All right good evening everyone welcome to North Platte City Council meeting here on Tuesday July 21st 2026 5 30 p.m and of course we're here in the City Council Chambers calling the meeting officially to order of an invocation by Deacon Kent Winder of the St. Patrick's Church Deacon Winder please Lord we come before you tonight acknowledging your presence and your sovereignty over our community

We thank you for the privilege of gathering freely, and we thank you for this city that we call home. We pray specifically tonight for our mayor, our city council members, and our dedicated city staff. Grant them an abundance of wisdom, discernment, and patience as they deliberate on the matters before them. Help us to approach this meeting with a spirit of peace, harmony, and mutual respect. May the discussions tonight be guided by a shared commitment to the common good. Give this governing body the courage to make decisions that protect the vulnerable, honor truth, and build a flourishing community. May your peace rest upon this room and upon every home represented in our city. We ask this in your holy name. Amen.

This survey was pretty interesting. I enjoyed reading it. There's a lot of interesting history about North Platte and everything. I'm just curious on what essentially we do with this from here and how do we get the information To the people on historic buildings, and just kind of more information. On if there's any assistance out there for people that own some of these buildings on grants, or I guess. How does the process work after we do this survey?

Uh, there is a section in there on federal grants and stuff. You probably. Since you just got it tonight, probably haven't had a chance to read the whole document, but there is a section that that talks about what people can do for, um, federal. And I don't remember if state grants are included in that or not off top my head, but that would be 1 answer to your question. It is a public document. So any, any member of the community can request a copy of it from city hall. Okay. And, um, Kevin, Judy have anything to add.

Good evening mayor and council, um, as referenced in the staff summary, it's available. The website in 2 different places. So, you are all created. It'll take you directly just to the survey. There's also a 2nd, 1 at any dot Gov slash, which takes you the historic preservation commission. It has the survey. It has the 2009 survey, the survey that was done prior to this. And it also has the 1 of the county. This is the whole county back in 1993. Um, in regards to your question in regards to the tax incentives and things, the preservation incentives, those are more located towards the back. I believe they're on page 43 and continues on through 44 and kind of 45 different things that are out there at the state level at the federal level and locally.

Okay. I I think this is a great thing for the community. I really do. I think it's a great benefit, um, to have a study done like this and to have. Benefits, uh, for these historic buildings, I just think. Trying to help, you know, some people might not know that they qualify for some of those things that they're building sits in a certain area.

So, so where we go from here, not necessarily. There is no requirement for city council. Mandating anything any citizen or bring forward if they want to try to get their property. process but that is whether they're in this survey or they're not in this survey that necessarily doesn't necessarily determine if they're going to be eligible but pretty much the requirement is that building that is 50 years okay which is and then there's a list of properties that are in here that the consultant put together the potential that he believed that were in the survey area um going back just just briefly without trying to believe this Well, when we did this, we kind of expanded the previous survey was more just kind of where the current downtown historic area was, um, earlier in the beginning of the survey, we kind of expanded it to also get north into the north side of the rail tracks. I know that was in front of you guys back to.

I just add to that that it's been some years now, but there was a facade grant program that was done back in the day that used some of the quality growth fund money. And so if we would get any requests like that, this will sure be a be a handy tool to to analyze those also it's it's potential to get micro tiff applications in some of those areas too and so i i feel like what's nice is there some grant funding out there to help absorb some costs of this but it seems like something in my opinion a city just needs to do every now and then because when you get those types of requests or the city gets asked for something on behalf of it then at least we have We have that at our fingertips. But the facade program was probably 15 years ago, Gary, Paul Park, 10 to 15, and there were a lot of tremendous improvements done on many of these buildings through that program.

Yeah, it was active. They were still doing improvements in the last several years. Yeah.

Moving on to the regular agenda, item number two, third reading in action on ordinance number 4253 to authorize the conveyance of a vacated alley located between Lot 32 Hastings Edition to North Platte and Lot 1 Jergensen Subdivision, North Platte, Lincoln County, Nebraska, by the City of North Platte to Dennis and Shirley Ogborn. Lay in the ordinance, please.

Ordinance number 4253. ordinance of the mayor and city council of the city of north platte lincoln county nebraska directing and authorizing the conveyance of a certain described tract of land to wit the vacated alley located between lot 32 hastings edition north platte and lot one jurgensen subdivision north platte lincoln county nebraska for and in consideration as specified and providing for the manner of said conveyance, repealing all ordinances or parts of ordinances in conflict herewith, providing for the effective date and publication thereof.

Mr. Mayor, I move to adopt Ordinance No. 4253 to authorize the conveyance of the vacated alley located between Lot 32, Hastings Edition, North Platte, and Lot 1, Jurgensen Subdivision, North Platte, Lincoln County, Nebraska, by the City. Nor flat that Dennis and Shirley are born on final reading.

he's gotten a couple already i'll give you this one thank you okay motion by rick here second by lucas discussion on this item judy you want to tell us quickly what we're what's going on here since this is kind of related to the previous item please mayor council um yes this is directly related to the previous item um essentially if the sale of the alley is negotiated then mr ogburn has requested that and It's kind of required to bring that into his property. So it would just enlarge his property to include the alley.

So, opening the public hearing Kevin, would you come up here and explain kind of what's going on here? Please.

Good evening, Mayor and Council. This is the third portion earlier in the year. We had to schedule one and two. Schedule one was the existing ironwork where the asphalt is. Schedule two was kind of taking it a little bit around over to the existing parking lot. Schedule three that was in front of you tonight is the last portion that connects where we're leaving off all the way back over to where the original trailhead begins. Um, the good news is that the project that is before you, um, will be 100% funded by grants that the city has already received or money that is that grants or other donations that are in, um, trails committees. Uh. So, overall, the entire project, all schedules 1, 2 and 3 are on track with your approval to be finished. Contractors are able to do so by the end of the year that are funded 100%.

Two quick questions. If there would be any weather effects that would create any delay in the project beyond the first year, does it cause any grant money to be at risk? And then second, I just wanted to see, is it all concrete versus any asphalt? Is that right, the way you read?

Okay. Okay.

Correct me if I'm wrong. I believe it's 8 foot wide concrete. Um, most likely give us a longer life on it, uh, in regards to the funding sources. It's none of it is ARPA money or anything. So we don't have that hard deadline in there. We do have a couple of extensions that we've received in the past. I anticipate that that funds are going to get used up 1st. Um, so I don't anticipate unless we run into major issues. Of having a funding issue.

Leland Poppy, 1202 Custer Court, representing Mid-Nebraska Community Foundation. We do have the funds in the accounts to support any difference there. Appreciate the city working on this project and also the donations we've had over really last four and a half years. So that's Hopefully wraps up this project and next 1 from the trails committees. Halligan. Um, getting people off how I can drive that's kind of a priority and then also improvements on Centennial Park. So. It's came in good and look like we should have some additional money with some of those projects.
