Okay. Good evening everyone. Welcome to the North Flat City Council meeting here on Tuesday, December 16th, 2025, 5:30 p.m. Calling the meeting officially to order. We have a invocation by Pastor Von Farnenbrook from the Rock Church, please. Let's go ahead and pray. Heavenly Father, first we thank you um just for the privilege of living in the city of North Plat. And we thank you for um city uh council men and women, Father, who are willing to lay aside time to u better the endeavors um of this town that we are able to call home. And so Lord, would you bless tonight's agenda? Would you bless discussion? Uh give wisdom and discernment where it's needed. And Father, we just simply just say thank you um just for this town in your mighty name. Amen. And amen. Amen. Amen. The people who live, work, and serve this community with dedication and heart. This time of year offers an opportunity to pause and reflect on the progress we have made together. Our city continues to grow and move forward because of the commitment of many, those who give their time, talents, and energy to strengthen our community every day. On behalf of the city, I would like to extend our sincere gratitude to the members of the North Plat City Council for their leadership and thoughtful decision-making throughout the year. Your service, courage, and willingness to tackle complex challenges help guide our city toward a strong and sustainable future. We are equally thankful for our many volunteer boards, commissions, and committees. Your willingness to serve behind the scenes plays a vital role in shaping our community and ensuring that many voices and perspectives are part of the conversation. To our city employees, thank you for your professionalism, dedication, and tireless efforts. Whether working in public safety, utilities, parks, streets, administration, or countless other roles, you keep North Plat running day in and day out, often without recognition. Our community is a better place because of your service. We also extend our appreciation to the
businesses, organizations, nonprofits, and residents who invest in North Plat and help our city grow. Your involvement, innovation, and civic pride continue to move our community forward. I understand that in Lincoln they have a couple of parking lots where they have drive-thru Christmas displays and the fee to go through the display is 25 bucks a car. So, um uh I think it's impressive for what we're doing and I wanted to thank Lyall and his crew for all that they've done for Cody Park for the community. That's really great. Thank you. Any city council member may however remove an item from consent by request. 1. A approve the minutes of December 2nd, 2025. 1 B. Place a file, excuse me, place onfile treasures report for October 2025. C. Place onfile treasures report for November 2025. D. approved the purchase of two semmitractors for the sanitation department from Floyd's truck center using source well contract pricing in the amount of $252,879 and no cents and authorize the mayor to sign all necessary documents. E award the bid for a roadway street rideofway mowing to Big Brother Landscaping in the amount of $8,500 $6.50 50 cents per mowing cycle and authorize the mayor to execute all documents for the city. F. Authorized and approved the contract extension request by Bri, excuse me, Ryan Coleman for hauling and disposal of yard and tree waste from the city transfer station and authorize the mayor to sign all documents for the city. G. Authorize the mayor to sign all necessary documents related to the warranty deed for property at 1619 West 13th Street. Mr. Mayor, I move that we approve the consent agenda.

Yes. Thank you, Mr. Mayor. Um, was this were these two tractors taken out for bid? Is that how that's done? the source I'm sorry the source well contract and the bids have already been done through the source well process but it's with local local um dealership well I just am grateful that we're purchasing these two tractors local a nice a nice sale and I'm glad that the money stays here in town

Second reading an action to adopt ordinance number 4242 enexing 11 governmentowned parcels into the corporate limits of the city of North Platin, Nebraska consisting of approximately 51.97 acres. Laying the ordinance, please. Ordinance number 4242, an ordinance of the mayor and council of the city of Northplat, Lincoln County, Nebraska, to include within the corporate limits of the city of North Plat certain lands as more fully described herein, repealing all ordinances or parts of ordinances in conflict here with providing for the effective date and publication thereof.
Mr. Mayor, I move to adopt ordinance number 4242 annexing 11 governmentowned parcels into the corporate limits of the city of North Plat, Nebraska consisting of approximately 51.97 97 acres on second reading.

You may have noticed that we're shy a few council members tonight due to illness largely and uh as a result of that gentleman uh putting in the application for item number three asked me to move this to the next week's or next council meeting's agenda. So number three is removed from tonight's agenda and will be on the first meeting in January. Item number four adopt the resolution approving the claim and authorizing the issuance of one warrant of Pulson Inc. in the amount of $317,31983 to pay approved claim and referring to and incorporating the terms and conditions of ordinance number 3874 relating to warrant financing.

Thank you, Mr. Mayor. I had a couple questions here. Under the uh fire department's portion of the claims, we have Orland's card center. I'm curious what that it's a credit card that was issued by Orland and it's still available to us to use. Okay. And then the other one that I had please Hershey cooperative I'd have to look into that, Ed. I don't know that answer for sure. There we go.
Chief Reeves could help us out. As part of when we collect the 911 fees, so we get a dollar per landline, they can bill us back to maintain what's called a MAGM street address guide. So there's about five or six telephone companies that bill us every month for maintenance on those. So this is a Hershey telephone. Yep. Okay. Thank you.

could you tell me how I get a public hearing? What how I have to go through to do the proper forms to bring in the issue for public hearing? All agenda items have to be approved by me. So you would have to bring your item to me with your logic and reason for needing a public hearing about it. If it meets the criteria of requiring a public hearing, then we will consider it. And what's the criteria for falling? Just so I know. Well, it has to be something that falls within the purview of the council, right? That's largely the criteria. Okay. Um it depends on what it is. Okay. Very good. I guess I because if it's something the council has no authority or to act over. Correct.
Um or it's going to violate one of the rules of a public of our public hearings and they're complaining about city employees or something like that, then it would be denied. So most of the time I'm I'm willing to listen to I just dropped it off at your office. I mean I just dropped it off at office with Tracy. Correct. Yep. That's very good. Thank Thank you. Anyone else?
