Okay. Item 4A is Major PDD Amendment Z26-4. This is a major amendment to the Towers on the Grove PDD that creates an oceanfront paid parking lot. You last saw this quite recently. It went to first reading at City Council and it was on the agenda for a second reading at City Council on May 18th last week, but City Council remanded it back to you based on comments and questions that had come up with the neighboring condo. owners as well as some change to the site plan. So just to go over those changes briefly. This drawing shows the currently entitled plan. The parcel that is in question is currently labeled as South Tower 1B future. And this is the currently proposed site plan. The version you saw, they were using this driveway for access to the lot. They have shifted it here. These are electric vaults, but they are not above ground. That square and rectangle, they are in the ground level, so they can be driven over. But... So the port-a-johns have been relocated to the opposite corner, away from the adjoining mid-strand condo. There's a five-foot landscape buffer along the southern property line. It discourages but doesn't prohibit users of the parking lot from using the existing five-foot wide public beach access through a combination of fencing and landscaping. It time limits the approval to expire September 30th, 2028. They can then apply for another reauthorization of the temporary use as a parking lot or come with some other type of major PDD amendment. But one more, the lot y'all saw was 27 spaces and this is 37 stalls for parking. There's no comments from staff. And if you recommend, your recommendation will go to city council for their next meeting on June 1st.
I have a question. Why are they trying to discourage the pedestrian traffic between the parking lot and the beach access?
I think it's just basically because the condo doesn't want them to use that. It is a public access. open to everyone.
Well, if you're parked in 1, 2, 3, 4, 5, 6, 7, 8, 31 and 32, you're going to go out the vehicle entrance and exit and make a left-hand turn and go down the public access rather than walk all the way across the parking lots.
Yeah. There is an entrance here that towers on the uses as well, but it is a public access. They cannot restrict it completely. I think they're just looking at the plants to do that.

Yeah, it'll have to be leveled. They won't be able to have a difference here. You can see this hatch pattern here. That is a concrete apron to prevent the cars bringing any dust from the gravel onto the road just to help with maintenance.

So in case of an emergency, they don't park in 12, they could get out that way?
They could probably get out here, get in there, as long as there wasn't a car.
