I'm Councilwoman Mary S. May Irvin. Is Ignacio Palacio here? All right. So tonight, Mayor and Council is going to be giving a proclamation. So whereas Ignacio Palacio was born in Where were you born? Holligan, Cuba, and migrated to the United States in 1969 with his family, embracing the opportunities and freedom that has shaped his lifelong commitment to public life. Whereas Mr. Palacio was dedicated for more than four decades of distinguished service to Miami-Dade County Public School, demonstrating exceptional leadership integrity and professionalism in facility management, public safety, and emergency preparedness. And whereas Mr. Palacio proudly served for 20 years in the United States Coast Guard Reserve, exemplifying honor, dedication, and unwavering commitment to serving his country and community. And whereas throughout his distinguished career, Mr. Palacio has played an instrumental role in planning, maintenance, and improvement of our school facility while leading our critical emergency response, and recovering efforts following Hurricane Andrew, supporting destructive expansion initiative and helping guide the nation's third largest school district through unprecedented challenges of COVID-19 pandemic. And whereas since 2014, as District Director of the Division of Safety and Emergency Management of Miami-Dade County School, Mr. Palacio has worked tirelessly to ensure and secure healthy learning environments for students, educators, staff, visitors throughout Miami-Dade County, and whereas Mr. Palacio's steadfast dedication to public service, educational excellence, and emergency preparedness, community... community resilience has earned him the admiration and respect of colleagues, civic leaders, and residents throughout South Florida. Now, therefore, Mayor Alex Izume of the City of North Miami, along with Vice Mayor Cassandra Timothy, along with Councilman A. Burns, Councilwoman Mary Esme Irvin, and Councilman Pierre Von Straub do whereby proclaim today as your day in the City of North Miami. And I wanna take out the time also to highlight that this was, oh, and he's here. My very good friend, why is his name escaping me? Oh my God, come up, come up. The principal actually contacted me and said, listen, we have to honor this guy. He's going, we're gonna miss him. Laguerre, I don't know why I forget it. I grew up with Laguerre and I just forgot his name, Laguerre. I went to school. Before I present this, I would like Mr. Laguerre to say a couple of words about him and give you an opportunity then to speak. Thank you.

What a day. I could not think of a more fitting occasion to acknowledge the work that you've done throughout Miami-Dade County Public School, and this just scratches the surface. Appalachia has been a giant, a pillar in our school system. When you see schools like your North Miami Senior High School being built, Arch Creek, his hands and has touched those schools. He's been there with us. Me personally, I would not be the principal that I am today without his guidance, his mentorship, his tutoring. He's taught me so much and we just want to say thank you. uh we know you a phone call away even though you retired but i thank you so much thank you for what you've done for all of our students for miami-dade county public schools and all of our principals thank you

Thank you so much. I really appreciate this guy. He's a tremendous leader. I mean, all this, you know, it's been a great opportunity. First of all, I want to thank the Lord for the health and the opportunity that he gave me for over four and a half decades to serve the children of our community. I mean, it is important. They're our future. And that was our goal. That has been our shared goal through all of us, all of us at the Warfare District and throughout. And my family for supporting me, my work family. Thank you, thank you, thank you so much. I couldn't have done anything without you guys. You guys always have my back. I appreciate that. I want to thank this commission, the mayor, the assistant mayor. Thank you so much for this recognition. I will carry this the rest of my life in my heart. I appreciate you guys. Thank you. so good evening for those of you um who were watching on the news on tuesday august 18th here at city hall a literal car crashed into our city hall and endangered the lives of all of those that were there working um downstairs it was a very um Traumatic event for some of our employees, but also many of our employees knew exactly how to react when this happened that none of us could have foreseen. Particularly, there is a very special employee, Beatrice Belris. she's she's our security downstairs um at the city hall and for those of you who think it's not secure not with beatrice belris because she is always ready to go but on this day she not only uh secured you know her safety by having to run in but she also secured the safety of another person who was in a walker and moved them out of harm's way as the car crashed into city hall And interestingly enough, the car before it moved into City Hall actually had accelerated forward and had hit a tree. And Beatrice had walked outside to see if that person was, see if she was okay. And then the car came reversing backwards. right towards her she got out of harm's way and moved others in harm's way um so i just wanted to provide special recognition um to beatrice you know we talk about heroes um online but we have one right here sitting in city hall in just the one place you wouldn't even know she's sitting there i thought she was protecting my parking space but She's protecting lives. If you know Beatrice, she's also very pleasant. She always says hello. We tend to walk in and out the building very busy sometimes, but Beatrice also knows who's here, who you are, and always does it with a smile. I'm so glad we were able to have her come back, but we want to recognize you, so if you could please come forward. So... So in recognition of your extraordinary courage and service, the City of North Miami proudly presents this heroic commendation to Miss Beatrice Belris in recognition of her exceptional courage, swift response, and selfless actions during the recent emergency here at City Hall. Beatrice, thank you. And I'm very happy she came back after we spoke this week. We still need you and we love you. So thank you so much.

And now it's indeed an honor and a pleasure for me to present this special presentation to someone I've met while I've been on this journey, this public service journey. And you know they say in life often you meet people in your path. You know, and I certainly have met a lot of people over the past almost 15 years serving this great city of North Miami, but way beyond being in the community. When I met this person, this individual, I did not know that I was meeting someone who could be a mentor in faith. So we started out, didn't know who this person was because I was dealing with Kenneth from All Time from Waste Pro, and then we kind of introduced ourselves. You know, in life, they always say often, those folks who you meet, they have something that they do that have a lasting impression. And as an educator, I've always hoped I do that to the students, the many hundreds of students that I've served over the last few years. So Mr. Tim, well, I call him Tim. Tim Mooney with Waste Pro. Tim was dealing with some health issues, which I did not know. And sometimes, as public official, when we get these requests of the many, many things that we have had in ICR, former code enforcement director here, and he certainly would know that I would send, when they sent me the text, or a resident, call me about their trash not being picked up and certainly we have had our ups and downs and now we're in a better place with with this with wasteful I've always sent it to Tim and usually we'll call in five minutes hey what are you doing what are you picking this up what's going on and I've never would stop to you know to say hey how your day is going and Tim will always winds up Mr. Mayor, Councilman, how you doing? You know, as much as you wanna go into elaborating to, hey, make sure that this is done, he always bring me back to a place of where, and couple weeks ago when I saw Tim and I knew that he had gone a lot of, some challenges which we all have in life, but to know it felt something. That couple weeks prior to that, I called him and I gave him all this thing. He has never said, you know what, Mr. Mayor, I'm at the doctor, I'm doing something, or I can't do this. In fact, he always said, if you have something, you make sure you get it through John and then let me know. Let me know what's going on, because I want to be able to involve to make sure that we do what we do for the people of North Miami. And I was so touched by his generosity and the things that he does. And I wanted to, I called the manager. I said, you know what, I just learned something about one of our vendors. And we normally, you know, don't do that. But the human part that he brings to this job, as we do, really means so much. So we decided to, you know, give him his flowers and honor him. So this is a special, special, special, dedication to our unsung hero, Timothy Moody, whereas the city of North Miami is pleased to issue this proclamation in honor of Timothy Moody, Tim Moody, unsung hero, whereas Tim Moody is a seasoned government and community relations professional with extensive experience in the public and the private sector. at WastePro USA. He has served as the government and community relation liaison, focusing on building strong relationship with municipal elected official, community leaders, residents throughout South Florida and the Treasure Coast. And whereas his work at WastePro included supporting communication between the company and municipalities, helping to strengthen the delivery of solid waste and recycling services throughout the community that WastePro serves. With a career spending with customer relations, management, municipal affairs, emergency preparedness, and community engagement, Tim Mooney brings a comprehensive understanding of the challenges our community face and local government face. And whereas prior to joining WastePro, Tim worked with the city of Parkland, and he spent more than a decade at Ashbridge, where he held several leadership positions in role in sales, business relations, and community engagement. His career reflect on a strong commitment to customer service, private public partnerships, emergency preparedness, community development, and whereas Tim has continuously been there for the city of North Miami and its residents by helping to respond when help is needed, serving the community with professionalism, compassion, and generous care. His contribution often take quietly, which that I could attest to, but without seeking recognition. And yet his commitment has made a meaningful and a lasting difference in the lives of many. Because often, once I call Tim and probably he hear me rumbling, a resident would call and say, you know what, he said he was going to call. He called. Thank you so much for doing that. He was so kind. I said, oh, thank you so much. And Tim has received so many awards from the American Public Works Awards. ASSOCIATION, THE FLORIDA EMERGENCY PREPAREDNESS ASSOCIATION, AND THE FLORIDA CITY AND COUNTY MANAGERS ASSOCIATION. NOW, THEREFORE, I, MAYOR ALEX Councilman Kevin A. Byrne, Councilwoman Mary Estimé Irving, and Councilman Pierre Franz Charles proudly recognize and honor Timothy Mooney as unsung hero for his exceptional service and unwavering commitment to the North Miami community. And you all, WastePro, you all make us look good when the residents call us up and are fussing. Whether it's our fault or your fault or not, we get fussed at, Tim takes care of it. Good evening, Mayor and Council. Angie Rivera, Assistant Chief of Police. I'm here to provide a brief update as to the posture the city is presently taking and relates to emergency management and weather-related events. Fortunately, there's not much to report. We haven't had any major events that have come close to South Florida. We've been pretty fortunate this hurricane season. There's only been three named storms. None of them gained hurricane strength. However, as we always say, If you haven't prepared yet, consider yourself fortunate. Now is the time to prepare. We will continue to work with our fellow city and municipal partners as state partners and continue to monitor any possible hazards that may affect the city or South Florida. The only thing of note to mention when it comes to weather-related events, you guys can guess what I'm probably going to say, the extreme heat. The extreme heat that we have suffered the last couple months. We have put out heat advisers, the city has, urging residents, visitors to, you know, just various tips. Stay hydrated. If you could avoid strenuous activity outside during the peak hours, which are 11 a.m. to 6 p.m., do so. Be mindful of our pets, our elderly, and again, just be safe all around. Before I leave, I want to urge all residents to register to receive our emergency alerts. Very easy to do. If you Google City of North Miami Emergency Management, You'll see our page come up. Just click where it says receive alerts and you can quickly register to be able to receive all the alerts that we like to put out. The city will continue to monitor and communicate and be ready to respond if any hazards present themselves. That's all I have, Mayor.

Yes, thank you so much. First of all, thank you, Madam Manager, for putting this, or administration for putting this on the agenda. I'd like to sponsor, I'm sponsoring this because I think it's, I've gotten a lot of requests as well for same-day expedited permits for certain minor repairs. For example, if somebody would need to fix a gate, or fence or you know other minor repair for residential and commercial that they can have a same day a same day a permit to get the the work done so something like their driveway pavers um swimming pools windows door shutters garage doors you know simple things like that that they may need a permit so that's the intent of this resolution so i'd like to get your support um to so that we can have a feasible study on making sure that we have the appropriate same day permit and and everything that is required to make sure that we can provide the same day permit thank you thank you so much um none any other members um clothes well matter manager to you um

This is it is there any fiscal impact you're just looking into it correct.

Well this is to look at the feasibility but we're going to come back and bring back what we think are options there will be a fiscal impact no matter you know how we do it because the same day does require additional resources, however, there may be some with resources that we have now that we might be able to do we've already been looking into doing things for like one day mechanical or like fences so we're going to look into it and see how many or with the resources that we have what we can turn into same day and then we'll also provide information on what it might take to do additional

And can some of them also be I know there's other cities that allow plan to be submitted electronically and approve electronically are we there yet only because I to them to the sons of this item is definitely something that's needed. You know you have to go in and get a permit for you know a yard sale if you're going to have one in your your house. So there are certain permits that I think that you can kind of streamline to that folks don't have to come inside building department to request for a $10 yard sign.

We were there once, but we went back to a different system. So currently right now, we are implementing EnerGov. And there are some that we can still go online, but they haven't gotten everything, like the whole back end to it. So that's our goal. Once EnerGov is put in, then we're going to try to get to the place where we have some that are just all fully electronic. Right now, we can't put anything electronic that doesn't require a lot of back end work right now. But we're looking into that and working through that. That will be a process. And our government is going to take several months. And then from there, we can go into that. But even still, we'll still look into what permits might be able to come in on a same day basis based on what we have available. Thank you.

What that look like?

Okay, so typically what we do is that we'll request a contract from our legal department, from the city attorney's office. And once that contract is drafted by the city attorney's office, then it's forwarded for execution. It typically takes anywhere from 20 to 30 days for execution. Once it's executed, then we issue a notice to proceed or notice to commence to the contractor. We make sure that their insurances and their bond and so forth is approved and submitted. And then off they go they have a 180 days to complete the project so again, it's roughly between 20 to 30 days to get a contract executed.

So 180 days to complete the project once the contract has been signed.

Well once we issue what's known as a notice to proceed or notice to commence.

It's always flooded. there's no i've been promised for almost four years now that they're going to do something to my street and it's nothing's been done on the north side on the north side nothing's been done and keep hearing this every year every year oh we're going to work on your street we're going to work in your street there's craters now on the street And almost every week I'm calling Public Works because the manholes are flooded, they're popping up in the street with sewage flowing down the street. When is something going to be done? This is not the way for people to live. Right.

This item is a request for a site plan approval for an automobile retail showroom. as you can see uh on the uh aerial the location of the property is northeast 123rd street and northeast 15th avenue the parcel is comprised or comprises four different parcels as you see there

Thank you. As you see there, the current use of the site is vacant land and the underlying zoning is the city's C2BW zoning. It is also located within the North Miami Transit Station Overlay District and the underlying land use is commercial office. A couple of things I'd like to note just with regard to this, there are some approvals that have already taken place with regard to this item on April 9th. 2024 the city council approved the rezoning that's the rezoning that rezoned the property from c3 to its current zoning designation of c2bw and then on june 17th there were some other approvals by the city's board of adjustment for a special exception and for a variance the special exception was to allow the automobile showroom so that's an approved use on the site and the variance was to allow the development to vary from the one acre minimum lot size requirement for the parks A couple of things with regard to the project details. What's proposed on the site is a six-story, 94-foot-high automobile retail showroom and structured parking. As part of the development, there are 85 total parking stalls. 28 will be dedicated to customer parking, and 57 will be utilized for their automobile inventory. The building itself, as you can see here, what you typically see of some of the newer developments now, you don't generally see the large parking areas, but the entire envelope will house the administrative offices, the structure parking and vehicle storage. So all that will be accommodated within the site. The other thing that we wish to note with regard to the proposed development is that the vehicle loading, unloading area, will not will not take place at the site as you typically you have the the large trucks coming in uh that will take place at another site and an inventory will be slowly uh stocked uh in the building there the proposed operating hours are from monday through saturday from 8 a.m to 8 p.m And they're also proposing more of an appointment-oriented model for you to go in, although they do accept walk-ins. The applicant is here and would be able to explain how that process works in a little more detail. and as you see here these are just some additional renderings of the elevation so if you're driving along northeast 123rd street uh or standing on the sidewalk there this is uh the elevation uh of the development that you would see And then finally with regard to the DRC approval this was approved the site plan by the city's development review committee on May 12. This year it was subject to certain conditions, some of the conditions that we note here were that the applicant was required to construct to maintain a 10 foot wide sidewalk along Northeast 123rd Street frontage. Also, the brick pavers, stamped concrete, and other pervious materials were prohibited within the drainage and conveyance swells. Flood proofing certificate with sections wanted to will be required to be completed by the time of permit application. They will also be required to provide a draft emergency operations plan at the time of permit and a draft panel maintenance plans required at the time of permit application as well. So that concludes my presentation of the applicant is here as well if you have any additional questions for the applicant.

So we may be out of parking at we may be out of parking at the Scott Calvin Center. So I'm sure the commissioner for district one may be looking for a parking solution, but it was something that we had proffered when this item came before us. I'm not sure that they include any.

no no we're all we're going to do we're going to do is you know like an old changes got it i'm not doing heavy heavy no problem thank you so much um you have it he did he said yeah he did he did develop he did anything else a question for our public works department um they just recently relocated the fire hydrant was that in reference to this property development or was that in reference to the new crosswalk that's going there and and then we just approved uh fdot's uh new traffic uh crosswalk there and so the question really is is the fire hydrant moving because of that crosswalk and on 120 what's that going to be 124th street or terrace fdot had said they're placing the mechanism and that swale that was that taken into consideration the location for his project because But you know you got plenty of time to figure that out, but it looks like it's pretty close to where his driveway is exiting out on to a 124th.

So yeah, the hydrant was not moved because of that. The crosswalk or fee because of this. I think it was for the crosswalk but not for the development okay.

all right and then the the new mechanism that the crosswalk the air they they said they're putting up a 20-foot antenna out in the soil on 124th street um and it's pretty close to where your driveway is exiting onto i think that's 124th street um directly behind it right directly behind it it's in the soil area and those boxes that fdot has been making are getting pretty big now so um just be aware that that's there and make sure that you work with uh fdot that we don't screw up his uh driveway okay

Councilman yet before I just brought up want to know what we're going to send that back out since the last one was challenged and that it is for the trellis service exclusively would not other services added into that contract.

right so the way that the original rfp went out was with the trolley service with optional services that they could that they could propose so that you can have in the future and there were some proposals to optional services we've drafted it that was what we were planning but obviously if there's a different direction then we would want to know that tonight so you say you already started to traffic with the additional services Yeah, it's being drafted how it was drafted before okay, it just it didn't it we didn't the additional services we asked if you we asked for them to provide an option. They provide options with not drafting and saying give us the server that you could propose any additional options that you want it, but we don't have to accept them.

Okay, okay and when you know that. We're working on that now.

That's how it is now? Yes. That's how it is now, but if there's a different direction, we'd like to know.

My concern and the reason for the discussion is if we're going to have a company offer us trolley service, which basically they're only offering the maintenance of our trolleys and the employees, they're providing that. If we are trying to slip in there that they're going to also be the second freebie that the trolley company is going to take over the freebie service because the contract allowed them to do it. I think that's a whole different kind of discussion, different kind of funding mechanism, a whole different realm of things that we do trolley. And if we're not, let's just say trolley service and on-demand car service and put it in the disclaimer. So nobody can come back and claim that we are slipping something in there and not being very transparent. If we're going to offer trolley service and on demand service, make the RFP look like that. If it's just going to be RFP, just trolley service, then it's trolley service. If it's both, make sure it's very clearly written because let's not just be willy-nilly about let's just put it out there that's that's what it is that's the trolley company not just bidding on our uh trolley service but also the ability to offer the the freebeats type on-demand uh service that's my my concern okay okay thank you i think you you got it um right you good are you looking for direction matter manager or yeah she's

Second one, high schools with the Youth Council, LitBank, FIU, and Berry together and have a debate at the high school. North Miami Chamber, they can go out to the FIU place and have Biscayne Times and Miami Times have the debate. WLKY and LaFerdia on real estate. We can do that during Hispanic month. We need debates. As coming here on several occasions conducting business in North Miami, I needed their help and it was one of the most amazing officers that I got to be in contact with. Another thing, I want to wish you guys a happy birthday. You guys are 100 years old. Wow. Another thing, I know you guys have a budget coming up. I ask you that whatever the request that comes from North Miami Police Department, be given to them because they're keeping us safe. If coming in here and conducting business in your city, One of the most things, to me, what I value is when I come to the city, a safety. Because my business sometimes requires me to conduct it at night. And I want to make sure that They have whatever that they need to be able to provide safety, not only for the citizens of North Miami, but also for the visitors that come here. Thank you.
