, is April 19th, 2026 from 4 to 7. Um VIP only from 3 to 4. Um just so you know, the West Alabama Food and Wine Festival is a 501c3. Um it was established actually in 2019 and we've in that first year we had 200 attendees. We are now looking at about 1,500 tickets for this coming up festival. Um the tickets are 75 for general admission, 100 for VIP, and then we're having we have drink tickets this year. So we're doing that a little bit differently. Overall though, our community impact um we have to date have raised $280,000 for nonprofits and last year we had two beneficiaries. Each beneficiary received $35,000 a piece. Um, we originally supported the Red Cross, but in 2023 we shifted to an application process so that we can affect more local nonprofits and benefit because we found that we've had a great we have a great festival, we have a great fundraiser and it's really hard to do. So now we have two beneficiaries every year and we're in the process of picking our second one. We're actually going to make that announcement on Friday. So we're meeting on Wednesday. We have three um that'll make a presentation to our board and we'll choose them and on Friday we'll make the big announcement. Um the other beneficiary this year is going to be Humane Society of West Alabama and then the other one um

have two consecutive years each so they'll know for two years get that funding that's kind of a cycle the cycle

but our past partners just um American Red Cross West Alabama Food Bank turning point and then Humane Humane Society West Alabama so um and we're looking forward to making that announcement just so you know the festival um our board is a working board um and we recruit top restaurants, caterers, food, wine, breweries, distillers, um to sample, to come to the festival and sample. Um you get to sample food and wine and beer and all the other things, too. We have line live music. We do a wine pull. Um we and our VIP this year, we're actually expand a little bit larger. Um we're going to have two bars in there. Um our champagne wall and some additional seating, things like that. So, we love being part of downtown Northport and this festival is just absolutely perfect um for that area. We were very excited to move it. Um and we look forward to continuing working with everybody. The planning committee has been amazing. Um and we've just really have a great experience with Yeah.

Also, I'd like to say get to know us. We'll hang around if y'all let us. My name is Debbie Sford. I'm also a Northport merchant. Um Amy and I have been, like she said, long-term board members. We were from inception and um because we did this for several years without being a 501c3. Um uh so we are the only nonprofit that I'm aware of in the West Alabama area that our um goal is to raise money for other nonprofits. And this system that we have um developed to choose these other nonprofits, they are all incorporated in the West Alabama area. So, our goal is always the more money that we make, the more love that we can spread with our local nonprofits. And y'all have helped us do that so tremendously. I can remember when giving $8,000 away like in

2012 or something was huge to us and we gave away two $35,000 checks last year and so we just want to move forward with you guys. The space is perfect and like I said, we can't say enough about the planning committee. Um, so nice to meet all you council members. Yes. Any questions? And uh like I said, I I love Northport. I live here. I live just up the street. I She lives just up the road. Um our partnership with this council and Main Avenue and the city of Northport has been amazing for our organization and we hope that it continues to be for yours. Yeah. Debbie, my my mother visits your shop quite often. [laughter] Yeah. I think Miss Tubs was one of the original ones that um got you guys over here.

Yes. And from experience, from the get-go, it has been an amazing event. Um definitely get in and get your tickets quickly because they will go quickly. They go fast. Um that is it's just an event that you don't want to miss. And did now do you have a weather contingency this year? We do actually. The following weekend we following we booked this following Sunday for that. It has been it's been great the weather. So I mean we had cold and windy and then we had it was hot last year. It was hot last year. This year's going to be perfect. And we did move it up to the weekend. It's now the third weekend. So that'll be hopefully. Yeah. And the tickets go on sale December 1st. Uh oh. Coming right up.

Yes ma'am. This is a first reading of an ordinance that will amend our zoning ordinance. Um, as you guys know, we do a a quarterly review of our zoning ordinance since the adoption in December of last year. Um, this specific amendment will amend the side and rear setbacks for accessory structures. We're going to reinstate that at five feet as was um in the previous ordinance. Um, it was just inadvertently left out. So, we want to reestablish that at five feet for the side and rear setbacks for the accessory structures. It does come with a positive recommendation from the planning commission and we will have a public hearing on December the 1st. Okay. Is there anyone that would like to offer that up as a first reading?

Yes, ma'am. This is a first reading for an ordinance approving um for approval of a conditional use for a laundromat in a C3 zone. That's a general commercial zone. The property is located at 1802 18th Avenue. It does come with a favorable recommendation from the planning commission with the following conditions. Um the hours of operation would be limited to 7:00 a.m. to 10 p.m. Um an attendant would be present at all times during um hours of operation and the building materials must be compatible with the surrounding properties. It does come again with a favorable recommendation and there will also be a public hearing on December the 1st.

Uh yes, ma'am. This is a resolution authorizing water service outside the city limits. Uh this property is located at 4511 Oakill Drive. It comes with a favorable recommendation from the south. I would often say with the usual stipulations, it might be good to go over what those are, which means that they cannot be annexed in now because they're not contingent. So they we can't make them annex. They couldn't annex if they asked us to. Number two, they pay all the cost of hooking up to the water. And uh the third thing is that if in the future they can annex then they're required to annex or we will remove the water service. So when we say staff recommends it the usual stipulations that's what the usual stipulations are.

Uh yes, this is a resolution authorizing the mayor to uh execute an amendment to the Metro Animal Shelter operating agreement. Uh presently uh President Dyke serves from the city of Northport on that board. Uh city of Tuscaloosa, city of Northport, Tuscaloosa County jointly operate this. Um the request is that this board be allowed to spend up to $80,000 a year without having to come back for approval. If it's more than that, they would have to go to the various agencies and get approval. Uh the fee is based on number of usage percent of usage. So our share of the $80,000 is $11,200.

Yes. This is a resolution to appoint Tara Tubs as city administrator. As you know, she's been here for about 5 years, served as city engineer, and also deputy uh city administrator. Uh after the uh resignation of Glenda Webb, she's been appointed interim um city administrator. Uh the city has gone through a month-long process of accepting applications which you have reviewed in great detail. Um I think the decision of the council is to appoint her as city administrator. As you know this is not a civil service position. It is a contract position u between the city council and Miss Tubs. So what this resolution does is two things. It appoints Tara Tubs as the city administrator and as part of that position she would also be the city clerk, city treasurer and the appointing authority and all this would be pending the approval of a contract between Miss Tubs and the city. The res resolution also uh appoints councelor Conger and councelor Hickden to negotiate the contract with Miss Tubs and to bring that contract back to this council for final action.

Are there any questions or comments? I do have a comment. I've worked with Miss Tubs for five years now. And while we might not always see eye to eye, she always tells me what the truth is. She does. She never sugarcoats anything. Even if I don't like it. And a lot of times I tell her that and I slam a door and I leave. But we always have that ability to go to her and discuss things with her. and she will tell us what is right, what is wrong, and why. She doesn't just say yes or no, she tells us why, and she explains it. And I will say um it has been a pleasure working with you. Um the knowledge level that you have um just in the engineering side is is mind-blowing. Um which is such an asset to the city with as much growth as we have right now. Yes. Um, thank you, members of council. This is going to be a little bit longer than what Mr. Davis has been doing. Um, this is a request to revoke the business license for Eastern Massage LLC as well as revoke the ability in the future to obtain a business license for Eastern Massage LLC and its owners managers John Ping Chen and Ahua Leu. Um, the basis of this, this license was granted in July of this year. Um at that time it was granted as a massage parlor. Uh during a lengthy investigation by the West Alabama Human Trafficking Task Force, um the owners that I just mentioned, the two owners that are named in this resolution, uh have now been charged each individually with four counts of promoting prostitution in the second degree. Our code under uh section 66-282 permits this council to revoke the business license and prevent uh the person from obtaining a business license at a point in the future if um any person violates or aids in violating uh any criminal law of the state of Alabama as well as if any person makes deceptive or other misleading statements on their business license application regarding the nature of their intended business. Um that is the basis for the request for the revocation tonight. Um we have members of the West Alabama Human Trafficking Task Force here tonight. We have Captain Phil Simpson. Um he is the commander of that unit. And then we have investigator Jessica Reynolds who is the Northport Police Officer assigned to that unit. Um this is still an ongoing investigation. Um although there have been charges that that have already been made, but it is still an ongoing investigation. So there are some things that are limited that they can answer, but if they if you have any questions for them related to this, then they are here and available to answer anything that the council council has questions about. He does still have a few items that are remaining to clean up the site and then to stabilize the site before our inspections department can release the demo permit. Um we are recommending to table the item again for two weeks, which would be the December 1st council meeting. Um, and the property owner is here if you have any questions for him.

Now, people on TV cannot see that, but there will be a there's a table back there. There will be a signup sheet. The caveat is you have to be speaking about an agenda item. you will be asked to write the agenda item name down. That list will be passed to us and you will be asked um to present at um at the beginning when we ask for people to come to speak. Now, if you have an item that you wish to speak to the council about or have a request you that's not on the agenda, you will still go through the request that's online. And the reason that is a lot of people will c will send in a request about a pothole or or grass. Well, staff can handle that before it ever gets to council. And always remember when you address the council, you are addressing the council as a whole, not as a single individual. So when you come, just remember that that is how we're going to operate. But along those same lines, um, city administrator Tubs and I have been working on a holiday shopping guide for small businesses in Northport to encourage people to shop local, shop Northport. If you have a business you want featured in that or you know someone whose business needs to be featured in that, um it will be an online um shopping guide and you need to email info@northportal.gov and you need to include in your email what business it is, what category of shop or things you're selling. um because it will be something done by category and I think we're hoping also to have a map.
