September 8th, 2026, officially 6.03 p.m. And at this time, I will call to order the Art Advisory Board. All right, can I please have a roll call?

1:05Speaker 7

Marissa Lara. Jennifer Wilson.

1:08 – 1:38Speaker 3

Eva Raffgaver. Lynn Falk. Okay, thank you so much. All right, at this time, can we rise and say the Pledge of Allegiance? Pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Great. Thank you so much. All right. At this time, is there any public comment? Yes, we have one public comment.

1:38Speaker 5

Catherine .. Thank you.

1:43 – 3:06Speaker 4

I'm here tonight representing the North Port Art Center, which we're homeless now. I'm sure you all know that. But we still want to bring visual arts to the community. And we've had the privilege of hanging on all three floors here for many, many, many years. And it's just been wonderfully received. So I'm here to ask you to discuss that, yes, we can hang for the first quarter. January, February, March. That was kind of the old way we did the first quarter and the third quarter. The second quarter was always children's, school children's. So yes, I want to confirm on that. That's my question. And also, we would like to do a reception. And usually, the advisory board wants me or us to plan this ahead of time so it's on the community calendar and that we can plan for it towards the end of our three-month stint. So a date for a reception and the green light to hang in January when they take the decorations down. And that's about it. And I'm not allowed to answer any questions at this point, not to come to the agenda. So anyway, thank you very much.

3:12 – 3:31Speaker 3

approval of minutes for August 11, 2026, Art Advisory Board minutes 26-1113. I can approve. Okay. Second. Okay. And it is approved. Thank you so very much.

3:31Speaker 1

You have to vote. So Lynn made the motion. Jennifer seconded. Then you all have to vote.

3:38 – 3:58Speaker 3

Okay. Let's vote. All in favor? Aye. Aye. Aye. Aye. Okay, great. All the ayes have it. Thank you. All right, so we have some unfinished business. 26-0674, discussion and possible action regarding Garden of Five Senses sculpture project.

4:05 – 4:17Speaker 1

We did receive the design. from Mr. McCauley, who's not here. He's traveling. Justine will bring it up on the big screen.

4:17Speaker 5

Oh, I can't. But if they want to step over.

4:21Speaker 1

Oh, you can't project.

4:23Speaker 5

No, that's what I'm saying.

4:24Speaker 1

You can't log on there. Oh, OK.

4:26Speaker 5

But I can show you from here if you guys can see it. You want us to come over there? Yeah.

4:32Speaker 1

Sorry, it's low tech. But we can figure out how to get it on the big screen.

4:42Speaker 5

So this is what he's proposed. So this is his flower that he has designed.

5:12Speaker 5

We'll see if we can get him to forward it out to you guys as well. That way you guys can see, but this is his rough draft.

5:20 – 5:53Speaker 3

Is that supposed to be at the park itself, or do we know? This is all he sent us. Can I just come a little closer? There's mountains in the background, so that's obviously not at the park. I do see the butterfly. I see the shapes and the wings, as we discussed. I think we were toying around, too, with the color of the actual flower, per se, because the color had a significance to it. Of course, that background is not where it's going, unfortunately. That would be beautiful.

5:53 – 6:11Speaker 5

The mountains. This is just, he provided a little bit of, and I'll attach this to the agenda as well. Does it say how tall it is? Right there. Yeah.

6:11Speaker 3

The stem. There it is. And the base. There you go. This is supposed to go, I think, two feet underground.

6:18 – 6:38Speaker 5

Height 48. I don't suppose there could be a water element added to the plans, because they're just for some open-ended life. That's a whole other thing, I know, that we don't have costed in. I suppose it would probably collect water. Oh, there you go.

6:38Speaker 3

From the rain, per se.

6:40Speaker 5

Right. We'll do our best to get that to you guys on the agenda. Great. Thank you. Thank you.

6:57Speaker 3

Do we know, can I ask a question?

7:02Speaker 1

Yes, now you guys can discuss whatever.

7:05 – 7:39Speaker 3

My question is, do we know any information as, I know he's not here, but do we know any information as to where I know at the last meeting he was going to possibly go out to the park and look at a location in the park where we thought that sculpture would be placed. And I had made a suggestion that I thought possibly near the Zen Garden area that was away from the playground. That way it wouldn't get a lot of the kiddos wanting to climb on it because it's not actually a toy.

7:40Speaker 3

Yeah. Do you know any information?

7:45Speaker 1

There's nothing in the email from him. I don't have any information.

7:48Speaker 3

And nothing from parks and recreation as to placement?

7:52 – 9:45Speaker 1

No, not unless it's in the documents that are in, that are up on Legistar as part of the agenda that was part of the original design stuff. I think the way forward for you, the first step is, is this the sculpture that you want? And so you would, the board would decide by vote. ago, then someone, a board member, would need to work through parks or decide and send it, give it to me and say, can you go talk to Sandy, the director of parks, about this? We'd like to put it here. Will that work? So in other words, you have a decision to make about whether you want to go if that's culture or not or if you want modifications. And then you need to make a decision about where you want it located. And then we have to get that location approved. Now, on a related note, now that you've asked these questions, point out that today at the commission meeting the halligan sculpture situation was brought up and was recommended by the commission that um the attorney the city attorney sent a letter to mr halligan requesting that he returned the funds that were given to him so that's just a statement of fact and then in relationship to that um discussion over in the future there need we need to have a different sort of process for commissioning an artist to do something and then receive funds for the city so and that is in discussion right now so once the board would decide this is the sculpture we want this is the fee that's being asked this is the location that's been approved it's all still going to have to go through a process

9:45Speaker 3

I had a note of checking on the approval and funding. I did not have that in my notes. You wanted me to check to see if the 20 grand was still

10:09Speaker 1

I'm remiss, I did not.

10:10Speaker 3

With previous board members, we had decided to up it from 5,000 to 20. We thought that that would be a good amount to,

10:23Speaker 1

I will need to check now, because of today's events, exactly what they want, what the commission is going to want, what city leadership is going to want.

10:33Speaker 3

I guess you have to find out from that one. Yes.

10:35 – 10:48Speaker 1

So to make sure I have this in my notes, the board is recommending that the fee that is paid to the sculptor for this project be $20,000 for the entire project.

10:48Speaker 3

Or less, yes.

10:52Speaker 1

Asterisk. And was there anything in what we received in the proposal itself? Is it just the design, or is there also stuff on that?

11:02Speaker 5

I looked through that earlier, and he had a spot for a cost, but there is no .

11:08 – 11:21Speaker 3

At the time, 5,000 was a reasonable number. Going back to this project, it was talked about four years ago. Since then, prices are quite a bit different.

11:29Speaker 1

So the, okay.

11:33 – 11:47Speaker 3

I don't know what these materials cost. Correct. So if Don was here, you know, we'd have a better idea, but I'm certain that he understands that we want to keep it under that budget or within it.

11:50 – 12:32Speaker 1

Okay. So the staff liaison is being directed to confirm that there is... there are funds available not to exceed twenty thousand dollars for this project correct yes and um i will certainly do that now that list leaves it for you to formally approve or ask for modifications to this um i don't really know if i need to do modifications without really seeing What the cost is going to be from you?

12:32 – 13:03Speaker 3

Yeah, I think I need to see what the cost is going to be for sure. I'm sure he can provide that breakdown for us. But also, he's pretty good about doing either a 3D or 4D imaging where I can really see the colors because the colors were a big factor in this design. They were significant to... So I'd like to see it in its glory, if you will.

13:05Speaker 1

Do you guys have any idea where you want it in the park?

13:07 – 13:46Speaker 3

Well, this is what we were just saying. I said I knew there is a piece of ground over by the Zen Garden at the garden. And we looked on the map last month. And John was sitting right next to me and we looked at it and I believe he might have even gone out there to take his own pictures possibly. But again, he's not here for me to ask him that question. So. I don't know if that's an okay spot that Parks and Recreation is okay with.

13:46 – 13:57Speaker 1

If you could send me a Google map with a pin on it that shows you exactly in the park where you want it, then I would, when I have this discussion about the funding, I'll also see if they can approve that location.

14:07 – 14:57Speaker 3

brother was that okay it's really probably the only sensible place to put it i mean there's i don't think it would be wise to put it near the playground part of the park and then you have that that story trail i don't think it could go back there because it wouldn't get the um that we're looking for, you know. It's gonna be tucked away behind trees and in the woods deep, you know, but you can go in that part of the park. So this would be up front where there's a circular drive in and people park their cars in that area. It's gonna be near, not too far away from where the restroom facility is, but it's over really by the zen garden area where that little waterfall is in that park.

15:00Speaker 7

If you put it close to the parking lot, it kind of sets the tone.

15:07 – 15:37Speaker 3

OK, so it could go anywhere in this area, but I was technically thinking more over here. Because it could be seen from the street. It's kind of pulled away from the playground and more centered around where the nature part of the park is. So maybe I can do a screenshot and put a circle here. I think so. Sure.

15:37Speaker 1

However you'd like to do it. It doesn't be complicated.

15:40Speaker 3

Just general and general. But I think it's enough space that he would need to construct that. I think is the bottom line there.

15:49 – 16:09Speaker 1

OK. So then what I'm saying right now in terms of this meeting is you can, is there any further discussion? See if you guys are happy. And then you've directed staff liaison to confirm that the funds are available and the amounts that you've asked. And then you're going to get a map to me and I'm going to, staff liaison is also going to confirm the location is okay with parks.

16:09Speaker 3

And then by next month, we should know a little bit more about commissioners.

16:14Speaker 1

and what they've decided to do is how payment would be placed, you know.

16:19 – 16:34Speaker 3

They're not going to do probably what they did before, which is- No, they're going to want a contract. It should have been the way it was to begin with, but- Should is the most dangerous word in English. I said you say shoulda, coulda, woulda, right? I thought assume was.

16:34Speaker 1

They're both dangerous. So, and then I would put this on the next agenda as unfinished business if there's no further discussion.

16:47 – 17:40Speaker 3

And this is called, we're calling it Garden of Five Senses Sculpture Project. Okay. All right, so we just need to make a motion to... No, you've already given me my instructions.

17:40Speaker 1

Oh, okay. Just say if there's any further discussion, then know that...

17:52 – 18:16Speaker 3

I hope by that point maybe Don will be here for that meeting. We'll know more. Okay. All right, so I can move on? Yep. Okay. All right. 26-0675, discussion and possible action regarding arts in the hall project planning. Okay, so Catherine's already...

18:27 – 18:42Speaker 1

begin next calendar year. We're going to follow the regular schedule. Catherine gave her comments at the beginning of this meeting. If you had questions for her, this would be the time that you could ask her and she could clarify anything.

18:42Speaker 2

Does anyone have any questions? Do we know historically when the decorations are taken down from the city? That was the issue here last

18:55 – 19:18Speaker 4

I couldn't get a clear answer from anybody. There seems to be a woman, and I forget her name, who's really in charge of storing all the decorations and when they come down. So it did kind of drag out. I'm not complaining, but we never had a clear-cut date. Okay, now we're ready to come. Do you mean the Christmas decorations when those come down?

19:18 – 19:49Speaker 1

Yeah. They stay out until Three Kings Day. in Northport. And there are certain communities that is a very, I think it's, someone Google that. That's Wednesday, January 6th. Yes, so they stay down until January 6th and then they will start to come down. Okay, so any time after January 6th.

19:52Speaker 3

So sometime after January 6th.

19:54 – 20:13Speaker 1

They will be down. or something, that's something you can do. Tell me to do it. I won't drop the ball, whatever happened last year. And I'll find out for sure. But I do know they stay up through three days.

20:14Speaker 7

January 6th is on the Wednesday. So I'd imagine drop-off would be like a Saturday or drop-off would be during the week.

20:22 – 20:43Speaker 4

I haven't had any trouble rounding up the artists to come on a weekday, but if City Hall is available and open that we could, we would certainly be out of the way of everybody working here. If we did it on a weekend, over the years, it was not really an option for us, but then, yeah.

20:43 – 20:55Speaker 1

The staff liaison will confirm with the lady who's in charge of that exactly when she thinks those things will be down, therefore allowing for them to come in and set up.

20:56Speaker 3

Is even City Hall open on the weekend for them to come in? I don't know.

21:00 – 21:18Speaker 1

It seems like, I can only say that my experience in here is that it seems like it takes a while to get all those decorations up. And it takes a while to get all those things. So I do not think that if the 6th is a Wednesday that you guys would be in here that weekend. Maybe you'd be in there in the following weekend. But yeah, no, it's not open.

21:18Speaker 3

Okay. So it would have to be Monday through Friday during business hours? Or would they need to come after business hours?

21:25Speaker 1

I don't know. I'm going to have to find out.

21:28Speaker 3

Okay. All right.

21:28 – 21:44Speaker 1

But I can find out. So should we kind of put it out there for the following week after three days is over? Possibly, yes. So you'd be looking right now, tentatively you'd be looking at, that's the sixth, would be the week.

21:44 – 21:57Speaker 4

Yeah, that would be the 15th. 11th through the 15th. Yeah. Would that work? Well, honestly, that weekend is good. Do you prefer going on a weekend?

21:59Speaker 6

It doesn't matter.

22:00 – 22:23Speaker 4

I just have to reach out to all these artists everywhere. And they want to know a little bit, you know, fair warning. To load their artwork, I need a list. I need the parameters sent out. And I have to do the gallery tags for each one, previous to hanging. So I do need some heads up to reach out to all the artists.

22:27Speaker 1

I get all that information to you by January or? No, by like October next meeting.

22:34Speaker 1

I had all that information come back to you guys. That's what I would recommend because everything around here moves very slowly.

22:41Speaker 2

So I would say roughly tentatively we're saying the week of January 11th to the 15th.

22:48Speaker 2

That's our, for you guys.

22:54 – 23:08Speaker 4

look into March, towards the end of March, and come up with a date that we can have a reception. Which would be like a meet-and-read-the-arts thing, not big oblong things, just kind of a grand opening.

23:08Speaker 1

So you'd do quarter of one and three, and the schools do quarter of two?

23:11Speaker 4

That's how it always was. I hate to keep saying the way it was.

23:15Speaker 3

Well, I do recall it being that way. I recall it being that way.

23:19 – 24:06Speaker 4

Yes, but see, that didn't happen this year. It was empty. the system all my life regarding the visual arts. And I know a lot of kids in town have volunteered in all the schools for 40 years. And they're not afraid to come up to me and talk to me and all that. And they were obviously bummed. Because that's a big deal. I mean, it is a big deal for adults and children. And it gives them some real world experience and makes them embrace it. the Northport community even more. So I think that's important. But then again, I don't know what the shop talk is. Let me ask you something.

24:06Speaker 3

How long is the arts in the hall up for? How long is the artwork up in the city hall here? Is it for a month? Three months. Three months.

24:15Speaker 4

Three months. We do. You've always done it quarter by quarter.

24:18Speaker 3

So we would need to make sure that we have for the children.

24:23 – 24:40Speaker 4

Stuff lining up. And I imagine. Yeah. So the city. Like a two-hour reception sometime.

24:41Speaker 3

Would you want that kind of thing done within the first week or the first night that we open the doors?

24:49 – 25:33Speaker 4

She said March. No, at the very end, right before we take it down. Yes. Weekday, evening? Well, it's up to you. A weekday would be good. We were thinking of some. Most staff probably leaves at 5, correct? 5. Okay, there you go. So we, you know, we wanted to do it then because it's the staffers who keep asking me, you know, when we're going to do this. And so like three to five, you know, a two-hour meet and greet, answer questions, things like that. And so that would be a weekday, of course.

25:33Speaker 7

Thursday or Friday, usually art galleries usually have Thursday, Friday, happy hour kind of.

25:46 – 27:49Speaker 4

Again, no one from the board has helped unless they were members of the Arts Center, which many were, and I was for a couple years, too. I guess that's just who has on our schedules, really. It could, just so you can oversee and see how we operate. But artists are very clever, and so they fully cooperate in helping to hang their work, because the other in the city is that the hanging system here presently is very different than the one that originally was here. It was wonderful. And when they painted the entire interior of City Hall, they took down those that hanging system there's a name for it but they took all those down and instead of remounting them which is very simple they put in this other system and I don't know how or why and that hanging system is a bit dicey we do our best but what is it exactly it goes it screws in the wall so if they strip out the when the artwork hangs on the wall because of those, it doesn't hang vertically flat. It hangs at an angle where it's looking down at you or looking down on the floor. So it's just not perfect. Who decided to do that? Well, that's a big question. The Arts Center never did find out or couldn't find out why did you put the old system back, which is a dynamite system that all the galleries In the county and beyond, the libraries all have this very, very simple system that's very adjustable. And whereas this one is kind of set in stone. Yeah.

27:49Speaker 6

Is there a way for us to go back to the other system?

27:53Speaker 1

I have written down that I'm going to make an inquiry about that as well. Just trying to find out what happened.

28:05 – 28:28Speaker 4

i don't know it could be that they didn't like the other one whatever i don't know i'll find out yeah thank you yeah all right so anyway that's about it reception date like three to five thursday friday as staffers are leaving and uh i will find out how long it takes to get the decorations down if the week 111 115 if that will be amenable to the city or what i'll come back

28:35 – 28:48Speaker 1

to date for the reception at the end of that quarter, which would be March 9. Also, what I can find out about the hanging system. I'll report back. Perfect. Thank you. Thank you. Thank you very much.

28:48Speaker 6

Kevin, can you stay until item 7b?

28:54Speaker 4

Yeah, I know the step. OK? I'll be glad to talk about it. Thank you. You just have to shut me up, OK? OK.

29:05Speaker 3

Okay, all right, thank you very much. All right, 26-0676, discussion and possible action regarding the Three Graces Project. Okay.

29:16 – 30:24Speaker 6

So I've been a squeaky wheel over there, and I actually had two phone calls back. Patrick Foslin, who is, I guess, maintenance, and also Anita, who I've talked to in the past. So between her and Greg Young, who is landscaping, and I'm not sure what Anita, oh, I think Anita is just, I don't know if she's on the board of the parks. But anyway, and I've talked to Sandy, who's on the board of our parks, working on this and they have said that over the last few years it's been a lot of finger pointing and i don't know who owns it and who's supposed to maintain it um so all i can say is they were supposed to call me today if they had information to share for tonight's meeting but they weren't 100 sure they would get the information because yesterday was labor day so i didn't hear anything today so i saw her today So I'm trying. I'm squeaking the best I can.

30:25Speaker 7

Chucking along.

30:26 – 30:56Speaker 6

So I'm on their radar. The statue's on the radar. And I think because warm mineral springs rehab of the building has become kind of everyone's radar now, they realize that the statue is the entrance point to the spring. So they feel it will get more attention in the next few months. So they understand it needs lighting, it needs signage, it needs the pump working again. So fingers crossed.

31:29Speaker 3

OK, so 26-0957, Discussion on Possible Action Regarding Artist Database.

31:37 – 31:54Speaker 1

Is it just one of those recurring items that if you guys want something to come up, if we get people, you need to approve and put them in there? I do believe, however, you know what it's formally. You guys have not formally accepted America Smith, Marissa.

31:55 – 32:21Speaker 7

Actually, I must admit, that's actually me. No Marissa Zuniga is my maiden name. It's on my email so Marissa Lara is my maiden name. I submitted that before I did this so I need to retract I can but I'm just saying like I kind of submitted everything like at once so because it was on the same ad.

32:22Speaker 1

Right that's fine that's completely fine.

32:27Speaker 7

Thanks for letting me clarify that.

32:28 – 32:43Speaker 1

Those two will be on there. Marissa Zuniga, I'm sorry, not Zuniga, I'm sorry. Yeah, Zuniga is my maiden name. You need to formally say, we want them on the list, we don't want them on the list, so I can pull them off the agenda. But this item will keep coming up every meeting.

32:43Speaker 6

Yes, correct.

32:45 – 32:58Speaker 1

So someone needs to make a motion, and you can be on it, and just say, then something came up, and you were considered, then you were approved. So they can still vote on whether, and on this vote, you can be. Yeah, I'll recuse myself.

32:58Speaker 6

So I'm making the motion for our staff liaison to add America Smith request to the project list.

33:09Speaker 1

You can do both in one.

33:11Speaker 1

You can do both names in one.

33:12Speaker 6

Oh, I thought we were not doing Marissa right now.

33:15Speaker 1

No, I'm saying you can accept her. I know she has to recuse herself. You can make the motion to accept her. I'm sorry, I'm just clarifying.

33:25Speaker 6

She would refuse herself.

33:26Speaker 1

Yes, correct. Because you have a quorum.

33:29Speaker 6

Yes, okay. So then I make the motion to add Marissa to that. Oh, no.

33:36Speaker 5

She can't refuse herself. She can still be able to approve herself.

33:41Speaker 7

I am so sorry. I didn't realize.

33:44Speaker 5

She just can't refuse. It's the same thing we talked about.

33:49 – 34:01Speaker 1

You're saying that the way that you cannot at a particular moment decide to refuse. yourself before the meeting starts. Is that the process? Yes.

34:01 – 34:12Speaker 5

There's no reason to refuse yourself. She's not gaining any monetary value from this right now. She's just being added to an artist database. So there's no reason to refuse yourself.

34:12 – 34:28Speaker 6

I'm going to start over. I make a motion to have Michael add America Smith and Marissa Zunica to our artist database. I second. All in favor? Aye. Aye. Commission carried.

34:28Speaker 1

I will duly note that recusal must come prior to the start of the meeting.

34:36Speaker 7

And my apologies for the confusion. No, no. It was just the timing of everything.

34:43 – 34:56Speaker 3

Okay, so at this time is there, we have some new business, 26-0996, discussion and possible action regarding approval of the Art Advisory Board winning schedule. Did we miss the project?

35:03Speaker 6

We did the artist database, but we didn't do project tracking. That's on future. Did I miss one? It's on future agenda.

35:10Speaker 3

We just wrote this right here.

35:12 – 35:30Speaker 6

Well, I must have an old, oh, you know what, there was an updated agenda that went out. Okay, but don't we have a project, is it on? It's for future agenda items. Oh, okay.

35:30 – 36:07Speaker 1

So I was trying to get us, you can do is, if there is an item from the floor at the very end of the meeting under future agenda items, that you bring it up. And then you can probably discuss it. But then they're being very stringent about just with refusal, not getting it. The public needs to know what you guys are going to talk about before the meeting starts. But so anyway.

36:17 – 36:29Speaker 3

start again that's okay new business 26-0996 discussion and possible action regarding approval of the art advisory board meeting schedule for 2027.

36:40Speaker 6

I need to make a motion to approve the 2027 Art Advisory Board meeting schedule. Second.

36:49 – 37:06Speaker 3

All in favor? Aye. Aye. The ayes have it. Motion carried. Thank you. Moving on to 26-1085, discussion and possible action regarding the Art Advisory Board and Northport Art Center.

37:08 – 37:22Speaker 6

Okay, so am I supposed to bring that up? Because it was sort of, I think, my push. Okay, so Catherine, we really want to reignite our relationship with the North Port Arts Center, even though you are homeless.

37:23Speaker 4

Well, the feeling is absolutely mutual.

37:27 – 38:33Speaker 4

And in fact, at several of our board meetings, well to put in input about you know what we're doing for this community besides what you're doing and approving like what goes on here in town and so yes and now now it's not the best time you know because we're newly homeless we're trying to get our act together okay we're still a legit 501c3 nonprofit we're operating is that and And so we very much wanted to be involved with this board because we're all about the visual arts. We've existed here for a long, long, long time. And we're typically really homeless, but we're working on at least landing somewhere.

38:33Speaker 6

Do you have a board of directors now? Yes, we do. So is there any interest from one of your boards or yourself to become a board member here?

38:41 – 39:13Speaker 4

Well, yes, myself. down to kind of a handful, trying to operate and do everything with a handful. But we're trying to get it together, bring the artists. We're going to do functions that will bring all the artists, because we don't have memberships or anything like that anymore. We're just embracing anybody in the area, which we always did anyway, but more so now.

39:13 – 39:28Speaker 6

Well, if you had someone who could be present at these meetings, like you have been so graciously with your time, or someone could become a board member, perhaps then we have double the amount of people to do an event or work on an event.

39:28 – 39:53Speaker 4

And it will happen, I believe, absolutely. Because several that didn't make it tonight and others Absolutely.

39:53Speaker 6

And then I'm just curious, how are you looking for a home? I mean, is the city working with you on that, since you did occupy?

40:01 – 40:35Speaker 4

Right now, there's something in the works that Jerome is working on. But as you know, you have to vote for any kind of borrowing funds and all that. You don't have to go into that. So that is helping to limit us. But, and there's very few vacant retail spaces. I mean, we can temporarily rent someplace, but, you know, it's growing very fast here. And there's very, very little space whatsoever available.

40:35Speaker 6

And what kind of, are you saying that you'd have to ask for almost no rent because you're a non-profit? Or how would you even pay for rent? Oh, no.

40:42Speaker 4

I don't think anyone would go that far. Okay. But, um.

40:51 – 41:58Speaker 6

funds available for your group to be able to rent a space for a while. Yes. I feel like it would be kind of silly if you're trying to do certain things and we're trying to do certain things and we're not trying to do it together in Northport. And especially if you have the ear of Jerome, I just feel like we should be all together trying to work together. You should be one of our projects. I don't think there's a plan to do so.

41:58Speaker 4

I don't think there is. That needs to be refreshed.

42:01Speaker 6

Right. Refreshed.

42:04 – 42:51Speaker 6

Over the decades, things have changed. I don't want to keep harping back on that. Right. Yes. So can we create a project for working with the North Port Arts Center to strengthen our relationship is and maybe try and help them find a location or I don't know how far we can go but I just feel like this is kind of silly that we're not using you as a very strong partner of ours well I think there's opportunities and of course you know we're not the only non-profit that's homeless in this town no I know but you're the archie there's a lot of need and you know often people think

42:53Speaker 4

But that's a privileged thing, the arts.

42:58Speaker 6

Everyone's got their thing.

43:00 – 43:32Speaker 4

Oh yeah, they do. But we've been embraced fully by this community. And the commissioners just love all the commissioners. I think we decided that was on hold. Yeah.

43:32Speaker 6

Yeah. Right. So then how do we wrap this one up?

43:40 – 44:17Speaker 4

Well, I'm just going to say this. in this whether you have to prove what's going out for all new businesses you know that new code that exists and a lot of people like Chipotle's and you know all these newer and entities as of now happen to have a public art or sculpture so what's the size of that business that has to do that is there oh I would have to ask

44:18Speaker 6

Planning and zoning and permitting. I don't know. That's interesting. I didn't know we had one. I know a lot of communities do.

44:24 – 45:18Speaker 4

This is quite new. And of course, my name is out there because I've done a lot of public art everywhere here. And they've asked me to design something that will be approved by the city. Whether it comes here to you to approve, I don't know. cost blah blah blah blah blah I don't know the formula so it's it's a percent of the construction yes I imagine regardless of the size of the business or the site okay I'll look into it yeah yeah so that's a whole new function that has to be embraced here yeah we'll see what we just learned now I'm bombarding you probably.

45:18Speaker 6

This is why we need to be partnering.

45:24Speaker 3

Can I just ask a question? Sure. What other events do you have going on this year that maybe we can

45:33Speaker 4

Well, we're planning.

45:34 – 45:51Speaker 3

What do you have? Do you have a calendar of other things besides the city hall? Sort of, kind of. Maybe we know how we can be more of assistance in some of these functions. Yes. If we don't know what you're planning, we don't know how to help.

45:51 – 47:19Speaker 4

Yeah, we do have some plans which you will be included. We are working with Northport High School. They've always embraced us. We've always embraced them by helping out, doing things for them. And we'll probably be doing something with the Performing Arts Center, that nice big place. So we're kind of working on some plans there. WANDERED AROUND DIFFERENT COMMUNITIES IN PISOSODA COUNTY, HOW THE CITY WILL HAVE A SCULPTURE PROJECT WHERE THERE'S LIKE A HUNDRED OF THEM LYING DOWN VENICE AVENUE AND THINGS LIKE THAT. THOSE ARE MORE TEMPORARY? YEAH, TEMPORARY, BUT IT'S A in many cities around me, which I've been very much involved in these projects. So why would the city go to you and not through the art? The city decided that they didn't want to spend the time and expense. There is an expense here. Right, right. And they just said, okay, the art center, that's going to be your baby, you do it. And then, of course, I'm sure... And so, yes. But, you know, it's a wonderful idea. Yeah, okay.

47:20Speaker 3

All the other things that... Have you filled your calendar for this year? I wouldn't say filled.

47:27Speaker 4

We're working on some events.

47:29Speaker 3

I mean, just for this year, for 2026.

47:30 – 48:40Speaker 4

Well, the one thing, and I'll present this at any point. We want to have an artist get-together, party, whatever you want to call it. Invite any and all here right just because we're homeless and so yeah we are planning we don't have a date but we will certainly because I really like for us to be partners yeah we should together yeah that would make it more wonderful absolutely so we will reach out if we don't know what you're doing we'll I think in order to continue the conversation, it would be best if we moved this to... Yes.

48:53 – 49:04Speaker 1

So it'll be unfinished business and the board can continue to discuss ways in which to liaison between itself and the Arts Center and revive that relationship that you described.

49:04Speaker 6

So this needs to be had in motion? Or no?

49:07Speaker 1

No, you can just tell me that that's important.

49:09Speaker 6

Okay, can you please?

49:09Speaker 1

Is that what I just said? Yes, yes. Okay, then we'll do that. All right, thank you. Thank you.

49:17 – 49:33Speaker 3

So we moved on. Okay, so at this time, So is it future agenda item 261048, discussion of possible action regarding the project tracking list?

49:33Speaker 1

I forgot the vice chair. You have to elect the vice chair.

49:40 – 49:55Speaker 3

Oh, did I miss it? I'm sorry. Sorry about that. 26-1162, discussion of possible action regarding election of interim vice chair. Pardon?

49:55Speaker 5

She resigned. Who did? Jill. Her name, it was Margaret.

50:03Speaker 6

Yeah. All right, Sarah. Who wants to step up? I can step up. I don't know what that means, but I'm assuming I can do it.

50:14 – 50:32Speaker 1

Please be wonderful at it. You know, it's like a title. You just need one, and it fits the statute. And then the board can decide how they'd like to distribute those duties.

50:34Speaker 6

So someone needs to nominate me, or how does that worker select me? I'm not sure that I can nominate.

50:40Speaker 1

You can nominate yourself. I mean, I don't think there's... You nominate me.

50:44Speaker 7

I nominate Lynn Falk. Oh, there you go.

50:47Speaker 1

Oh, I'm kidding.

50:55 – 51:45Speaker 1

Okay, so future agenda items 26-1048 discussion and possible action regarding the project tracking list and whatever reason it ended up there, but now it'll just come up under unfinished business, as will the artist, like the artist database was, the art center will come up every time until you guys can stop it as unfinished business. Gotcha. Yeah.

51:45Speaker 6

So, and you're the only one that can put a project in the traction list, so we tell you if it's a project.

51:50 – 52:16Speaker 1

Yes, you've designated me, so if you've got something, project, so... I just got the designs, so what I'll do is somehow link them into the database, into the art department. I'm the clerk, basically. Just clerical. Whatever you guys want it, I put it in and I maintain it. Make sure it's up to date. And it'll always be on the agenda. You can always access it from the agenda.

52:16Speaker 6

So, silly question, but is a project something like our partnership with Northport Art Center, or does it have to be a physical art project?

52:30 – 53:33Speaker 1

I don't think there are any rules, so if you guys decide it, that's what you want. The question becomes, what benefit is there in calling it a project for it to be? So I was listening carefully to your conversation. I think your goal that you want is to revive this relationship and help them. That means someone, one of you, has to... and become the lead on that project, just like Lynn is lead on Three Graces. I could do that. So what I would say is, let's move it to the next agenda. You guys think about that. You come back in October. And then if you have ideas, when it comes up, boom. And then you can decide who's going to take point and run it. Because I can just tell you, and you may know this, What you're describing is going to take a lot of energy and organization, and it will have to occur outside this once-a-month meeting, or it will go nowhere.

53:33Speaker 6

Right. Correct.

53:34 – 54:03Speaker 1

You're right. Yeah. So if someone really wants to develop that, then it would take place outside, and they'd be working and working the phones and trying to establish relationships and funding and all that kind of thing. because it's not something that I think within the confines of the city necessarily. But then if you came back with a project and you're like, we want to realize this, then hopefully I can help you figure out a way if there's a way that accessing city resources would be appropriate and possible.

54:03Speaker 3

Is there a way to just have an open invitation for them to come to?

54:08 – 54:33Speaker 1

If you keep it on the agenda, then they can come and they can do public comment. They can ask to present, things like that. And now I understand it better. What they're saying is we have to try and get these things figured out before the meeting starts so that the public is aware of it. Then it allows for us to get more done Like having a presentation and that sort of thing.

54:52Speaker 1

unless you invite her to present. And you could do it every meeting. There's ways you could do it, but it's not necessarily necessary.

55:00Speaker 5

So if I have ideas that I would like to be discussing...

55:16Speaker 6

Do I send those ideas to you at all?

55:19 – 55:43Speaker 1

Or do I just read them is because you've agreed that this is gonna be on the agenda next time Yes, you can work on it and come and be ready to talk. Just like three graces that model Like you said, I've been on the phones. I've been talking to these people. I'm waiting on information. As soon as I get the information, I'll report back. Same thing. It's just beyond the agenda every time. And you would come back and say, this is what we learned. This is what I've been talking about.

55:43Speaker 6

But I can't send it to you to send to this group to say, start thinking about this before our next meeting. This is the list of things.

55:52 – 56:32Speaker 1

This is where I would need to find out from Heather. Because the Sunshine Law things, I don't quite understand. I know from grassroots organizing and some of you may have experience with that when you get in order to get something done there's a lot of work you're doing outside of whatever is of course a quarter court official I know from city commission meetings that they you know when they're having correspondence with others and that sort of thing they have to document it they have to report it and that sort But if you're working on something, like with Three Graces, and you come back and report.

56:32 – 57:24Speaker 5

That doesn't break anything because you're the person who's appointed to go forward. a little bit ago like we're past that point where she said I'd love to be that person that goes between us and the Rorke Center that would be that thing that you guys discuss during that recurring item every time but then if there becomes a point where Marissa finds out that the Rorke Center needs to come in and talk to you themselves you contact Amy And she'd say, hey, I need you to put on there an agenda item where they can come in and make a presentation. And that way they can come in, give you their information. You guys can kind of go back and forth on it. And then it is something the public will know is happening. They're giving you information. You're discussing it.

57:25Speaker 1

Once it gets more concrete. If you're like, we are going to whatever, do whatever, I don't know.

57:32Speaker 5

You guys can decide now at the next meeting, like Dr. D was discussing, have Marissa potentially appoint her to be the liaison.

57:42Speaker 3

If it was voted.

57:43Speaker 5

If it was voted. I mean, if you guys change your mind.

57:47 – 58:12Speaker 5

But at the next meeting, when that item comes up, I would not recommend having anything in the middle of presentation or right now and say, hey, you know, we talked about this last meeting. We want to appoint, I know I moved to appoint Marissa as the liaison between us and the work center to get that right moment. And then she would be that person and then she can come back.

58:13Speaker 1

You can do that now if you want it.

58:14Speaker 5

I mean, you could, yeah. But if you just want to think about it.

58:17 – 58:33Speaker 1

But because we're in, we have this on the agenda. Right, right. That says possible action. Well, if I take action now, you can't. So you can't vote it now. And then wherever, you can just go off like you said and do whatever and report back and it's all good.

58:33Speaker 6

Well, you put Marissa on the hot seat.

58:36Speaker 7

I mean, I know.

58:39Speaker 6

Did you say you were interested?

58:41Speaker 7

Yeah, I would be interested in doing that. Okay.

58:44Speaker 6

So do you want to be the liaison with the Northport Center? Sure.

58:48Speaker 7

I'll make some phone calls and see what I can do and find out a little bit more what's going on with them.

58:53Speaker 1

So you have to make a motion.

58:56 – 59:15Speaker 6

Yes, I was going I'm going to make the motion that Marissa Lara is going to be the point person liaison between the North Port Advisory Art Board and the North Port Art Center.

59:15 – 59:32Speaker 3

I second. All right, so at this time, is there any public comment?

59:36Speaker 3

Okay. It is officially 7.02 p.m., and we are adjourned.
