Rebuild Alabama Gas Tax fiscal year 2025 report. Mr. Matthews.

Uh each year we receive funding from the uh rebuild Alabama gas tax and we at the end of the year we pro uh prepare a report uh to meet the qualifications for requirements of that funding. Uh this year the amount of funding was 677,737.74 and it was spent in its entirety on the uh annual citywide resurfacing project. There's a copy of the report in your packet that includes the streets that were resurfaced.

Uh the first we have a first reading uh for a reasonzoning of approximately 34.8 acres located in the Grandpoint neighborhood. Um the property is currently zoned special district. Their request is to reszone to RS2 which is single family residential. It does come with a positive recommendation from the planning commission and a public hearing will be held on January the 20th. January 20th. Okay. Is there anyone that would like to offer that as a first reading? So moved.

That is offered by councelor Hickden 982. Miss Ram. Yes. This is the first reading for a conditional use to operate a business office in an M1 limited manufacturing zoning district. Um the the conditional use request does come with a positive recommendation from the planning commission. No new construction is proposed. Therefore, the commission did not recommend any additional conditions um associated with the proposed use. A public hearing will be held on January the 20th. I will offer that up for a first reading. Um 9B uh resolutions of a temporary nature. 9B1. Mr. Murphy.

Yes. Uh, this resolution will authorize the city administrator to enter into an agreement with Alabama Fiber Network to provide fiber internet services to all the city Northport municipal buildings. Um essentially uh five parcels were purchased by the same owner. They have been combined into a single parcel at this point. Um this rideway ran through the five parcels because it is now one parcel. They no longer need it to be a rideway. Uh and so they have requested the vacation of that rideway and staff recommends approval.

Yes ma'am. This is a second reading for demolition of an un unsafe structure located at 3905 Hunter Creek Road. Um the council has previously tabled this on January 6, March 3rd, June 2nd, and September 22nd of 2025 in order to give the owner um time to remedy the deficiencies um at that property. During this time, the owner has obtained a building permit, submitted a list of repairs, and has started work um on bringing the structure up to code. They are continuing um to make progress on the structure. However, they are not completed at this time. Staff is recommending a 90-day extension and that would be uh that date would fall on April the 6 of 2026. Okay. Um I will open the floor for a public hearing for agenda item 10 C1. And uh I've been here several times. Um, some of the problems I've had is finding contractors and such and it's just been a slow process, a lot slower than I wanted it to be, but um, we're making progress. Um, in my opinion, most of this the structure safed up. It's just it's gutted. So, it just, uh, we're still, you know, plugging along and and getting it uh, getting it ready, but it's just it's still going to take some time.

Miss Ram, when did we first hear this? because I believe this came before us the very first time. So, this started in December of 24. There was a um on January the 6th of 25 is the first time that the council tabled the matter and each time it's been a 90-day extension. I think I don't um you were not the owners at the time, correct? There was an ownership change and then they assumed the property and then they obtained the building permit and started the work. How long have you had it [laughter] in unison? How long have you had it? I want to say since March late February, early March last year.

I mean, honestly, probably at least another year. I mean, because I'm I'm having really difficult time finding contractors. Either I'm not getting any responses or they're pricing it so high that no one can afford it. And so, you know, I'm doing a lot of the work myself and a lot of it is inside. I realize that and like half the roof's on, but most of the the inside structure, like I was talking to the engineer, you know, and so we're, you know, working from the inside out. But hopefully in the next, you know, month or so, you'll see a lot more. So, I guess that's my question. If you were granted a 90-day extension, how much of this code list? Yeah. What do you think you can accomplish?

Um, right now like the long the the list that I got like I won't have the electrical or the plumbing or anything like that but as far as the structure itself I mean it's it's safed up in it's sound okay so to answer your question I I I don't know it won't be it won't have those I mean it won't be ready for a co by no means days but as far as the outside um the aesthetics of it I guess like painting inside. [snorts] Well, I mean, a good roof, I'm sure, would be helpful. Yeah. I mean, yeah. Does it have a good roof on it?

It's got a rubber membrane on part of it and a metal roof on the backside, but because of the wall and the way I'm having to safe up and I've just now completed that like this weekend. How long do you think it's going to take to get it completed? And and I asked this and I realized that you guys have just had this for a year, but I know we've been dealing with it for two years. And so I was trying to figure out where we were at. You know, what do you anticipate?

I mean, honestly, the way things are going, I mean, I would say at least another year if I can't get any suitable contractor in there with a reasonable price, which has been very difficult. I mean, even so much as like the roof. I've been having people if it's not under insurance, most people won't even come out because that's the first question they ask. Is this an insurance job? And then we don't see them. You know, it's been it's been difficult. But we have, you know, we we plug along with it just about every day. We do some on the weekends, but truth be told, I mean, the house was in a lot worse shape than we thought, but it's it's coming along. Mr. Have we seen substantial progress with this home? I mean,

so we did receive some interior pictures um from the Newman's and went through those with our building inspectors today because they they saw firsthand what it looked like inside to start with. Um and they say that a good amount of progress has been made. When do you think the exterior would be done? I I know you got a lot I know. I'm I'm I know you got a lot stuff on the inside, but

If I can, I'm going to have to do it. But no, I mean, once again, I understand, you know, and and that's that, you know, I got a full-time job and stuff. So, this brings me to a question, you know, how long y'all going to give me? I mean, I understand the dilemma here, but at what point are y'all going to say, "Okay, we got to tear it down." I would say if there's significant progress or or at least Well, I mean, but what is significant progress? Well, I'll say this. If there's if there's progress being made on a regular basis, right?

I just, you know, again, I got this envision in my head that somebody's going to come along and go, "Okay, we got to tear it down." I mean, I'm not saying we're going to tear it down in 45 days. Just like, hey, we got two more walls up or in 45 days. Yeah. You just want a checkup and that's fine.
