at the beginning of the term. Good evening everyone. I'd like to call to order the planning commission meeting of Tuesday, May 5th, 2025. Madame Secretary, can we have a roll call, please? Chairman Coutuli here. Commissioner Bellamy here. Commissioner Edwards. Commissioner Goseski present. Commissioner Horton present. Commissioner Prince present. Commissioner Weise. Chairman, you have a quorum. Thank you. Okay. Um any communications? No communications. Um, we have uh I'd like to ask for approval of the meeting minutes of April 8th. I have a move. Second. All those in favor? I I opposed. I Okay. Old business. Yes. Item 5A is land development regulations text amendment STX25-1. This is an amendment addressing street and right-of-way standards and PDDs. We discussed this this morning at workshop. Um, as a brief background, uh, PDDs offer flexibility from traditional zoning in exchange for higher quality design and increased oversight and input from the community. However, um recent PDDD proposals have pushed the limits of this flexibility regarding street design. Um to preserve the integrity of the city's transportation network while still allowing innovative design, this text amendment clarifies that any alternative street section proposed through PDD must be reviewed and approved during the entitlement process
and adopted into the street planning manual. This would ensure consistency, transparency, and applicability for future use elsewhere in the community. Um, moving forward, developers should anticipate that non-standard street designs will require broader justification and separate approval for inclusion. Um, this would go in section 2040D under public and private streets and it would add an third subsection to that. And um I revised it from our discussion this morning just slightly. So it would say in planned development districts, alternative street sections may be proposed that deviate from the established design standards in the street planning manual. Such deviations must be specifically identified in the PDD application and are subject to review and recommendation by staff. Approval of an alternative street section is a separate action and shall not be presumed or guaranteed. Any proposed section must be formally approved and incorporated into the city street planning manual prior to final approval of the PDD. Only approved street section shall become adopted standards eligible for use within the community. If you choose to move this forward with a recommendation of approval, um this would go to the city council meeting on May 19th. Okay. Do we have any comments or discussion by the commission members? Excuse me. Is there any um in looking at this later, is there any thought that there should be a baseline mentioned that no alternative can be less than what is already in our established standards? I I would in other words, we have minimum standards in the street planning
manual and if you don't comply with those, then there is no alternative. I don't know. Um I could see a reason to approve some smaller street sections with sidewalk on one side. I mean, there would it would be maybe but there would have to be a justification or a rationale for it. Um would the idea not be that if we approved an alternative that in the approval of the alternative we'd also be stating under which conditions it would apply. Absolutely. And they would also then become those conditions would then become a further addition to the standard saying okay if you meet if you don't meet these new minimum standards that includes A B CD which is the rationale that possibly exists in the future that we don't know today. Right. Yeah. Yeah. But this is not a have to do it. It's a you could do it. Exactly. Yeah. and and I would expect almost any alternative street section to have other conditions attached to it when it would be useful. And it's just a a more perfected way of memorializing what you what you think is acceptable under those circumstances. Right. Okay. Any further comments? This is a minor to the Indigo neighborhood at the preserve. uh basically putting forth a amenity center concept that was only um conceptually entitled in the original approvals as well as signage for this neighborhood. Um in terms of the the key programmatic elements, the entry sign and landscape entry concepts are included in the proposal. You can see them on on the screen in front of you. There's a primary entrance off of at Ocean Mist Drive and Henry Road and a secondary entrance at Teal Inlet Drive and Long Branch Loop. Um, and then for the amenity, just to go over quickly, what's it? It includes uh a 1400 foot building, 30% air conditioned, 70% non-airconditioned with a 10-ft covered patio. Per our discussion this morning, I reached out to the engineer and there is a restroom included in that building as a separate restroom. Um, there are additional restroom buildings connected by a trellis with a drinking fountain at the pickle ball courts. There is a swimming pool 2,000 square feet with a fence. There's an artificial turf event lawn edged in concrete lit with string lights. There's a covered pavilion in between the two pickle ball courts for
uh viewing, dog park for large and small dogs. That's 3600 square feet. Uh buffers for the wetlands and landscape buffering between the amenity and the houses next to it. Uh 29 parking spaces with two ADA accessible spaces. And then there are an additional 10 golf cart spaces. There's a nature trail with a 10-ft wide trail through a riparian buffer and then a trellis swing picnic area and covered dock at the pond across the street. We have fire pit, bike racks and mail kiosk and staff had no issue with this proposal. We have any comments by the commissioners? I see that the uh lighting for the sign is is saying on one of those pieces that just came through that was uplit. I think that was a question. Yeah. Yeah. So, did you double confirm it or anything? Yes. Yes, I did. I'm sorry. I forgot to mention that. Yeah. Any other comments? Have any comments by the public? No. I'll entertain a motion. I move that the planning commission approve the minor PDD amendment to Parkway Group uh Z 25-4 I submitted second any last minute comments entertain a motion to approve I'm sorry We already did that. favor? I have it. The last item uh final subdivision plot SGB-25-11. We we discussed this this morning in the workshop. This is a major bonded plat of subdivision creating 162 lots, open space, pump station, and private rights away in phase two of Rosewood at Wateride. Y'all approved the final plat for phase one in February of this year. Total acreage of the subdivision is 39.87 acres. Um there the smallest lot is 4791 square feet, largest is 11,761 and that equates to a density of 4.06 dwelling units per acre. The setbacks conform the the roadways conform to the land rags and the standards in the PDD. And um this plaque continues Tranquility Loop and Vibrant Drive and creates Refresh Street, Sparkle Drive, Delighted Way, Energized Drive, Peaceful Street, and Essence Drive. Um the city attorneys approved the subdivision bond draft and that amount is 1,997,732 and that would be um exercised if the required improvements were not completed. And staff has no issue with this plot. Comments by commissioners comments by the public. No comments. I'll entertain a motion to approve. I move that the planning commission approves the major bonded final plat of subdivision SUV-25-11 prepared for phase two of Rosewood at Wateride as submitted.
