Rebuild Alabama Gas Tax fiscal year 2025 report. Mr. Matthews.

Uh each year we receive funding from the uh rebuild Alabama gas tax and we at the end of the year we pro uh prepare a report uh to meet the qualifications for requirements of that funding. Uh this year the amount of funding was 677,737.74 and it was spent in its entirety on the uh annual citywide resurfacing project. There's a copy of the report in your packet that includes the streets that were resurfaced.

Uh the first we have a first reading uh for a reasonzoning of approximately 34.8 acres located in the Grandpoint neighborhood. Um the property is currently zoned special district. Their request is to reszone to RS2 which is single family residential. It does come with a positive recommendation from the planning commission and a public hearing will be held on January the 20th. January 20th. Okay. Is there anyone that would like to offer that as a first reading? So moved.

That is offered by councelor Hickden 982. Miss Ram. Yes. This is the first reading for a conditional use to operate a business office in an M1 limited manufacturing zoning district. Um the the conditional use request does come with a positive recommendation from the planning commission. No new construction is proposed. Therefore, the commission did not recommend any additional conditions um associated with the proposed use. A public hearing will be held on January the 20th. I will offer that up for a first reading. Um 9B uh resolutions of a temporary nature. 9B1. Mr. Murphy.

Yes. Uh, this resolution will authorize the city administrator to enter into an agreement with Alabama Fiber Network to provide fiber internet services to all the city Northport municipal buildings. 9B2 is a resolution that would authorize a public works contract with CXT Inc.. Uh this is for restrooms at restroom facility at Tiger Park. Uh the amount of the uh contract would be 79,59915. And this was uh competitively priced through the source well cooperative. And this has been on the books for quite some time, hasn't it? Yes. Okay. Are there any questions or comments? So just so I'm clear, this was already this expense was already projected in this development. Yes. and is covered by the budget that was previously established for Tiger Park.

Yes. This is a resolution consenting to the vacation of public rightway of a portion of Park Court here in Northport that is over by where Avette used to be. Um essentially uh five parcels were purchased by the same owner. They have been combined into a single parcel at this point. Um this rideway ran through the five parcels because it is now one parcel. They no longer need it to be a rideway. Uh and so they have requested the vacation of that rideway and staff recommends approval.

Yes ma'am. This is a second reading for demolition of an un unsafe structure located at 3905 Hunter Creek Road. Um the council has previously tabled this on January 6, March 3rd, June 2nd, and September 22nd of 2025 in order to give the owner um time to remedy the deficiencies um at that property. During this time, the owner has obtained a building permit, submitted a list of repairs, and has started work um on bringing the structure up to code. They are continuing um to make progress on the structure. However, they are not completed at this time. Staff is recommending a 90-day extension and that would be uh that date would fall on April the 6 of 2026. Okay. Um I will open the floor for a public hearing for agenda item 10 C1. Is there anyone who would like to speak for or against this item? Okay. Miss Ram.

Yes. Nobody here. Is No, nobody here. Oh, okay. Would you like to speak? Okay. My name is John Newman. I live at 405 Hunter Creek Road, which is the property beside the property I'm working on. And uh I've been here several times. Um, some of the problems I've had is finding contractors and such and it's just been a slow process, a lot slower than I wanted it to be, but um, we're making progress. Um, in my opinion, most of this the structure safed up. It's just it's gutted. So, it just, uh, we're still, you know, plugging along and and getting it uh, getting it ready, but it's just it's still going to take some time.

Miss Ram, when did we first hear this? because I believe this came before us the very first time. So, this started in December of 24. There was a um on January the 6th of 25 is the first time that the council tabled the matter and each time it's been a 90-day extension. I think I don't um you were not the owners at the time, correct? There was an ownership change and then they assumed the property and then they obtained the building permit and started the work. How long have you had it [laughter] in unison? How long have you had it? I want to say since March late February, early March last year.

Obviously, this is my district and I live right around the corner. So, I see this property every every morning. Um, And if you were looking on the outside, there's not a whole lot that's moved. What are the plans as far as I know I was looking at the list y'all were given. There's roof issues. There's things like that. What What is your timeline looking like? I

I mean, honestly, probably at least another year. I mean, because I'm I'm having really difficult time finding contractors. Either I'm not getting any responses or they're pricing it so high that no one can afford it. And so, you know, I'm doing a lot of the work myself and a lot of it is inside. I realize that and like half the roof's on, but most of the the inside structure, like I was talking to the engineer, you know, and so we're, you know, working from the inside out. But hopefully in the next, you know, month or so, you'll see a lot more. So, I guess that's my question. If you were granted a 90-day extension, how much of this code list? Yeah. What do you think you can accomplish?

Um, right now like the long the the list that I got like I won't have the electrical or the plumbing or anything like that but as far as the structure itself I mean it's it's safed up in it's sound okay so to answer your question I I I don't know it won't be it won't have those I mean it won't be ready for a co by no means days but as far as the outside um the aesthetics of it I guess like painting inside. [snorts] Well, I mean, a good roof, I'm sure, would be helpful. Yeah. I mean, yeah. Does it have a good roof on it?

It's got a rubber membrane on part of it and a metal roof on the backside, but because of the wall and the way I'm having to safe up and I've just now completed that like this weekend. Now, I can fix a another wall to get the roof on, but it, you know, it's not leaking or anything. Okay. I guess my saying it's taking time and it will take time. How long do you think it's going to take to get it completed? And and I asked this and I realized that you guys have just had this for a year, but I know we've been dealing with it for two years. And so I was trying to figure out where we were at. You know, what do you anticipate?

I mean, honestly, the way things are going, I mean, I would say at least another year if I can't get any suitable contractor in there with a reasonable price, which has been very difficult. I mean, even so much as like the roof. I've been having people if it's not under insurance, most people won't even come out because that's the first question they ask. Is this an insurance job? And then we don't see them. You know, it's been it's been difficult. But we have, you know, we we plug along with it just about every day. We do some on the weekends, but truth be told, I mean, the house was in a lot worse shape than we thought, but it's it's coming along. Mr. Have we seen substantial progress with this home? I mean,

so we did receive some interior pictures um from the Newman's and went through those with our building inspectors today because they they saw firsthand what it looked like inside to start with. Um and they say that a good amount of progress has been made. So, I didn't lay my eyes on it, so I couldn't tell you that, but I did talk to them and and they it was their opinion that they had made some good progress on the inside. Okay. When do you think the exterior would be done? I I know you got a lot I know. I'm I'm I know you got a lot stuff on the inside, but

I was really planning on, you know, in the next couple of months, you know, before, you know, probably mid-spring to have the siding on. The siding's ordered and it's on its way. The windows are already in. Oh, good. [snorts] And you know, um, matter of fact, the siding should be here probably tomorrow. And you got a contractor already lined up for that. If I can, I'm going to have to do it. But no, I mean, once again, I understand, you know, and and that's that, you know, I got a full-time job and stuff. So, this brings me to a question, you know, how long y'all going to give me? I mean, I understand the dilemma here, but at what point are y'all going to say, "Okay, we got to tear it down." I would say if there's significant progress or or at least Well, I mean, but what is significant progress? Well, I'll say this. If there's if there's progress being made on a regular basis, right?

Yeah. Not going weeks at a time, months at a time. No, it because it I know it's tough. It's tough out there to find subs that are willing to to do the work. Good. I'm just going one. Um, no. It's Well, got any recommendations? But [laughter] I I'm trying to figure out where the conflict of interest is is if we talk, but I'm just saying. Okay. I'm just um Yeah. Um but Okay. Here's my thing. If we give you 90 days and we come back and you've cleared up around that house and you've got siding out there and that is what I would want to see

shore up the movement towards getting it resolved. Um I think as much of the exterior that you can get done just because it is such an eyesore. Yeah. Um I think as as you know as much of that as you can get done I think would be significant and then maybe work on the inside from that from that standpoint. Yeah. Right. I'm sure it's difficult.

Well, the well the the priority is shoring up the inside so I can work on and it sounds like and so it's an inside out project and I know everybody wants to see the beautiful and all that stuff but right now I've got to do this so I can do the outside. Okay. Makes a lot more sense. Yeah. And I I can't imagine because when I pass it, it is the way it's situated. I imagine it's a difficult project. But okay, what you're saying makes a fun project. I mean, I've enjoyed it. Um it's I love the challenges and the uh problem solving, but

it's pretty rough, but it's I can imagine. But yeah, to to answer his question, I mean, yeah, we'll do as much as we can, you know, and um one one question I have, what what is the plan for the house once it's done? We don't know. Okay. It was adjacent to us. We knew the people that was there. It was kind of dear to us and um we just had the opportunity to get it so we can have control so somebody ren or something. I don't know. We just wanted control over the We don't really have a longterm plan for it. We just wanted to It's a nice beach property.

This is my thought. Uh what about 45 days that they come back and show us where they at? Then we go another 45 days instead of waiting 90 days because I was here at the beginning and you know I was all for it. But I'm I'm not saying tear down in 45 days. In 45 days just come back and say hey check up this where we at. I mean I don't I whatever it takes. I just, you know, again, I got this envision in my head that somebody's going to come along and go, "Okay, we got to tear it down." But, you know, I don't Well, we don't want to give you that's the way then tear it down. Nobody's going to stop by on you. I'm fine. Yeah. I mean, I'm not saying we're going to tear it down in 45 days. Just like, hey, we got two more walls up or in 45 days. Yeah. You just want a checkup and that's fine.

Not is a long time. So, come back here or just get back with the engineering folks or junior. Okay. Okay. Okay. Is that something, Miss Ram? Is there something that to keep from having to come back before council, is that something that you could give us an update on in 45 days rather than have to go through the whole public hearing thing again or is it better to do the public hearing thing again?

I we can do whatever you guys want us to do. If you Miss Congress, it's your district, so I'm gonna leave I'm gonna leave that to you. I I just know that. What do you typically you have? Typically, we put it back on council agenda and then give you an update. I think I would prefer that just so we all more of a formal process and then if you get to the point where progress is not being made, work has stopped, then we don't have to start over. Yes. this one. If you want to do 45 days, that's going to fall after the February 16th. It would fall on March. March 2nd. Okay.

Just thought I would say happy birthday. Happy birthday. So, um due to several conflicts with spring break, we have children and um family vacations. Um we need to be res we need to reschedule it. So, I would like to make a motion to hold the regularly scheduled uh March 16th council meeting on Monday, March 23rd at 5:30. Does anybody have any comments, concerns, questions over that? Yes. Um the next announcement I have um I want to it's more of awareness um to be made. Earlier in the day um Mr. Donahghue with um University Beach came and asked um to put a flyer for a meeting that is going to be held tomorrow um at 1 um and 1:45 respectively at uh 100 1100 UCB Parkway in Northport. Um these meetings are not part of the city. We do not post these on our agenda or our websites. These have nothing to do with us. Um to my from what my understanding was, Mr. Donahghue came at a little before noon. He has a 24-hour notice that he has to give for those meetings. Um spoke with Miss King, put the announcement up. That was the 24-hour notice that he is required to do. Once again, this is not a city meeting. You did not see it on a city calendar or a city website because we were not aware of this. Um, the meetings are public. However, I encourage you to attend if you would like and there is also a notice posted on our um east end of our west end of our hallway in the board. If you would like to read it, review it, please do so. but also understand that this was the city had no knowledge of this prior to 11:45 this morning. Uh, Mayor Smith, Mayor uh Phillips, I'm just going to hand it over to somebody.
